Switzerland Medical Device Compliance Swissmedic Registration Service
A Switzerland medical device compliance Swissmedic registration service should distinguish three operations: registering the Swiss economic operator (CHRN) in swissdamed Actors, registering devices or IVDs in UDI Devices, and linking the Swiss importer to an existing device record. These are not interchangeable. A database entry or CHRN is not a substitute for applicable conformity assessment and does not amount to Swissmedic product authorisation.
Since 1 July 2026, swissdamed device registration is compulsory for applicable medical devices, IVDs, systems and procedure packs, normally with a transition ending 31 December 2026. An urgent vigilance-related case is different. Filing support means verifying the route, preparing the data and permissions, submitting through the correct channel, retaining evidence and managing changes—not promising acceptance or market access.
Which Swissmedic filing is actually required?
Use the following filing gate before commissioning an upload; the party responsible and the deadline change with the operation.
| Situation | Responsible action | Timing / boundary |
|---|---|---|
| Swiss manufacturer, Swiss CH-REP, importer or system/pack assembler lacks a CHRN | Apply for the appropriate role in swissdamed Actors; supply Swiss domicile evidence. Separate actor applications for separate roles. | Actor registration before first placing on the Swiss market; EU SRN is not a substitute. |
| Swiss distributor acting solely as a distributor | No CHRN application or device upload merely for that distributor role; check whether the business is actually an importer or manufacturer. | Swissmedic FAQ states distributors do not have to register as actors. Other supply-chain duties may still apply. |
| Ordinary medical device, IVD or system/pack covered by the Swiss device-registration rule | Swiss manufacturer or system/pack assembler registers; Swiss CH-REP registers devices covered by a foreign manufacturer mandate. | Applies from 1 July 2026; ordinary registration transition ends 31 December 2026. |
| Reportable serious incident, field safety corrective action or trend | Handle the Swiss vigilance notification and register the relevant device without relying on the ordinary transition. | Immediate device registration once information necessary for registration is known. |
| Custom-made, in-house, certain repackaged/relabelled or specified DEVIT product | Check the continuing Swissmedic form-notification procedure instead of assuming standard UDI registration replaces it. | Special route: verify the exact product and legal category; notification is not abolished universally. |
| Swiss importer with CHRN-IM and a device already registered as On the market | Link its importer actor to the existing UDI-DI; do not register the device as importer. | Link functionality since 1 October 2026; transitional enforcement treatment through 1 April 2027. |
| Contact lens or spectacle product requiring Master UDI-DI | Check the distinct Master UDI-DI dates and device-record status before upload. | Contact lenses: from 9 November 2026, register by 31 December 2026; specified spectacles: 1 November 2028 regime. |
| System/procedure pack legally treated as a device in its own right | Register with a Manufacturer (MF) actor or its mandate—not the ordinary pack assembler (PR) role. | Confirm Art. 11(3) MedDO / Art. 22(4) EU MDR status before assigning the uploader. |
| Legacy device of a type requiring a Master UDI-DI | Do not attempt a swissdamed upload of that legacy device; if vigilance is reportable, file the Swiss MIR report. | Swissmedic states that these legacy records cannot be uploaded; the ordinary immediate-registration step cannot be performed for them. |
For a current-law product that requires a Master UDI-DI but has not yet been assigned one, Swissmedic says UDI registration cannot be completed until the identifier is assigned; this is not a general deadline waiver.
Distinguish “legacy” devices that continue to be placed on the market from “old devices” that Swissmedic says do not need UDI registration. Do not infer a blanket exception from the manufacturing date; evaluate the precise placing-on-market history and vigilance facts.
For high-risk devices with a technical-documentation assessment or type-examination certificate, check whether notified-body confirmation blocks visibility or XML export in EUDAMED. Swissmedic says it will adapt enforcement if the planned EUDAMED release is delayed; this is a conditional authority position, not a general extension of the 31 December 2026 deadline. Preserve evidence and verify the latest Swissmedic instructions before selecting the route.
Registration intake: the actor, mandate and device data pack
Collect one controlled intake pack, separating information entered in the database from underlying conformity evidence held for inspection. The definitive fields depend on the device type and current Swissmedic data dictionary.
For a Swiss company found in Zefix, the practical actor-application sequence is AGOV login, company onboarding and validation with the code sent to its address, followed by a separate actor request for each CHRN role. If the company cannot be found in Zefix, contact swissdamed support for manual onboarding and provide the requested register or residence evidence. Do not start UDI filing on the assumption that a company account alone means the actor is registered.
- Legal entity and role: Swiss business register extract or residence evidence, company identifiers, official contact details and the required role-specific CHRN.
- Foreign manufacturer chain: accurate manufacturer identity, valid written CH-REP mandate, its dates and the mandate record in swissdamed; verify authorised operator access.
- Permission path: company/actor/mandate administrators and UDI Editor permissions, including any controlled access granted to a foreign manufacturer under its mandate.
- Product inventory: every Swiss-market device, IVD, system or pack; model or catalogue mapping, product type, risk class, applicable current or legacy framework and market status.
- UDI data: issuing entity, Basic UDI-DI and UDI-DI or eligible Master UDI-DI, relevant packaging identifiers, device name and EMDN classification.
- Registration descriptors: manufacturer and regulatory identifiers, conformity/certificate references as applicable, and an eIFU URL when electronic instructions are used.
- Evidence retained outside upload: declaration of conformity, certificates where applicable, technical documentation, labelling and vigilance records; reconcile their identifiers with the upload.
This is a working submission checklist, not a claim that Swissmedic asks you to upload the complete technical file. CHRN evidence and UDI database fields serve different purposes. Confirm exact mandatory fields against the current Swissmedic User Guide and data dictionary.
From account access to a verifiable submitted record
Use a controlled hand-off. A consultant can prepare records, but the registered economic operator and authorised user must control access and accept responsibility for submitted information.
- Classify each SKU and transaction: identify device versus IVD, applicable regulation or legacy status, ordinary versus urgent vigilance case, and whether a form notification is still required.
- Confirm the responsible actor: obtain or validate the role-specific CHRN, the registered Swiss CH-REP mandate for foreign devices, and the correct administration/UDI Editor rights.
- Build and reconcile a device-to-UDI inventory: match Basic UDI-DI, UDI-DI, EMDN, certificate references, manufacturer, market status and any eIFU URL to controlled source records.
- Pick online editor, XML or M2M; validate the input in a suitable test workflow, then enter or transmit data in the live swissdamed UDI Devices module under the correct actor/mandate.
- Resolve validation errors, confirm each target record is registered with the intended market status, and retain a record export or evidence of the completed entry and internal change log.
- Ask the Swiss importer to link its CHRN-IM to the registered On-the-market UDI-DI where relevant; assign ongoing data maintenance, fees and Swissmedic correspondence to named responsible parties.
Select the correct swissdamed submission channel
There are three official submission modes. Select based on portfolio size, existing EUDAMED assets and IT validation capacity, not a supposed difference in legal status.
| Channel | Appropriate use | Pre-submission control |
|---|---|---|
| Online editor | Small portfolio or limited XML expertise; direct manual entry. | Check identifiers field by field and save proof after registration. |
| EUDAMED GET/POST XML | EUDAMED inventory already available; structured repeatable uploads. | No automatic EUDAMED sync. Manual XML: one Basic UDI-DI/UDI-DI pair per entry, maximum 300 pairs per file. |
| M2M REST/JSON | Large portfolio with proven IT integration and validation capability. | Test mapping, credentials, error recovery and audit logs; not recommended solely to avoid manual work. |
A successful technical upload is evidence of a database operation, not Swissmedic certification of clinical, technical or commercial compliance. Confirm the actual registered status rather than relying on a file-transfer acknowledgement.
M2M is not a bulk partial-update shortcut: each POST carries one complete Basic UDI-DI/UDI-DI dataset; retrieve upload outcomes through the status API, as webhook callbacks are not provided. Importer linking is a separate operation; Swissmedic permits bulk links of up to 1,000 UDI-DIs per operation.
For M2M, submission of the full UDI dataset does not itself set the market status. Swissmedic requires a separate market-status POST: verify the resulting “On the market” status before inviting the importer to link the UDI-DI.
Six preventable reasons registrations stall
Before resubmitting, identify which dependency failed. A corrected data file cannot repair an inactive mandate or a missing actor registration.
| Failure signal | Most likely dependency to test | Safe correction |
|---|---|---|
| CHRN request challenged | Missing/incorrect proof of Swiss domicile or role details. | Supply corrected evidence within Swissmedic objection window; do not assume original 30-day processing clock continues. |
| Device submission unavailable | Actor not registered, UDI Editor not assigned, mandate absent or expired. | Fix the actor and mandate permissions before attempting UDI upload again. |
| XML import rejected | Field mapping, EUDAMED schema, incorrect Basic UDI-DI/UDI-DI pairing or oversize batch. | Validate against Swissmedic specification and split manual batches to permitted size. |
| Device appears in EUDAMED only | Assumption that EU database feeds Swiss data. | Upload independently into swissdamed, and verify Swiss market status. |
| Importer cannot link a UDI-DI | Manufacturer/CH-REP has not registered it or status is not On the market. | Escalate upstream for registration/status correction; importer does not create a new device registration. |
| A completed entry appears to disappear | Submission was left as a draft; swissdamed deletes draft UDI-DIs after 30 days. | Check register/public lookup and keep evidence; do not use draft as proof of registration. |
Maintain the record after initial filing
Completion is the start of a maintained record. Treat updates, importer links, vigilance and invoicing as separate workstreams.
- Update actor particulars in swissdamed within one week of a change where MedDO/IvDO actor-change rules apply; control mandate expiry or transfer separately.
- Maintain UDI-DI data and market status when devices change or cease being placed on the market. Determine whether a change requires a new UDI-DI before editing.
- For Swiss importers, perform CHRN-IM-to-UDI-DI linkage; Swissmedic allows until 1 April 2027 before enforcing missing links, not an indefinite exemption.
- For vigilance events, assess and perform Swiss incident/FSCA/trend reporting and the linked immediate device-registration duty. This is not replaced by an ordinary portfolio backlog.
- Keep filing evidence outside swissdamed: Swissmedic deletes successfully uploaded XML source files, and draft entries are not permanent audit records.
Published Swissmedic device fees: CHF 200 for the first UDI-DI per manufacturer/assembler per calendar year, CHF 20 per additional UDI-DI, capped at CHF 10,000. Initial 2026 charging uses On-the-market status at 31 December 2026, with first invoices from January 2027; existing-record updates and importer links are free. A separate CHF 200 CHRN issuance fee may apply. Check the authority fee page before budget approval.
Swissmedic explains that medical devices, unlike medicinal products, are not subject to an official Swissmedic product-authorisation procedure; the applicable conformity-assessment framework remains separate from database filing.

Swissmedic registration: filing questions
Can our existing EUDAMED registration be copied automatically?
No. Swissmedic states that swissdamed and EUDAMED have no automatic interface. Valid EUDAMED GET/POST device XML may be reused, but the responsible Swiss actor or CH-REP must submit and verify the Swiss record separately.
May our Swiss importer register all our devices for us?
Not in the importer role. The Swiss manufacturer, relevant system/pack assembler or authorised representative registers the UDI device; the importer links its CHRN-IM to a device already registered with On-the-market status. The importer-linking transition runs to 1 April 2027.
Does every older device have to be uploaded before 31 December 2026?
No blanket rule is safe. Legacy devices with additional units placed on the Swiss market after 1 July 2026 can be in scope; Swissmedic separately says “old devices” do not require UDI registration. Vigilance can still be reportable, so check history, legal status and product identity.
What if a serious incident occurs while our ordinary 2026 registrations are pending?
Do not use the standard 31 December transition as a reason to defer action. A device involved in reportable serious incident, FSCA or trend must be registered as soon as the necessary information is known, in parallel with the separate Swiss vigilance reporting assessment.
Does a CHRN or a UDI record mean Swissmedic approved the product?
No. A CHRN identifies an economic operator and a UDI device record is a database entry. Neither replaces the applicable conformity assessment, declaration, supporting technical evidence or other legal conditions for market placement.
Are contact lenses and spectacle frames on the same July 2026 timetable?
Not necessarily. Swissmedic specifies Master UDI-DI registration of relevant contact lenses from 9 November 2026, with completion by 31 December 2026; spectacle frames, lenses and ready-to-wear reading spectacles follow the later 1 November 2028 regime. Check the precise device category.
