Medical Device Registration Services In The Uae
UAE medical device registration is now an Emirates Drug Establishment (EDE) marketing-authorization filing. The operational question is not simply whether a device is “regulated”; it is whether the applicant, manufacturing site and product file are ready for the EDE submission path. The EDE service is intended to authorize medical equipment for import and trade in the UAE.
This page focuses on filing execution: what must be ready before submission, who holds each responsibility, how the dossier is assembled, what happens in the portal, and which gaps most often create an avoidable stop. It does not replace a broader product-route analysis. If you first need a UAE-wide route map covering product compliance beyond the filing itself, see UAE medical device product compliance and certification.
1. Start with three filing gates, not with the application form
A safe filing sequence begins with three gates. First, confirm that the product is being treated as a medical device under the current EDE framework; where the regulatory category is genuinely unclear, EDE operates a separate medical-product classification service. Second, confirm that the marketing authorization holder/applicant side and the manufacturing site have the registrations or licences required for the product filing. Third, freeze the exact device scope: intended use, models, sizes, accessories, manufacturer and evidence package must tell one consistent story.
- Gate A — product route: identify whether the EDE medical-device marketing-authorization service is the correct route. EDE's classification service can be used when the regulatory category itself is uncertain.
- Gate B — establishment readiness: EDE states that marketing authorization holder companies must be registered before product registration, and its service page requires a valid EDE-licensed marketing office or medical warehouse for the application route. EDE also states in its FAQ that product manufacturing sites must be registered before product registration.
- Gate C — dossier consistency: the free-sale/registration evidence, conformity or foreign marketing authorization, declaration of conformity, product description, labels/packaging, manuals and model list should all identify the same product family and intended use.
Do not treat an existing CE certificate, 510(k), PMA or other foreign authorization as an automatic UAE approval. EDE lists such evidence as part of the filing package “as per classification”; the UAE marketing authorization remains a separate EDE decision.
2. Responsibility matrix: who must prepare what
| Workstream | Manufacturer / MAH | UAE licensed applicant | What should be ready before filing |
|---|---|---|---|
| Product identity | Owns intended use, models, accessories, technical description and risk evidence | Checks that portal data matches the manufacturer file | One controlled product list with names, models, sizes and accessories |
| Establishment status | Provides corporate/manufacturing-site evidence and authorizations | Maintains the required EDE licence and portal access | Valid establishment/site records and appointment/agency evidence |
| Country-of-origin evidence | Obtains free-sale/registration evidence and supporting approvals | Checks legalization/attestation and upload format | Current documents, attested where the EDE service requires it |
| Technical/safety evidence | Provides conformity, safety/efficacy and post-market material | Builds the submission index and tracks deficiencies | Class-appropriate evidence, with higher-risk support where required |
| Authority interaction | Supplies technical answers and revised evidence | Submits, pays, receives EDE questions and coordinates responses | Named owners and an internal response deadline for every query |
The practical filing risk is usually not “missing one document”; it is unclear ownership. Before opening the application, assign a person to each evidence block and to each possible authority question.
3. Build the dossier as evidence blocks
EDE's current medical-device service page lists the following document categories. The exact applicability depends on the device and its class, so a strong dossier index should mark each item as required, applicable, not applicable with rationale, or pending.
- completed company-signed/stamped registration application;
- valid manufacturing-site registration certificate;
- valid free-sale/registration certificate from the competent authority in the country of origin, with UAE Embassy certification as stated by EDE;
- product agency contract or manufacturer authorization/appointment evidence;
- quality-conformity or marketing-authorization evidence such as EC, 510(k) or PMA, depending on classification;
- post-marketing monitoring material;
- product information covering description, formulation where relevant, types, sizes, models, accessories, uses, side effects/contraindications where relevant, warnings, precautions, instructions, packaging images, brochures and manuals;
- laboratory/analysis requirements and pricing information for certain equipment where applicable;
- sample and certificate of analysis where required by equipment type;
- manufacturer declaration of conformity;
- safety and efficacy data for products that EDE identifies as Class III or IV;
- special conformity evidence for equipment manufactured from animal-derived materials where applicable.
A dossier should not be submitted merely because every filename exists. Run a cross-document check for manufacturer name, legal manufacturer address, brand, model code, intended use, device class and certificate validity dates. If one of those fields differs, resolve the discrepancy or explain it before filing.
4. Submission workflow through EDE
- Confirm portal and establishment readiness. EDE uses UAE PASS for access to the service. Confirm that the relevant EDE licence and portal access are current before creating a new application.
- Create the product application. Complete the EDE form using the controlled product master data, not ad hoc text copied from brochures.
- Upload the indexed dossier. Keep the same naming logic across the portal form, attachment index and supporting documents.
- Pay the application fee. EDE currently publishes an AED 100 application fee and AED 5,000 issuance/registration fee for medical-device marketing authorization.
- Manage review questions. Treat each EDE question as a controlled deficiency: identify the exact issue, evidence owner, response document, changed pages and final answer.
- Close the decision. On approval, EDE issues the medical-device marketing-authorization certificate. The published validity is five years from committee approval.
EDE publishes a service-completion duration of 45 working days for issuance. That is a regulator service duration, not a safe promise for the manufacturer's total market-entry project. Establishment registration, legalization, classification uncertainty, dossier repair and applicant response time can sit outside or interrupt the review path.
5. Decision points that change the filing plan
| Decision point | If the answer is “yes” | Safe next action |
|---|---|---|
| Is the product category unclear? | The wrong service route may be selected | Use or consider EDE's medical-product classification service before building the final dossier |
| Is the MAH/applicant or manufacturing-site status incomplete? | Product filing may be premature | Complete the relevant EDE establishment/site step first |
| Do model names or intended use differ across certificates, IFU and portal data? | EDE may be unable to match the evidence to one product scope | Reconcile the master data and document the relationship between variants |
| Is the device Class III or IV under the EDE filing position? | EDE lists safety and efficacy data among the required documents | Map the higher-risk evidence before submission and identify any gap explicitly |
| Does the device contain animal-derived material? | Special conformity evidence may be required | Identify material origin and prepare the EDE-requested conformity certificate where applicable |
| Is this an IVD? | The core filing logic overlaps, but product-specific evidence and classification issues differ | Use the dedicated UAE IVD registration filing guide instead of treating the IVD as a generic device |
6. Common rejection or delay triggers and how to pre-empt them
- Applicant not ready: the product file is complete, but the EDE-licensed establishment or registered MAH/site prerequisite is not.
- Country-of-origin document defect: the free-sale/registration certificate is expired, does not cover the submitted model, or is not certified as EDE requires.
- Scope mismatch: the application says one intended use while the conformity evidence, manual or foreign authorization describes another.
- Variant creep: a family application includes models or accessories that are not clearly supported by the submitted certificates.
- High-risk evidence gap: a Class III/IV file lacks the safety/efficacy material expected by the EDE service description.
- Uncontrolled authority response: a query is answered in email-style prose without an updated attachment index or clear mapping to the challenged evidence.
The cure is a pre-submission “red-team” review. Someone who did not build the dossier should be able to trace every material statement in the application to a supporting certificate, declaration, technical document or controlled explanation.
7. Approval is not the end of the regulatory file
EDE's marketing authorization is published as valid for five years. EDE also operates a separate renewal service and a separate service for amendments to registered marketing-authorization data. Build a change-control register so that changes to the manufacturer, site, device identity, intended use, key technical evidence, labels or authorization data are screened before implementation rather than discovered at renewal.
For importation, registration alone is not the whole logistics step. EDE's import-permit service states that medical equipment/products must have marketing authorization and that importation is carried out by the local agent identified in that authorization. Import-permit and shipment-clearance requirements therefore need to be planned after product approval.
If your problem is strategic—classification, route selection, evidence gaps, or choosing how to structure a portfolio—rather than preparing a specific filing, the neighbouring UAE medical device registration consultant page owns that advisory task. This page owns the filing mechanics.

- EDE — Registration of a Manufacturer of Medical Products
- EDE — Renewal of Marketing Authorization for a Medical Device
- EDE — Permit to Import Medical Items and Products
- UAE Legislation — Federal Decree-Law No. 38 of 2024
- UAE Legislation — Cabinet Resolution No. 40 of 2025 on EDE service fees
Frequently asked questions
Can a foreign manufacturer file directly with EDE without a UAE establishment?
Do not assume so. The current EDE medical-device service requires the relevant EDE-registered/licensed establishment structure and states that the MAH must be registered before product registration. Confirm the exact applicant role and appointment chain before preparing the submission.
Does CE marking or FDA clearance eliminate the UAE registration step?
No. EDE lists conformity or foreign marketing-authorization evidence such as EC, 510(k) and PMA as dossier evidence depending on classification. It does not convert that evidence into automatic UAE marketing authorization.
What should be prepared first if the dossier is incomplete?
Freeze the product master data first: manufacturer, intended use, model/variant list, accessories and device category/classification position. Then verify establishment/site readiness and country-of-origin evidence. Building technical attachments before those points are stable often creates rework.
Is 45 working days the total time to market?
No. Forty-five working days is the service-completion duration currently published by EDE for the marketing-authorization service. It should not be presented as the manufacturer's total project duration because pre-filing registrations, attestation, classification, deficiency responses and other dependencies can add time.
What happens after the five-year marketing authorization expires?
EDE provides a renewal service for medical-device marketing authorization. The current service page publishes a 15-working-day service duration and fees of AED 100 for the application plus AED 2,500 for renewal. Renewal planning should start early enough to resolve document or change-control issues before expiry.
