Product Compliance And Certification For Medical Device In Uae

Scope and evidence must be confirmed before any paid tests or filings.

A medical device intended for the United Arab Emirates needs a product-specific route map, not a generic “UAE certificate”. The Emirates Drug Establishment (EDE) operates the medical-product classification and device marketing-authorisation services. An EDE decision does not, by itself, answer every question about wireless equipment, radiation sources, import logistics or advertising.

This guide addresses an individual device or defined device family: what to classify, which parallel regimes to screen, what evidence to request from the manufacturer and when launch must stop. It is not a filing manual or a risk-class ruling.

First decide whether the product belongs on the medical-device route

Start with the manufacturer’s intended medical purpose, claims, instructions for use and mechanism of action. Record whether the product diagnoses, monitors, treats or supports care; whether it is an in-vitro diagnostic (IVD), contains software, a medicinal substance, animal-derived material, sterile components or an implant; and who uses it. The words “health”, “laboratory” or “smart” on a box do not settle the regulatory category.

EDE offers an official classification service based on presentation, composition, use and design. Its classification letter addresses whether EDE marketing authorisation is required and under which category. This is especially useful at the device–medicine–general-wellness boundary. Do not transplant an EU or US risk class into the UAE without checking the actual product and EDE position.

Regulatory layers that may accumulate on one device

A device with a medical intended useEDE product classification and, where required, device marketing authorisationConfirm the device category, models and applicant; check company/site registration and the applicable EDE route.
A reagent, test kit or product involving a medicinal constituentEDE boundary between device/IVD, healthcare product and medicineSubmit intended-use, sample type, composition and principal function; seek a classification letter if unclear.
Built-in radio or telecommunications functionalityTDRA equipment type approval, if the radio/telecom equipment is within its scopeIdentify modules, frequencies, model numbers and existing TDRA approvals; EDE permission does not replace TDRA clearance.
X-ray generator or another regulated radiation sourceFANR authorisations for regulated radiation activities, as applicableIdentify whether the importer, installer and operating facility need separate radiation approvals; do not equate device registration with permission to operate.
Public campaign, product website or medical-product promotionEDE medical-product advertising approval where the service appliesVerify the approved indications, advertisement licence and its conditions before publishing promotional claims.

For covered radio/telecom equipment, TDRA’s Type Approval Policy V4 took effect on 1 May 2026. Check supplier registration, approval of the exact equipment configuration and any applicable customs-release requirement. This is a conditional branch, not an automatic extra approval for every medical device.

Four product configurations: different questions, not automatic classes

  • Reusable non-connected surgical instrument: Check intended use, contact and sterilisation claims, reusable-processing instructions and the exact model family. A foreign conformity certificate is evidence, not UAE market permission.
  • Bluetooth-enabled bedside patient monitor: Map the clinical function through EDE and the radio module through TDRA separately. Verify whether the approved telecom configuration matches the device sold.
  • Mobile diagnostic X-ray system: Plan EDE device authorisation and screen FANR requirements for possession, transport, installation and clinical operation with the receiving facility. Neither permission substitutes for the other.
  • In-vitro diagnostic test kit: Record the specimen, analyte, target population, intended operator and diagnostic claim. Do not treat every kit as a general consumer healthcare product.

Medical-device models, IFUs and evidence across EDE/TDRA/FANR

Ask for one model-controlled master dossier before retaining a local filing partner. These are source-dependent evidence checks, not a claim that every document is mandatory for every device.

  • A model/SKU table linking commercial names, components, accessories, software version and actual packaging to one intended use.
  • Original label artwork, inner/outer packaging and instructions, with indications, warnings, contraindications, sterile or single-use statements and user population.
  • Manufacturer and marketing-authorisation-holder identities, manufacturing-site status, proposed UAE applicant and the agency/authorisation chain.
  • Country-of-origin free-sale or registration evidence and applicable CE/US or other conformity documents; check the EDE request for attestation and validity.
  • Risk and performance rationale, relevant clinical or safety/efficacy evidence; EDE expressly lists additional safety-and-efficacy data for its Classes III/IV.
  • Conditional evidence: sterility and reprocessing validation, software/cybersecurity materials, electrical/radio test reports, animal-origin documents, samples or laboratory analysis as relevant.

UAE medical-device label and SKU gates before import

EDE asks for device descriptions, uses, sizes/models, packaging images, brochures, manuals, warnings and precautions. The classification service accepts product information in English or Arabic; that is not a blanket ruling that every final-market label may be English-only. Confirm the approved device-specific presentation and applicable language rules before printing.

Article 38(1) of UAE Federal Decree-Law No. 38 of 2024 requires the inner/outer label and product leaflet information to correspond to the authorised presentation (or the applicable origin-country details where marketing authorisation is exempt). Article 38(2) requires the internal product leaflet, in paper or electronic form, to be in at least Arabic and English, unless an exception is issued by the Chairman or delegate. This statutory leaflet requirement must not be confused with the language accepted for a classification application; it does not, by itself, prescribe the language of every outer-pack panel.

EDE’s current device service page lists an application fee of AED 100, a registration fee of AED 5,000, a published service duration of 45 working days and a certificate valid for five years from committee approval. The classification service separately lists AED 500 and 10 working days. These are published service indicators, not a full launch budget or guaranteed elapsed time.

  1. Freeze the manufacturer’s intended use, configuration, labels and list of SKUs submitted for the UAE decision.
  2. Resolve EDE classification and, if required, the device marketing authorisation through an eligible licensed applicant; establish manufacturer/MAH status first.
  3. Close the TDRA and FANR branches where triggered, and verify shipment/customs requirements with the responsible import party.
  4. Check that what is advertised, ordered, imported and supplied matches the actual authorisations; secure applicable promotion approval separately.

UAE device changes that can reopen EDE or parallel approvals

After authorisation, maintain a traceable list of approved models and claims, complaints and corrective actions. EDE provides a service for amendments to registered medical-product authorisation data; determine the applicable change route before distributing modified devices.

  • A new indication, target patient group, diagnostic output or claims in sales material.
  • A changed radio module, software function, radiation generator, sterilisation state or safety-critical component.
  • A new manufacturing site, legal manufacturer, label/model identifier or UAE applicant arrangement.

Resolve EDE classification before importing or promoting a device

For an unresolved border case, prepare the intended-use statement, model matrix, label and technical synopsis and request an EDE classification decision. If EDE registration is required, verify the authorised applicant and manufacturer/MAH prerequisites before filing. The detailed application sequence belongs in the linked registration guide.

This page concerns the cross-regime route of medical devices generally. Devices worn on the body raise their own design and monitoring questions; those belong in the separate wearable-device guide. Until product identity, regulatory category and parallel approvals are resolved, a supplier should not promise a compliant UAE launch date. UAE device questions: CE, bilingual leaflets, radio and X-ray

Does CE marking or an FDA 510(k) automatically permit sale in the UAE?

No. EDE lists foreign conformity/marketing documents among dossier evidence, but its medical-device marketing authorisation is a distinct UAE service. Check additional triggered regulators too.

Can a foreign manufacturer request EDE classification without a UAE warehouse?

EDE states that individuals and all types of companies may use its classification service. That does not make them eligible applicants for device marketing authorisation: the latter service specifies registered MAHs and licensed local applicant categories.

Is an English-only label automatically sufficient?

Not automatically. Article 38(2) of Federal Decree-Law No. 38 of 2024 requires at least Arabic and English for the internal product leaflet (paper or electronic), unless a competent exception is issued. Check the authorised artwork and applicable label requirements separately; English/Arabic classification submissions are not a final-label exemption.

Will EDE approval cover a Bluetooth or Wi-Fi medical device’s radio module?

Not necessarily. Check TDRA type-approval scope, approved equipment identity and radio configuration independently; EDE and TDRA address different regulatory risks.

Can a hospital use an X-ray unit as soon as its EDE certificate arrives?

Do not assume so. FANR regulates relevant ionising-radiation activities. Confirm the operating facility’s authorisation, equipment inventory and activity-specific requirements before installation or clinical use.
