Anvisa Cosmetics Registration Services In Brazil

Scope and evidence must be confirmed before any paid tests or filings.

ANVISA cosmetics registration: what this filing service covers

For a cosmetic that requires pre-market registration in Brazil, the filing is not just a form submission. The Brazilian holder must first have the correct company authorizations, then assemble product data that is consistent across the formula, specifications, claims, labeling and supporting studies, submit through Anvisa's electronic route, answer any authority questions and keep the approved product aligned with the registered file.

The first decision is whether the product is actually subject to registration. Under RDC 907/2024, the Article 34 groups require registration; most other cosmetics follow notification instead. Hair styling or fixing pomades are subject to the special registration regime under RDC 814/2023. Classification should be resolved before dossier work starts, because using the wrong route can invalidate the filing plan.

Registration or notification? Make the route decision first

Product situationRegulatory routeWhat must happen before sale
Suntan products, hand antiseptic gel, hair straighteners, combined straightening-and-coloring products, hair waving products, sunscreens, children's sunscreens, insect repellents and children's insect repellentsRegistration under RDC 907/2024Anvisa's registration decision must be published in the Federal Official Gazette before commercialization.
Hair styling/fixing pomade within the special scope of RDC 814/2023Registration under the special pomade rulesUse the applicable Solicita registration route and wait for authorization before placing the product on the market.
Cosmetics outside the mandatory-registration groupsNotification / prior communicationComplete the applicable electronic regularization procedure and verify that the product appears as regularized before commercialization.
Product with therapeutic, pharmacological or otherwise non-cosmetic positioningDo not force it into the cosmetics routeReassess regulatory classification before filing; a cosmetic registration cannot cure a product that belongs to another regulatory category.

Who files and what must be in place first

  • The filing holder is a Brazilian legal entity responsible for the product before the health authority. A foreign manufacturer does not directly hold the Anvisa cosmetic registration.
  • For national products, the holder/manufacturer must have the relevant AFE and local sanitary licence for the activity. For imported products, the holder/importer must have the relevant AFE and local sanitary licence.
  • The company must be registered in Anvisa's systems and have the appropriate user/security profile to operate Solicita.
  • For imported cosmetics, confirm that the foreign manufacturer is correctly identified in Anvisa's records. Since 17 August 2026, requests for inclusion or alteration of an international cosmetics manufacturer code are submitted electronically in Solicita; Anvisa created subject code 2882 for cosmetics.
  • Agree in writing who owns the source data, who signs the responsibility term, who answers technical questions and who controls post-registration changes. These responsibilities should be fixed before submission, not after an authority request arrives.

Dossier readiness matrix

Dossier blockCore evidence to prepareFrequent filing weakness
Formula and ingredientsQualitative-quantitative formula using INCI names and percentage by weight; ingredient functions; references where needed.Formula names, percentages or ingredient functions do not match the label, specifications or supplier records.
Finished-product specificationsOrganoleptic and physicochemical specifications, including the declared physical form; microbiological specifications where applicable.Acceptance ranges are missing, inconsistent or not suitable for the product category.
Safety and efficacy supportSummaries of safety or efficacy evidence when required by law or by the claims made; complete underlying data must be retained by the company.Marketing claims are broader than the available evidence, or the summary does not explain objective, method, results and conclusion.
StabilityStability summary supporting the declared shelf life; complete stability data retained in the technical file.Shelf life is declared without a clear bridge to the tested formulation, packaging or storage conditions.
Label artworkBrazil-compliant artwork with mandatory statements, warnings, use instructions and Brazilian Portuguese information; INCI remains applicable for ingredient identification.Claims, warnings, product purpose or formula information differ between artwork and dossier.
Manufacturing and traceability fileManufacturing process, raw-material specifications where applicable, packaging specifications and lot coding system kept available to the authority. The filed product cannot be traced back to a controlled manufacturing and batch-identification system.
Imported-product informationOriginal formula copy and correctly identified foreign manufacturer; confirm the current Anvisa manufacturer code workflow.Foreign manufacturer data are incomplete or do not match the entity referenced in the electronic petition.

RDC 907/2024 does not require a consularized or apostilled Certificate of Free Sale as part of the product regularization file or as a document that must be retained by the company. Do not add legalization work merely because it was required under an older practice or in another jurisdiction.

Submission workflow from readiness check to authorization

  1. Confirm classification. Verify the product group, claims, intended users, formula and special rules to decide registration versus notification and to identify category-specific evidence.
  2. Confirm holder eligibility. Check the Brazilian entity, CNPJ/system registration, AFE, local sanitary licensing and the activities covered by those authorizations.
  3. Freeze the filing version. Establish one controlled formula, specification set, label artwork, product name, claims and manufacturing configuration for the submission.
  4. Build and cross-check the dossier. Reconcile every technical field across formula, label, specifications, safety/efficacy summaries and stability support. For imported products, reconcile the foreign manufacturer data as well.
  5. Select the current petition subject in Solicita. Use Anvisa's current petition-subject database rather than relying on an old code list; attach the documents required by the checklist for that subject and pay the applicable health-surveillance fee.
  6. Track the proceeding and answer Anvisa. Monitor Solicita and the consultation portal. If Anvisa requests clarification or additional evidence, answer from the controlled dossier and document any change made to resolve the point.
  7. Release only after the legal trigger. For a product subject to registration, commercialization is permitted after the registration is published in the Federal Official Gazette. The marketed product must correspond to the authorized file.

Authority interactions and decision points

  • Classification question: if claims, intended use or product format sit near the boundary of cosmetics, resolve the classification before investing in a registration package.
  • Dossier deficiency: a request from Anvisa should be treated as a controlled regulatory change. The response must stay consistent with the formula, label and evidence already on file, or clearly explain the corrected version.
  • Approval: publication in the Federal Official Gazette is the market-release trigger for registered cosmetics. An internal submission receipt is not a substitute for approval.
  • Refusal or non-compliance: identify whether the issue is documentary, technical, classification-related or caused by an unsupported claim before deciding whether to correct, supplement or refile.

Common causes of delay, rework or refusal

  • Choosing registration or notification by product name alone instead of reviewing intended use, claims, formula and the current regulatory lists.
  • Submitting a formula that does not reconcile with INCI labeling, ingredient functions or the manufacturer's controlled master formula.
  • Using claims that imply therapeutic action or benefits beyond the available safety/efficacy evidence.
  • Filing artwork before mandatory warnings, Portuguese-language information and category-specific labeling have been checked.
  • Leaving AFE, local sanitary licensing, foreign-manufacturer identification or user access unresolved until the day of submission.
  • Changing formula, claims, manufacturer, packaging or labeling during review without first assessing whether the change affects the petition or requires a separate post-registration route.

After filing: maintenance is part of the registration project

  • A registration under RDC 907/2024 is valid for 10 years from publication in the Federal Official Gazette and may be renewed for successive 10-year periods.
  • The renewal request must be made in the first semester of the final year of the 10-year validity period; missing that window can lead to expiry of the process.
  • Keep the complete supporting file available to the health authority, including full safety/efficacy data when applicable, stability data, manufacturing information, packaging specifications and lot-coding logic.
  • Before implementing a material product change, assess the applicable post-registration petition. The commercial product must remain consistent with the authorized regularization record.
  • Cosmetovigilance is now an operational obligation, not an optional add-on. RDC 894/2024 has been in force since 28 August 2025 and requires holders to maintain a system for receiving, evaluating, investigating and, where required, reporting adverse events and safety signals.

Special case to watch: the new artisanal-cosmetics regime

On 5 October 2026 Anvisa published RDC 1.045/2026 for narrowly defined artisanal personal-care, cosmetic and perfume products. The rule states that qualifying products will be exempt from Anvisa registration or notification and that qualifying producers will not need an AFE, but the resolution enters into force only 60 days after publication. As of this page's verification date, 7 October 2026, that exemption is therefore not yet operative.

The future artisanal route is also not a general small-business exemption: it depends on cumulative product and production criteria, including low inherent and microbiological risk, predominantly manual small-scale production, full control of the production process, limited claims and direct-sale conditions. An industrial or higher-risk product should continue to be assessed under the ordinary cosmetics framework.

What a filing-execution engagement should deliver

  • A written route decision identifying whether the product is registrable, notifiable or outside the cosmetics pathway.
  • A filing checklist tied to the current Anvisa petition subject and the specific product category, not a generic cosmetics checklist.
  • A reconciled dossier pack with a discrepancy log covering formula, claims, label, specifications, stability and safety/efficacy support.
  • Submission coordination in Solicita, tracking of the case and structured responses to authority questions.
  • A post-filing control note covering renewal timing, change-control triggers, record retention and cosmetovigilance responsibilities.

FAQ

Does every Grade 2 cosmetic require Anvisa registration?

No. Grade 2 classification and mandatory pre-market registration are not identical concepts. Under RDC 907/2024, registration applies to the groups listed in Article 34, while other cosmetics generally follow notification unless a special rule applies. Hair styling/fixing pomades are an important special case under RDC 814/2023.

Can a foreign manufacturer file the cosmetic registration directly with Anvisa?

No. The regularization holder is a Brazilian legal entity responsible before Anvisa. For imported products, the Brazilian holder/importer must have the applicable AFE and local sanitary licence, and the foreign manufacturer must be correctly identified in the Anvisa filing data.

Is an apostilled Certificate of Free Sale required for the dossier?

RDC 907/2024 expressly states that a consularized or apostilled Certificate of Free Sale is not mandatory in the product regularization process and does not have to be kept in the company's file.

When can a registered cosmetic be sold in Brazil?

For products subject to registration, the legal release point is publication of the registration in the Federal Official Gazette. A petition protocol or payment receipt is not the approval itself.

What should be checked before changing a registered cosmetic?

Check whether the proposed change affects the authorized formula, manufacturer, claims, labeling, packaging, specifications or other filed information and identify the applicable post-registration petition before implementation. The product placed on the market must remain consistent with the authorized record.
