Regulatory guidance and project coordination

Refund and Withdrawal Policy

Rules for considering cancelled regulatory-service engagements, advances and external expenses.

1. Scope and contractual priority

This policy concerns paid regulatory consultations, document reviews, coordination and related services contracted through LEX CONFORM. Each accepted offer should identify the provider, work stages, price, applicable taxes, external costs and cancellation provisions. Mandatory statutory consumer rights prevail over conflicting terms.

2. Quotes, prepayment and start of work

Prepayment may be required if clearly stated in an agreed offer. Payment does not automatically waive a consumer's withdrawal rights. Work begins when the parties agree to start the specified assignment; the actual commencement and deliverables should be recorded, especially where the customer requests early performance.

3. EU/EEA consumer withdrawal

Where the Consumer Rights Directive and its national implementation apply to a distance service contract with a qualifying consumer, the usual withdrawal period is 14 days from conclusion of the contract. The trader must provide prescribed pre-contract information and withdrawal instructions. Different rules or exceptions may apply to particular contracts; the customer's legal status matters.

4. Performance during the withdrawal period

If the consumer expressly requests that service performance begin before the withdrawal period ends, and later withdraws lawfully, the trader may be entitled to a proportionate amount for services actually supplied, subject to the Directive's information and consent requirements. A blanket “no refunds once work starts” clause is not sufficient.

5. Completed services

Loss of the withdrawal right for a service fully performed during the withdrawal period requires the conditions of applicable consumer law, including required prior express consent and acknowledgement where applicable. Merely issuing an invoice, receiving payment or sending a draft does not necessarily meet those conditions.

6. Business-client cancellations

For a customer acting in business, the accepted contract determines cancellation fees and the treatment of genuinely completed work and committed third-party charges, subject to applicable law. If no binding special rule exists, the parties should seek an itemised settlement rather than assume an automatic forfeiture of all prepayments.

7. External expenses and testing

Laboratory bookings, public-authority fees, translations, samples and external professional charges may be committed or non-refundable under the third party's terms. Such charges must be disclosed or agreed where required and supported by records; they are not automatically deducted from all refunds irrespective of the contract and law.

8. Changes, non-performance and mistakes

If agreed work cannot be delivered, is cancelled by the provider or differs materially from the contract, remedies follow the facts, accepted terms and mandatory law. Duplicate or mistaken payments should be promptly investigated and repaid where due. A requested change of scope should be recorded in writing.

9. How to request a refund or withdraw

Email request@lex-conform.com stating your name, contact, contract or invoice reference, date, request and preferred reply method. An EEA consumer may use any unequivocal withdrawal statement; a specific form is not compulsory. Requests should be acknowledged and examined against the applicable contract and law without misleading promises of an automatic outcome.

10. Repayment method and timing

For a valid consumer withdrawal, reimbursement generally follows the statutory 14-day deadline after notification, subject to rules and permitted deductions relevant to the contract. Refunds are normally made by the original payment method unless the consumer expressly agrees otherwise and incurs no fees because of that alternative. Other contractual refunds follow agreed or statutory deadlines.

11. Complaints and dispute resolution

Please raise billing or delivery concerns promptly with supporting records. Statutory rights to complain to a consumer authority, seek ADR where available or access competent courts remain intact. The old European Commission ODR platform has been closed since 20 July 2025 and is not offered as a live dispute service.

12. Governing rights and updates

Nothing here removes non-excludable remedies, statutory guarantees or mandatory jurisdiction protections. A published amendment does not retroactively change an accepted engagement. Revised 16 October 2026.

Cancellation before work

If work has not started, an unused advance may be refunded, subject to mandatory law and legitimately incurred non-recoverable charges.

Work already performed

After work begins, reasonable fees for completed work and agreed commitments may be applied against an advance to the extent legally permitted. Any refundable balance is assessed from the engagement records.

External costs

Amounts already paid or irreversibly committed for testing, official filing, translation, courier or other third-party services may depend on the third party’s refund terms and applicable law.

How to request review

Email request@lex-conform.com with the payer name, payment date, relevant reference and reason for the request. We review the agreed scope, work undertaken and any external charges before responding.
