Uae Medical Device Registration Service For IVD Device

Scope and evidence must be confirmed before any paid tests or filings.

An IVD registration filing in the UAE should begin with the exact test, sample, intended user and claimed clinical purpose—not with a generic medical-device form. This execution guide covers the applicant, EDE submission, document pack, likely deficiencies and maintenance after authorization. It is not a promise that every assay follows the same regulatory route.

Confirm the IVD and its filing scope

Build a one-page scope sheet identifying analyte or target, specimen (such as blood or swab), screening versus diagnostic claim, professional or self-test use, instrument and software dependencies, and every model, kit and control. Do not assume that a foreign IVD Class A–D label is automatically the EDE filing classification. For uncertain borderline products, use the EDE product-classification service before choosing the marketing-authorization route.

Who can file: applicant and prerequisite gates

EDE states that a marketing authorization holder must be registered before product registration; the filing marketing office or medical warehouse must hold a valid EDE licence. Manufacturing-site registration and the authorization chain must also be checked. The table is a practical pre-submission control, not a substitute for EDE eligibility review.

Control gateRequired check
Intended purposeManufacturer supplies exact clinical claim, patient group, specimen and intended user; confirm the chosen regulatory category before filing.
Applicant and rightsIdentify the registered marketing authorization holder, licensed filing entity and signed manufacturer–agent relationship.
Factory and foreign evidenceVerify EDE manufacturer registration and validity/legalization of free-sale and conformity records for the same IVD.
Version boundaryFreeze kit, instrument, software, controls, labels and model list; flag unproven family grouping for confirmation.

Build an IVD-specific evidence pack

EDE lists a signed application, valid factory registration, a UAE Embassy-certified free-sale/registration certificate, an agency agreement, relevant conformity or marketing authorization evidence, product information and post-market material. Additional items—including sample/analysis or higher-risk safety and efficacy evidence—depend on the device. Organize each item against the exact assay version and label.

  • Claim and variant matrix: each analyte, specimen, patient group, professional/self-test claim, catalogue number and software version.
  • Manufacturer/applicant identity: signed application, factory registration, applicant licence, MAH information and product agency contract.
  • Foreign authorization file: valid certificate of free sale or registration with the specified UAE Embassy certification; applicable CE, 510(k) or other conformity evidence as relevant.
  • IVD performance index (preparation aid): analytical sensitivity/specificity, precision, interference, cross-reactivity, clinical performance and study populations where applicable; mark gaps rather than invent test thresholds.
  • Labels and instructions: kit and control packaging, intended use, specimen handling, interpretation, limitations, warnings, storage and traceability, aligned with dossier claims.
  • Quality and post-market file: conformity declaration, applicable quality evidence, complaint handling, field actions and monitoring arrangements.
  • Conditional items register: requested sample/analysis, safety and efficacy data for higher-risk EDE classes, and any product-specific special evidence; confirm applicability with EDE.

Submission sequence and decision points

The medical-device service is an EDE online workflow accessed through UAE PASS. EDE describes entering the application, attaching records, paying and receiving a decision. Below is a controlled filing sequence for an IVD; internal checks are preparation practices, not additional official steps.

  1. Freeze the IVD scope sheet, decide whether a formal EDE classification letter is needed, and resolve any diagnostic-versus-nondiagnostic borderline.
  2. Confirm marketing authorization holder, applicant licence, manufacturer-site status and authorization/agreement documents before paying for filing.
  3. Cross-check certificates, product names, pack images, models, indications and supporting performance material; index conditional gaps.
  4. Use UAE PASS to open the EDE medical-device marketing-authorization service, complete the filing and upload the applicable documents.
  5. Pay the official fee as shown in the live portal; retain receipt, application reference and the submitted version set.
  6. Track authority questions, submit controlled responses, check the issued certificate against authorized models/claims and plan import and maintenance actions.

IVD delay and rejection triage

A technical response should refer to the same assay, specimen, model and intended claim as the original application. These mismatch checks are practical risk controls; they do not represent a published exhaustive list of EDE rejection grounds.

RiskCorrective action
Unclear use claimA research-use statement conflicts with patient-diagnostic advertising; stop and reconcile labels and classification before submission.
Incorrect legal chainForeign factory, MAH, applicant and distributor are named inconsistently; verify registrations and agency documentation.
Mixed kit versionsPerformance report covers a different assay revision, instrument or specimen; create a version-to-evidence crosswalk.
Certificate mismatchFree-sale or foreign approval document names a different product or is expired/improperly certified; obtain a matching valid record.
Missing conditional proofFor a higher-risk or special IVD, the requested performance, sample or analysis evidence is absent; confirm the query and supply the applicable material.

Authorization, imports and changes

EDE publishes a five-year medical-device marketing authorization validity and a 45-working-day service duration; the latter is a published service parameter, not a guarantee for a particular IVD. Its service page currently lists AED 100 application and AED 5,000 registration fees. Verify the live fees and scope at submission. Marketing authorization is distinct from import-permit and shipment-release steps.

  • Keep the final certificate, submitted evidence index, authorized model list and expiry under document control.
  • Before commercial import, verify the EDE import-permit procedure and the local agent named in the authorization; product approval alone is not a shipment release.
  • Review any new assay claim, specimen, software, manufacturer or label change against EDE amendment requirements before implementing it in the UAE.
  • Schedule renewal preparation while factory registration, free-sale evidence and prior amendment certificates remain obtainable; check the current renewal service.

IVD filing FAQs

The answers distinguish confirmed EDE requirements from decisions that depend on the exact product and live authority review.

Can CE marking or FDA clearance replace EDE filing?

No automatic substitution is stated on EDE’s medical-device service page. Such approvals may be supporting conformity evidence, but eligibility and marketing authorization must be assessed in the UAE route.

Can one application cover a panel, analyser and controls?

Do not assume it. Prepare a product/variant matrix for the panel, instruments and controls, then confirm the permitted grouping and certificate scope with EDE.

What if an IVD is labelled “research use only”?

Check its actual claims, advertising, purchaser and intended use. A research label alone cannot establish the classification of a test promoted for patient diagnosis; seek EDE classification where uncertain.

Are local trials or laboratory samples always required?

Do not assume either automatic exemption or a universal obligation. EDE lists sample/analysis and additional safety or efficacy evidence depending on device type or class; confirm what applies to this assay.

Can an approved IVD be imported immediately?

Not on the basis of product authorization alone. The EDE import service sets additional permit and local-agent conditions. Verify authorization, permit and shipment requirements before dispatch.
