Uae Medical Device Registration Consultant

Scope and evidence must be confirmed before any paid tests or filings.

A UAE medical device registration consultant should first determine whether the proposed product and its intended claims belong on the medical-device route, which EDE decision is needed, who will hold or submit the authorization, and what evidence is missing. This advisory assessment precedes dossier preparation; it is not an approval or a substitute for an EDE determination.

Start with regulatory status, not a presumed risk class

EDE offers a product-classification service that considers presentation, composition, use and design. A marketing-authorization route should not be selected solely because a product is called a device elsewhere.

  • Record intended use, target patient or user, indication, mechanism of action and promotional claims as actually proposed for the UAE.
  • Separate a conventional device from an in-vitro diagnostic (IVD), software with a medical purpose, an accessory, or a borderline medicinal/healthcare product; flag mixed functions rather than assuming one route.
  • Compare the exact model, configurations, accessories, labels and instructions against any CE, US FDA or other foreign evidence.

If the regulatory category or the need for marketing authorization remains uncertain, obtain or assess an EDE classification letter before committing to the device filing route. A foreign certificate is evidence, not automatic UAE authorization.

Route-selection matrix: four decisions

Use this preliminary triage to assign the next decision; it is not a legal classification of an individual product.

Observed situation Strategic response Open question to resolve
Purpose and claims point to a medical device Map the EDE medical-device marketing-authorization route and likely evidence depth. Which device category and model scope will EDE accept?
Presentation, ingredients or action suggest a borderline product Use the EDE classification channel before choosing a filing category. Is it regulated as a device, healthcare product, medicine or otherwise?
IVD, reagent or diagnostic test Analyse specimen, analyte, intended users and performance claims; scope IVD-specific execution separately. Does the intended use and configuration match the supplied performance data?
Already authorized product with changed software, claims, supplier or model Compare changes against the existing approval and check the applicable amendment or new-application route. Is this a change to an existing authorization or a distinct product?

Confirm who can lawfully submit

Before budgeting a submission, identify the legal manufacturer, the intended marketing authorization holder (MAH), the UAE licensed medical warehouse or marketing office acting as applicant, and the proposed agent or authorized contact. EDE states that MAH companies must be registered and the relevant applicant establishment must have a valid EDE licence before device marketing authorization.

Confirm the manufacturer-site registration status, authorization or agency agreement, product ownership and who will answer regulator questions and maintain records after approval. Do not treat a consultant’s commercial engagement as proof that the consultant is an authorized applicant or that an agent appointment is valid.

Evidence-reuse and gap-analysis matrix

Audit each existing foreign-market document against its UAE purpose, product identity and current status. “Available” does not mean “usable without adjustment.”

Evidence workstream Reuse test Gap / decision trigger
Identity and claims Compare the device name, models, intended use, IFU, inner/outer labels and brochures. Contradictory indications or model lists require reconciliation before filing.
Foreign regulatory proof Map free-sale/registration documents and CE, 510(k) or PMA evidence to the exact device and risk rationale. Expiry, missing models or required authentication must be addressed; foreign clearance alone is not UAE approval.
Manufacturer and applicant chain Verify manufacturer-site/MAH status, licences and signed agency or authorization records. An unregistered entity or unclear holder/agent mandates a responsibility decision.
Safety and performance Index risk, performance, post-market information and available testing; mark higher-risk evidence and special-material issues. Decide whether a specific evidence gap needs clarification, additional data or conditional testing; do not order generic tests reflexively.

Sequence decisions before spending on tests

A defensible consulting deliverable is a short decision memorandum with owners and dependencies, not a promise of approval.

  1. Freeze the UAE intended-use statement and model list; record unresolved classification signals.
  2. Select a reasoned preliminary route, escalating borderline status through EDE classification where needed.
  3. Map MAH, applicant and manufacturer registrations plus agency authority before submission scheduling.
  4. Grade evidence gaps as blocking, conditional or editorial; reuse valid foreign evidence where the UAE route permits.
  5. Approve the filing strategy, budget assumptions and change-control owner; only then move to dossier execution and any justified tests.

Hand over to the filing workflow

This page covers pre-filing advisory decisions, not the form-by-form filing sequence. For execution see UAE medical-device registration filing service; IVD-specific registration execution; wider UAE market-access route map.

Questions before engagement

Does CE marking or US FDA clearance automatically allow sales in the UAE?

No. These materials may support the evidence package, but EDE marketing authorization and the relevant entity prerequisites must be assessed separately.

Can an overseas manufacturer file without a UAE applicant?

Do not assume so. EDE’s device service specifies a licensed medical warehouse or marketing office applicant and prior MAH registration. Confirm the contractual and licence chain for the proposed arrangement.

What if we cannot tell whether our software or kit is a medical device?

Document its medical purpose, outputs, users, ingredients or specimen and claims. Use the official EDE classification service where the regulatory category or authorization requirement is unclear.

Can we use one foreign technical file for several device models?

Potentially, but only after checking that the model scope, intended uses, labels and supporting certificates align. Discrepancies become explicit gaps, not assumptions of family coverage.

Should we commission UAE tests before selecting a route?

Not routinely. Identify the precise authority-requested or risk-based evidence gap first. EDE lists samples, analysis and additional safety/efficacy materials according to device type and circumstances; relevance must be assessed for the actual product.
