Uae Medical Device Registration Service

Scope and evidence must be confirmed before any paid tests or filings.

A UAE medical device registration service should deliver a complete, traceable filing—not merely a list of certificates. The federal marketing-authorisation application is handled by the Emirates Drug Establishment (EDE). Before uploading, establish whether this exact product requires EDE authorisation, who can file, and which manufacturing site and models the application covers.

This is the execution workflow for medical devices generally. An overseas CE certificate or US FDA decision can support evidence but is not itself a UAE approval. Classification decisions and exceptions must be confirmed for the actual product; an import permit is a separate step where applicable.

Four go/no-go checks before preparing the submission

Treat these as filing gates, not assumptions based on the manufacturer's overseas sales history. EDE also lists local pharmaceutical manufacturers in the service target audience; their precise applicant-account eligibility must be checked with EDE, rather than presumed excluded. EDE allows companies and individuals to request a product classification; this does not make them eligible applicants for the separate medical-device marketing-authorisation filing.

EDE permits MAH registration documents to accompany the manufacturing-site registration application. That is not permission to file the device application before the required holder and site registrations have been completed.

For a classification request, also check EDE’s separate requirements for applicant ID, inner/outer labels, a leaflet in English or Arabic and available country-of-origin status evidence.

Who supplies, files and answers for the dossier

The legal roles must be verified against EDE records and the actual contracts. A consultant preparing a file is not automatically the licensed applicant or an authorised importer.

Submission-ready evidence register: what goes into the file

EDE lists the following materials on its medical-device service page. Applicability of samples, analysis and special evidence depends on the device; do not treat every item as a universal test requirement.

Dossier groupEvidence to collect or validateTypical acceptance check
Applicant and establishmentSigned/stamped application; EDE factory registration; holder and local applicant eligibility; manufacturer–agent contract.Same legal entities, site address and authorised product scope throughout.
Origin and prior authorisationsValid free-sale/registration certificate from country of origin certified by UAE Embassy; relevant EC/CE, US 510(k), PMA or other conformity/market authorisation evidence, as applicable.Current, legible documents linked to the actual product/models; foreign approval is not automatic UAE recognition.
Device identificationDescription, intended use, models, sizes, accessories, product pictures, packaging, brochures, instructions, warnings, precautions and contraindications.Catalogue, certificates, label and application describe the same device and intended use.
Conformity and surveillanceManufacturer declaration of conformity and information addressing post-marketing monitoring requirements.Declarations match the device identity and a responsible party can maintain the post-market record.
Higher-risk safety evidenceSafety and efficacy data for devices classified by EDE as Class III or IV.Evidence supports the claimed use and the submitted risk classification.
Conditional special materialSample/certificate of analysis, applicable laboratory information, and animal-origin conformity evidence when relevant.Request by device type and EDE review, rather than assuming every device needs each test.

EDE portal filing and authority-query control

The official service describes UAE PASS access, online form, attachments, electronic fees and issuance after regulatory review. The following handoff controls are an operational filing method, not separate statutory stages.

  1. Confirm account eligibility, EDE holder/site records, product route and the exact models to be covered.
  2. Build a file index and compare trade names, site addresses, risk category, indications and model codes across all exhibits.
  3. Have the holder and UAE applicant sign off on the final dossier; submit through the EDE service using UAE PASS and retain the submission acknowledgement.
  4. Pay the EDE charges shown in the live application; save receipts and a dated copy of the submitted set.
  5. Track EDE portal comments. Assign each clarification to a document owner, respond with a versioned exhibit and record the submission date; never assume a query is approval.
  6. On decision, verify the certificate's holder, manufacturer, product name, model scope and validity against the approved file. Preserve the decision and correspondence for renewal/change control.

After approval: shipment route, variations and five-year validity

The EDE medical-device service states that its marketing-authorisation certificate is valid for five years from the committee's approval. This is distinct from the service's stated review duration. Its import-permit service separately addresses importing and clearance; for products requiring authorisation it refers to an EDE authorisation and the local agent named in it. Do not release shipments solely because the registration dossier was submitted.

  • Check the actual certificate before import: approved models, holder, local agent and validity; then verify the separate import-permit and customs steps applicable to the shipment.
  • Route changes in registered product data through the relevant EDE amendment service where applicable; do not assume a revised label, model or manufacturer detail is automatically covered.
  • Maintain EDE correspondence, post-market monitoring data and renewal evidence. EDE publishes a dedicated medical-device renewal service; check current requirements and portal wording rather than relying on the original filing alone.

Published EDE service metrics and measurable handover

The EDE medical-device authorisation page currently displays AED 100 as its application fee, AED 5,000 as the device-registration fee, and 45 working days as the service-completion duration. Those are published service figures, not a total project quotation or a guaranteed elapsed timeline. Holder/site registration, legalisation, translation, conditional studies, agency, import permits and professional services may create separate work or cost. Confirm the applicable fees in the live portal.

  • A filing-ready intake sheet identifying applicant, holder, site, product category, model scope and open decisions.
  • An indexed dossier with source owners, expiry dates and an exceptions/deficiency register.
  • Submission evidence, payment receipts, all EDE questions and version-controlled responses.
  • The final decision/certificate or refusal, plus a handover calendar for variations, import dependencies and renewal.

What this page does not replace

If the product's regulatory category or approval strategy is unresolved, use the dedicated advisory page. IVD reagents and diagnostics have product-specific evidence questions. Broad UAE market-entry routing is a separate problem; this page concentrates on filing execution after the relevant route has been determined.

Questions at the filing desk

Can we apply with a CE certificate but no UAE-embassy-certified free-sale certificate?

EDE lists a valid country-of-origin free-sale/registration document certified by the UAE Embassy and also lists relevant conformity/foreign authorisation evidence. A CE document should not be treated as a substitute without an EDE determination; close the missing-document point before filing.

The manufacturer is registered but the UAE distributor is not licensed by EDE. Can the consultant file instead?

No. Preparing documents does not by itself entitle a consultant to submit. EDE’s eligibility FAQ specifies an EDE-licensed medical warehouse or marketing office, while its target-audience list also includes local pharmaceutical manufacturers. Check the actual account role directly with EDE; neither an unlicensed distributor nor a consultant should be presumed eligible. Confirm the holder/site records and agency authority before filing.

Does one certificate automatically cover accessories and future models?

Do not assume it does. State the precise types, sizes, models and accessories in the application and reconcile them with the resulting certificate. New or changed scope requires a documented regulatory check and possibly an EDE amendment or new submission.

Does the 45-working-day figure include site registration, legalization and customs?

No such end-to-end guarantee appears on the medical-device service page. It is EDE's published completion duration for that service; prerequisite registration, document preparation, queries and shipment permits must be planned separately.

Can we ship while an EDE query is open?

An open submission or information request is not a marketing authorisation. Check the device's actual regulatory classification and the EDE import-permit conditions; do not infer clearance from a filed application.
