Product Compliance And Certification For Electric Scooter In China
“Electric scooter” is not one China regulatory category. A stand-on kick scooter (电动滑板车), an electric bicycle (电动自行车), and an electric moped or motorcycle can follow different rules even when all use a battery and two wheels. Classify the actual vehicle before quoting a CCC certificate, ordering tests, promising road use or printing a label.
This is a mainland-China product launch map, not an export-to-EU or US guide. Classification depends on physical design, drive modes, claimed purpose and applicable regulatory definitions; a marketing name, CE mark or factory statement cannot decide the route.
Determine which scooter you actually have
Decision rule: CCC attaches to products within the defined compulsory catalogue, not to the English word “scooter.” A recommended GB/T test report is useful technical evidence, but does not turn into compulsory approval or grant road rights. Record both the inclusion decision and its primary-source basis.
The 25 km/h ceiling cited for an electric bicycle is not a universal scooter classification shortcut. Check the complete vehicle geometry, riding posture, propulsion system and full GB 17761-2024 definition together. A standing deck and ability to propel by foot point toward the GB/T 42825-2023 kick-scooter analysis; a seated or materially different design must be assessed separately. Record why each competing category was accepted or rejected, including any borderline variants.
Product-by-product regulatory decision matrix
| Product observed | Regulatory starting point | What must be resolved before launch |
|---|---|---|
| Stand-on kick scooter, handlebar, deck and foot-propulsion capability | GB/T 42825-2023 is a recommended national electric-kick-scooter specification, covering structural, braking, electrical, folding and environmental tests. It is not itself a CCC certificate. | Document the exact scooter definition; check the current CCC catalogue item by item, including any separately supplied devices. Do not claim it can be registered as an electric bicycle or ridden on public roads. |
| Two-wheel electric bicycle, including an electric-drive model without pedals | If it falls within the current electric-bicycle scope, GB 17761-2024 and the electric-bicycle CCC route apply; absence of pedals alone is not decisive under the revised standard. | Confirm the classification and CCC certification unit with a designated body; verify the bicycle and matched battery/charger evidence before production or import. |
| Seated, higher-performance electric moped or motorcycle | Potential motorcycle vehicle category, motorcycle CCC and road-motor-vehicle product admission; GB 24155-2020 is a relevant mandatory safety standard for electric motorcycles/mopeds. | Verify the official vehicle category, manufacturer/product admission, applicable certification and registration pathway, not merely a road-speed claim. |
| Child-targeted riding product or toy | Children’s riding-toy CCC may become relevant if the real product meets its defined scope; age claims alone do not settle coverage. | Provide dimensions, intended user, propulsion and toy classification evidence. Do not rebrand an adult vehicle as a toy to avoid an obligation. |
Battery, charger and connected-feature branches
The battery and charger are independent decision points
Since 1 November 2025, lithium-ion batteries and chargers for electric bicycles within the GB 17761 scope are specifically subject to CCC before factory release, sale or import; the notice defines battery coverage and excludes certain chemistries, while on-board charging equipment is excluded from the stated charger category. For a stand-on kick scooter, do not automatically transplant these e-bicycle component obligations: first confirm exact component/product scope. Compare cell chemistry, removable pack, rated voltage, charging connector and every supplied charger model.
For a vehicle genuinely classed as an electric bicycle, test the full safety stack, not just the frame: GB 42295-2022 addresses electrical safety, GB 43854-2024 addresses lithium-ion battery safety, and GB 42296-2022 addresses charger safety (including applicable amendments). These are mandatory GB technical standards within their respective scopes; the separate CCC certificate/marking decision is governed by the product catalogue and certification rules. Do not apply this e-bicycle stack wholesale to a stand-on kick scooter.
Intended business use also matters for the e-bicycle branch. SAMR explains that electric bicycles used for urban logistics or commercial rental must carry a BeiDou positioning module under GB 17761-2024, while ordinary non-commercial purchasers may choose whether to retain that module at sale. The revised standard also addresses communication and dynamic safety monitoring. Verify use case, data flow and radio scope separately; this is not a general BeiDou mandate for all standing scooters.
Wireless functions may add another gate
Bluetooth, Wi-Fi, cellular telemetry or other transmitters require a separate radio-equipment scope check. China’s Radio Regulations Article 44 distinguish low-power short-range equipment from radio transmitters subject to model approval (SRRC); “has Bluetooth” does not by itself prove approval is required or exempt. Obtain RF bands, power, module approval details and the finished-product integration design. Connected cellular functions may require additional telecom analysis.
Scooter SKU evidence: geometry, drivetrain, battery and CCC
Ask for one version-controlled dossier for the model actually offered in China. A supplier certificate for a different battery, controller, factory or model is not enough.
- Vehicle photographs and drawings: deck or saddle, pedals if any, wheel count, folding latch and intended riders.
- Tested maximum design speed, rated/peak motor power, software speed settings, drive modes, braking and mass.
- Bill of materials with named battery cells/pack, charger, motor controller, firmware and radio module part numbers.
- Battery chemistry, pack specification, protective electronics, charger ratings, connector and charge-interlock design.
- Applicable GB/GB/T test reports, sample identity, laboratory scope, corrective actions and revision history.
- CCC certificates and valid status where a catalogue category applies; certificate holder, factory, model and covered variants.
- Draft Chinese nameplate, quality-inspection proof, instructions, warnings, packaging and sales claims.
- Distribution model: domestic manufacture or import, import consignee, sales territory and intended riding location.
Chinese labels and permission to use the road
China’s Product Quality Law Articles 26–27 require product safety and truthful identification, including Chinese product name, manufacturer name and address, proof of inspection and risk warnings where relevant. Confirm any specific vehicle nameplate, conformity-document and CCC-mark conditions separately. For covered CCC electric bicycles and safety accessories, CNCA’s QR traceability reform applies to newly certified models from 1 March 2026 and to the relevant covered certified products from 1 March 2027; it is not a universal QR requirement for every kick scooter.
For an electric bicycle within GB 17761-2024, also reconcile its permanent heat-resistant vehicle identification code and the recommended service life shown on its nameplate and conformity certificate. These e-bicycle-specific marking requirements must not be copied uncritically to a GB/T 42825 stand-on scooter.
Do not confuse two certificate transitions: CNCA allowed valid existing e-bicycle certificates to transition naturally under its 2026 implementation-rule update, but directed cancellation of certificates based on the superseded GB 17761-2018 standard from 1 December 2025. For a 2026 sale, verify the certificate status and the GB 17761-2024 basis rather than relying on the certificate date or a supplier screenshot.
Product conformity and the right to ride are separate. Article 74 of the Road Traffic Safety implementing regulation bars pedestrians from using skateboards and similar sliding devices on roads; the Shenzhen police stated in October 2025 that electric kick scooters do not qualify for electric-bicycle registration under GB 17761. Do not advertise ordinary public-road or bicycle-lane access for a stand-on scooter without a defensible locality-specific review; a private/closed-site use case still requires safe product compliance.
China scooter release gates: classification to final SKU
- Freeze a single SKU and intended use (adult commute, private recreation, e-bicycle or motorcycle).
- Sign off a classification memo comparing product geometry and performance with GB 17761, GB/T 42825 and the CCC catalogue.
- Map complete vehicle, battery, charger, radio and any toy/motorcycle branches; name the applicant and responsible factories.
- Commission applicable testing/certification only after the scope is accepted by the relevant accredited or designated body.
- Approve matching certificates, Chinese markings, traceability where applicable, manuals and actual sales/road-use claims.
- Release the model only when the final tested configuration matches the shipped bill of materials and change-control record.
Scooter modifications that reopen the China compliance route
Treat the following as a new regulatory screening event, not a cosmetic modification:
- Switch from standing deck to saddle or change propulsion mode.
- Change speed limiter, firmware, motor output or brake architecture.
- Change battery chemistry, cell supplier, BMS, pack casing or charger.
- Add a radio module, change antenna/RF parameters or enable cellular connectivity.
- Move certified production, change CCC holder, label content or market-use claims.
The key deliverable is a signed, SKU-specific route decision: product category → applicable mandatory law/GB standard → CCC and component scope → test evidence → marking → permitted use → controlled release. Where classification is contested, obtain written confirmation from the appropriate authority or designated certification body before claiming a definitive exemption.

China electric scooter: practical FAQ
Does every electric kick scooter need a CCC certificate?
No blanket answer follows from the name. Match the actual finished product and separately supplied components against the current CCC catalogue. GB/T 42825-2023 is recommended, not a standalone CCC licence.
If there are no pedals, is it automatically a motorcycle?
No. The revised electric-bicycle standard permits certain electric-drive designs without mandatory pedals. Determine the full design classification; if motorcycle characteristics are present, assess that branch separately.
Does a CCC-approved battery make the entire scooter compliant?
No. Component scope, certificate coverage and the finished model are different checks. A battery or charger certificate cannot substitute for mandatory finished-vehicle certification or safety evidence.
Can a CE-tested standing scooter be ridden on Chinese roads?
CE documentation does not establish China classification or road rights. Review GB/T 42825 technical evidence and the applicable road-use restrictions separately.
What changes in November 2026 and for QR codes?
CNCA-C11-16:2026 becomes the required rule for new electric-bicycle CCC activity on 1 November 2026; valid previously issued certificates remain subject to the stated transition. Relevant newly certified CCC products need traceability QR marking from March 2026; the broader phase begins March 2027.
