Amazon Responsible Person Services In The Eu
An Amazon Responsible Person service is not the purchase of an EU address or an Amazon certificate. It is a legally defined EU-established economic-operator role for identified products, with access to evidence and duties towards market-surveillance authorities. The General Product Safety Regulation (GPSR) has applied since 13 December 2024; Article 4 of Regulation (EU) 2019/1020 also governs specified harmonised products.
First determine the product regime and the actual supply chain. An EU manufacturer or importer may already perform the role. A paid authorised-representative appointment is one route, not a universal obligation. The manufacturer and other operators do not shed their own safety duties merely because a representative is named.
When is a separate EU representative actually needed?
| EU-based party | When this route applies | Practical decision |
|---|---|---|
| EU manufacturer | The manufacturer is established in the EU. | Record its correct identity and contact details; a second paid agent is not automatically required. |
| EU importer | A non-EU manufacturer supplies units placed on the EU market by an EU importer. | Identify the actual importer for those units; do not assume any EU distributor or VAT address suffices. |
| EU authorised representative | The manufacturer appoints an EU-established person through a written mandate covering the required tasks. | Check legal entity, covered products and tasks before using that person’s details. |
| EU fulfilment service provider | For products it handles, this is the statutory fallback if no EU manufacturer, importer or mandated representative exists. | Verify the legal position; Amazon marketplace access or FBA alone is not proof of an agreed representation service. |
Under GPSR Article 16, the EU economic operator performs Article 4(3) tasks; for relevant products there are further Article 16(2) checks. Product-specific regimes may assign different representative roles. A private-label seller may legally be the manufacturer even when another factory makes the goods.
What the responsible person must do
| Duty | Evidence / action | Responsibility boundary |
|---|---|---|
| Technical file access | Check that required technical documentation exists and can be supplied to authorities; obtain the manufacturer’s risk assessment and relevant declarations or reports. | The representative does not create product conformity merely by holding a file. |
| Periodic checks | Where GPSR Article 16(2) applies, check as appropriate against documentation and required manufacturer, product and safety information; record the checks. | Frequency follows risk and circumstances, not a universal invented calendar. |
| Authority cooperation | Provide information after a reasoned authority request in an understandable language and cooperate on corrective action. | The manufacturer/importer retain their own statutory duties. |
| Safety alerts and accidents | Maintain escalation contacts; cooperate on risks and corrective measures. If aware of a relevant accident involving a non-EU manufacturer, ensure notification under GPSR Article 20. | An email-forwarding-only service is not an adequate substitute for operational procedures. |
| Identification and traceability | Ensure required responsible-person name and postal/electronic contact details appear on the product, packaging, parcel or accompanying document as applicable. | Amazon data entry does not replace physical traceability requirements. |
Appointing a representative: mandate and evidence handover
- Classify each product and confirm applicable rules; map manufacturer, importer, fulfilment provider, SKUs/ASINs, variations and EU markets.
- Identify the eligible EU entity and verify its real postal and electronic contact points, capacity to respond and the precise product scope.
- If using an authorised representative, sign a manufacturer-issued written mandate covering the required tasks under Article 4(3) of Regulation (EU) 2019/1020 as applied by GPSR Article 16, models, document access, cooperation, change notices and termination.
- Hand over product identifiers, manufacturer and importer identities, technical documentation and risk assessment, declarations where required, test evidence, labels and local-language warnings.
- Test retrieval of documents, authority response and safety escalation; retain a dated onboarding record and version-controlled product schedule.
- Align physical identification and relevant Amazon offers; monitor changes and ensure a replacement operator is arranged before coverage ends.
What must match the Amazon listing
- For a covered online offer, show the manufacturer’s name and postal/electronic address; when the manufacturer is outside the EU, also show the applicable EU responsible person’s name and postal/electronic address (GPSR Article 19).
- Include product image, type and identifier, plus required warnings/safety information in languages understood by consumers in the targeted Member State; the operator must supply accurate content.
- Amazon requests Responsible Person and manufacturer information through Seller Central compliance workflows; account menus and store-by-store submission practice can change. Check current prompts for each applicable store.
- Keep the written mandate, unit/variant scope, physical labels, supporting records and the listing consistent. An accepted Amazon field is not an EU conformity certificate.
Changes, incidents and ending the appointment
- New manufacturer, importer, brand owner, responsible person or contact address: recheck the lawful role and update impacted documents, stock labelling and live offers.
- New model, material, component, intended use or warning: reassess product risks and whether the current mandate and technical file cover the change.
- Safety complaint, authority request or accident: follow documented escalation and legally applicable notification/corrective-action duties; do not wait for an Amazon listing suspension.
- Contract expiry or termination: arrange continuity for affected units, obtain file handover and resolve existing stock/online information before representing the new operator as active.
Where this service stops
This page owns the appointment, identity, records and communications of the EU person serving Amazon listings. It does not certify products, register products by default, replace testing or determine every sector rule. For the complete marketplace safety workflow see Amazon GPSR compliance service; for cross-market representation see EU responsible person services; cosmetics have their own responsible-person and CPNP route at EU cosmetics responsible person and CPNP notification.
Before instructing a provider, request an entity name, written mandate template, covered product schedule, documented checks, authority-response process, change-control process and exit/handover terms. Avoid promises of automatic Amazon approval or a universal “GPSR certificate”.

Questions sellers ask
We already have an EU importer. Must we hire an agency?
Not automatically. Confirm that the importer genuinely places the relevant units on the EU market and can fulfil the responsible-operator tasks; verify any sector-specific rule.
Can I buy only an EU postal address?
No. An address alone does not appoint an authorised representative or provide document-access and authority-cooperation capacity. A representative route needs the appropriate written mandate.
Does Amazon FBA automatically become our appointed Responsible Person?
Do not assume so. A qualifying EU fulfilment provider can be a statutory fallback under Article 4(2), but a logistics arrangement or FBA badge does not establish a contracted authorised-representative service.
Does the service issue a CE mark or mandatory GPSR certificate?
No automatic certification results from naming a Responsible Person. Conformity assessment, declarations, testing and any specialised registration depend on the product and its applicable law.
Can one EU representative cover several ASINs or EU countries?
Potentially yes if the legal role, mandate and evidence cover each product or variant and the relevant territory. Check each Amazon offer and applicable national-language warnings rather than assuming one upload covers all stores.
