Amazon GPSR Compliance Service

Scope and evidence must be confirmed before any paid tests or filings.

An Amazon GPSR compliance service should connect the legal obligations for each consumer product to the actual Amazon offer, labels and supporting records. Uploading a contact name or a warning image alone does not establish product safety or legal compliance.

Regulation (EU) 2023/988 (GPSR) has applied since 13 December 2024. This page is about resolving Amazon EU listing and evidence gaps by ASIN and product variant—not a promise that Amazon will accept a submission or that one document fits an entire catalogue.

What the Amazon-specific service delivers

The useful deliverable is an issue register that maps ASINs and variations to the seller’s legal role, product category, missing evidence, action owner and Amazon submission status. A scoped engagement can include:

  • SKU/ASIN and destination-market inventory; identify private-label, importer and distributor roles.
  • Review manufacturer and EU responsible-person contacts, product identifiers, packaging images and safety warnings.
  • Match risk analysis, available technical documentation and category-specific certificates or tests to the actual product variant; flag missing evidence rather than invent it.
  • Prepare an Amazon field/upload checklist, track rejections and hand over a change-control register.

First decide which compliance route the product follows

GPSR is not a universal substitute for sector-specific EU rules. Make this classification before buying an “Amazon GPSR certificate” or appointing a service provider.

Product situationDecision / applicable routeImmediate action
Ordinary non-food consumer itemGPSR generally applies; assess risks, traceability and Article 19 distance-sale information.Confirm the manufacturer, EU operator and label/listing evidence.
Toy, electrical item or other harmonised productCheck the applicable sector rules first; GPSR may supplement safety aspects not covered by those rules. CE or a declaration of conformity is not required by GPSR as such.Map the product to the correct legislation and obtain any required conformity evidence.
Food, medicine or another excluded categoryArticle 2 scope and exclusions must be checked; do not impose a generic GPSR pack on every product.Apply the relevant product-specific regime and Amazon category route.
Units first placed on the EU market before 13 December 2024Article 51 transitional treatment may protect compliant legacy stock; proof is unit-specific. Online offer information needs separate review.Keep dated placing-on-market evidence; do not infer status from an old ASIN creation date.

Match each ASIN to four evidence surfaces

Use this reconciliation matrix before marking any ASIN “complete”. A correct Seller Central upload cannot repair an incorrect physical label or missing safety analysis.

SurfaceEvidence to reconcileTypical failure
Product / packagingProduct identifier, manufacturer and relevant operator contacts; required warnings and instructions in appropriate languages.Listing identifies a person absent from the packaging or uses a different model.
Amazon offer (Article 19)Manufacturer postal/electronic address; EU responsible person where applicable; product photo and identifier; required warnings/safety information for target market.Warning PDF is supplied but essential information is not visible or accessible in the offer.
Underlying product fileRisk analysis and technical documentation proportionate to the risks; applicable sector evidence where required.Unrelated test report or a generic “GPSR certificate” replaces a product-specific assessment.
Seller Central workflowASIN/variation and marketplace mapping; correct compliance fields, submitted files, feedback and validity of the named operator.Submission is accepted for one offer but other variations or marketplaces remain unresolved.

Who can be the EU responsible person?

For products within the applicable framework, a relevant EU-established responsible economic operator must exist under Article 16 GPSR or Article 4 of Regulation (EU) 2019/1020, as applicable. The manufacturer, EU importer, mandated authorised representative or qualifying fulfilment service provider may be relevant depending on the case. A postal address rented without real duties is not a substitute for the legal role. See EU responsible-person appointment and duties. Amazon is a marketplace; submitting a contact in Seller Central does not automatically appoint that person or transfer the seller’s legal duties.

From a blocked listing to an evidence-backed submission

  1. Diagnose the exact Amazon notice, affected ASINs, variations, marketplaces and product category.
  2. Confirm legal roles and product scope, including any sector-specific requirements and transitional evidence.
  3. Compare the actual goods and packaging against Article 19 offer fields and underlying risk/technical records.
  4. Obtain corrections or missing documents from the party responsible; use a valid EU operator arrangement where required.
  5. Submit accurate information through the currently available Seller Central workflow; retain screenshots, submission references and unresolved items.

Changes, rejection and unsafe-product escalation

Recheck the package when the manufacturer, importer or responsible person changes; a product design, materials or warnings change; a new marketplace language is added; or Amazon rejects a submission. A platform acceptance message is not a regulatory approval.

If a product may be dangerous, do not treat the issue as a routine listing appeal. Stop unsafe supply as appropriate, assess corrective action and the applicable notification/recall duties; the Safety Business Gateway is used for notifications required by the GPSR. Urgent safety decisions belong to the responsible economic operator.

What to send for a scoped assessment

To quote and scope work without guessing, supply:

  • Affected ASINs/SKUs, product images, variation map and EU countries of sale.
  • Amazon compliance notice or rejection screenshots, plus Seller Central fields already completed.
  • Manufacturer/importer details, EU responsible-person mandate where applicable, product and packaging label photos.
  • Available risk assessment, instructions, technical file, test reports and applicable conformity documents; date/records for alleged pre-December-2024 stock.

Next step: request an ASIN-by-ASIN gap review with the documents above. The output should identify the legal route, correction owner, missing evidence, upload action and remaining uncertainty—not a blanket “GPSR approved” stamp. For a broader programme see EU-wide GPSR compliance execution or for product classification see consumer-product GPSR consultancy.

Amazon GPSR compliance: practical questions

Does an Amazon-approved upload mean the product is GPSR compliant?

No. Amazon review concerns marketplace submissions; manufacturers and other economic operators remain responsible for product safety, labelling and documentation.

Does every Amazon product need a CE mark or GPSR certificate?

No. GPSR does not create a general CE mark or a universal GPSR certificate. CE obligations and declarations of conformity depend on applicable sector legislation.

Can I use one responsible-person contact for all ASINs?

Possibly, if the operator legally covers those products and duties. Verify its mandate or role, product scope and correct details on each relevant offer and physical item.

Do old listings qualify automatically for the transition?

No. Article 51 concerns units placed on the EU market before 13 December 2024 that complied with the previous directive; an old listing date is not proof. Review current online-offer information separately.

Why is my listing still blocked after uploading a warning PDF?

The issue may concern a different field, an inconsistent product/operator identity, a variation or marketplace, or unresolved underlying evidence. Check the exact rejection and each ASIN before resubmitting.
