Product Compliance And Certification For Electronic Product In China
An “electronic product” is not one Chinese certification category. A wired sensor, a Wi-Fi camera and a cellular terminal can face different combinations of mandatory rules. For a mainland-China launch, classify the finished model, its power source, radio functions, network connection and materials before selecting a test laboratory or printing any conformity mark. The map below is a screening tool, not an approval determination.
Start with six facts about the finished model
- Exact marketed function and product name; retail, industrial or specialist use.
- Model/SKU, hardware revision, factory, brand and intended importer.
- Supply topology: mains, external AC/DC adaptor, USB or rechargeable battery; identify separately sold components.
- All transmitters and frequency bands: Bluetooth, Wi-Fi, cellular, NFC or others; identify modules and antenna changes.
- Whether it is intended to connect to a public telecom network (not merely a local LAN).
- China launch/import date, constituent materials, user-facing labels and energy-consumption characteristics.
China electronics: CCC, radio, telecom, RoHS and energy-label matrix
Screen each layer independently. “Check” means confirm the current catalogue and precise boundary of the model; it does not mean approval is necessarily required.
| Layer | What triggers the check | Evidence / decision before release |
|---|---|---|
| CCC — product safety / EMC | The finished item or power supply falls within a category in the applicable compulsory certification catalogue (e.g., specified computers, displays, printers, servers, mobile terminals or power supplies). | Match the official category description and implementation rule; establish the actual certificate or authorised conformity route and covered model/factory. An electronic circuit alone does not trigger CCC. |
| Radio type approval — SRRC | A transmitting function may fall in the MIIT radio type-approval catalogue. The limited micro-power short-range exclusion must be established from the relevant rules, not inferred from the words “Bluetooth” or “low power”. | Capture frequencies, output power, RF design, antenna and module details; verify host/model scope, approval and the applicable code display. |
| Telecom network access — NAL | Equipment within the current telecom network-access catalogue is intended to connect to public telecom networks. Mere Wi-Fi or Ethernet connectivity does not automatically establish NAL coverage. | Map the exact telecom interface and category, check MIIT catalogue reforms, licence scope and applicable network-access mark. |
| China RoHS — hazardous substances | Electrical/electronic equipment within the management rules has substance-information and marking obligations; products in the 2026 compliance-management catalogue have an additional substance-limit/conformity-assessment path at their applicable dates. | Collect homogeneous-material data, component declarations, exceptions, information table/EFUP position and, where in scope, conformity assessment plus public-platform reporting. |
| China Energy Label | Only models within the effective energy-labelling product catalogue and its scope (potentially certain displays and other energy-using equipment). | Check covered class and efficiency standard, test evidence, label content and the required filing before factory release or import. |
| General quality and product markings | Products offered in China, whether or not CCC-listed, remain subject to product quality, truthful Chinese identification and safety-warning duties as applicable. | Review Chinese product name, manufacturer name/address, applicable specifications, proof of inspection and Chinese warnings/instructions where needed. |
A Chinese standard and a regulatory approval are not the same thing: mandatory GB standards must be observed; recommended GB/T standards are not automatically mandatory, although a binding product rule, certification scheme or contract may call for a particular standard. Record the exact applicable edition and effective date rather than treating every test report as a permit.
Catalogue version matters: SAMR reported in June 2026 that the CCC catalogue covered 17 categories and 106 product types. The linked 2023 scope table is not a substitute for later changes. The NDRC/SAMR 2026 energy-label catalogue also sets different start dates and transitional arrangements by product: for example, revised projector rules apply from 1 July 2026, while certain projectors manufactured or imported earlier have a later marking date. Match the exact model and production/import date rather than assuming all electronic products share one deadline.
Four configurations: different routes for apparently similar electronics
Illustrative combinations—not legal classifications. Each row starts a product-by-product review.
| Example configuration | Layers to screen | Unsafe shortcut |
|---|---|---|
| USB-powered wired measurement controller, no transmitter | Product-quality/Chinese label + China RoHS; assess whether its actual category or supplied adaptor is CCC-listed; energy label only if listed. | “USB power means no Chinese rules.” |
| Wi-Fi/Bluetooth security camera with external adaptor | Radio type approval, RoHS and labeling; check CCC category of the finished item and adaptor; NAL only if a relevant public-network category applies. | “An approved radio module or adapter approves the entire camera.” |
| Cellular handheld terminal with rechargeable battery | CCC mobile-terminal category, radio approval and potentially NAL, plus RoHS, battery/power-supply scope and applicable labels. | “One CCC certificate covers radio and telecom access.” |
| Standalone power bank sold alongside a device | Its own CCC scope/rules and China RoHS timetable; check component/pack traceability independently of the host product. | “The host device’s certificate covers a separately sold bank.” |
China model dossier: RF, power, material and approval-holder evidence
Create one model-level compliance file before submitting applications. The named parties and documents must match actual manufacturing and sales arrangements.
- Classification memo: intended use, China SKU, product photos, functional block diagram and a dated catalogue-by-catalogue yes/no/pending conclusion.
- Hardware file: circuits, BOM, adapter rating, battery chemistry/cell or pack supplier, RF modules, frequencies, antennas and firmware limits.
- Verification file: relevant Chinese GB/GB/T standards, test reports, CCC documents if required, SRRC code, NAL licence, energy filing and China RoHS assessment as applicable.
- Supply-chain file: manufacturer and production-site identity, import/brand responsibilities, material declarations, valid exceptions and model-to-certificate traceability.
- Market artefacts: Chinese label proofs, safety instructions, RoHS substance table/EFUP, approval marks and packaging/online listing screenshots as applicable.
Allocate ownership in writing: the manufacturer controls product design and production consistency; the relevant approval applicant/holder maintains its approvals; the importer or seller must verify that the products offered in China meet applicable market rules. A distributor’s certificate screenshot is not enough without matching model and scope.
Foreign-applicant gate: for NAL applications, MIIT’s network-access rules require an overseas manufacturer to authorise an agent in mainland China to submit the application. Confirm that agency authorisation and the applicant identity before ordering NAL testing; do not generalise this NAL rule to CCC, radio or RoHS.
Physical and online China marks: the pre-release check
Do not release artwork until the compliance matrix and evidence file agree. Check four independent mark families:
- CCC mark only when the product is actually within the required scope and the valid conformity route permits its use; never use it as a generic “made for China” logo.
- SRRC model-approval code on the equipment or by a permitted alternative; NAL marking separately if telecom licensing applies.
- China RoHS hazardous-substance information and environmentally friendly use-period (EFUP) marking as applicable; in-scope catalogue items also need the distinct conformity-assessment path.
- Truthful Chinese product identification, manufacturer details and safety warnings; an energy label and filing only for a listed energy-using product.
For an energy-label-listed product sold online, the applicable China Energy Label must also be displayed prominently on the main online product-information page; evaluate the catalogue start date, any specified transition and exemption before making the claim that a label is mandatory.
Separate power-bank CCC marking gate: under CNCA Notice No. 27/2025, power banks newly awarded CCC certificates from 1 March 2026 must carry the traceability QR code immediately beside the CCC logo before factory release, sale or import. From 1 March 2027 this applies to all certified power-bank products entering those activities; previously released, sold or imported compliant stock need not be retrospectively relabelled under that notice. This marking transition is distinct from the 1 April 2027 certificate-conversion deadline under CNCA Notice No. 7/2026.
China electronics launch dependencies and redesign triggers
- Freeze sale configuration and assign the correct product category to each finished item and separately marketed supply or battery.
- Screen CCC → radio → telecom → RoHS → energy label → general labeling; record “not applicable” with reasons, not guesses.
- Confirm applicant/holder, designated or otherwise appropriate testing route, model/factory coverage and evidence gaps before ordering tests.
- Complete required approvals or filings, reconcile physical/online Chinese markings with issued records, then authorise manufacture/import/sale.
- On a new radio module/antenna, power supply, cell chemistry, PCB, firmware RF setting, factory, SKU or rule revision, decide which scopes require an update or retest before continuing supply.
Transition watch: the 2026 China RoHS catalogue keeps existing covered categories under the current conformity-assessment regime and adds 23 categories subject to the new coverage from 1 August 2027. CNCA’s 2026 power-bank rules introduce a separate 1 April 2027 transition for relevant power banks and batteries. These dates are not a universal grace period for all electronics.
This sequence is an audit checklist, not a mandatory legal order for all applications. When a device requires NAL and is a radio transmitter, MIIT calls for the radio type-approval certificate among the NAL application documents; coordinate that dependency while checking other regimes independently.
Battery transition boundary: CNCA Notice No. 7/2026 requires certificates issued under the old rule for power banks and their lithium-ion cells/packs to be converted before 1 April 2027 after the required supplementary checks. Certificates for lithium-ion cells/packs used in portable electronics follow natural transition via product change or renewal; the same hard conversion date must not be assumed for those certificates.
Product boundaries and deeper product-specific routes
Additional use-case rules may arise for medical claims, toys aimed at children, explosion-protected equipment, or devices processing personal information. These are separate classification questions; absence of CCC or NAL does not clear them.
This page owns the combined route map for unspecified electronics, not the full test procedure for one device. For device-specific analysis use: mobile phones, security cameras, power banks, LED lighting.

Frequently asked questions
Does every electronic product in China need CCC?
No. CCC is catalogue- and scope-based. Identify the precise finished-device and accessory categories; non-CCC products may still have radio, RoHS, quality and other obligations.
Does a Bluetooth or Wi-Fi module certificate clear the finished device?
Not automatically. Record the host’s RF parameters, antenna and module integration, and confirm whether the existing approval covers the marketed configuration; separately check CCC and other layers.
Is China RoHS the same as CCC?
No. RoHS controls hazardous substances and information/marking. The 2026 management catalogue introduces or continues a separate conformity-assessment obligation for specified products, with date-dependent coverage.
Will adding a SIM card always require a network-access licence?
Not from the SIM alone. Check the device’s actual function against the current MIIT telecom network-access catalogue; radio type approval and CCC must be assessed separately.
Can we reuse CE/FCC reports or print all Chinese marks before applying?
Foreign reports may provide technical inputs but do not automatically establish Chinese authorization. First confirm scheme-specific acceptance, approved scope and label rights; premature marks can misrepresent compliance.
