Product Compliance And Certification For Mobile Phone In China

Scope and evidence must be confirmed before any paid tests or filings.

A mobile phone intended for sale in mainland China is not cleared by one universal “China certificate.” For a cellular handset the central decisions are whether the exact model falls under CCC mobile-user-terminal certification, MIIT radio type approval (often called SRRC), and MIIT network access licensing (NAL). Batteries, supplied power adapters, hazardous substances and user-facing labels require separate checks. This is a model-and-configuration decision map, not a filing or approval guarantee.

Identify the handset before selecting approvals

  • Record the finished model name, marketing SKU, manufacturer, production site and applicant; distinguish the phone from a tablet, a cellular data terminal or a Wi-Fi-only device.
  • List every transmit path: 2G/4G/5G, Wi-Fi, Bluetooth, NFC, satellite links and any region-specific frequencies; include SIM/eSIM support and antenna variants.
  • Fix the China sales configuration: handset, installed battery, optional spare battery, bundled charger or power bank, software build and preinstalled services.
  • State whether units are for ordinary retail, engineering tests or temporary exhibition. A non-retail purpose does not itself create a blanket customs exemption.

China mobile-phone regime matrix

The columns below describe separate regulatory objects. A favourable decision under one row does not substitute for another. Each row requires a recorded product-scope conclusion, not merely an invoice saying “certified”.

LayerTrigger for this mobile phoneEvidence and release check
CCC / 3CA cellular mobile user terminal is in the CCC catalogue as category 1606.Confirm the exact SKU, CNCA-C09-01:2023 route, product safety and EMC evidence, designated certification body, certificate and applicable CCC marking before commercial release.
MIIT radio model approval / SRRCApplicable cellular transmitters and other non-exempt radio functions require model type approval; a low-power exemption must be justified against the actual transmitter.Freeze supported bands, RF power, antenna design and RF firmware; obtain scope and CMIIT identification/code proof for the finished model.
MIIT network access / NALA mobile handset connecting to the public telecommunications network is a network-access question, not just a radio-emission question.Check the current MIIT equipment directory, network tests and approved model; foreign manufacturers use a China-based entrusted agent for the network-access application.
Battery / charging accessoriesAn included or separately marketed lithium-ion battery, battery pack, power bank or adapter may be a separately listed CCC object.Map pack, cell and charger part numbers to the current categories 0915, 0914 and power-supply categories as appropriate; request separate certificates only when scope requires.
China RoHSMobile communication handsets remain within the 2026 hazardous-substance compliance catalogue, alongside general marking duties for electrical/electronic products.Collect material declarations, restricted-substance assessment, applicable exemptions, marking information and catalogue conformity assessment/reporting evidence. The 2026 expansion has later dates for newly added categories—not an exemption for handsets.
Identifiers, language and digital featuresHandset identification, Chinese instructions, warranty information and preinstalled network/data services create parallel operational checks.Align model/IMEI registration workflow where applicable, the Chinese consumer-information pack and separate app/privacy assessment; do not treat an optional cybersecurity label as automatically required for every phone. For a smartphone shipped with preinstalled apps, separately check MIIT/CAC rules effective 1 January 2023: apps other than the defined basic-function software must be uninstallable; no more than one app serving the same basic function may be non-uninstallable. This is a software-product obligation, not a CCC/SRRC/NAL licence.

Mandatory RF-exposure standard, not another certificate: GB 21288-2022 is a currently effective compulsory national standard covering human exposure to electromagnetic fields emitted by mobile communication terminals (effective 1 January 2024). Check applicable RF-exposure/SAR evidence for the production phone, antenna and transmission modes, and confirm how the competent test or approval body will assess it.

Separate sales-stage filing: The China seller of a phone subject to radio type approval (including an importer or an OEM that sells directly) must register its radio-transmitting-equipment sales with the competent provincial radio authority. The national MIIT filing system records the selling entity and finished-device model/CMIIT code. Under the sales-filing implementing measure, filing is due within 10 working days after sales begin; adding a new model also requires updating the filing within 10 working days after its sales begin. The filing entity number or QR code must be shown at the applicable physical or online sales outlet. This is a seller obligation, not another handset approval and not permission to sell before CCC/SRRC/NAL clearance. Plan how the seller will show its filing number or QR when issued. The 10-working-day filing window is not a general waiver of outlet-display requirements; where display timing at launch is unclear, seek the competent provincial authority’s guidance.

Sequence the three core approvals without mixing their purposes

  1. Make a single model register linking commercial SKUs, RF hardware variants, factory, battery, charger and China firmware. Changes in this register must reach all approval owners.
  2. Check CCC catalogue and certifier’s implementation detail; in parallel classify each transmitter for SRRC and the device for NAL. Do not infer coverage from an overseas FCC or CE file.
  3. Plan radio parameters and test samples early. For a handset needing NAL, check the MIIT application dossier’s requirement for the radio model approval certificate and coordinate test-report recognition with the CCC body where permitted.
  4. Confirm the manufacturer/applicant and China agent roles before filing. A distributor or OEM relationship does not automatically make every party the licence holder.
  5. Only after approval numbers, version coverage and labels are verified should packaging artwork, Chinese manuals and retail stock be released.
  6. Assign each Chinese seller/importer or direct-selling manufacturer ownership of MIIT radio sales filing, its 10-working-day post-start clock and the shop/online registration display. A factory that only manufactures for a distinct seller is not automatically the filing entity.

Evidence package for the exact production model

  • Identity: model/SKU equivalence chart, Chinese sales name, legal manufacturer, OEM/ODM site, production change records, local agent mandate if required.
  • Radio: supported China bands, transmitter modes, antenna gain/layout, RF block diagrams, RF software version, technical manual, samples and colour photographs.
  • Network: public-network interface, SIM/eSIM and IMEI scheme, supported protocols, required MIIT test/quality and after-sales records, application documents.
  • Safety and accessories: phone electrical safety/EMC dossier, battery cell/pack specification, charger ratings, separate component certificates where in scope.
  • Environmental and release: China RoHS substances/exemptions and conformity-report record, Chinese user manual/warranty, packaging proofs and a per-model CCC–CMIIT–NAL marking crosswalk.

Four different markings and the China RoHS record

  • CCC: apply the mark only to a correctly certified in-scope product under the applicable certificate and marking rule; do not stamp a charger’s certificate onto a handset.
  • CMIIT: for equipment requiring radio model approval, mark or electronically display its radio type-approval code; use the limited packaging/instructions fallback when the regulation permits.
  • NAL: the revised network-access label can be displayed electronically; if a telecom terminal uses electronic display, its smallest packaging must bear the new mark or the Chinese words “本产品已获进网许可”. Explain where the label can be found in instructions or other permitted materials.
  • Chinese information: MIIT network-access rules require relevant Chinese identification on equipment/packaging and a Chinese manual and warranty card. Keep the actual handset identifier and approved model consistent across these materials.
  • China RoHS: apply the hazardous-substance and environmentally friendly use period disclosures under the applicable marking standard, and retain separate catalogue conformity evidence. A CCC logo alone does not prove China RoHS conformity.

RoHS timing: Handsets already covered by the former catalogue remain subject to conformity assessment under the 2026 replacement without a new grace period. The 1 August 2027 transition applies to newly added categories and newly added coverage, aligned with GB 26572—2025; check the applicable substance-limit standard and exemption list for the actual production date and category.

What changes can invalidate an approval assumption?

Planned changeDecision before shipment
New modem, bands or antennaRecheck SRRC parameters, NAL interface/protocol coverage and CCC EMC; do not assume the old approved model covers new RF characteristics.
RF firmware, region lock or eSIM profile changeCompare deployed RF behaviour and network access against approved test configuration; seek amendment/retest advice when material.
Battery supplier, cell chemistry or bundled chargerReopen component CCC applicability, safety evidence, labelling and RoHS bill of materials; a phone certificate is not a universal accessory clearance.
New OEM factory, brand or model nameAssess CCC holder/factory records, MIIT NAL product-family notification or change requirements, and SRRC certificate fields independently.
Colour-only or cosmetic revisionDocument that RF, safety-critical components and primary functions are unchanged; use MIIT product-family relief only if its express conditions are met.

Boundary cases that change the launch route

  • A Wi-Fi-only touchscreen device is not automatically a cellular “mobile user terminal”; reassess its CCC product category and SRRC transmitter profile, and do not apply NAL by analogy.
  • A handset with eSIM but no physical SIM slot still presents a public-cellular-network access question if it can register on such networks.
  • Importing prototypes for test or an exhibition is not the same as selling retail stock: MIIT provides a temporary radio-import approval route in specified circumstances, which must be assessed before customs clearance.
  • FCC/CE certificates, a pre-approved radio module or a vendor test summary can support engineering comparison, but cannot automatically replace the Chinese finished-device approvals.
  • For general electronics outside this phone-specific pathway, consult the China electronic-product compliance map; for an independently marketed power bank consult the China power-bank compliance map.

Battery transition: CNCA-C09-02:2026 introduces a distinct 1 April 2027 conversion deadline for qualifying power banks and their lithium batteries; certificates for lithium batteries used in portable electronic products follow a change/renewal transition instead. Classify a phone-installed pack separately from a standalone power bank before using either transition.

Separate power-bank CCC mark: A CNCA traceability-QR pilot covers independently supplied power banks, not mobile phones as such. For covered products newly issued CCC certificates from 1 March 2026, the pilot requires the CCC mark with its traceability QR; the wider covered-certificate transition is 1 March 2027. Check the actual accessory scope instead of adding this QR to every handset or internal battery.

China retail release gate

  1. STOP if the manufacturer cannot reconcile the selling SKU with CCC, SRRC and NAL certificates or cannot justify a regime as out of scope.
  2. STOP if China RF bands, antenna or network firmware differ from the tested model and no documented change assessment exists.
  3. STOP if battery/charger scope, China RoHS record, CMIIT/NAL display and Chinese packaging/manual are unresolved. Also verify the applicable GB 21288-2022 exposure evidence and preinstalled-app obligations; neither is a substitute for product approvals.
  4. TRACK (not a substitute for permits): document who is selling in China, the post-commencement radio sales-filing deadline, the registered handset model/CMIIT code and outlet registration-number/QR display.
  5. GO for the defined model and sales configuration only when each required layer is individually evidenced and the responsible party has signed the release checklist.

Mobile-phone-specific questions

Does a 5G phone need only SRRC approval?

No. Cellular radio approval does not decide whether category-1606 CCC and MIIT network access approval also apply. Determine each layer for the finished China SKU.

Is a phone without a SIM tray exempt from NAL?

Not necessarily. The key test is whether it accesses the public mobile network, including through eSIM, rather than whether a physical tray is fitted.

Can the built-in battery or bundled charger use the phone’s CCC certificate?

Do not assume so. Determine their own catalogue category, supply configuration and current certificate requirements; separate sale of a power bank or adapter may change the route.

Can the network-access mark appear only in phone settings?

Electronic display is possible under MIIT’s 2023 reform, but when used for a telecom terminal the smallest packaging must show the new mark or “本产品已获进网许可”, with information on how to view it.

Will a new antenna or RF firmware version be covered by an existing approval?

Only after comparing the approved model and certified technical parameters with the changed production configuration. Material changes may require notification, amendment or fresh tests across different regimes.

Who must register radio-equipment sales—the phone factory or the Chinese seller?

The business that sells an in-scope type-approved radio device must handle the MIIT sales filing. That can include a direct-selling manufacturer or importer, but an OEM acting only as a separate contract factory is not automatically responsible. The general filing deadline is 10 working days after sales begin; the shop or online outlet must display the required registration number or QR code.
