Product Compliance And Certification For Power Bank In China
A power bank placed on the Chinese market is not cleared by a single battery test or an overseas CE/UL report. Classify the finished mobile power supply, its rechargeable cells or battery pack, the exact China sales channel, and any radio features separately. The checkpoints below are for mainland China domestic-market supply; shipment, passenger carriage and a foreign destination raise different questions.
Classify the actual power-bank configuration
The 2023 CCC scope describes mobile power supplies (category 0914), including power banks and portable storage supplies, with a weight ceiling of 18 kg and specified battery/input-output characteristics. Do not treat every battery-containing device or loose cell as a 0914 power bank. Obtain a written classification for borderline products.
- Identify what the article sold actually is: standalone USB power bank, AC-output camping supply, jump starter, or a cell/pack sold without its power-bank enclosure.
- Record rated energy in Wh, cell chemistry, nominal voltage, capacity, mass, AC/DC inputs and outputs, charger supplied and intended use; an advertised mAh value alone is not a transport classification.
- Identify the specific cell and pack models and production sites; a finished power-bank certificate is not automatically a certificate for every separately regulated battery model.
- Separate mainland China sale or import from an export-only destination. A foreign certificate does not substitute for applicable Chinese domestic approvals.
- Check Bluetooth/Wi-Fi or other deliberate radio transmitters separately. An inductive wireless charging coil alone does not prove that an SRRC radio type approval is required.
- If an AC mains adapter or charger is bundled with the power bank, assess whether that separately supplied accessory falls within its own CCC scope; the power-bank certificate does not itself certify the adapter.
China power-bank route matrix: separate approvals and checks
| Regulatory layer | Trigger or applicability | Action before launch |
|---|---|---|
| Finished product CCC / 0914 | A power bank within the official mobile-power-supply scope marketed in mainland China. | Confirm product-family scope and applicant/factory/model coverage; obtain a valid CCC certificate and the required mark. |
| Portable-electronics cells / 0915 | Lithium-ion cells/packs for portable electronic products belong to subcategory 0915; do not use that code as a blanket description of cells intended for a power bank. | Record actual end use and certificate scope, not merely the supplier’s claim of a generic battery CCC. |
| Power-bank cells and packs / 0916 | In the 2026 CCC standard-transition classification, lithium-ion cells and packs intended for power banks are identified separately as 0916. | Check power-bank-specific GB 31241 and upcoming GB 47372 evidence and the 1 April 2027 certificate-conversion gate; CQC requires distinct model identifiers for 0915 versus 0916 from the same manufacturer. |
| 2026 technical transition | GB 47372-2026 is published but becomes effective 1 April 2027. | Ask the designated certification body whether the 2025 or 2026 rule applies to the application now, and plan supplementary tests and conversion. |
| CCC traceability QR | Newly CCC-certified power banks since 1 March 2026; all certified power-bank production/market entries from 1 March 2027, with the stated earlier-placed exception. | Match certificate, model and producer data to the QR beside the CCC mark before printing packaging. |
| China RoHS | General electrical/electronic-product marking rules; portable mobile power supplies newly enter the 2026 controlled catalogue. | Plan substance/EFUP information now; check 1 August 2027 catalogue conformity-assessment start separately from CCC. For covered catalogue models from 1 August 2027, choose the available China RoHS conformity route (state-promoted voluntary certification or self-declaration) and arrange submission of the assessment result to the official China RoHS public-service platform; this is not a second CCC certificate. |
| Inductive wireless power transfer | If the power bank wirelessly charges another device, MIIT’s wireless-power-transfer rules may apply even when no radio type approval is needed. | Check the applicable transmission-frequency/power limits, instructions and dedicated equipment identification; classify Bluetooth/Wi-Fi transmitters separately for possible radio type approval. |
| Radio functionality | Only if the particular product includes an in-scope radio transmitter. | Check MIIT equipment-type-approval classification; do not assume every wireless charging model needs SRRC. |
| Transport and air travel | Lithium-battery consignments and passenger-carried power banks invoke rules separate from CCC. | Obtain UN 38.3 test-summary and shipping data as applicable; check domestic flight restrictions and Wh marking. |
Launch calendar: three different 2027 gates
- Already applicable: the 2023 expansion made CCC certification/marking a domestic market gate from 1 August 2024; the 2025 dedicated rule CNCA-C09-02:2025 took effect on 15 August 2025.
- 1 March 2026: power banks receiving new CCC certificates must bear the prescribed adjacent traceability QR before factory release, sale or import.
- 1 March 2027: the QR requirement reaches all certified power-bank models entering the relevant activities; products already placed in the channels before this date with the former compliant mark need no retrospective relabeling under the announcement.
- 1 April 2027: GB 47372-2026 and rule CNCA-C09-02:2026 become mandatory for certification activity. Power-bank and relevant power-bank-cell/pack certificates issued under the old rule require specified supplementary checks and conversion before that date; do not assume their transition is automatic.
- 1 August 2027: the new China RoHS catalogue conformity-assessment regime starts for the additional product types, including portable mobile power supplies; it is not a replacement for CCC.
Model-specific evidence to obtain before testing
Use one controlled evidence set for each marketed SKU and its actual factory, rather than a generic family brochure:
- Model/variant register linking retail name, technical model, colour/capacity variants and factory location.
- Block diagram, electrical drawings, BOM, PCB and protection-circuit configuration; cell/pack manufacturer and exact model traceability.
- Cell chemistry, rated voltage, Ah/mAh and calculated Wh; charger/connector details and input/output ratings.
- Existing CCC certificate numbers, status, covered models and designated certification body; independent cell/pack evidence as needed.
- Applicable GB test reports and planned delta tests for GB 47372-2026; factory audit and production-consistency records as required by the chosen certification route.
- China RoHS materials declarations, restricted-substance evidence, hazardous-substance information and environmental-friendly-use-period (EFUP) label basis.
- Artwork of unit and packaging marks, Chinese instructions/warnings, CCC+QR data and shipping UN 38.3 summary; document ownership and recall contact.
Label artwork and passenger-use consequences
Treat artwork as a release gate, not a final graphic-design task. Compare the physical unit, outer package, certificate model, producer, ratings and traceability identifier. The 2025 QR notice requires a clear QR immediately to the right of the CCC symbol where applicable; it does not authorize a self-created code unrelated to the certificate.
- Keep China RoHS labelling/EFUP and restricted-substance information distinct from CCC safety certification; catalogue conformity assessment adds its own compliance decision in 2027.
- For mainland China domestic flights, CAAC has prohibited passenger carriage since 28 June 2025 of power banks without a legible 3C mark or from recalled models/batches. This is an aviation screening rule, not a way to certify a product.
- The CAAC passenger power-bank energy rule is a separate gate: up to 100 Wh ordinarily needs no airline consent; above 100 through 160 Wh needs approval (maximum two); above 160 Wh is prohibited. Passenger power banks belong in carry-on, not checked baggage. If rated Wh cannot be determined from the unit’s marked parameters, CAAC prohibits passenger carriage. Power banks must not be used to charge devices in flight.
Inductive charging: separate wireless-power requirements
Inductive charging and radio communication are different regulatory questions. Under MIIT’s wireless-power-transfer provisions effective 1 September 2024, in-scope wireless charging equipment does not require radio equipment type approval merely for the power-transfer function; it must nevertheless meet the specified technical, use, instruction and dedicated-identification rules. A built-in Bluetooth or Wi-Fi transmitter is assessed independently, including any applicable type-approval exemption. Check the actual coil, frequency, transfer power and communication modules before releasing artwork.
Release decision and change-control workflow
- Freeze identity. Name the exact marketed SKU, target sale/import date, producer and every factory; settle whether it is category 0914 and identify relevant cell/pack scope.
- Resolve approvals. Obtain written scope and applicable 2025/2026 certification path from a designated body; separately route RoHS and radio questions where triggered.
- Close evidence and mark gaps. Test the correct production configuration, verify certificate status and conversion plan, QR data, EFUP/chemical disclosures and shipping documents.
- Authorize the batch, then monitor changes. Release only the approved and correctly marked configuration. Recheck changed cells, BMS, supplier/factory, PCB, capacity, firmware or housing with the certification body before treating a variant as covered.
Typical hold points: a supplier presents only a cell CCC certificate; a retailer copies a QR from another model; an old CCC certificate lacks a documented 2027 conversion plan; mAh is printed but the Wh basis is unverified; or an export test report is offered as proof of domestic CCC.
Where the adjacent battery article begins
This page owns the finished power bank across CCC, component evidence, China RoHS, marking and logistics. The separate China lithium-ion battery compliance page should be used for the deeper cell/pack classification and battery-only evidence path; do not substitute it for finished-product approval.
Questions for difficult power-bank variants
- Does my power bank need CCC if its cells already have CCC?
- If the finished product falls in CCC category 0914 for China, cell certification alone is not a substitute for the finished-product route. Confirm both model scopes with the designated certification body.
- Can I keep selling a 2025-rule-certified model after April 2027?
- Only after checking the required certificate conversion and supplementary testing/inspection under CNCA’s 2026 notice. The ability to use the older rule during the transition does not waive the conversion requirement. For factory release, sale or import from 1 April 2027, an old-rule CCC certificate alone is insufficient: confirm the new-rule certificate and completed conversion with its issuer. CQC states that it suspends unconverted old-rule certificates after this deadline and revokes them if conversion is still incomplete by 30 June 2027; confirm the issuer’s own status before release.
- Do I need a traceability QR on a stock batch produced in 2026?
- For models newly certified from 1 March 2026, yes for relevant releases. The broad 1 March 2027 rule has a specific carve-out for products already released/sold/imported under the former compliant marking before that date. Check batch dates and certificate history.
- Does wireless charging automatically require SRRC?
- Not for the power-transfer function by itself. In-scope wireless charging equipment follows MIIT’s separate wireless-power-transfer requirements, including technical limits, instructions and dedicated identification, without radio type approval for that function. Independently assess Bluetooth/Wi-Fi radio transmitters for type approval or an applicable exemption.
- Is a power bank with a 3C logo automatically allowed on a Chinese domestic flight?
- No. CAAC also checks legibility, recall status and energy/carriage limits. The CCC logo is necessary for the 2025 screening rule but is not the only condition.
