Product Compliance And Certification For Lithium Ion Battery In China
A lithium-ion battery is not one universal CCC category in China. The applicable route depends on its intended host equipment, whether it is a cell or battery pack, whether it is sold independently or built into another product, and whether the activity is sale/import in China or shipment abroad. Use the classification and evidence gates below before promising a launch date.
First classify the intended battery application
Request the end-use specification, host-device model, cell/pack drawings, chemistry, voltage, rated capacity (Wh), protection circuit/BMS, charging interface, production site and intended destination. A cell capable of being installed in different products does not automatically inherit the same CCC classification for every claimed use. Ask the designated certification body to confirm ambiguous scope against the published catalogue, not a supplier’s generic “CCC-compliant” statement.
Scope guardrails: the 2023 CCC catalogue defines finished mobile power supplies (0914) with a mass of no more than 18 kg; its portable-electronics battery category 0915 expressly excludes lithium-ion cells and packs for e-cigarettes. Neither fact proves that a heavier product or an e-cigarette battery is free of other Chinese requirements. Verify the actual product design and any other applicable route before deciding that CCC does not apply.
China route matrix: six different product situations
The matrix is a routing tool, not a blanket exemption or a certificate decision. Classification depends on the official scope definitions and verified product design.
| Product / trigger | China CCC classification | Main technical reference | Decision before shipment or sale |
|---|---|---|---|
| Cell or pack intended for portable electronic products (e.g., laptops, mobile devices) | CCC category 0915; mandatory for in-scope China manufacture for distribution, sale or import since 1 August 2024. | GB 31241; relevant CNCA-C09-02 implementation rule. | Establish the intended portable host and certified model, including the producing factory. |
| Cell or pack specifically for a power bank/mobile power supply | Separate power-supply battery branch 0916 under CNCA-C09-02:2026; check current certification and 2027 conversion obligations. | GB 31241 and, from 1 April 2027, GB 47372 in the applicable CCC basis. | Do not treat a 0915 model as automatically interchangeable with 0916; the 2026 rule calls for distinct model names at the same factory. |
| Finished power bank or portable power station within the catalogue definition | Finished-product category 0914, not merely a cell certificate; separate route. | GB 4943.1, GB 31241 and incoming GB 47372 (2027). | Check the complete product certification, not only the internal battery; see linked power-bank page. |
| Rechargeable lithium-ion cell or pack for a GB 17761 electric bicycle | E-bike battery category 1121; CCC certificate and mark required since 1 November 2025. | GB 43854; separate e-bike battery implementation route. | Confirm the product is actually for an in-scope electric bicycle, not another micromobility vehicle. |
| Traction battery for a road EV, or stationary/industrial storage battery | Do not presume that portable-battery CCC 0915 or e-bike 1121 covers it. Other vehicle or installation rules may apply. | Determine the applicable EV, energy-storage or equipment standards separately. | Ask for the precise application and vehicle/equipment classification before deciding what approvals are required. |
| Spare battery exported from China, not offered for the Chinese market | Chinese domestic-sale CCC analysis and international shipment compliance are different questions. | UN Manual of Tests and Criteria 38.3 and mode/carrier rules; for China air shipment consider MH/T 1052-2025. | Confirm export-only facts and the carrier’s dangerous-goods documents, packaging and state-of-charge restrictions. |
2026–2027 rule and certificate transition
- SAMR Announcement No. 10/2023 introduced CCC for specified portable-electronics lithium-ion cells/packs and mobile power supplies; the market prohibition for uncertified in-scope products started on 1 August 2024.
- CNCA-C09-02:2025 replaced the former general electronic-products implementation rule for these battery/power-bank groups on 15 August 2025. The applicable process includes type testing, factory inspection and ongoing supervision as set by the certifier.
- CNCA Announcement No. 7/2026 adds GB 47372-2026 for mobile power supplies and their lithium-ion cells/packs; until 31 March 2027 the certification applicant can choose the 2025 or 2026 rule. From 1 April 2027 the 2026 rule applies.
- Existing certificates under the old route for power banks and power-bank batteries need the specified supplementary checks and conversion before 1 April 2027; portable-electronics battery certificates instead move by natural transitions such as product changes or renewal. Do not assume the same conversion deadline for every 0915 battery.
A separate certificate-conversion option matters for power-bank batteries: CQC’s June 2026 implementation notice states that a holder of a lithium-ion battery certificate issued as 0915 under the older rules may apply for supplementary testing and inspection to obtain a certificate for 0916. This is not automatic recognition or a change of model name by relabelling. Verify the model, factory, intended use and conversion work with the designated certification body.
Two separate evidence files: market entry versus shipment
| Evidence stream | Collect and verify | What it does not prove |
|---|---|---|
| CCC / Chinese market | Intended application and exact model; cell/pack bill of materials; schematics and protections; sample-to-production traceability; Chinese-standard test results; applicant, manufacturer and factory details; label artwork; certificate and status where required. | An IEC/UN report, a supplier logo or the host-device certificate alone is not a substitute for the applicable battery CCC decision. |
| Transport / export shipment | UN 38.3 test summary tied to the actual type; Wh rating; cell/pack quantity; whether packed alone, with equipment or inside it; packaging, marks, shipper declarations where relevant, mode and carrier acceptance. | Transport readiness is not a Chinese CCC certificate or authorization to put a listed product on the domestic market. |
| Finished host or special use | Host product description, charger interface and protection coordination; identify separate CCC rules for the power bank, e-bike, vehicle or complete electronic product. | Approval for the battery does not automatically approve the full powered device. |
Air-freight exception for heavy traction batteries: CAAC states that a large power lithium battery weighing more than 35 kg requires special civil-aviation-authority approval for air carriage under the ICAO Technical Instructions. MH/T 1086-2026 addresses testing for that special-approval route. Do not infer approval from UN 38.3 results or from a freight quote; confirm the battery mass, route and authorization before booking.
Markings, traceable codes and the sales gate
If a battery belongs to a compulsory CCC category, verify the issued certificate’s product model, holder, factory, validity and the correct CCC mark before domestic release. Check required product warnings, electrical ratings and manufacturer identification against the applicable GB standard and certification rules; do not invent one universal label for all applications.
Under CNCA Announcement No. 27/2025, the traceability QR beside the CCC logo is a pilot for power banks, e-bikes and their covered safety accessories—not a blanket QR requirement for every loose 0915 battery. New certificates in the pilot require it from 1 March 2026; all covered certified pilot products from 1 March 2027, subject to the announced pre-transition goods rule.
The QR-mark transition on 1 March 2027 and the battery/power-bank certification-rule transition on 1 April 2027 are separate checks; satisfying one does not satisfy the other.
Freight lithium-battery hazard marks/labels, packing and documents follow the transport route and consignment conditions. A CCC mark does not replace dangerous-goods markings; neither is a transport mark a CCC mark.
A release sequence that avoids repeating tests
- Freeze the commercial scenario: China domestic sale/import, export-only shipment, or both; list every advertised intended application and whether the offer is a bare cell, a pack, or a finished unit.
- Use the matrix to assign a tentative CCC category or a documented unresolved-scope question; confirm with a currently designated certification body before commercial commitment.
- Lock the exact cell, pack, BMS, factory and host integration; assemble CCC materials and obtain necessary certificates/tests while separately arranging transport classification and carrier acceptance.
- Approve label/QR artwork for the correct category, verify live certificate status and production identity, and release only after domestic and logistics gates applicable to the transaction are both met.
Model changes that require a fresh compliance check
- Changing chemistry, cell vendor, capacity, series/parallel layout, protection software, charger parameters or the production factory can affect safety tests, CCC certificate scope or shipping classification. Submit changes to the certifier before relying on an existing certificate.
- A battery described as “for phones and power banks” may need a different designation and evidence for each intended market use. Do not relabel a 0915 product as 0916 solely through packaging.
- Neither GB 31241 conformity nor passing UN 38.3 proves universal CCC coverage; neither CE marking nor an old CB report is automatically a substitute for China’s compulsory approval.
Where the battery assessment stops
For certification of a complete portable charger, use the separate China power-bank compliance route. For certification of the assembled host equipment, consult the China electronic-product compliance route. Here the decision remains the standalone or incorporated lithium-ion cell/pack and the independent shipment layer.

Questions about lithium-ion batteries in China
Does a replacement laptop battery sold separately need CCC?
If it meets the official 0915 definition and is marketed or imported into China, the portable-electronics battery CCC route generally applies even when offered as a replacement. Confirm the exact model and whether it is in scope.
Can one cell design serve laptops and power banks under one CCC model?
Do not assume so. CNCA-C09-02:2026 distinguishes the portable-electronics and mobile-power-supply battery categories and requires separate model identities for those applications when made at the same factory. Ask the certifier how testing and certificates are allocated.
Is UN 38.3 enough to sell a battery in China?
No. UN 38.3 concerns transport testing and cannot replace a CCC certificate when the product falls in a compulsory CCC category; separate carrier restrictions must still be met.
Will a 2025 CCC certificate stop being valid in April 2027?
Not automatically. For mobile power supplies and their batteries, the 2026 announcement requires specified supplemental assessment and conversion before that date. For portable-electronics batteries, natural transition applies. Check actual category and certificate status.
Does CCC apply to batteries made in China exclusively for export?
Do not equate an export-only shipment with entry into the Chinese domestic market. Document the transaction and examine any domestic factory/transaction rules as well as destination-market rules; transport obligations remain relevant regardless of CCC conclusion.
