Radio Certification Services In South Korea

Scope and evidence must be confirmed before any paid tests or filings.

Radio certification services in South Korea (전파인증 대행 / 전파 인증 대행) should coordinate a defined product from the first technical intake to the evidence package, the applicable RRA procedure and a verified launch release. Ordering a test alone does not establish that a finished wireless product can be marketed.

The relevant system is the conformity assessment of broadcasting and communications equipment under Article 58-2 of the Radio Waves Act, administered through the National Radio Research Agency (RRA). The current Korean RRA overview lists four routes; older English RRA guidance sometimes lists only three. Confirm the applicable category against the current Korean notice and the exact device, rather than choosing by the word wireless alone.

Choose and document the correct RRA route before booking tests

A coordinator records the applicable equipment category, legal basis, test route, applicant and intended submission evidence. These alternatives are not interchangeable:

RRA pathWhere to investigate itEvidence / decision gate
Conformity certification (적합인증)Equipment in the certification category, including certain radio/network-risk devices.Designated/recognised test evidence and technical exhibits, followed by the competent certification review; verify its category first.
Conformity registration (적합등록)Equipment assigned to the registration category, including some lower-risk wireless or electronic equipment.Applicable tests and compliance confirmation precede registration; do not treat registration as exemption from testing.
Self-conformity confirmation (자기적합확인)Only equipment specifically assigned to this route in current Korean rules, notably certain low-risk or measuring devices.Permitted testing, a declaration and public disclosure through RRA; confirm product eligibility and record retention. For eligible self-confirmation, RRA also permits testing by the declaring party or qualifying testing bodies; do not impose a designated-laboratory requirement on every route.
Interim certification (잠정인증)Equipment for which applicable assessment criteria are absent or ordinary assessment is impracticable.Technical justification and assessment against accepted criteria; any geographic, validity or other imposed conditions control release.

Document handoff is route-specific, not a universal checklist. The RRA overview lists, for certification, a user manual, qualifying test report, exterior and component views, circuit diagram and agent designation where used; for registration, the compliance-confirmation document and any agent authorization; for self-confirmation, an exterior view and any authorization, with a test report published only if the declarant chooses to disclose it. This optional publication of the report does not waive the underlying testing obligation. Interim certification calls for a Korean-language technical description and manual, self-test explanation, drawings and any relevant authorization. Confirm the latest prescribed forms for the actual equipment.

A test report from the EU, FCC or another market is not itself Korean approval. RRA's MRA framework may accept testing from recognised bodies for the covered Korean technical requirements; verify the laboratory, specific scope, test version and whether separate Korean filing is still required. An exemption for a qualifying sample or research shipment is a separate, documented decision—not an informal shortcut to retail sale.

Intake: six items needed to scope the actual device

Request one version-controlled dossier for each intended model or documented family:

  • Commercial scope: legal manufacturer, importing/selling party, proposed applicant, authorised agent if used, model identifiers, intended sales channel and shipment date.
  • Radio inventory: Wi-Fi, Bluetooth, cellular, RFID or other interfaces; bands, channels, output power, antenna design and firmware-controlled region settings.
  • Hardware definition: block diagram, schematics where required, layout/exterior drawings, module identifiers, PCB revision, antenna variants and accessory/power configurations.
  • User-facing material: manual, product name and ratings, Korean-facing label artwork, packaging and proposed compliance marking.
  • Existing evidence: earlier KC filings, Korean test reports, foreign test reports and recognised-laboratory scope; note exactly which tested configuration they cover.
  • Samples and logistics: representative production-equivalent units, test-mode access, engineering contact, shipping/customs plan and a written change freeze.

The first deliverable is a route-and-gap memo: identified equipment classification with uncertainties, a test plan, a document owner for each missing exhibit and a list of decisions awaiting the applicant. Do not quote a guaranteed pass, fixed fee or completion date before this review.

From frozen sample to filing: the operational sequence

Keep one coordinator accountable for the handoffs, while the named applicant retains the statutory responsibilities that apply to its chosen route:

  1. Confirm classification against the latest RRA equipment lists and Korean technical criteria; explicitly resolve multi-radio, host/module and exemption questions.
  2. Agree the applicant/agent arrangement and authorization, model-family boundary, intended label, evidence owners and commercial change-freeze date.
  3. For certification or registration, appoint a designated or appropriately RRA-recognised laboratory whose scope covers the Korean requirements. For eligible self-conformity confirmation, verify whether testing may instead be performed by the declaring party or another body permitted by RRA. Record the RF, EMC and other tests applicable to the exact device.
  4. Send traceable samples and configuration instructions. Log failures, design fixes and any retest; reconcile the final report with exact hardware, antenna, firmware and model names.
  5. Compile route-specific exhibits and declarations. Use the MSIT electronic application channel for the applicable procedure; where self-conformity confirmation is eligible, complete the prescribed declaration/publication process and verify the RRA public entry. For interim certification, follow its separate application route. Preserve the completed submission evidence, not merely a draft upload.
  6. Resolve authority questions and corrections; preserve acknowledgement, final issued/registered/public record and marking evidence. Release only after the applicable outcome is verified.

Evidence hand-offs and release gates

Use the following practical acceptance matrix to prevent a laboratory result from being mistaken for a market authorization:

HandoffControlled recordRelease gate
Engineering → testing laboratoryApproved sample ID, firmware, RF settings, antenna, design revision and test mode.Laboratory accepts scope and representative configuration.
Laboratory → filing coordinatorSigned reports, test standards and versions, deviations and final device identification.Every required test is covered; failures and retests resolved.
Applicant/agent → authority or public disclosureRequired applicant particulars, authorization, declarations, drawings and test evidence for that route.Correct route and filing/disclosure confirmed, not merely a draft upload.
Coordinator → importer/launch teamFinal reference or public entry, exact models, approved marking artwork, release memo and change baseline.Physical product and listing match the assessed configuration.

Market-readiness check before dispatch or listing

Before dispatch to distributors or making a listing live, check all four conditions:

  • The actual RRA outcome or disclosure is independently verifiable using the relevant official record; the same model and responsible party appear.
  • The Korean conformity label/identifier, placement and any route-specific conditions have been reviewed against current instructions; do not improvise a number.
  • The tested antenna, radio region setting, hardware and firmware reflect the production unit; unresolved deviations are closed.
  • Separate electrical safety, battery, telecom, medical or other product regimes have been screened where relevant; radio conformity is not blanket KC approval.

Archive the reports, declaration or certificate, filing correspondence, artwork, responsibility decisions and version baseline. This dossier is the tangible handover of an execution service, not just a statement that certification is complete.

When a radio or product change reopens the file

After launch, screen each change before manufacturing or importing the revised unit; the RRA guidance distinguishes technical modifications from administrative changes:

TriggerWhy it mattersSafe action
New antenna, RF power, frequency band or firmware region settingThe tested emissions or authorised operating configuration may no longer match.Stop automatic carry-over; request a change classification and additional tests/filing if required.
PCB, shielding, component or enclosure revisionRF/EMC performance and test-report identity can change.Compare revisions, document impact and obtain the relevant laboratory/authority decision.
New model name, manufacturer details or applicant addressMay be an administrative amendment rather than a full technical retest.Check the prescribed change notice and evidence; do not silently relabel stock.
Certified radio module integrated into a new hostModule evidence may not cover host EMC, antennas or the final marketed configuration.Review module conditions and assess the finished host before claiming coverage.

This is a screening map, not a ruling that every listed alteration triggers retesting. The controlling decision is the current RRA change procedure for the actual route and product.

What this execution service covers—and what belongs elsewhere

This page owns execution management: task intake, testing and document coordination, submissions, clearance of filing queries and delivery of a verifiable launch dossier. Related topics require a different scope:

A coordinator should identify the actual contracted laboratory and legal applicant rather than implying that the service provider is itself an accredited laboratory or the regulator. Local-language support does not replace a properly authorized filing party.

Official sources for checking the current route

Confirm details against the current Korean RRA pages, particularly the notice updated on 24 July 2026. Some older English explanatory pages omit the self-confirmation route:

Practical questions before appointing a filing coordinator

Does a certified Wi-Fi or Bluetooth module remove all host filings?

Not automatically. Obtain its Korean record and integration conditions, then check the host's antennas, RF configuration, EMC and product identity. The host can have additional obligations even when a module is already assessed.

Can FCC or CE test reports be submitted without Korean testing?

Do not assume this. RRA recognises certain reports under MRA arrangements when the laboratory and testing scope are recognised and Korean requirements were used. FCC/CE marking or a foreign certificate alone is not proof of Korean acceptance.

Can we import ten prototypes while approval is pending?

Ten units is the RRA-listed quantity for eligible conformity/performance testing or inspection equipment, not a blanket allowance for any prototype shipment. Research/development and domestic-market research samples have separate conditions. Verify purpose, non-sale use, exact quantity, supporting documents and any required exemption/customs confirmation before shipping; none of these exemptions authorizes routine retail sale.

Who files when the factory is overseas?

Identify the intended applicant/importer and any authorised representative at intake. Confirm their eligibility and authorization for the specific RRA procedure before booking submission; a testing service must not be presented as the legal applicant by default.

What exactly should we receive at the end of the service?

At minimum: classification and test scope record, matching final reports, submitted declarations/exhibits, verifiable registration or certification/disclosure evidence where applicable, marking review and change-control baseline. A test pass alone is incomplete handover.
