Product Compliance And Certification For Mobile Phone In South Korea
South Korea mobile-phone market access is not a single “KC certificate”. A cellular handset combines radio transmitters, a computing platform, human-exposure considerations and usually a lithium battery; a supplied mains charger can be a separate regulated product. The correct route depends on the actual Korean-market model, not its commercial name or an approval obtained abroad.
Use this route map before ordering tests, importing sale stock or printing packaging. It separates legal conformity assessment from voluntary or operator-specific network acceptance; it does not declare a particular model approved.
Classify the exact handset, shipment and applicant
Freeze the intended sales configuration, then answer four questions. A smartphone normally needs an RRA route under Article 58-2 of the Radio Waves Act; whether certification, registration or another permitted route applies must be checked against the current equipment schedules. Exemptions for limited personal or non-sale imports are not a general commercial waiver.
The current Radio Waves Act also provides self-confirmation of conformity (자기적합확인) for equipment eligible under the operative schedules; this is not permission to put a cellular handset on that route without checking RRA Notice 2026-4 and its equipment annexes. Under Article 58-13, an applicant without an address or place of business in South Korea must designate in writing a domestic representative with a Korean address or business establishment. Identify the legal applicant first: a Korean importer filing in its own name is not the same applicant as a foreign manufacturer filing abroad.
If, and only if, the applicable equipment lists make this model eligible for self-confirmation, Article 58-2(4)–(5) still requires appropriate testing, a retained evidence file and written management and public disclosure of the confirmation (or conformity registration as permitted by the provision). Self-confirmation is not a no-test exemption. Article 58-2(8) also distinguishes the conformity-assessment mark on the product or packaging from the additional self-confirmation information in instructions or equivalent material; verify the current prescribed display method.
- Which model/SKU, radio bands, 4G/5G modes, Wi-Fi/Bluetooth/NFC functions, antennas, transmit powers and Korean firmware will actually ship?
- Is this a cellular voice/data handset, a Wi-Fi-only device, a sample for research, a single item for private use or commercial stock? Intended purpose changes the exemption analysis.
- Who manufactures, imports and markets it, and who is the named assessment applicant or authorized representative? Verify the actual filing arrangement, rather than assuming any foreign certificate holder can cover the shipment.
- Is the lithium pack built in, supplied loose as a spare, or sold with an AC adaptor/charging kit? Classify each supplied component separately under KATS rules.
Six-layer decision matrix for a Korean mobile phone
Treat each row as a separate gate. “Check” means confirm the applicable schedule and current technical criteria with the competent body or recognized test provider; it is not a finding that every row triggers a separate certificate.
| Layer | Trigger in this handset | Evidence to assemble | Decision before release |
|---|---|---|---|
| RRA radio/terminal | Cellular modem, Wi-Fi, Bluetooth and other enabled transmitters. | Band/power inventory, schematics, antenna details, RF reports, exact model designation. | Confirm conformity certification/registration classification and Korean radio criteria. |
| RRA EMC | Electronic handset platform and supplied powered electronics. | EMI/EMS reports for the assessed configuration and applicable KN editions. | Confirm EMC coverage within the RRA conformity route; do not presume one report covers every variant. |
| RRA RF exposure/SAR | Phone intended to operate close to the head/body. | Korean-relevant SAR test evidence and a model-specific maximum value. | Confirm exposure compliance and, where applicable, head-SAR grade disclosure. |
| KATS lithium battery | Rechargeable lithium cell/pack in or accompanying the handset. | Cell/pack identity, KC 62133-2 applicability review, supplier test and registration evidence as applicable. | Determine which battery form and marketing route falls under the current electrical-safety schedule. |
| KATS AC charger | Mains-powered adapter included or independently offered. | Adaptor model, ratings, plug, safety approval/confirmation records. | Check its own product category; a handset RRA filing is not charger safety approval. |
| Network operability | Use on Korean LTE/5G carrier networks, VoLTE, SIM/eSIM features. | Local band and carrier-feature matrix, operator confirmation, interoperability trials. | Separate business/technical acceptance from state RRA approval; confirm operator needs directly. |
Build one model-specific evidence file
Request this dossier before a laboratory quote. It prevents the common error of certifying a near-identical global model while shipping a changed Korean SKU:
- One-row SKU register mapping sales name to exact hardware model, country variant, product photos and manufacturer/importer.
- Enabled RF inventory: cellular bands, Wi-Fi channels, Bluetooth/NFC, maximum powers, antenna layout and software country locks.
- Circuit and block diagrams, BOM for RF and critical parts, antenna and enclosure specifications, user instructions.
- RRA conformity records, available accredited RF/EMC reports, their edition and exact tested firmware/hardware.
- SAR test report, head/body use assumptions, maximum reported value and applicable grade/artwork evidence.
- Battery cell/pack supplier, chemistry, ratings and relevant KATS safety-control documents; charger records if bundled.
- Korean marking and manual artwork, importer/applicant details, sample/stock purpose and a change log.
SAR limits and two distinct label checks
The RRA publishes a Korean head/trunk SAR limit of 1.6 W/kg averaged over 1 g of tissue. Its mobile-phone head-SAR grades are 1 at up to 0.8 W/kg and 2 above 0.8 and up to 1.6 W/kg; the grading rule applies to qualifying devices used close to the ear, not indiscriminately to every transmitter. Obtain the assessed model’s actual value and verify applicable grade-display method.
Do not confuse two markings: RRA conformity identification/KC marking follows the relevant radio-equipment assessment rules, while the SAR grade has its own eligibility and display rules. Battery or charger safety markings, where triggered, follow the separate KATS regime. Check the current official artwork and the permitted display medium before approving Korean labels.
Five release gates before sale
Do not sequence packaging ahead of evidence. Release the sales SKU only after these linked decisions are documented:
- Freeze the Korean configuration and assign manufacturer, importer, applicant and any representative roles.
- Confirm RRA route and applicable RF, terminal, EMC and exposure standards; test the representative final configuration with an accepted laboratory.
- Check KATS classification and safety evidence for the actual battery and each AC adaptor or separately marketed accessory.
- Reconcile assessment numbers, exact model identification, Korean-language instructions, required KC/SAR and component labels; query official product records where available.
- Confirm carrier functionality and commercial import documents independently; block shipment or sale of a regulated item until its applicable conformity route is complete.
Variant and firmware change-control map
A prior approval is evidence for the covered configuration, not a blanket family licence. Use this screening table whenever product management requests a revision:
| Proposed change | Decision to obtain before rollout |
|---|---|
| Enable another cellular band, change RF power or antenna | Ask the RRA/test body whether new RF, EMC and SAR evaluation or an assessment change is required. |
| Replace the battery cell/pack or charger supplier/model | Recheck the KATS product classification, relevant safety evidence and any model/filing change. |
| Change enclosure, antenna proximity or head/body usage instructions | Reassess RF exposure assumptions and grade/label artwork before sales materials change. |
| Ship an overseas SKU with Korean software unlock or new applicant | Check radio configuration, model identity, filing ownership and whether an existing approval truly covers it. |
Article 58-2(6) requires notification when particulars covered by conformity certification or registration change; changes affecting conformity criteria also require assessment of the changed matters. For eligible self-confirmation equipment, Article 58-2(7) instead requires changes to be managed and disclosed in writing, with renewed self-confirmation of any criteria-related changes. This table is a screening tool, not a waiver of either legal change procedure.
Foreign FCC, CE or other records can be useful technical inputs but do not automatically replace Korean conformity assessment. RRA mutual-recognition arrangements are limited by recognized bodies, scope and the importing country’s technical requirements; request confirmation for the exact reports.
Consult current KATS schedules and the effective KC 62133-2 text, not an amendment proposed for public comment (KATS published another proposed revision on 26 August 2026). Fees, review periods and carrier acceptance cannot be determined from a generic handset description. The domestic-representative rule depends on whether the conformity-assessment applicant has an address or place of business in Korea; it is not an optional rule for an applicant who meets Article 58-13.
For cross-border planning compare the separate Japanese mobile-phone route and Chinese mobile-phone route. Neither substitutes for Korean approvals.

Mobile-phone-specific questions
- Does an FCC ID or EU CE declaration permit retail sale of this phone in Korea?
- No automatic equivalence. Confirm its Korean RRA classification and assessment; an eligible MRA laboratory report may be usable only within the recognized scope and Korean requirements.
- Can we reuse the handset RRA approval for a different AC charger?
- No assumption of coverage. An AC charger is separately classified for KATS electrical safety; identify the exact supplied adaptor and its applicable approval or declaration route.
- Does one personal phone imported for private use need the same route as a commercial batch?
- RRA publishes a limited one-unit personal-use exemption, subject to conditions. Do not apply that exception to resale, bulk shipments or other regimes without a separate check.
- Is a Wi-Fi-only look-alike treated as the same cellular handset?
- Not necessarily. Removing the cellular modem changes the radio/terminal classification and SAR test scope, but Wi-Fi/Bluetooth and EMC obligations may remain; classify that model anew.
- Can a firmware update that unlocks a Korean 5G band ship under an older approval?
- Do not assume so. The enabled band, power and tested firmware are part of the assessment configuration; obtain a change determination and any required retesting before rollout.
- Must a foreign phone manufacturer appoint a representative in South Korea?
- If the foreign manufacturer is the RRA conformity-assessment applicant and has no Korean address or place of business, Article 58-13 requires a written appointment of a representative with a domestic address or establishment. If a Korean importer applies in its own name, confirm the actual applicant and filing responsibilities; do not assume a manufacturer appointment is required solely because production took place abroad.
