Product Compliance And Certification For Led Lighting In China
China does not impose one universal ‘LED certificate’. Classification starts with the item actually placed on the Chinese market: complete luminaire, replaceable LED lamp, standalone LED controlgear, or wireless-enabled lighting system. The result may combine compulsory CCC, mandatory energy-efficiency labelling, China RoHS information duties and product-specific safety or radio requirements. A CE mark, CB report or voluntary CQC mark is not a substitute for a required Chinese approval.
Start with the CCC boundary, not the LED name
For domestic production, sale or import, determine the intended use, input voltage and electrical configuration before ordering tests. Under the newly published CNCA-C10-01:2026 scope, fixed, recessed, aquarium and ground-recessed luminaires connected at more than 36 V and up to 1,000 V (AC RMS or DC) are covered; portable general-purpose/children's luminaires and socket-mounted nightlights have an upper limit of 250 V. The LED light source alone is not automatically the same regulated object as the assembled luminaire. The separate CNCA-C10-02:2026 rule covers specified LED-module electronic controlgear within its stated supply-voltage limits.
Assess voltage at the supply connection of the product actually being classified: an LED strip may be a light-source module rather than a complete luminaire, and a separately marketed mains driver may be a different CCC object. Do not treat a 24 V strip plus 230 V supply as automatically exempt as one kit.
The 2026 luminaire rule also has a narrow single-batch certification mode for one defined contracted batch: the sales contract must identify the customer, purpose, place of use and model, and the batch must share the specified structure and critical parts. It is not a standing substitute for series-production CCC. A GB/T standard cited as a CCC assessment basis should not be confused with an independently mandatory GB standard.
Mode 3 specifically requires type testing plus 100% inspection of that single batch; a contract alone is not approval. GB/T standards specified by the CCC implementation rule remain binding assessment criteria for products on that CCC route, even though GB/T does not by itself denote an independently mandatory national standard.
Product-to-regime decision matrix
Use these routes as screening questions, not an exemption certificate. Confirm the current CCC directory definitions with a designated certification body for borderline or multifunction products.
| Product configuration | Potential regulatory stack | Verification before release |
|---|---|---|
| Mains-powered fixed or recessed LED luminaire | CCC luminaire category 1001 where product type and input limits match; safety/EMC plus China RoHS; energy label if a covered indoor LED category. | Record installation type, input rating, integral driver, light source, nameplate, drawings and intended environment. |
| Portable desk/reading LED luminaire | CCC may apply above 36 V within the portable range; reading-and-writing desk lamps have additional vision-health criteria; the 2026 RoHS compliance catalogue adds this product type from 1 August 2027. | Determine whether it is a reading-and-writing task lamp; document optics, photobiological data and materials. |
| Standalone LED driver/controlgear | Potential separate CCC ballast/controlgear category 1002 under CNCA-C10-02:2026; a luminaire certificate does not automatically cover a separately sold driver. | Check AC/DC input, isolation, independent sale, safety/EMC standards and component traceability. |
| E27/GU10 self-ballasted LED lamp or retrofit tube | Do not call it a CCC luminaire merely because it emits light; CQC describes these lamp types under voluntary safety routes, while specified indoor LED lamps/tubes can require an energy label and RoHS markings. | Check cap, beam angle, power, CCT and the exact energy-label implementation-rule exclusions. |
| Low-voltage ≤36 V luminaire or road/tunnel light | The ≤36 V complete luminaire is outside the stated 2026 luminaire CCC voltage scope; assess its mains power unit separately. Road/tunnel LED luminaires have a distinct energy-label rule; CCC classification must still be checked by actual product category. | Separate luminaire from supply, record supply interfaces, installation site and road/tunnel designation. |
| Wi-Fi/Bluetooth smart LED fitting | Apply the relevant lighting route first; radio-transmitter type approval may also arise depending on the radio device and statutory exception. An embedded module does not establish an automatic exemption. | Collect radio chipset/module ID, frequency, transmitter power and integration drawings; check MIIT classification. |
Three 2026–2027 launch-date collisions
For a stock-keeping unit (SKU), track the date of manufacture/import separately from the planned launch date. Different rules have different transition mechanisms.
| CCC luminaires and controlgear | CNCA announcement published 28 September 2026: until 31 December 2026 designated bodies can use old or new rules at the applicant's choice; from 1 January 2027 the 2026 rules apply. Valid existing CCC certificates remain usable; conversions occur on product change or renewal. |
|---|---|
| China RoHS for reading-and-writing task lamps | China RoHS marking/information duties already apply to electrical/electronic products within the regulation's scope. This lamp category joins the 2026 restricted-substance conformity-assessment catalogue from 1 August 2027; do not generalise that extra catalogue duty to every LED product. |
| LED energy-efficiency labels | The revised road/tunnel LED-luminaire label rule applies from 1 June 2026. The revised indoor LED-product rule starts 1 September 2027; the later date must not be mistaken for proof that no earlier indoor-labelling rule applies. The notice provides a two-year new-label grace period for products made or imported before each relevant start date. |
For newly covered reading-and-writing task lamps, the additional catalogue duty is substantive: from 1 August 2027 check the ten restricted substances and applicable exemptions under GB 26572-2025, then use the prescribed voluntary certification or self-declaration conformity route and report the result to the public platform. This additional assessment is distinct from China RoHS information marking already applicable to in-scope electrical/electronic products.
LED-lighting evidence file and China label-release gate
Create one controlled file per SKU and per certification unit. A practical pre-application pack should include:
- Product category rationale, rated AC/DC input, power, installation method, use case, photographs and model variants.
- Electrical schematics, driver/module BOM, critical-component certificates and revision-controlled supplier identification.
- Safety/EMC and, where relevant, photometric, blue-light/desk-lamp, energy-performance, substance and radio test evidence mapped to Chinese requirements.
- Applicant, producer and factory legal identities, authorization or OEM contracts, factory quality controls and traceability of production sites.
- Chinese instructions, Chinese rated nameplate/warnings, proposed CCC mark where required, RoHS hazardous-substance disclosure/environment-friendly-use-period information and applicable energy label.
- Release record matching the marketed model, certificate scope/status, label version, production batch and approval for changes to drivers, LEDs, firmware or enclosures.
Release an LED-lighting SKU after the CCC, RoHS and energy checks
First freeze the configuration and classify the complete product and separately sold modules. Next obtain written confirmation of ambiguous CCC scope, identify the applicable Chinese GB/GB-T standards and decide which tests can support each route. Then prepare the Chinese materials, arrange CCC work with the designated body where required, complete other triggered obligations and verify certificate validity and physical/e-commerce labelling before release. Only after that approve the SKU for manufacture, sale or import into China. For export-only goods, assess the destination market instead of assuming that Chinese domestic CCC automatically applies.
Common failures: treating an E27 bulb as a complete fixed luminaire; assuming a low-voltage fitting makes its supplied mains driver exempt; displaying a CCC mark on a variant not within the certificate; missing an energy label because a lamp has voluntary rather than CCC certification; and applying the 2027 RoHS catalogue deadline to the pre-existing hazardous-substance information duty.
China LED lighting versus electronics and foreign LED rules
This page owns the Chinese LED-lighting classification across regimes, not a general electronics procedure. For a separate non-lighting electronics product, see China electronics compliance. For sales outside China, see the dedicated LED routes for US LED-lighting requirements and South Korean LED-lighting requirements; Chinese domestic certification should never be presented as their approval.
Five China LED-lighting classification questions
Does every LED bulb sold in China need a CCC certificate?
No. CCC depends on the official category and product construction; a self-ballasted E27/GU10 lamp is not automatically a luminaire in category 1001. Check energy labels and China RoHS independently.
Can I use the older CCC rule for an October 2026 application?
The CNCA transition allows an applicant to choose old or 2026 rules through 31 December 2026. From 1 January 2027 new applications use the 2026 rules; existing valid certificates can transition on change or renewal.
Does a 24 V LED strip need no China compliance work?
First decide whether the strip is a light-source module or a complete luminaire and where its rated supply input is measured. A luminaire supplied at no more than 36 V falls outside the stated 2026 luminaire CCC voltage scope, but that does not exempt a separately supplied mains driver or remove applicable RoHS, safety or energy requirements.
Do LED reading lamps face a new RoHS certificate in 2027?
Reading-and-writing task lamps are in the additional 2026 RoHS compliance catalogue from 1 August 2027. The authorised routes include specified conformity assessment arrangements, not necessarily a single mandatory third-party ‘RoHS certificate’; the general disclosure duties predate that date.
Can one CCC certificate cover a changed LED driver or a new factory?
Never assume so. Check the certification unit, critical-component list and producer/factory records with the issuing body; changes may require approval, supplemental evidence or testing before the changed SKU is released.
