BSMI Certification Services In Taiwan
BSMI market-access work in Taiwan should start with route confirmation, not with a generic request to “get a BSMI certificate.” Taiwan’s Bureau of Standards, Metrology and Inspection (BSMI) uses several inspection schemes, and the scheme, standards and conformity-assessment modules depend on the product category identified in BSMI public notices. A defensible service therefore controls the project from classification through testing, documentation, filing, marking and post-approval change control.
Confirm the regulatory route before booking tests
The first deliverable is a written route memo for the exact model or model family. It should confirm whether the product is subject to mandatory BSMI inspection, which inspection method applies, which current inspection standards and announced requirements control the product, and whether parallel Taiwanese approvals may also be relevant. This avoids paying for a test plan that does not match the filing route.
For an initial assessment, collect at least:
- product name, model numbers, intended use and key functions;
- rated input/output, power architecture, external power supply and battery details;
- wireless interfaces, if any;
- brand owner, manufacturer and every intended production site;
- the planned Taiwan importer or sales agent;
- block diagram, circuit information, critical-component list, manuals and labels;
- existing IEC/CB, EMC, safety, RoHS or other test reports, without assuming they are automatically acceptable for BSMI.
End-to-end BSMI execution workflow
| Stage | Work performed | Exit deliverable | Typical hold point |
|---|---|---|---|
| 1. Intake | Map models, functions, factories, applicant structure and launch plan. | Controlled product data sheet | Unknown model/factory or incomplete technical data |
| 2. Route confirmation | Check current BSMI regulated-product notices, inspection method, standards and modules. | Route and standards memo | Product falls between categories or has parallel wireless/energy requirements |
| 3. Test planning | Agree test scope with a BSMI-designated laboratory and identify samples, accessories and evidence. | Test plan and sample request | Unfrozen hardware, firmware, power supply or critical components |
| 4. Testing and remediation | Run applicable tests; analyze failures; control any redesign and retest evidence. | Acceptable type-test evidence | Failure requires a design change that alters the tested configuration |
| 5. Technical file | Align reports, declarations, applicant/factory records, drawings, component data, manuals and labels. | Submission-ready document set | Names, models or factory data do not match across documents |
| 6. Filing/review | Submit through the applicable BSMI/certification-body route and manage technical questions. | Certificate/registration or completed DoC route, as applicable | Authority requests corrections, samples, translations or additional evidence |
| 7. Market readiness | Verify inspection mark, approved model scope, importer authorization where needed and production controls. | Release checklist for Taiwan | Commercial product differs from the tested/registered configuration |
Keep the handoffs between manufacturer, Taiwan applicant, laboratory and certification body explicit
| Party | Primary responsibility | What must be controlled |
|---|---|---|
| Manufacturer | Provide the actual design, samples, production-site data and change notices. | Hardware/firmware baseline, critical components, factory identity and production consistency. |
| Taiwan applicant | Hold the legally eligible applicant role for the chosen scheme and sign/file required declarations. | Company details, authorization chain, importer/sales-agent status and ongoing access to records. |
| BSMI-designated laboratory | Test the applicable product configuration to the designated standards within its recognized scope. | Sample identity, report model coverage, deviations and retest traceability. |
| BSMI or commissioned certification body | Review the application and conformity-assessment evidence and issue the applicable approval. | Registered type/series scope, required corrections and certificate conditions. |
For RPC, if the manufacturer is outside Taiwan, the current regulations require the applicant to be the manufacturer’s sales agent or importer with a domicile or business place in Taiwan. This should be solved at intake, not after testing is complete.
Control the tested configuration and the technical file as one system
Testing is not a detached laboratory task. The sample, report, declaration, drawings, critical components, external power supply, firmware and commercial label must describe the same controlled product. For RPC, the conformity-assessment combination assigned to the product may require a type-test report plus a declaration of conformity-to-type, and for some module combinations a recognized quality-management certificate or factory-inspection report.
BSMI may require Chinese translations where submitted information or technical documents are in another language. Translation should therefore be treated as a controlled submission activity: product names, model designations, applicant details and technical statements must remain consistent with the source documents.
Practical pre-submission file check
- the model name on the sample, report, application, manual and label matches;
- series-model differences are documented instead of assumed;
- the production site in the file is the actual site intended for the approved product;
- the power supply, battery, radio modules and other critical parts match the tested build;
- all required declarations are signed by the correct entity;
- any foreign-language material that requires Chinese translation is paired and version-controlled.
File under the scheme actually assigned to the product
BSMI maintains multiple inspection methods, including batch-by-batch inspection, monitoring inspection, Registration of Product Certification (RPC) and Declaration of Conformity (DoC). They are not interchangeable service labels. The applicable method is designated by BSMI for the commodity category.
Under RPC, certification is based on the registered type or model; products with the same basic design may be handled as a series where the applicable rules allow it. After approval, the certificate holder may use the Commodity Inspection Mark in accordance with the marking rules. BSMI’s mark guidance distinguishes, among others, an R-series identification for RPC and a D-series identification for DoC.
Under DoC, the responsible manufacturer or importer prepares the required technical documents, obtains testing from BSMI or a designated laboratory, and executes the declaration. The exact documentation, registration requirements and marking must still be checked against the current announcement for the product.
Most delays come from uncontrolled handoffs, not from the filing form itself
- Route drift: commercial teams change the product or bundle after the compliance route was selected.
- Model drift: marketing names, engineering model numbers and report models are not aligned.
- Sample drift: the laboratory receives a prototype with a different adapter, battery, firmware or critical component from the intended production unit.
- Applicant drift: the Taiwan importer/sales agent is selected too late or changes during the filing.
- Factory drift: mass production is moved to a site not reflected in the approval file.
- Failure without change control: a test failure is fixed informally, but the retested configuration is not propagated into drawings, BOM data, manuals and labels.
The operational answer is a single controlled compliance baseline: one model matrix, one sample baseline, one document index and a written rule that engineering or sourcing changes must be reviewed before implementation.
Approval is not the end: run formal change control before modifying the product
| Proposed change | Regulatory treatment to assess | Safe next action |
|---|---|---|
| Basic design changes | Current RPC rules call for a new registration application. | Stop release of the changed version until the new route is confirmed. |
| Same basic design, but inspection-relevant items of a series model change | Series registration may be required. | Prepare difference evidence and obtain the required registration before launch. |
| Change does not affect registered certificate items or product identification | An approval of the change may still be required. | Submit the change with supporting technical evidence before treating it as covered. |
| Add/change/relocate a production site | Approval is required under the RPC regulations; certificate replacement may be needed if the site is listed. | Clear the factory change before production for Taiwan starts. |
| BSMI revises the applicable inspection standard | The authority may require replacement of the certificate within a specified period. | Run a standards-impact review against the exact BSMI notice and deadline. |
RPC certificate holders must also maintain production/sales and complaint-related records and retain relevant technical documents for possible BSMI checks. The practical service deliverable is therefore a post-approval file that can explain what was approved, what is being manufactured now and why they remain the same regulated configuration.
Separate BSMI execution from parallel Taiwan approvals
BSMI does not replace every other Taiwan market-access regime. A product with radio or telecommunications functions may require a separate NCC compliance path in addition to the BSMI route. That radio approval should be coordinated as a parallel workstream, not silently folded into the BSMI certificate. See our NCC certification services in Taiwan page for that separate workflow.
Likewise, product-specific energy-efficiency, environmental or sector rules should be treated as separate gates only where they actually apply. The route memo should list these dependencies explicitly rather than assuming one BSMI approval closes every Taiwan requirement.
What should be complete before the Taiwan launch is released
- a route memo tied to the current BSMI announcement for the exact product;
- a model/series matrix showing what is and is not covered;
- final test reports and a traceable record of any remediation/retests;
- the final application/declaration package and applicant authorization records;
- approved marking/label content and its placement on the commercial product;
- the issued approval or completed DoC evidence, as applicable;
- a controlled production baseline matching the tested/registered build;
- a change-control instruction for engineering, purchasing and the Taiwan importer;
- a post-approval file containing the certificate, technical documents and records needed for surveillance or future amendments.

FAQ: BSMI certification services in Taiwan
Does every electronic product need the same BSMI certification?
No. BSMI uses different inspection schemes and publishes the applicable method and standards by commodity category. The correct first step is to match the exact product and model to the current BSMI notice; only then should the test and filing route be fixed.
Can an overseas manufacturer be the RPC applicant directly?
Under the current RPC regulations, where the manufacturer is outside Taiwan, the applicant must be the manufacturer’s sales agent or importer with a domicile or business place in Taiwan. The commercial and authorization structure should therefore be confirmed before the filing package is built.
Can we reuse an IEC, CB or foreign laboratory report?
Possibly, but never by assumption. Acceptance depends on the applicable BSMI scheme, designated standards, recognized laboratory/certification arrangements and the exact model covered by the report. Existing reports should be gap-assessed before new samples are booked.
What happens if we change a component, firmware, adapter or factory after approval?
The change must be screened before implementation. Under RPC, a basic-design change can require a new application; series-related changes or other changes may require registration or prior approval, and production-site changes also require approval. The decision depends on the regulated effect of the change, not only on the commercial part number.
How long does BSMI certification take and what does it cost?
There is no responsible universal figure without the product route. Timing and cost depend on the inspection scheme, test standards and sample plan, first-pass test results, model-family scope, applicant readiness, translations, and whether QMS/factory evidence or additional review is required. A route memo and laboratory scope confirmation should precede any project estimate.
