Product Compliance And Certification For Solar Panel In China
For photovoltaic (PV) modules manufactured or marketed in mainland China, the first decision is not which certificate to purchase. Establish the exact product, its intended use and the market. A standalone DC-generating module, a building-integrated glazing element, and a kit with an inverter or battery can sit in different regulatory layers.
This is a product-specific routing guide, not a finding that any particular model is approved. Test the actual model against the current official scope and the buyer’s installation conditions; the word “solar panel” alone does not determine approval.
Classify the PV module, building glazing or bundled kit
Record these four boundaries before requesting quotations or printing a nameplate:
- Module technology and construction: crystalline silicon, thin film, rigid/flexible, glass-glass, or a panel serving as a building material.
- Electrical design: DC output, maximum system voltage, Voc/Isc, connectors, junction box and installation environment.
- Supply configuration: module alone versus an AC microinverter, charger, controller, battery, wireless electronics or a complete off-grid kit.
- Market and role: Chinese domestic sale versus export; manufacturer, brand owner, seller, importer, EPC contractor and project operator.
China solar-panel compliance: decision matrix
Each row answers a different question. “Applicable” must be checked for the specified product and transaction—not inferred from an IEC logo.
| Layer / legal status | Trigger to investigate | Documented next action |
|---|---|---|
| Product quality law — binding | Module sold in China, regardless of voluntary certificates. | Verify safety and stated quality, inspection evidence, truthful Chinese product/manufacturer information and necessary warnings (Product Quality Law, arts. 26–27, 31, 33, 36). |
| CCC — compulsory only if in scope | The official compulsory certification catalogue does not expressly list a standalone PV module as a product category in the 2023 table examined. A combined or altered product needs its own scope review. | Check the catalogue descriptions AND subsequent SAMR/CNCA amendments for each packaged electrical item; do not place a CCC mark by analogy. |
| PV testing and CQC — certification scheme, not blanket legal licence | Ground-mounted crystalline or thin-film PV models; purchaser/tender scheme requirements. | Match the technology, certificate scope and edition: GB/T 9535 series (design/performance), GB/T 20047 series (safety); CQC maintains distinct scheme rules. |
| GB 47739-2026 — binding standard scheduled | Chinese PV module safety requirements; published 25 May 2026, effective 1 June 2027. | Plan a model-by-model gap review now; establish scope, transitional treatment and applicable conformity evidence against the actual standard text before the effective date. Do not describe it as already effective. |
| GB 47740-2026 — compulsory nameplate standard, not yet effective | PV module nameplate requirements; published 25 May 2026, effective 1 June 2027. | Prepare exact-model label artwork and verify the normative scope and required fields before that date; this is distinct from general Product Quality Law labelling. |
| GB 47834-2026 — compulsory efficiency standard, not yet effective | Crystalline-silicon PV modules and inverters may fall under minimum energy-efficiency values and grades; published 27 June 2026, effective 1 January 2027. | Check the actual scope, model efficiency test evidence and any transition provisions. Do not extrapolate to thin-film or assume a universal energy-label format. |
| MIIT industry-standard enterprise list — industry policy | Manufacturer invokes inclusion in the 2024 PV manufacturing norms and announced enterprise list. | Verify the enterprise/list entry separately; it is not a substitute for model-level legal conformity or a universal CCC approval. |
| Project, grid and building — site-specific | Rooftop/BIPV use, distributed generation, grid connection or building-envelope function. | Project developer must confirm current energy, grid, building and fire requirements in parallel; a module certificate alone does not approve the installation. |
| Export destination — separate market | China-made module shipped to the US, EU, UK or another destination. | Classify target market and contractual certification needs independently; Chinese certificates do not automatically confer foreign market access. |
BIPV warning: the 2023 CCC catalogue includes a building safety glass category. A glazed module used as construction safety glass needs a separate scope determination for that function; not every glass-glass PV module automatically falls in it. The CNCA-C13-01:2026 safety-glass CCC implementation rule has applied since 1 July 2026. A CCC certification body explicitly lists solar PV laminated glass among building-safety-glass products: identify the glass construction and certified product category before assuming the standalone-module route covers it.
PV standards entering into force in 2027 versus CQC scheme deadlines
Two additional compulsory GB standards have different start dates: GB 47834-2026 (minimum energy efficiency and grades for crystalline-silicon modules and inverters) starts on 1 January 2027; GB 47740-2026 (PV module nameplate labelling) starts on 1 June 2027. Neither is currently effective on 10 October 2026. Review each full standard for product scope, technical thresholds, transition rules and required evidence before concluding that a particular model complies.
- Current recommended standards
- GB/T 20047.1-2025 and GB/T 20047.2-2025 are current recommended national safety-qualification standards (the latter effective 1 April 2026). GB/T 9535.1/.2-2025 address design qualification. “GB/T” is not the same legal status as compulsory “GB”.
- Future compulsory safety
- GB 47739-2026 is published but not effective until 1 June 2027. Check its actual final scope and provisions; do not infer universal application to portable, concentrator or BIPV designs solely from its title.
- Scheme-specific CQC deadline
- CQC’s 13 May 2026 notice added the 2025 GB/T editions to crystalline-module scheme 024001 and discontinued its scheme c; holders of that scheme faced a 31 August 2026 conversion deadline and announced suspension/revocation consequences. These dates are not a general statutory deadline for every solar panel.
- Different off-grid route
- For independently certified off-grid PV systems, CQC issued a separate 20 September 2026 rule update, with a stated 31 October 2026 conversion deadline for legacy certificates; review only if that precise system scheme applies.
Evidence file for an identified module model
Request evidence for the exact model and factory, not a brochure for the brand. An initial dossier should contain:
- Identity
- Model codes, technology, rated output, dimensions and target Chinese distribution channel.
- Electrical limits
- Maximum DC system voltage, Voc/Isc, connector/cable and junction-box specifications, grounding/protection instructions.
- Critical bill of materials
- Cells, front glass, encapsulant, backsheet/back glass, frame, adhesives and junction-box supplier/version.
- Conformity reports
- Complete, edition-identified IEC 61215 or GB/T 9535 performance reports and IEC 61730 or GB/T 20047 safety reports, showing the exact models covered.
- Certification status
- Scheme number, scope, factory, certificate holder, validity, audits and any CQC conversions or suspensions.
- Sales evidence
- Chinese nameplate/carton proof, inspection pass documentation, warnings, rated-performance claims and Chinese instructions as relevant.
- Installation interface
- Mounting, fire/structural classification if a roof/building function is claimed, grid equipment and project contract specification.
- Change history
- Design revision, component substitutions, past retest determinations, batch traceability and certificate change approvals.
In the dossier, add a dated standards applicability sheet for GB 47834-2026 efficiency (where crystalline-silicon scope is confirmed), GB 47739-2026 safety and GB 47740-2026 nameplate requirements. Obtain model-specific efficiency test results and draft label proofs if applicable; do not substitute a family brochure for a model test report.
PV nameplate, certification marks and design changes
For sales in China, Article 27 of the Product Quality Law requires truthful product/packaging identification, including proof of inspection conformity and Chinese product name, producer name and address; specifications and Chinese safety warnings apply where the product’s characteristics warrant them. Verify any product-specific marking required by the chosen standard or scheme.
A PV rating plate will usually be checked for model identity, electrical ratings and traceability as a technical and contractual matter, but do not claim every listed field is independently mandated by Article 27. Never reproduce a CCC/CQC or overseas mark without valid authorization for that precise model.
For the 2027 Chinese-market label review, add GB 47740-2026 as a separate mandatory-standard workstream (effective 1 June 2027). Existing Chinese label duties still apply now. Do not invent the precise future nameplate fields without checking the normative text; standards-based electrical data and CQC/CCC marks remain distinct issues.
- New cell technology or bifacial construction may invalidate the assessed product family.
- Substituting glass, encapsulant, backsheet, cable, connector or junction box can affect safety, durability and retesting.
- Changing maximum system voltage, wiring or installation class calls for a refreshed safety assessment.
- Making a module part of BIPV glazing, a roof element or an AC/storage kit creates additional interface questions.
- Changing factory, certification holder, target country or claiming a new efficiency/fire rating may require a new scope decision.
Standalone module, BIPV glazing or kit: three China launch routes
- Crystalline rooftop DC module, domestic sale
- Check product-quality/Chinese labelling first, screen CCC scope, review CQC/GB/T dossier, then prepare for GB 47739-2026; leave grid interconnection to the project assessment. For a crystalline model, check GB 47834 efficiency before 1 January 2027 and GB 47740 nameplate requirements before 1 June 2027, subject to actual applicability.
- Glass-glass roof-integrated module
- Do not treat an IEC 61730 certificate as proof of roofing approval; separate module safety, structural/fire/building role and the 2027 standard’s final scope. If it is used as construction safety glass, investigate the separate CCC building-glass category as well.
- Portable kit with storage and inverter
- Classify each component and the whole packaged system before assuming the PV-only route; the China battery-specific analysis belongs to lithium-ion batteries in China. For foreign shipment, see the distinct US solar-panel route.
Five checks before releasing a PV module in China
- Freeze the intended Chinese/foreign sales channel and technical product boundary.
- Write a model-level matrix covering mandatory law, CCC catalogue check, voluntary evidence and installation obligations.
- Obtain current standards, certificates and full reports; reconcile the report’s model, factory and components with production.
- Approve current Chinese markings/warnings; check crystalline-module efficiency against GB 47834 for 1 January 2027, and separately plan GB 47739 safety and GB 47740 nameplate controls for 1 June 2027, subject to exact scope and transitional rules.
- Release only after unresolved applicability questions and changes have responsible owners; recheck on redesign, new scheme notices or regulatory updates.
Solar-panel compliance questions
Does a standalone solar module need CCC merely because it produces electricity?
Not automatically. The 2023 CCC scope table reviewed does not expressly list standalone PV modules; verify updated catalogue definitions and any integrated electronics before making a product-specific determination.
Is an IEC 61215/61730 report the same as Chinese market approval?
No. An IEC report is technical evidence; it is not itself a CCC ruling, a CQC certificate or proof of correct Chinese labelling, and the accepted edition/model must be checked.
Is GB 47739-2026 already mandatory in October 2026?
No. The national standards database lists 1 June 2027 as its effective date. Check exact coverage and any intervening official changes before 2027 release decisions. Also check GB 47834-2026 (crystalline-module/inverter efficiency; scheduled 1 January 2027) and GB 47740-2026 (PV nameplate; scheduled 1 June 2027): neither was effective in October 2026, and their scopes are not interchangeable.
What if our crystalline-module CQC certificate used former scheme c?
Check status immediately with CQC: its 13 May 2026 notice discontinued scheme c and set conversion and enforcement dates applicable to that scheme, not to all PV products.
Can a BIPV panel use the same evidence as a ground-mounted module?
Module test evidence may be relevant but does not resolve roofing/glazing, structural, fire or project approvals. Identify the additional building function and competent requirements.
Does China certification cover an export shipment?
No automatic equivalence. The destination’s legislation, installation code and purchaser criteria must be assessed separately; check the product configuration shipped.
