Product Compliance And Certification For Electric Scooter In South Korea

Scope and evidence must be confirmed before any paid tests or filings.

In South Korea, “electric scooter” may describe a standing electric kick scooter (전동킥보드), a low-speed electric board, or a seated motor scooter. These are not interchangeable regulatory categories. This page maps the product-level decisions for a manufacturer or importer; it does not confer permission to ride a particular vehicle on public roads.

First classify the machine, not the marketing name

For the Road Traffic Act category ‘personal mobility device’, check whether motor propulsion cuts out at 25 km/h or above, the vehicle body weighs less than 30 kg, and the specific type is listed by the Enforcement Rule. The listed types also require a filed product safety confirmation. A declared 25 km/h limit or a sales label alone cannot prove all of these facts. A seated, heavier, faster or otherwise non-qualifying scooter needs a fresh classification; it may fall under motorcycle/motor-vehicle rules rather than the personal-mobility route.

Annex 72 product-safety coverage is not identical to the Road Traffic Act personal-mobility category. The KATS amendment of 6 September 2022 (effective 7 March 2023) added a part for low-speed electric two-wheelers and common requirements for other electric personal-mobility products. A seat alone therefore does not establish that the Annex 72 safety-confirmation route is inapplicable; obtain a design-specific scope assessment.

  • Record whether the rider stands or sits, wheel layout, pedals (if any), intended public-road use and manufacturer’s exact Korean model identity.
  • Document measured body mass and the engineered motor cut-off behavior at the threshold—not merely advertised top speed.
  • Separate the product safety classification from road-use eligibility, rider duties, and any motorcycle registration/homologation question.
  • Check the rule and Annex 72 version operative at the planned filing date: an April 2026 KATS amendment was published as a proposal, not proof of final adoption.

Korean electric scooter route matrix: board, battery, charger, RRA and road use

Layer / triggerLikely route / responsible actionWhat the decision does not prove
Standing electric kick scooter or applicable “electric board” (전동보드)Product Safety Act: model-specific testing and Safety Confirmation filing by manufacturer/importer under Annex 72 before release or import customs clearance. It does not automatically establish personal-mobility road eligibility.
Lithium rechargeable battery used in the boardSeparately check the electrical-product safety-confirmation record against KC 62133-2 and the exact cell/pack/model identity; KATS separated battery safety management from the board standard.A completed board filing is not evidence that the fitted replacement battery is covered.
Supplied AC charger / power adapterClassify the separately supplied mains-powered charger under the Korean electrical-appliance product list and confirm its applicable KC route.Do not assume the scooter’s declaration alone covers every charger SKU.
Bluetooth, cellular, cellular location tracker or electronics in RRA scopeAssess Radio Waves Act conformity assessment (certification, registration or other legally applicable pathway), including relevant EMC and RF characteristics.A pre-approved wireless module is not a blanket exemption for the finished configuration.
Public-road use, especially seated/heavier/faster designsCheck Road Traffic Act personal-mobility definition and, if outside it, assess Motor Vehicle Management Act/related two-wheeler requirements and use declaration where applicable.KC consumer-product marking is not road registration or vehicle approval.

For the shipped charger, distinguish a regulated electric battery charger from a DC power-supply/adapter and confirm which electrical-product category, if any, covers its exact ratings and construction. Safety Korea lists electrical chargers and DC power supplies among electrical-product testing scopes; this does not establish one universal approval route for every scooter charger.

Evidence packet for the exact model

Evidence to obtain before testingWhy it is needed
Dated model/SKU list, nameplates, photos, standing/seated configuration and bill of materialsLocks the actual scooter variant being classified and filed.
Mass report, speed-versus-motor-assistance test, controller settings, rated power and intended useSeparates personal-mobility qualification from merely marketed speed.
Brake, frame, handlebar, tire, wiring and protection design records; user manualEnables the applicable Annex 72 test laboratory to scope product safety evaluation.
Battery manufacturer, part number, cell chemistry, pack configuration, KC evidence and supplier change recordMatches the battery actually installed to the applicable safety evidence.
AC charger model, input rating, plug and its own KC record; wireless-module details and antenna layoutOpens the separate electrical and RRA classification decisions.
Korean label artwork, warnings, importer/manufacturer identity and proposed online listingChecks whether required KC identifiers and Korean safety information match the filed model.

Korean marking and launch dependencies

The Korean KC symbol is shared across distinct conformity regimes; the underlying Safety Confirmation filing number, category and model remain important. For products subject to the household-product safety scheme, Korean-language safety-standard particulars must be checked against the applicable Annex 72 and marking rules. Do not print a composite ‘KC approved scooter’ label before each relevant record is verified.

  • Verify the precise Safety Confirmation number and live status in Safety Korea, not only the supplier’s certificate scan.
  • Cross-check model codes and manufacturer/importer information across filing, carton, product plate, manual and web listing.
  • Include the applicable Korean instructions, limitations, battery replacement cautions and other Annex 72 warnings; do not invent a fixed universal label checklist.
  • Keep radio/EMC identifiers and electrical charger/battery records distinct where those regimes apply.

For online sales, Article 18(4) of the Electrical Appliances and Consumer Products Safety Control Act separately requires covered sellers and intermediaries to display the applicable Safety Confirmation information on their website, subject to statutory exceptions for qualifying marketplaces. A KC symbol on the scooter is not a substitute for checking the online listing.

Release gates for an imported scooter

  1. Freeze the physical model, battery and charger variants; obtain measured speed cut-off and body-weight data.
  2. Obtain written scope/classification confirmation from the relevant accredited test/certification counterpart for Annex 72 and electrical components.
  3. Arrange required model tests and the manufacturer/importer Safety Confirmation filing; confirm filing evidence before dispatch or customs release.
  4. Assess the shipped wireless/electronic configuration with RRA requirements and complete any applicable conformity procedure.
  5. Approve Korean-language product/packaging/manual/online marking using the actual record numbers; reconcile import documents to the approved model.
  6. Separately resolve road-use classification and any two-wheeler vehicle approval or user-registration issue before making legal-road-use claims.

Filing-party check: under Article 27 of the implementing rule, a foreign manufacturer may appoint a Korea-resident agent to submit the Safety Confirmation filing. This is an option, not a universal requirement to appoint an additional agent. Identify the filing party and the actual importer before testing.

Variant changes and common launch failures

Change control is not a cosmetic exercise: each amendment must be screened against the product-safety filing, component approvals and RRA record before the changed SKU is shipped.

  • Higher motor speed or altered controller firmware: revisit 25 km/h cut-off proof and, potentially, road classification.
  • New battery cells or pack, changed charger or power electronics: verify the precise applicable KC scope, not merely supplier equivalence.
  • Added Bluetooth module, antenna or revised controller board: determine whether RRA re-testing or change reporting is required.
  • New manufacturing site, model family or importer: compare the filing holder and model identity; do not assume a foreign test report transfers automatically.
  • An expired, withdrawn, suspended or model-mismatched safety filing: pause release until verified. Seoul’s published lists illustrate why registration status matters.

A Korean Safety Confirmation filing is neither an EU CE approval nor a blanket authorization to operate the scooter on roads. A foreign CE/UL report may inform testing but cannot by itself replace a required Korean filing. The published April 2026 proposal to revise Annex 72 should be tracked against the final promulgated text before relying on any new test criteria.

KATS also published a proposed KC 62133-2 battery-standard amendment on 26 August 2026, concerning scope, definitions and marking. Like the April 2026 Annex 72 proposal, a consultation notice is not itself evidence that the proposed text is in force. Check later promulgation and effective dates before filing.

EU comparison: different route, not substitute for Korean filings; Korean power supply compliance: separate product investigation.

Questions specific to electric scooters

Is a 25 km/h advertised speed enough for the personal-mobility category?

No. The statutory test concerns motor cut-off at 25 km/h or above, body mass under 30 kg, an eligible device type and the product Safety Confirmation filing. Verify each fact separately.

Can a seated electric scooter use the kick-scooter KC filing?

Not on the strength of its commercial name. Establish whether the exact construction is within Annex 72 and whether a separate motorcycle/motor-vehicle route applies.

Does a KC-marked scooter include a KC-compliant lithium battery?

Not automatically. Obtain the battery-specific model and applicable safety record; KATS treats battery safety as a separate layer.

If Bluetooth is disabled in software, can we skip RRA review?

Do not assume so. Document the shipped radio hardware and enabled functions, then determine the actual RRA equipment classification and any exemption.

May a foreign supplier ship first and file later?

For a covered Safety Confirmation product, the filing is required before factory release or customs clearance as applicable. Align the importer’s documentation before shipment.
