China NMPA Cosmetics Registration Filing Service
An NMPA cosmetics registration and filing service should deliver a regulator-ready product submission—not just a general opinion about China market access. The first release gate is whether the exact formula, claims and intended users require special-cosmetics registration or ordinary-cosmetics filing. The service then controls the applicant, China domestic responsible person, evidence, platform submission and subsequent changes.
This workflow addresses cosmetics placed on mainland China's market through the applicable production or import route. It does not substitute for classifying borderline products, authorising new cosmetic ingredients or clearing separate customs requirements. A filing record is not the same as NMPA approval of a special cosmetic.
Which filing route—and what counts as release?
Lock the product route before ordering tests or printing Chinese packaging. The legal distinction is approval versus record filing.
A marketing phrase that is newly written is not automatically a legally “new efficacy” claim. Check the declared effect against the NMPA Cosmetics Classification Rules and Catalogue (Announcement No. 49 of 2021). The general-trade import row does not establish the route for cross-border e-commerce retail or other special channels.
| Product scenario | Regulatory action | Release checkpoint |
|---|---|---|
| Sunscreen, spot-correcting/whitening, hair dye, hair perm, anti-hair-loss, or a claim classified as a new cosmetic efficacy under NMPA rules | Special cosmetics: submit a registration dossier to NMPA. | Wait for registration approval and certificate before production or import. |
| Ordinary cosmetic finished in mainland China | Ordinary cosmetics: file with the competent provincial drug regulator through the platform. | Complete filing before domestic marketing; keep the submitted record available for review. |
| Ordinary cosmetic imported through the general-trade channel | Ordinary cosmetics: file before import under NMPA administration (possibly implemented by a delegated provincial authority). | Confirm filing completed before import, then separately verify customs and label readiness. |
| Formula uses a potentially new ingredient or has borderline medical/toothpaste claims | Hold the finished-product submission for ingredient-status and regulatory-scope checks. | Do not infer that a finished-product filing legalises an unregistered/unfiled new ingredient. |
For ordinary cosmetics, filing is legally completed when the required materials have been submitted through the prescribed platform; the authority's public disclosure, due within five working days, is a separate step, not a general five-day waiting period before import or sale. Retain proof that the filing transaction actually completed—not merely a draft upload. If imported ordinary cosmetics enter through a port outside the province of the domestic responsible person, supplement the port and customs-contact information in the platform.
Submission handoff: five evidence packets
A filing provider should issue an evidence index mapping each source document to a dossier field, its owner and any open discrepancy. The packets below are working deliverables, not a promise that every product has identical tests.
| Packet / owner input | Service deliverable | Hold condition |
|---|---|---|
| Registrant/notifier identity, site and quality-system evidence; overseas appointment | Applicant and domestic-responsible-person authority file, account/access checklist | Missing authority, mismatched legal names or insufficient quality/adverse-reaction capabilities |
| Locked formula, suppliers, ingredient functions and use levels | Ingredient/status screen, formula consistency register, manufacturer map | Unknown ingredient status or recipe differing from test samples |
| Representative finished samples, manufacturing and safety data | Testing plan, qualified-laboratory reports and product safety-assessment file | Gaps in safety evidence or nonmatching samples |
| Original pack, proposed Chinese artwork and substantiation for every claim | Chinese-label check, claims/evidence crosswalk and draft product execution standard | Claim changes the category; label and dossier contradict one another |
| Final authorisations, portal credentials, referenced reports and approved files | Portal submission package, submission receipt or registration decision, response log and controlled archive | Ordinary filing not completed or special registration not approved |
Execution workflow and acceptance deliverables
- Freeze the SKU matrix: product form, market channel, domestic/imported status, age group, purpose, full ingredient list, artwork and all efficacy claims. Produce a route memo for each SKU.
- Verify registrant/notifier qualification and, for an overseas registrant/notifier, the Chinese corporate domestic responsible person and documented authorisation. Allocate portal access and sign-off authority.
- Close ingredient, formula, testing, safety-assessment, efficacy and Chinese-label gaps. Match report names, formula version and packaging to the same product identity.
- Submit through the competent cosmetics registration/filing information platform. For ordinary cosmetics, archive proof of completed filing and track follow-up checks; for special cosmetics, handle technical queries until a registration decision.
- Hand over the approved/recorded data set, evidence archive, outstanding obligations and a change-control register. Never treat a portal upload alone as permission to launch a special cosmetic.
Four 2026 changes a filing service must apply carefully
NMPA Announcement No. 70 (published 29 July 2026) changed submission practice; it did not abolish the underlying safety or product-route obligations.
- Ingredient safety information: during finished-product registration/filing, ingredient safety information files and ingredient submission codes need not be entered; identify ingredient manufacturers and retain supporting safety information for inspection. Required ingredient specifications or test reports still must be submitted where the technical rules demand them.
- China-first launch: for an international new cosmetic launched first in China or simultaneously, an eligible first-launch declaration can replace proof that it was already sold in the registrant’s or manufacturer’s country. Do not treat every unmarketed import as automatically exempt.
- Similar formulas: qualifying same-brand products of the same registrant/notifier may share certain testing or efficacy data with a justified representative-product and equivalence assessment. Similarity conditions and production-site differences control what must be retested; this is not a blanket family exemption.
- Change of domestic responsible person: the previous representative’s consent is no longer among the specified replacement documents; the new notarised authorisation, affected-product list and assumption-of-responsibility undertaking remain required.
Do not apply a single formula-similarity definition to all evidence. For shared safety-test reports, only colorants, fragrance, pH adjusters, polymeric thickeners, pearlescent agents and corresponding solvent/filler adjustments may differ; the remaining ingredient types and amounts, product form and use must match. For sharing efficacy-test data, preservative differences are additionally permitted, but scientific equivalence is required. For whitening, sunscreen or anti-hair-loss special cosmetics, representative efficacy data and the prescribed similarity materials must be submitted at registration. Different representative SKUs may therefore be needed for safety and efficacy.
Release ownership, annual reporting and change controls
- The registrant/notifier remains responsible for product safety and efficacy claims. A service provider may prepare and submit; it does not acquire the registrant’s statutory accountability by contract.
- The domestic responsible person appointed by an overseas registrant/notifier carries out China-facing registration/filing tasks and assists with adverse-reaction monitoring, recall and regulatory inspection. The role must be authorised, not presumed from an importer’s invoice.
- Ordinary-cosmetics filers must report production/import and regulatory-compliance status annually. Special-cosmetics registrations are valid for five years and require renewal planning; material changes may require a formal change application. Review formula, site, claims, name, label, ingredient specifications and representation before amending the portal record.
Before submission, check whether NMPA technical-specification amendments, including the October 2026 Notice No. 99 and any effective transition dates, affect this formula, tests or label; publication alone does not establish that every new requirement already applies.
For special cosmetics, apply to renew the registration certificate within the statutory window from 90 to 30 working days before its expiry. Before a registered special cosmetic enters the market, upload images of its marketed label to the information platform. For ordinary cosmetics, changes that move the competent filing authority because of the notifier's or domestic responsible person's address require a new filing; do not simply overwrite the old record.
Announcement No. 99 of 8 October 2026 distinguishes existing registrations/filings from products under technical review or being prepared for submission. Check the effective date of each amended technical item, ingredient prohibitions/restrictions, microbial and contaminant limits and testing methods; determine whether dossier maintenance, safety reassessment, efficacy re-evaluation or repeat tests are called for. It does not create a blanket testing exemption.
What to send for an executable quote
Provide the SKU list, full quantitative formula and ingredient suppliers, exact claims, age group, country and production sites, package/Chinese-label drafts, target import or domestic launch pathway, China corporate representative details (if appointed), and available safety, efficacy, test and GMP records. The first deliverable should be a SKU-level route and missing-evidence matrix; a price or timetable is credible only after those inputs are checked.
If the immediate question is whether a borderline claim, ingredient or business model belongs in this regime, use the separate NMPA cosmetics registration and filing consultant page for the advisory determination; this page owns the subsequent filing execution and documented handover.

NMPA cosmetics filing service: practical questions
Can an ordinary cosmetic be imported as soon as files are uploaded?
Only after the legally required filing is completed before import; uploading drafts or holding a provider’s email is not proof. Customs and Chinese-label compliance must be checked separately.
Our serum has never been sold abroad. Is Chinese filing impossible?
Not necessarily. Announcement No. 70 allows a qualifying declaration for a genuine China-first or simultaneous international launch instead of the overseas sales certificate. Confirm the facts and the remaining dossier requirements.
Can one lab report cover six lipstick shades?
Not automatically. The 2026 similar-formula pathway is conditional on the same registrant/notifier, brand, defined formula similarity, representative evidence and an adequate justification. Different manufacturing sites may require separate microbiological and physicochemical testing.
The permitted formula differences for sharing safety tests and efficacy data are not identical: a preservative difference is allowed in the latter definition, not automatically in the former.
Does removing an ingredient submission code remove the safety file?
No. Announcement No. 70 shifted specified ingredient safety information to company recordkeeping; technical rules may still require ingredient specifications or test reports in the submission.
Can a Chinese distributor replace the responsible person without the old agent’s signature?
The 2026 rules remove the former agent’s consent requirement for the specified change, but require original notarised authorisation, the product list and an undertaking assuming the preceding role’s responsibilities. Appointment and filing are distinct acts.
