Japan PSE Certification Services
Japan PSE certification services are best treated as a coordinated compliance project, not the purchase of a generic certificate. Under Japan’s Electrical Appliances and Materials Safety Act (DENAN), the sequence depends on whether the particular product is outside the designated scope, a non-specified electrical appliance or a specified electrical appliance. A filing to METI is a business notification; it is not a government-issued product approval.
An execution coordinator can organise classification evidence, the legally responsible operator, testing, factory information, notification paperwork, mark review and shipment release. The statutory obligations stay with the relevant notifying manufacturer/importer or, where applicable, a foreign specified importer. No service provider should promise a PSE certificate for every product.
Choose the PSE execution route before ordering tests
| Route | Execution and decision | Release evidence |
|---|---|---|
| Not designated | Document the product, power configuration and Japanese intended use; verify the legal list rather than inferring coverage from “electronic”. | A dated scope decision. No PSE marking under this Act if genuinely outside scope; review other regimes separately. |
| Designated, non-specified (circle PSE) | Confirm applicable technical requirements; arrange evidence of conformity, prescribed self-inspections and record retention; prepare business notification and correct marking. | Technical-evidence file, inspection records, notification record and label sign-off. A registered-body Article 9 certificate is generally not the statutory route. |
| Designated, specified (diamond PSE) | In addition to technical conformity and prescribed inspections, coordinate an Article 9 conformity assessment by a METI-registered body with registration covering the product category. | Relevant certificate or legally acceptable equivalent/duplicate, notification record, inspection records and reviewed diamond-mark details before sale. |
Scope trap: a finished device that is outside DENAN does not automatically put a separately supplied AC adapter, cable or battery outside scope. Record the classification of each relevant supplied item before choosing the test package.
Name the responsible operator and hand-offs
| Participant | Accountability or delivery |
|---|---|
| Japan-based manufacturer or importer | Normally the notifying supplier for the goods it manufactures or imports; remains accountable for compliance, inspections, records and marking. |
| Overseas seller supplying Japanese consumers directly | Since 25 December 2025, qualifying direct sellers without a Japanese importer may be specified importers and need notification plus a qualified domestic administrator. Confirm the precise commercial model before selecting this route. |
| Overseas factory | Supplies controlled design, component list, model/type classification, factory inspection capacity, samples and routine inspection evidence; its report does not automatically replace the operator’s obligations. |
| Coordinator, lab and registered assessment body | Coordinator tracks versions and responsibilities; laboratory produces agreed test evidence; only an appropriately registered body performs mandatory Article 9 assessment for specified goods. |
Foreign direct-sale notification pack: an operational hand-off
For an overseas seller that actually qualifies as a specified importer, obtain the following before filing. These are METI filing materials, not a generic laboratory application:
- Business notification for the DENAN import operation (the applicable Form 1), with electrical-appliance category and type-classification information.
- Domestic administrator evidence: its Japanese corporate registry extract or the individual’s residence-record copy, issued within the required three-month window.
- Proof of authority identifying the authorised domestic administrator (DENAN Form 1-2).
- Written entrustment agreement covering regulator communications, recalls and risk measures, receipt of notices, access to inspection/certificate records, and reporting or inspection support.
- Required pledge (DENAN Form 1-3), plus any applicable Japanese translations; METI specifies Japanese filing documents and permits a Japanese- or English-language administrator agreement.
- Power of attorney if applicable when an authorised third party files on behalf of the business; confirm the permitted filing channel and receiving METI bureau.
Before appointing a domestic administrator, verify that it has an address in Japan and the required ability to communicate orally in Japanese. A foreign specified importer should also confirm the permitted submission channel: METI states that overseas operators cannot file directly using the Hoan-Net online system, but an appropriately authorised Japan-based agent can submit on their behalf.
Timing and sign-off: the business commencement notification is generally due within 30 days after the relevant business starts; do not mistake this notification deadline for permission to sell unmarked or otherwise non-compliant products. For specified importers, the relevant METI bureau depends on the domestic administrator’s location. Obtain the overseas operator’s express authorisation for any delegated filing, and verify the administrator’s eligibility before approving the PSE artwork.
Seven checkpoints from product intake to release
- Intake and freeze the target SKU Collect model variants, Japanese ratings, photographs, electrical diagrams, bill of materials, adapters/batteries, intended users and sales channel. Open an evidence register with version owners.
- Scope decision and owner Map each model to DENAN designations and type classification; record why the PSE route applies or not. Identify the Japanese notifying supplier or foreign specified importer and its domestic administrator where required.
- Test plan and document acceptance Compare available CB/IEC reports with the applicable Japanese technical requirements; request a written gap list and sample plan. Third-party assessment scope must match the body’s METI registration.
- Notification gate and assessment prerequisites Prepare the business notification through the legally responsible operator within the applicable statutory period and retain receipt evidence. Preliminary test preparation can proceed in parallel. For a specified importer applying to JET for the first time, the Article 9 assessment statement or duplicate application requires a copy of the METI-accepted business notification.
- Testing, corrections and certificate custody Complete the agreed testing and, for specified goods, the applicable registered-body assessment and inspection-facility verification. Record failed clauses, corrected designs, sample versions and retest decisions. Obtain and retain the valid, type-matched certificate or permitted equivalent/duplicate appropriate to the operator; the business notification is not that certificate.
- Routine inspections and artwork approval Verify the prescribed self-inspection arrangement and retention of results, including factory-to-importer evidence flow. Check circle/diamond mark, operator name and additional statutory particulars for the exact route.
- Release and controlled post-launch changes Approve the exact tested SKU and label only when all gates are evidenced. Log subsequent changes in supplier, circuit, materials, factory, rating, type or sales model for impact review before further shipments.
Evidence custody: what must be handed over
| Document set | Minimum hand-off |
|---|---|
| Classification record | Product datasheet, photographs, electrical supply/AC adapter details, designated-item rationale, type classification and Japan sales route. |
| Lab / conformity assessment package | Sample identification, BOM, schematics, critical components, Japanese-standard mapping, test reports, nonconformity closure; for specified items the registered-body file and certificate/duplicate. |
| Notification and inspection trail | Signed business notification and acknowledgement where available; prescribed inspection method, results, owner and controlled storage/access. |
| Release evidence | Approved label artwork linked to model/type, responsible operator, certificate relevance and signed shipping release checklist. |
Certificate custody for specified goods is not one-size-fits-all
For the Article 9 assessment, distinguish the overseas manufacturer acting itself as the specified importer from a separate overseas seller. JET describes an assessment statement for the former and a duplicate statement for the latter. Check the actual body, model/type scope, holder and documentary entitlement; a manufacturer’s certificate cannot simply be treated as the seller’s notification or a transferable product approval. JET also calls for a copy of the business-notification acceptance when a specified importer applies for the statement or duplicate.
Bottlenecks, retests and filing dependencies
Parallel work is possible, but avoid “test first, classify later”. Factory paperwork and preliminary gap assessment can run together after the SKU is frozen; mandatory registered-body selection and final markings cannot be signed off until classification and the legally responsible operator are known. A test report, filing acknowledgement and Article 9 certificate answer different questions and are not interchangeable.
Critical hand-offs: the brand authorises the tested design; the factory confirms sample-to-production consistency; the lab records test limitations; the registered body acts only within its registered scope; the notifying operator controls notification, required records and the PSE mark. Keep written acceptance of each hand-off.
Common failure and the containment action
- Wrong product/type classification → hold testing scope; resolve from Japanese designation and technical specifications.
- Only CE or CB reports supplied → perform a Japan-specific gap review; reuse evidence only to the extent accepted by the relevant route/body.
- Certificate in another party’s name or for another model → verify certificate holder, type, applicability and lawful duplicate/equivalent route before reliance.
- Prototype changed after testing → link change record to report and get documented decision on partial/full reassessment.
- Label printed before owner/notification or inspection evidence is ready → quarantine artwork and goods until release criteria are met.
A market-readiness release gate and change control
Release checklist
- Written designation/type and channel decision for every SKU.
- Named accountable notifying party and, if applicable, qualified domestic administrator; notification evidence filed.
- Technical compliance and prescribed self-inspection records accessible to the responsible party.
- For specified products, valid applicable registered-body assessment evidence held in the legally required form.
- Model-matched PSE marking approved; change-trigger log and evidence owner assigned for the next production batch.
Where this execution service stops
This page owns workflow orchestration, acceptance criteria and the file that moves between manufacturer, lab, assessment body and the market operator. If the difficult question is whether a borderline product belongs in DENAN, use the separate strategy page. If the bottleneck is test fixtures, standards or retesting, use the dedicated testing page. For additional Japanese regimes use the market-access overview.
For a specific electronics-focused service context, consult the electronics PSE service page; it does not substitute for the operator-and-deliverables matrix above.
Questions on Japan PSE execution
Can a coordinator obtain one PSE certificate covering all our electrical SKUs?
No. Scope and type classification are product-specific. Non-specified products generally do not require the Article 9 third-party certificate; specified products require assessment for the relevant scope. Agree the SKU/type matrix before purchasing tests.
We sell from abroad directly to consumers in Japan. Who files?
Do not assume a conventional Japanese importer exists. Under rules effective 25 December 2025, qualifying overseas direct sellers fall under the specified-importer framework, including a domestic-administrator and notification arrangement. Confirm the sales chain and the exact applicant before any filing.
Our overseas factory already holds a PSE-related certificate. Is that enough?
Not necessarily. For specified goods, verify product/type coverage, certificate validity and whether the responsible importer or specified importer must hold the permissible duplicate or equivalent document. Notification, self-inspection and marking obligations are separate.
Can we print the PSE mark while the laboratory is testing?
Artwork may be drafted, but do not release marked goods for sale until technical conformity, required inspections, the appropriate Article 9 evidence where applicable, notification and legally correct marking are confirmed.
What happens if we change an AC adapter or production site?
Open a change-control review. Compare the new component/site and model classification with the tested dossier, registered-body scope and inspection plan; decide whether amended documents, tests, notification updates or reassessment are required before release.
