Japan PSE Certification Testing Services
Japan PSE certification testing services should begin with a defensible test plan, not a laboratory booking. The Electrical Appliances and Materials Safety Act (DENAN) covers designated products; a familiar-looking electrical device is not automatically within its scope.
First establish the Japanese product category, whether it is specified (diamond PSE) or non-specified (circle PSE), the exact model and the applicable technical requirements. For specified products, Article 9 conformity assessment by a METI-registered body is additional to the supplier’s own inspection duties, subject to the statutory certificate-based exceptions described below; an ordinary test report is not that assessment.
Article 9 also has certificate-based exceptions: a valid certificate covering the same type, or the prescribed official copy of an equivalent certificate, may make a fresh assessment unnecessary. Verify the document, type and validity; neither route removes Article 8 technical-conformity and inspection duties. An ordinary CB/IEC test report is not the statutory certificate.
Choose the evidence route before ordering tests
This decision matrix is a triage tool, not a legal classification of any particular product.
| Product status | Evidence to arrange | Stop-and-check point |
|---|---|---|
| Not yet classified | Resolve the exact DENAN item and any exclusions before ordering tests. | An IEC certificate or a product name does not establish PSE status. |
| Covered, non-specified | Document conformity with applicable Japanese technical requirements and the required supplier inspections. | Commercial lab testing does not replace the responsible supplier’s inspection records. |
| Covered, specified | Plan technical evidence plus Article 9 assessment by a registered conformity assessment body for the relevant category/type, unless a valid statutory certificate-based exception applies. | Verify the body’s CURRENT registered scope; a third-party test report alone is insufficient. |
If the product is outside DENAN, do not infer that all other Japanese requirements disappear.
Build a Japan-specific test specification
Define the test plan for the Japanese-market configuration, rather than copying a foreign-market checklist.
- Identify rated input, frequency, power supply, Japanese plug or adapter, accessories and intended use.
- Map the exact applicable Japanese technical provisions, edition/interpretations and test clauses with the laboratory.
- List the end-product and safety-critical component evidence; distinguish component approvals from finished-product testing.
- Separate electrical safety, EMC and other regimes where relevant; avoid assuming that every test is required by DENAN.
The quote should name each test, method, sample configuration, pass criterion and deliverable.
Check the laboratory’s precise role
Ask whether you need a testing laboratory for technical-compliance evidence, or a registered conformity assessment body for specified products. Those are not interchangeable appointments.
- For an Article 9 assessment, confirm the organisation appears in METI’s current register and covers the product category and assessment type.
- Ask if the offered service is full conformity assessment, technical-requirement testing, a partial test or a preliminary gap review.
- Confirm which standards, deviations, report language, photographs, uncertainty and traceability will appear in the report.
- Confirm treatment of failures, witnessed tests, external subcontractors, replacement samples and report revisions.
A laboratory’s general accreditation or overseas certificate does not, by itself, establish authority to issue the required Article 9 assessment.
Plan representative samples and variants
Agree sample quantities only after the lab reviews construction, variants and destructive tests. JQA publicly lists an initial sample with repair parts and notes that final sample/component needs are confirmed after application; this is not a universal fixed number.
| Sample group | What to send | Retest exposure |
|---|---|---|
| Reference design | Production-representative unit, drawings, labels and safety-critical parts list. | Prototype-to-production differences can invalidate conclusions. |
| Variants | Supply versions, ratings, plugs and critical alternate components mapped to model numbers. | An untested variant cannot automatically inherit the report. |
| Destructive or worst-case tests | Extra specimens and repair parts as specified by the laboratory. | Insufficient units can interrupt testing and add cycles. |
Keep a versioned sample register tying serial number, hardware revision and report to each tested configuration.
Assess existing reports before reuse
An old CB/IEC, EU or supplier report may reduce duplicate work only after a clause-by-clause acceptance review; it does not automatically satisfy Japanese requirements.
- Match exact model, factory, ratings, circuit, firmware, safety-critical components and sample revision.
- Compare referenced standard/edition and actual test methods against the identified Japanese technical provisions.
- Check laboratory identity, competence, full results, exceptions, photographs and report authenticity.
- Ask the receiving lab or registered body to confirm in writing what can be reused and which Japan-specific delta tests remain.
Do not label a component certificate as proof that the finished product has completed its full PSE evidence route.
Control failures and engineering changes
Treat a failure or design amendment as a controlled evidence change, not as an instruction to retest everything automatically.
| Change or failure | Impact question | Next decision |
|---|---|---|
| Insulation or overheating failure | Which design element and clauses failed; was the tested sample production-representative? | Correct root cause; agree affected tests and new sample set. |
| Power supply or critical component substitution | Does the substitute change electrical protection, ratings or assessed type? | Update parts list and ask for a documented delta assessment. |
| Enclosure, cooling or firmware change | Can thermal, accessible-parts or protective-control behaviour change? | Record revision and seek laboratory decision on targeted retest. |
There is no safe blanket promise of report transfer or zero retesting; document the rationale with the receiving body.
Send a complete laboratory brief
Before paying or shipping, request a written test scope with these five decisions:
- Confirmed DENAN product/category/type and specified/non-specified status, including unresolved assumptions.
- Applicable Japanese technical requirements, test clauses, acceptance route and registered-body scope if relevant.
- Sample number, variants, destructive-test needs, documents and shipping instructions.
- Existing-evidence acceptance and the list of Japanese deviations or missing tests.
- Price assumptions, milestones, failed-test policy, report contents and retest/change approval process.
This page owns testing evidence. For strategic classification, end-to-end filing and broader market routing, use the related pages below; none replaces a product-specific laboratory decision.
Questions frequently asked
Is every electrical product required to obtain a PSE certificate?
No. Determine first whether the product is a designated DENAN item. Even within scope, the registered-body assessment under Article 9 concerns specified items, subject to the statutory certificate-based exceptions; technical conformity and supplier inspections remain separate obligations.
Can a normal test laboratory issue the diamond-PSE assessment?
Not merely because it can test the product. For Article 9, check METI’s current registered-body list and the exact scope of registration before commissioning work.
Will an existing CB or IEC report avoid Japanese testing?
Not automatically. The receiving laboratory or registered body must evaluate model identity, edition, clauses, national differences and gaps; record any accepted reuse in writing.
How many samples should be shipped?
There is no reliable universal quantity. Ask the receiving facility to define specimens, repair parts, destructive tests and worst-case variants after reviewing the technical file.
Does a component or firmware change always require a full retest?
No automatic answer. Identify the affected safety functions and assessed type, control the configuration change and obtain a documented decision on targeted testing or reassessment.
