Product Compliance And Market Access Services In Japan

Scope and evidence must be confirmed before any paid tests or filings.

Entering Japan is not a single certificate application. The applicable route depends on what the product does, how it is powered, the intended users, the claims made about it and who places it on the Japanese market. Use this country-level guide to identify parallel regimes before commissioning tests or printing labels; classification and release decisions must be confirmed against the actual model and sales route.

Start with four classification questions

Record these facts for each SKU, including accessories sold with it. A product name or an overseas CE/FCC certificate is not enough to establish Japan-specific applicability.

  • What is the intended use and claimed function: ordinary household article, food-contact item, food, cosmetic, medical device, chemical or another controlled category?
  • Does the product connect to mains electricity, contain a regulated power supply or battery, transmit radio signals, or connect to a public telecom network?
  • Is it designed for infants or other users covered by a designated product category? Check age claims and the exact product definition, not just the marketing category.
  • Who manufactures, imports and sells it, and is the order fulfilled through a Japanese importer or directly by an overseas business to Japanese consumers?

Japan regulatory route matrix

These are screening triggers, not automatic conclusions that every product in the row needs a mark. Several rows can apply to the same finished product; scope is determined by the statutory product definitions and actual technical characteristics.

Product signal / lead regime Decision to verify before sale
Electrical appliance or covered component — METI / Electrical Appliances and Materials Safety Act (PSE) Does the exact item fall within a designated category, and is it specified or non-specified? If covered, confirm the notifier, inspection and marking route; specified items require additional registered-body assessment.
Radio transmitter or telecom terminal — MIC / Radio Law and, where applicable, Telecommunications Business Act Identify radio technology, bands, antennas and network connection. Determine which technical conformity route, if any, applies; a PSE mark or foreign radio approval does not answer this question.
Designated consumer or children's safety product — METI / Consumer Product Safety Act (PSC) Check the current specified-product list. Under-3 toys became regulated from 25 December 2025; child bed guards and strollers were added from 8 July 2026. Applicability and transitional treatment require product-level review.
Food or food-contact apparatus and packaging — MHLW / Food Sanitation Act; CAA / food labelling Check whether an import notification to the MHLW quarantine station is required for commercial import, and separately review applicable Japanese food labels and material requirements.
Medical device or cosmetic — MHLW / PMD Act and PMDA where relevant First determine the legal product classification from intended purpose and claims; medical-device notification, certification or approval depends on class and route through an eligible Japanese marketing authorization structure.
Chemical substance or designated household article — METI and other authorities / CSCL; CAA / Household Goods Quality Labeling Act For chemicals, screen substance identity, import status and exemptions; for textiles or other designated household goods, screen prescribed Japanese quality labels. Neither regime applies automatically to every finished product.

One product may open several parallel tracks

Example: a Wi-Fi kitchen appliance sold with an AC adapter may require separate examination of the adapter under PSE, the transmitting function under MIC rules and, if components contact food, requirements under the Food Sanitation Act. No single approval substitutes for the other applicable regimes.

A toy designed for children under three also requires a current PSC screening, even if the supplier already holds overseas toy-test reports. Treat foreign reports as potential evidence only after checking Japan's applicable scope, test methods and recognition rules.

Fix the legally responsible party before ordering tests

In a conventional import channel, obligations under PSE/PSC attach to the relevant notifying manufacturer or importer, not automatically to a foreign factory. Medical products have their own Japanese authorization structure; food-import notifications have an importer-specific route. Identify the correct legal entity under each regime, not one universal representative.

Since 25 December 2025, foreign businesses selling products covered by Japan's four product-safety laws directly to Japanese consumers without a domestic importer may fall within the specified-import-operator rules, including appointment of a domestic administrator. Confirm whether this direct-sales model applies before assigning the notifier or relying on an old importer-only workflow.

Five release gates from specification to market

  1. Freeze the SKU and use case: specifications, drawings, claims, intended age, accessories and Japan sales channel.
  2. Screen each applicable regime and record an explicit decision, including exclusions and their evidence; escalate uncertain classifications to the competent authority or specialist.
  3. Assign each responsible economic operator and identify required filings, conformity assessments, tests and language-specific labels before production release.
  4. Complete the relevant Japan-specific evidence and check actual product/packaging markings against the approved or notified configuration; do not treat customs clearance as proof of sale compliance.
  5. Authorize sale only after all applicable gates close; retain records and re-screen if components, firmware, claims, intended users or the sales model change.

Minimum evidence pack for a meaningful route decision

  • Model/SKU map, intended use, promotional claims, target age and Japanese sales channels.
  • Bill of materials, mains ratings, adapter/battery details, wireless modules, frequencies, antennas and firmware baseline where relevant.
  • Photographs, drawings and versions of product labels, warnings, manuals and packaging intended for Japan.
  • Existing test reports and certificates with issuing body, exact model/configuration, standards and dates; record what they do not cover.
  • Manufacturer/importer/seller identity, responsible-party agreements and proposed import or direct-to-consumer flow; record classification doubts as open actions.

Choose the next specialist path

This page owns the cross-sector decision, not the technical procedures for a single regime. If the product screens into PSE, continue to the dedicated advice or testing route below. For radio, food, medical, cosmetics, chemicals or children's products, first confirm the applicable official regime and seek a product-specific review; only the two PSE specialist links below are available within this page.

Questions that change the route

Is a CE mark or FCC report enough to sell a connected appliance in Japan?

No. It does not establish PSE or Japanese radio-law applicability or satisfy every Japan-specific requirement. Classify the power components and radio functions separately, then evaluate whether existing reports are usable evidence.

Does a pre-certified Wi-Fi module eliminate the host-product review?

Not automatically. Compare the installed module, antennas, firmware and final configuration with the scope and conditions of its Japanese authorization; ask the relevant conformity body if changes require further assessment.

Can an overseas marketplace seller rely on the old Japanese-importer model?

Not without checking the transaction chain. Direct consumer sales of products covered by the four product-safety laws can trigger the specified-import-operator and domestic-administrator requirements introduced on 25 December 2025.

Are all toys and strollers subject to the same PSC rule?

No. Product definitions and commencement dates matter: toys designed for children under three were covered from 25 December 2025, while child bed guards and strollers were newly regulated from 8 July 2026. Check category boundaries and transitional rules for the actual stock.

Can a shipment cleared by customs be sold immediately?

Not necessarily. Import permission is not a universal product-safety approval. Confirm outstanding filings, assessment, Japanese labelling and sales restrictions under every applicable regime before offering the product to consumers.
