Product Compliance And Certification For Security Camera In Japan

Scope and evidence must be confirmed before any paid tests or filings.

An IP security camera is not approved in Japan by a single “camera certificate”. Its route depends on the exact sellable configuration: Wi‑Fi/Bluetooth/cellular radio, Ethernet or PoE connection, mains adapter, battery, firmware and cloud video service. Classify the camera and every supplied accessory separately before ordering tests or printing marks.

This is a national market-entry map, not a finding that every regime applies. Distinguish mandatory Radio Act or DENAN duties when triggered, conditional telecommunications terminal rules, the voluntary VCCI and JC-STAR schemes, and privacy duties principally arising when footage is collected and used.

Freeze the Japan SKU and its interfaces

  • Connectivity: list all transmitters and enabled bands (2.4/5/6 GHz Wi‑Fi, Bluetooth, LTE/5G); identify antenna, power, firmware region lock and radio module number.
  • Topology: draw the path camera → home router/PoE switch → carrier network/cloud; flag direct SIM/cellular and public Wi‑Fi use separately.
  • Power: distinguish PoE-only, USB DC, a bundled AC/DC adapter, direct mains input and removable or built-in lithium battery.
  • Commercial unit: record Japan model/SKU, boxed accessories, importer, OEM brand, labels, user instructions and whether facial analytics or cloud retention are supplied.

Japan regulatory decision matrix

Regime / statusProduct trigger to verifyDecision and evidence
Radio Act — legal, if radio fittedTransmitting Wi‑Fi, Bluetooth, cellular or other Japanese-regulated radio.Match each transmitter, frequency/band, antenna and output to the Japan-approved design and lawful Giteki (technical conformity) display. EU CE or US FCC alone is not a substitute.
Telecommunications Business Act — conditional legal routeConnection as regulated terminal equipment to a carrier line, including relevant public-network, radio-in-terminal or cellular situations.Map network boundary and check category/exceptions under current MIC/JATE guidance. The T terminal mark is distinct from the R radio mark; internet connectivity alone does not settle classification.
DENAN / PSE — designated electrical itemsBundled mains AC/DC adapter or other listed electrical item; certain secondary batteries can also qualify.Use METI item definitions for EACH component. A regulated AC/DC unit generally needs diamond PSE and importer/supplier duties; do not assume the DC/PoE camera body itself needs PSE. METI also publishes individual camera-power-equipment interpretations: the word “camera power supply” alone does not determine inclusion or exclusion.
VCCI — voluntary industry EMCMultimedia/video/data-processing camera within VCCI scope; exclusions may apply.Check purchaser specifications and VCCI scope; participating members must test, register and mark subject products. VCCI is not a universal statutory import licence.
JC-STAR — voluntary IoT security labelIP-capable network camera, including one reachable through a gateway.Separate desired label level from market-entry law. STAR-1 uses vendor self-assessment plus IPA label process; camera-specific STAR-3 requirements were published in 2026—do not assume label availability or automatic certification.
RBSS — voluntary camera performance certificationSecurity-camera buyers or tenders request certified surveillance performance and after-sales support.Check the Japan Security Systems Association (SSAJ) criteria and certified camera list. RBSS addresses security-device performance, not R/T/PSE or JC-STAR; it is not a general legal prerequisite.
APPI / privacy — use and service obligationsIdentifiable people recorded, cloud storage, sharing, face recognition or analytics.Define who operates the camera and controls footage, intended purpose, notices, access and retention. Product radio/PSE marks do not legalize every deployment.

Three camera builds, three different routes

Example Japan configurationLikely classification pathDo not conclude yet
Indoor Wi‑Fi camera + bundled mains adapterRadio Act for transmitter; assess adapter separately under PSE; evaluate conditional terminal-equipment scope; optional VCCI/JC-STAR.Module certificate does not automatically cover changed antenna, enabled bands or final label.
Wired PoE IP camera, no radio, no adapterNo transmitting radio = no Wi‑Fi Giteki path for that SKU; examine actual network termination, VCCI scope and operator APPI duties.PoE itself does not establish PSE; an optional separately supplied adapter needs its own analysis.
Outdoor cellular/solar camera with lithium packRadio + possible telecom terminal approval; classify supplied battery/charger; evaluate remote cloud/analytics and optional JC-STAR.Cellular module certification, solar supply and battery status must be verified by part number.

When an existing certificate is not enough

  • Radio module: obtain Japan R marking/certificate number and certified antenna, output power and operating modes. Check host integration and changes with the certificate holder or registered certification body; a foreign modular approval is not blanket Japanese approval.
  • Telecom module or OEM: request any T certificate/design scope and Japan model/name records; check whether the final network configuration is within it. JATE warns that a certified telecom module may require fresh certification in a finished product if host-level security functions are needed to meet the terminal standards.
  • Adapter and battery: match the actual boxed part numbers to METI category, PSE marking, notified Japanese supplier and technical/conformity records. A PSE adapter does not “certify” the camera or its radio.
  • Firmware revision: maintain a change log for enabled bands, RF power, antenna, cellular stack and security/update mechanisms; route changes for applicability and possible reassessment before release.

Evidence file to request before a quotation

  • Japan-specific bill of materials and pack-out list, high-resolution photos of all existing R/T/PSE/VCCI marks, and the exact retailer SKU.
  • Wireless block diagram, band/channel/power table, antenna specifications, module certificates and test reports linked to matching hardware/firmware revisions.
  • Network topology showing provider boundary, SIM/eSIM or public WLAN use; description of telecom terminal approval already held or justification why not applicable.
  • Adapter rating/type, PSE compliance file and identity of Japanese notified importing supplier; battery data and separate scope analysis if supplied.
  • Japanese-facing labels/instructions and intended deployment (home, store, enterprise), cloud regions, access roles, retention and face-analysis features.
  • For optional JC-STAR: supported update period, vulnerability contact, account/default password controls and product-specific assessment evidence. For optional RBSS procurement, obtain the SSAJ certificate/listing for the exact model and performance/quality-service evidence.

Label and launch dependency gates

  1. Gate 1 — classify: approve a signed model-by-model regime applicability table; mark every unknown “open”, not “exempt”.
  2. Gate 2 — prove: verify certificate numbers and approved designs, obtain PSE supplier evidence where needed, and resolve telecom scope with competent guidance.
  3. Gate 3 — label: check actual R/T technical conformity display and the separate PSE marking on designated components. Add VCCI or JC-STAR marks only after their own valid processes.
  4. Gate 4 — deploy: document security updates, cloud and privacy roles, camera positioning/notices and customer procurement conditions before enabling recordings.

Cybersecurity and footage: separate legal questions

JC-STAR is a voluntary cybersecurity labeling scheme, not an alternative to R/T/PSE compliance. IPA released network-camera-specific STAR-3 security requirements in July 2026 and conformance requirements in September 2026; the public evaluation guide was still listed as “under preparation” when reviewed. Check the current application status before promising a STAR-3 label.

A separate, binding terminal-equipment security regime may affect products actually falling under the Telecommunications Business Act. JATE also identifies pre-existing, mandatory Article 34-10 terminal-security requirements effective since 1 April 2020 for qualifying network-connected, remotely configurable terminals; the 2027 amendment is a revision, not the first security obligation. JATE reports a September 2026 amendment concerning passwords, firmware updates and unnecessary interfaces, taking effect for terminals certified from 1 April 2027. It is not a blanket legal requirement for every camera. Separately, the PPC says images identifying individuals are personal information and recommends making recording recognizable; searchable footage has additional classification consequences.

For security footage later reused for marketing, PPC FAQ Q1-15 explicitly requires prior consent from the individual under APPI Article 18(1). This specific case must not be generalized into an automatic consent rule for every security recording.

Under PPC FAQ Q1-13, if surveillance is not readily recognizable, the operator must take steps to make collection apparent (for example, signage); separate purpose notification/publication may be unnecessary if the security purpose is already clear from the circumstances.

Five security-camera questions before launch

Does a Wi‑Fi module with a Japanese Giteki number clear the finished camera?

Not by itself. Compare the approved RF design, antenna, channel/power settings, firmware and permitted host marking. The final Japan SKU and supplied adapter still need separate checks.

Is a PoE-only camera required to carry a PSE mark?

Not simply because it uses PoE. Test the actual body and every included power unit against METI’s designated-item definitions. A separately included AC/DC supply may be regulated even when the DC camera is not.

Does every IP camera need JATE or a T mark?

No automatic conclusion follows from “IP camera”. Draw its actual path to a telecommunications carrier and check the current terminal-equipment rules, Article 9 guidance, public WLAN/cellular features and relevant exceptions.

Can VCCI or JC-STAR replace Radio Act approval?

No. VCCI is a voluntary EMI scheme and JC-STAR is a voluntary security label. Neither substitutes for applicable radio conformity or PSE obligations.

Can the buyer use security footage for facial analytics or marketing?

If identifiable footage or face-feature data originally obtained for security is later used for marketing, obtain the individual’s prior consent (PPC FAQ Q1-15). Assess any initial facial-analytics use separately under the actual purpose and APPI rules.

The comparison pages for the UK security-camera route and the China security-camera route cover other jurisdictions; their marks do not authorize radio operation in Japan.
