Product Compliance And Certification For Security Camera In Uk

Scope and evidence must be confirmed before any paid tests or filings.

Which security-camera configuration is being sold?

A security camera is not approved through one universal “UK CCTV certificate”. A Wi-Fi home camera, a PoE-only IP camera, a 4G outdoor camera and a camera sold with a mains adaptor can trigger different obligations. Treat the camera, bundled power equipment and cloud/app functions as one mapped product offering, but determine each legal regime separately.

This is a market-entry decision map, not a substitute for classifying a specific SKU. Start with the radio function, internet/network interfaces, likely consumer use, power supply, destination (Great Britain or Northern Ireland), and who first supplies it under whose brand.

  • Record interfaces: Wi-Fi, Bluetooth, cellular, Ethernet/PoE, offline recording, or a proprietary radio link; list frequency bands and maximum transmit power.
  • Record intended users and sales channels: home/consumer, mixed use, or genuinely restricted professional procurement; B2B labelling alone is not a PSTI exemption.
  • Record supply configuration: camera only, 230 V adaptor, batteries, recorder, separate transmitter, and accessories; identify what is in the retail box.
  • Identify where goods first enter: England/Scotland/Wales (GB) or Northern Ireland (NI); identify manufacturer, brand owner, importer and distributor.
  • Freeze hardware revision, radio module, firmware, cloud/app version and model identifiers used in declarations and test records.

Product-specific UK compliance route matrix

Camera / triggerPotential regimeDecision and next step
Wi-Fi, Bluetooth or 4G cameraRadio Equipment Regulations 2017: radio spectrum, EMC and safety essentials. official guidanceUse the radio route, not a second blanket EMC/LVD approval for the same radio equipment; confirm applicable standards and assessment procedure.
Ethernet/PoE camera with no intentional radio transmitter or receiverConsider EMC Regulations 2016 and applicable electrical/product-safety requirements. official guidanceCheck actual input voltages and exclusions; a PoE input does not automatically put the camera inside the 2016 low-voltage scope. For a consumer-facing wired camera, also screen general product safety: Great Britain’s 2005 framework may apply to risks not adequately addressed by product-specific rules; NI applies its own aligned general product safety framework. Neither route is a substitute for the technical regimes above.
Consumer internet- or network-connectable cameraUK PSTI security regime, if statutory scope and consumer-use conditions are met. official guidanceCheck passwords, vulnerability-reporting route, published minimum update period and accompanying statement of compliance.
Camera electronic componentsRoHS restrictions; WEEE producer/distributor obligations where roles and scope apply. official guidanceObtain material declarations, supplier traceability and a WEEE registration/take-back responsibility decision; WEEE is not a CE test.
Bundled mains adaptor / batteriesSeparate electrical safety and possibly ecodesign for adaptor; batteries have additional rules where supplied. official guidanceAssess the adaptor and battery under their own applicable regimes; do not assume the camera report covers them.
Sold in Northern IrelandNI uses relevant EU-aligned goods rules; CE, or CE+UKNI with applicable UK-body route. official guidanceInternet-connected radio equipment may also meet additional NI radio cybersecurity essentials in force since 1 August 2025.
NI: potentially rechargeable wireless digital cameraNI common-charger rules for specified radio equipment, including digital cameras rechargeable by cable (from 28 December 2024). NI common-charger rules for radio equipmentFirst determine whether this particular security camera falls within the regulated “digital cameras” category and is capable of wired recharging. Only if in scope, verify USB-C, applicable fast-charge compatibility, charger purchase choice and mandated charging information; PoE or mains power alone does not settle the classification.
Use of cameras to record peopleData protection, surveillance governance and installation duties relate to the operator/use case. official guidanceDo not present CCTV installer accreditation, system standards or operator GDPR compliance as a product-market certificate.

Great Britain versus Northern Ireland: marking and cyber rules

For GB, current UK government guidance recognises either CE or UKCA for covered radio, EMC and electrical equipment routes, provided the selected conformity-assessment route and substantive requirements are met. Self-declaration is possible only where the relevant rules permit it; third-party involvement can be necessary depending on standards/assessment route. A CE logo alone is not evidence of compliance.

For NI, UKCA alone is not the NI product route: check CE and, when a UK notified body is used for the applicable conformity assessment, CE+UKNI. NI guidance applies additional radio cybersecurity essential requirements to relevant internet-connected radio equipment placed on the market from 1 August 2025; the NI amending regulations themselves commenced on 16 December 2025. EN 18031 is a voluntary assessment route, not a statutory “camera certificate”. Check NI/EU economic-operator requirements, including the responsible operator where applicable. PSTI is a separate UK-wide regime and is not displaced by CE.

For consumer-product risks not covered by sector-specific safety provisions, apply a separate residual-safety check: Great Britain retains its 2005 general product safety rules, while Northern Ireland applies EU General Product Safety Regulation (EU) 2023/988 to products within its scope placed on the market from 13 December 2024. This is not a substitute for radio, EMC or other product-specific duties. NI general product safety guidance.

Evidence pack to request for each camera model

  • A frozen SKU/configuration table showing camera model, intended consumer/professional use, wireless capabilities, frequency bands, PoE input, adaptor and battery part numbers.
  • Applicable-regime decision and any exclusions, with GB/NI destination split and an identified manufacturer, importer and brand owner.
  • Technical file and risk analysis; safety/EMC/radio test reports linked to exact hardware, antennas, power accessories and tested firmware.
  • Applicable UK or EU declarations of conformity, correct marking artwork, manufacturer/importer identification, serial or batch traceability and English safety/radio instructions.
  • For PSTI-scope models: per-device or user-set passwords, public vulnerability-reporting details and response times, minimum security update end date, and compliant accompanying statement of compliance.
  • RoHS supplier evidence and WEEE producer/distributor decision; separate adaptor, battery and energy-related-product documents where applicable.
  • Record an NI common-charger in/out decision for any wireless, wired-rechargeable digital-camera candidate, with its charging interface and bundle information.

Five release gates before the first UK shipment

GateEvidence to releaseHold shipment if
1 — ClassifySKU facts and GB/NI market agreedStop if wireless or network interfaces, consumer use or the supply chain are unknown.
2 — Map requirementsWritten regime matrix and exclusionsStop if a Wi-Fi camera is treated only as wired EMC equipment or PSTI scope is unresolved.
3 — Verify evidenceMatching test reports, declarations and cybersecurity filesStop if supplier reports cover another antenna, adaptor, firmware or product family.
4 — Label and accompanyMarket-correct marking, traceability, English instructions and PSTI statement when applicableStop if logo, importer identity or mandatory accompanying document is missing.
5 — Release and monitorSupplier change control, vulnerability intake and WEEE responsibility allocatedDo not ship until deviations are resolved; re-evaluate when hardware, radio, firmware or supplied accessories change.

Firmware, accessories and private-label changes

A new antenna, radio chipset or transmit band can invalidate radio evidence. A revised power adaptor may need its own safety/energy review. Cloud or firmware changes affecting authentication, vulnerability disclosure or the promised update period can create PSTI compliance gaps. Use a change log linking each new revision to retesting or a documented no-retest rationale; the legal scope must be checked again when consumer targeting or the GB/NI route changes. If you market an OEM camera under your own name or trademark, check whether you are legally the manufacturer and must control the relevant declaration, evidence and traceability; simply reusing the OEM’s paperwork is not a role analysis.

Product approval is not permission to operate CCTV

Camera manufacture and market placement are different tasks from installing and using CCTV. Surveillance-system standards such as BS EN 62676 may be relevant to procurement or installation, but do not automatically replace mandatory device rules. The organisation deploying cameras must separately consider applicable privacy and surveillance obligations.

If exporting the same product elsewhere, reuse evidence only after a destination-specific gap assessment; see the separate Canada security-camera route and US security-camera route. Neither substitutes for a UK launch decision.

Questions about UK security-camera compliance

Does a PoE-only IP camera need radio certification?

Not because it uses PoE. If the exact SKU has no intentional radio transmitter or receiver for radio communication or radiodetermination, the radio-equipment route will generally not apply. First verify whether Wi-Fi, Bluetooth, cellular, receive-only radio or GNSS functions are present. A consumer network-connected camera may still fall under PSTI; assess EMC and safety separately.

Can I sell a CE-marked Chinese Wi-Fi camera in Great Britain?

Potentially, but only if the applicable CE conformity route and technical evidence genuinely support that model, and UK importer, PSTI, RoHS and other obligations are resolved. The CE logo on its box is insufficient.

Is a B2B CCTV camera automatically exempt from PSTI?

No. Establish whether the product is intended for UK consumers or ought to be known to reach them, and review the statutory product exclusions. Contract label alone does not decide scope.

Does UKNI apply when selling into London?

No. UKNI relates to the NI conformity route alongside CE in specified UK-body assessments; GB follows its own CE/UKCA rules.

Do I need a certificate for the camera, adaptor and cloud platform together?

No single universal certificate. Map camera radio/EMC/safety, the adaptor as a separate product where applicable, PSTI-connected-product duties and operator-side cloud/data issues; choose assessments according to each regime.

Does a rechargeable Wi-Fi security camera sold in Northern Ireland require USB-C?

Not solely because it has Wi-Fi. Northern Ireland’s common-charger rules include the defined category of radio “digital cameras” capable of wired recharging, for products placed from 28 December 2024. Establish whether the particular surveillance device belongs to that category and is rechargeable by cable; if yes, check USB-C, fast-charging, charger-unbundling and information duties. Do not assume every PoE or mains-powered CCTV camera qualifies.
