Eu Mdr Medical Device Compliance Registration Service In Italy

Scope and evidence must be confirmed before any paid tests or filings.

A medical-device registration service in Italy must separate three files: the responsible economic operator in EUDAMED, the device record in the UDI/Devices module, and any currently applicable Italian national-database task. None of these records is a substitute for MDR conformity assessment or CE marking.

Since 28 May 2026, EUDAMED Actor, UDI/Devices, Notified Bodies & Certificates and Market Surveillance modules have been mandatory, with specific transitional dates for certain existing devices and certificates. Market Surveillance is an authority-facing module, not an extra manufacturer application.

Choose the filing path before preparing a submission

Use the first market-placement date, device status and actor location—not merely the destination Italy—to choose the route.

CaseSubmission consequence
New MDR device first placed on the market on/after 28 May 2026Register the relevant actor and enter the device in EUDAMED before placing it on the market; verify applicable conformity assessment first.
Legacy or MDR device already placed before 28 May 2026 and still placed afterwardsThe additional device-registration transition falls in late November 2026; official dates differ (27/28 November). Check the date-control note below and complete by the conservative 27 November target.
New MDR certificate or old certificateThe notified body enters certificates; new certificates since 28 May 2026 follow the live module, while qualifying earlier certificates have a separate deadline of 28 May 2027.
Custom-made device or IVDDo not force it into a standard MDR UDI/device filing: custom-made devices follow a different route, and IVD devices are under IVDR 2017/746.

Date-control caution: the European Commission’s transition infographic labels 28 November 2026, while the Belgian medicines and health-products authority and Poland’s medical-device regulator identify 27 November 2026 for existing-device registration. These official explanations are not fully aligned on the calendar day. To avoid an avoidable late filing, plan to complete any eligible existing-device registration no later than 27 November 2026 and verify the applicable interpretation with the competent authority; this is a conservative operational target, not a new Italian statutory deadline.

“Placing on the market” means the first making available of an individual unit on the EU market, not its first sale in Italy. Where no further units of an existing legacy or MDR device are placed on the Union market from 28 May 2026, retrospective UDI/Device registration is generally not required merely because previously placed units remain in use; a later EUDAMED vigilance action can require the relevant registration. A separate legacy record may also be unnecessary where the “same device” is already registered under MDR. Check unit-level history and device identity before relying on either exception.

Who submits, validates and controls access

The registration account and legal responsibility are not interchangeable. A service provider can prepare data and act under authorised user access but does not become the manufacturer.

Responsible partyOperational action
EU manufacturerRegisters its manufacturer actor role; the competent authority of its establishment assesses the actor request; manufacturer controls device data.
Non-EU manufacturerAppoints an EU authorised representative first; that representative checks the manufacturer actor request and its competent authority validates it.
Importer or system/procedure-pack producerRegisters the applicable separate actor role; an organisation with multiple roles requires separate actor registrations.
Notified body / Italian MinistryThe notified body handles certificate data; the Ministry of Health validates actor requests falling under Italian competence, not every device marketed in Italy.

Importer versus distributor is a filing gate. Under MDR Article 2(33)–(34), an importer places a device from a third country on the Union market; a downstream distributor makes an already placed device available. An Italian business is not an importer merely because it purchases from a German manufacturer. Check the original EU placement, supply-chain records and any own-brand or relabelling changes before requesting an importer Actor ID/SRN. Ordinary distributors do not register as EUDAMED importer actors.

For imports from outside the EU, an importer does not submit the manufacturer’s device entry as its own. After registering its importer actor role, it should verify the manufacturer’s registration and, where applicable, link its importer actor record to the non-EU manufacturer using the EUDAMED Actor-module Linker function (or appropriate administrator profile). Keep the linked Actor ID/SRN and effective dates as evidence.

Assemble a submission-ready data and evidence pack

This is a filing-data pack, not a demand to upload the entire MDR technical documentation into EUDAMED. Retain underlying evidence for review and inspection.

Pack componentMinimum practical check
Operator identityLegal name, establishment, role, registry evidence, contacts, local administrator, signed information-security declaration; non-EU manufacturers: active authorised representative and mandate summary.
Regulatory basisIntended purpose, MDR or legacy status, risk class and conformity route; EU declaration of conformity and applicable notified-body certificate details.
Device identityBasic UDI-DI, UDI-DI/packaging identifiers when applicable, manufacturer model references, EMDN code and device description; check special legacy identifier rules.
Source-document alignmentCompare device data with labels, instructions for use, conformity declaration, certificates and approved product variants; resolve differing names before entry.
Italian transactionRecord whether a national BD/RDM/Repertorio process remains relevant to the intended Italian activity under current Ministry instructions; identify any authorised submitter.
Submission controlKeep the authorised account, role permissions, approved data snapshot, submission evidence, authority messages and a correction owner.

Legacy devices use an EUDAMED DI rather than a Basic UDI-DI, plus either a UDI-DI (if assigned) or an EUDAMED ID. Select the legacy-specific data set instead of copying an ordinary MDR record; absence of a MDR Basic UDI-DI alone does not cancel an otherwise applicable legacy registration.

Sequence of the EUDAMED filing

  1. Freeze the scope — Identify legal manufacturer, establishment, intended use, device type and first market-placement date; exclude IVDR and custom-made routes from the ordinary MDR device file.
  2. Verify conformity gate — Check CE/conformity evidence and notified-body involvement where required. An EUDAMED record does not approve an unassessed product.
  3. Register the actor — Create the relevant EUDAMED request; include the signed security declaration and, for non-EU manufacturers, the mandate summary; wait for competent-authority validation and Actor ID/SRN.
  4. Delegate controlled access — Authorise users in the manufacturer’s EUDAMED actor account. Viewer is read-only; Proposer can prepare drafts but cannot submit; a duly approved Confirmer is required to submit device data. A different administrator must approve a user’s profile upgrade.
  5. Enter and reconcile device data — Prepare the Basic UDI-DI/UDI records and EMDN classification as applicable; cross-check the device against the Declaration of Conformity and certificate.
  6. Submit, retain proof and monitor — Use the authorised submission role, save confirmations and resolve queries; separately confirm whether Italian BD/RDM information or procurement-specific records are needed.

Italy: distinguish EU registration from the BD/RDM record

Italy’s Ministry of Health validates Italian-based actor applications (and linked non-EU manufacturer applications through an Italian authorised representative). The Ministry expressly says that it has no statutory fixed deadline to validate an SRN request, and flags incomplete/incorrect applications; for Italian companies, it checks active company status in the business register.

Italy operated a national BD/RDM (Banca Dati/Repertorio) process during the EUDAMED transition. Its older national-database page, updated in November 2025, still describes pre-mandatory arrangements. Do not treat that text as proof that a duplicate national entry is always required after 28 May 2026, or that EUDAMED automatically satisfies every Italian procurement/data requirement. Check the current Italian transaction, product and national rules separately before filing.

EUDAMED actor/device application defects and filing delays

Failure modePractical remedy
Wrong validator chosenActor validation normally follows the actor’s establishment; non-EU manufacturer requests run via their registered authorised representative, not automatically via Italy.
Corporate record incompleteMatch legal name and registered address to supporting documents; for an Italian applicant check that the company is active and submit the signed security declaration.
Absent mandate or unsuitable account roleUpload the non-EU mandate summary; secure access permissions allowing the assigned user to confirm the device registration.
UDI/EMDN/certificate mismatchReconcile the Basic UDI-DI, device identifiers, EMDN code and certificate / declaration records before clicking submit.
Misread transitional dateDistinguish new devices from qualifying previously placed devices; plan registration by 27 November 2026, check the competent authority’s interpretation and retain filing proof.

Maintain EUDAMED actor and device records after submission

Keep an owner for changes to actor details and device identifiers, for corrections requested by authorities, and for cross-checks against the current declaration and certificates. Maintain the registration audit trail rather than treating the SRN or publication as permanent clearance.

Monitor MDR post-market surveillance and vigilance duties separately: EUDAMED’s Vigilance/Post-Market Surveillance module was not among the four mandatory modules as at October 2026; existing applicable reporting paths must still be followed. Reassess national BD/RDM treatment when Italian rules or workflows change.

  • Change of legal operator, authorised representative or registered address: review actor registration and authority routing.
  • Device model, intended purpose, Basic UDI-DI, EMDN or certification change: assess whether a device-record update or new entry is necessary.
  • Safety incident, field safety corrective action or certificate restriction: trigger the relevant legal reporting and database checks, not merely a catalogue edit.

Five MDR filing questions for Italy

Can an Italian importer register a non-EU manufacturer as its own device?

No. The manufacturer remains responsible for its MDR device record. An importer registers its own actor role; a non-EU manufacturer needs a qualifying EU authorised representative and the relevant actor-validation path.

Does obtaining an SRN mean the device has EU approval?

No. SRN identifies an economic operator. Conformity assessment, CE marking where applicable, device registration and post-market responsibilities are separate obligations.

We started selling before May 2026: must we submit today?

Confirm that units were first placed on the EU market before 28 May 2026 and further units are placed afterwards. The Commission cites 28 November 2026 for eligible existing devices, but Belgian and Polish authorities say 27 November; plan completion by 27 November and check the competent authority. Other MDR duties continue.

Do we need both EUDAMED and the Italian Repertorio?

EUDAMED registration is now mandatory for the functioning modules. Whether a distinct Italian BD/RDM or procurement dataset is needed depends on the current national procedure and intended activity; do not rely on the older transition-only guidance without verification.

Can a consultant file the record and does Italy set an SRN approval time?

An authorised user may prepare or submit within the economic operator’s EUDAMED account and permissions; legal accountability remains with the operator. Italy states no fixed statutory period for Ministry validation of SRN requests.

Does an Italian reseller buying devices already placed on the EU market in Germany need an importer SRN?

Usually not in that capacity: if the units have already been placed on the Union market and the Italian business only resells them downstream, it is normally a distributor, not an importer. Verify the actual first EU placement and whether any branding or modification changes its legal role before filing.
