Eu IVDR Compliance Registration Service For Medical Device In Italy

Scope and evidence must be confirmed before any paid tests or filings.

What the Italy-focused IVDR filing service actually covers

An EU IVDR compliance registration service for medical devices in Italy should execute identifiable filings, not promise a single Italian product licence. Regulation (EU) 2017/746 (IVDR) applies to in-vitro diagnostic medical devices (IVDs); an ordinary medical device may instead fall under the MDR. EU-wide EUDAMED registration, conformity assessment and any residual Italy-specific administrative step are separate questions.

Since 28 May 2026, EUDAMED's Actor, UDI/Devices, Notified Bodies & Certificates and Market Surveillance modules are mandatory for their respective users. Market Surveillance is primarily an authority module. Registering an actor or device does not establish that it meets the IVDR or substitute for CE conformity assessment.

Choose the correct filing path before creating a record

Fix the device's intended purpose, IVD status, IVDR risk class (A–D), manufacturer location, applicable conformity route and date of first EU placing on the market. Do not treat an old national registration or an EUDAMED entry as evidence of certification.

New IVDR device first placed on the EU market on or after 28 May 2026Assign the Basic UDI-DI before applying to a notified body where that assessment is required (IVDR Article 26(2)). Complete the applicable conformity assessment and CE requirements; register the responsible actors and submit the manufacturer’s Basic UDI-DI and UDI-DI device record before the first unit is placed on the EU market. Where a notified body is required, IVDR Article 28(1) also requires actor-registration information before applying to that body; do not defer the actor step until after certification.
IVDR-compliant or eligible legacy IVD already placed before 28 May 2026, with further units marketed afterwardsCheck the transitional device-registration route and the Commission's 28 November 2026 deadline for applicable continuing devices. Legacy status only exists when the strict Article 110 conditions are met; the extension is not automatic.
Device not intended for in-vitro examination of human specimensDo not choose IVDR just because a product is sold to a laboratory or hospital. Confirm whether the manufacturer intends in-vitro examination of human specimens for a medical purpose. General laboratory and research-use-only products fall outside the IVDR unless specifically intended for in-vitro diagnostic examination (Article 1(3)(a)); performance-study devices also require a distinct assessment. Determine whether IVDR, MDR or another route applies before creating a device record.

Responsibility matrix: who submits and who validates

Manufacturer established in Italy or elsewhere in the EUMaintains its own actor registration and manufacturer device records; the competent authority of its establishment assesses the actor request. The manufacturer remains accountable for the correctness of submitted information.
Manufacturer established outside the EUAppoints an EU authorised representative; the representative must already be registered and verifies the non-EU manufacturer's actor request before competent-authority review. The manufacturer's device data still remain its responsibility.
EU authorised representativeMaintains a distinct actor record and mandate; it is not automatically the manufacturer and does not replace the manufacturer's conformity obligations.
Importer, including an Italy-based importerRegisters for its importer role and checks manufacturer, representative and device records; it does not submit the manufacturer’s Basic UDI-DI as its own. Two distinct checks apply: Article 13(4) IVDR requires verifying that the device is registered under Article 26; Article 27(3) requires checking the manufacturer’s or authorised representative’s economic-operator information under Article 27(1) within two weeks after placing the device on the market, notifying them of omissions or errors and adding importer details where applicable. The two-week period must not be described as the deadline for the device-registration check.
Notified body and Italian Ministry of HealthA notified body handles its own certificate-module entries where applicable; the Ministry validates actors within Italian competence. Neither registration nor validation is a general product approval by the Ministry.

Prepare a traceable, submission-ready record

Create one controlled source-of-truth sheet linking every portal field to an owner and a document. The working dossier is broader than the dataset uploaded: normally the full technical documentation is retained and used for conformity assessment, not indiscriminately uploaded to the registration portal.

  • Actor identity: Legal name, registered address, VAT/registration identifiers where required, economic-operator role, EU Login access and signed information-security declaration; check existing SRNs to avoid duplicates.
  • Non-EU representation: Active EU authorised representative, agreed mandate and signed mandate-summary file for the non-EU manufacturer's actor request; confirm that the representative already has EUDAMED registration.
  • Device definition: Intended purpose, IVD/other-device determination, Annex VIII class, trade name, model and variants; keep a documented mapping between commercial SKUs and registered configurations.
  • UDI and nomenclature: Assign Basic UDI-DI and UDI-DI for regulation devices according to applicable rules, verify issuing-entity identifiers and select the correct EMDN terminology; a Basic UDI-DI entry cannot be lodged alone without a UDI-DI.
  • Compliance evidence: Signed EU declaration of conformity and applicable notified-body certificates, scope and dates, plus underlying technical documentation and performance evaluation. Keep proof available; an EUDAMED entry does not certify it.
  • Market chronology: First placement date, markets including Italy, whether the product is IVDR-compliant or a qualifying legacy device, and whether further units will enter the market after 28 May 2026.
  • Submission trail: Actor validation status, assigned SRN, data version, screenshots/exported confirmations, regulator queries, corrective-action owner and a change log for later amendments.

Execution workflow from access to confirmation

The following sequence is an operational filing workflow, not a promise of approval time or a guaranteed acceptance decision.

  1. Scope: confirm IVDR IVD status, classification and conformity pathway; resolve unresolved performance, certificate or labelling gaps before claiming readiness.
  2. Identify each economic operator and role; appoint/verify the authorised representative for a non-EU manufacturer; confirm no duplicate actor exists.
  3. Obtain EU Login and correct user permissions; submit actor applications with signed security declarations and, where required, mandate summaries; await competent-authority validation and SRN.
  4. Reconcile the product catalogue with Basic UDI-DI, each UDI-DI, EMDN, manufacturer, status and certificates; determine whether regulation-device or legacy-device data are needed.
  5. With the proper manufacturer account, lodge and validate UDI/Device information; address portal errors. Coordinate certificate linkage with the notified body rather than pretending to upload its certificate for it.
  6. Archive the record and references; separately verify whether any national Italian reporting or legacy database requirement remains relevant to the specific case using current Ministry instructions.

Italy-specific handoff: EUDAMED and older national records

Italy’s Ministry of Health updated its EUDAMED mandatory-use guidance on 28 May 2026. Treat the earlier option to use the Italian national database during the pre-mandatory phase as historical—not as an alternative to mandatory EUDAMED filing today.

  • For an actor established in Italy, prepare the EUDAMED actor request for validation by the Italian Ministry. For a non-EU manufacturer, follow the competent authority of its already-registered EU authorised representative; an Italy-based importer must handle its own actor record.
  • Italian actor-validation precheck: For an operator established in Italy, match the legal name, VAT number and registered address to the visura camerale; provide PRRC details and a named Local Actor Administrator (LAA) with an individual professional EU Login email, not a generic/shared mailbox. In the competent-authority step, indicate whether the business handles IVD, other medical devices or both. The Ministry states it validates/assigns SRNs only to companies shown as active in the chamber-of-commerce extract; incomplete or incorrect fields can cause non-approval. These are Italian Ministry actor-request checks, not additional EU-wide product-certification requirements.
  • When the portal asks for countries where the device is marketed, reconcile the Italy selection against the actual distribution plan. The Ministry’s January 2026 transition explanation specifically required Italy to be indicated when EUDAMED was chosen; verify the live field and current instructions.
  • Check whether any separate Italian sectoral reporting, procurement-related or historical BD/RDM record management applies to this exact case; record the basis and the evidence. Do not create a fictional second general Italian IVDR product approval.

Five causes of blocked or inaccurate filings

Failures most often reflect inconsistent legal roles and datasets rather than a missing generic 'registration certificate'.

Non-EU manufacturer has no active representativeStop actor filing; arrange and verify the mandate and representative's EUDAMED registration before submission.
No validated actor / wrong user rightsResolve actor validation or user access before manufacturer device entry; Italy does not have a fixed statutory SRN-validation turnaround published by its Ministry.
UDI structure conflicts with product catalogueReconcile Basic UDI-DI, UDI-DI, model variants and EMDN against product records before submitting; prevent duplicate or mismatched records.
Wrong regulatory or transitional datasetSeparate IVDR regulation devices from qualifying legacy IVDs; document when the first unit was marketed and confirm eligibility and transitional deadlines.
Certificate, device or market data do not matchAlign certificate scope and intended use; ask the notified body about certificate-module records. For Italian distribution, verify current national steps rather than assuming historic BD/RDM guidance is still a substitute for EUDAMED.

Maintain the registration after submission

Under IVDR Article 28(4), changes to actor-registration data must be updated within one week; the first accuracy confirmation is due no later than one year after submission and then every second year.

After filing, establish an owner for updates to actor and device data, product discontinuation, UDI/certificate changes, and ongoing vigilance and post-market obligations. IVDR Article 28 also requires actor-data accuracy to be confirmed after one year and every second year thereafter; changes require prompt updating under the applicable rules.

Italy published guidance on its national database during the transition; some Ministry pages still describe the pre-28-May-2026 position. Because EU module obligations have now changed, review current Italy-specific measures for the exact product and date; neither assume a blanket second national filing nor treat EUDAMED as proof that all Italian administrative duties disappear.

Questions before engaging a filing service

Does EUDAMED registration mean the IVD is approved for sale in Italy?

No. Assess IVDR classification, notified-body involvement where required, CE conformity, documentation and applicable Italian requirements independently. Registry acceptance is not market authorisation.

Can a manufacturer outside the EU ask an Italian distributor to register it?

A distributor does not become the authorised representative by distribution alone. A non-EU manufacturer needs a properly appointed EU authorised representative; an Italian importer has its own separate registration obligations.

Must a previously registered IVD be entered into EUDAMED in 2026?

Potentially yes if it was first placed before 28 May 2026 and further units continue to be placed afterwards. The Commission indicates 28 November 2026 for the applicable device-registration transition; verify whether the device is an eligible legacy device.

Does the Italian Ministry issue the manufacturer's SRN automatically?

No. The competent authority verifies/validates the actor request. For an Italian-established actor that is the Italian Ministry; a non-EU manufacturer's request follows its EU representative's competent-authority pathway. No fixed validation time should be promised.

Can a single Basic UDI-DI cover every version of an IVD kit?

Only if the IVDR grouping criteria are met; different intended purposes or relevant device characteristics may require separate identifiers. Map each correct UDI-DI to its Basic UDI-DI and review the certificate scope.

Who registers notified-body IVDR certificates in EUDAMED?

The notified body makes its own certificate-module entries where required; the manufacturer must reconcile device identifiers and certificate references with it. A filing service cannot substitute its own upload for the notified body’s legal action.
