Product Compliance And Certification For Industrial Robot In China
An industrial robot placed on the Chinese market may face several different compliance questions: mandatory robot-safety standards, possible CCC coverage of separately identifiable equipment, China RoHS information duties, radio approval where a transmitter is present, and product labeling. A single “China robot certificate” is not the legal answer.
First establish whether the product is a robot arm, a complete guarded cell, a collaborative application, or a mobile robot. Then classify its controller, welding unit, motors, power supplies and radios individually. The conclusion is model- and configuration-specific; neither an overseas CE mark nor a supplier’s generic test report settles Chinese-market obligations.
Define the supplied robot and the safety boundary
Record these facts for each model and sales configuration before accepting a “CCC required / not required” statement:
- Deliverable: robot manipulator only; controller and pendant kit; integrated production cell; collaborative station; or AGV/AMR rather than a fixed manipulator.
- Functions and hazards: payload, speed, reachable space, stop functions, human access, end effector, welding/laser/cutting process, and hazardous atmosphere.
- Electrical architecture: rated voltages, servo and low-power motors, cabinet assemblies, power supplies, cables, and whether a welding power source is sold as a distinct unit.
- Communications and market route: Wi-Fi/Bluetooth/cellular module, model of transmitter, China-bound importer, customer installation site and who integrates the cell.
China industrial-robot regulatory route matrix
Use the matrix as a classification worklist, not as an automatic list of approvals. “Conditional” means the exact product definition and current official scope must be checked.
| Layer / legal character | Industrial-robot trigger | Decision and documentary output |
|---|---|---|
| Robot and cell safety — mandatory GB standards | Fixed industrial arm versus a system/integrated cell. | Check applicability of current GB 11291.1-2011 to the robot and GB 11291.2-2013 to the system/integration; prepare hazard analysis, protective measures and verification. Both are listed as mandatory and current. Draft 2026 revisions are not effective replacements. |
| CCC — mandatory only within catalogue scope | A separately supplied power supply, small motor, low-voltage component, welding machine or other listed product may fall within the defined CCC category; “industrial robot” as such is not a blanket category in the consulted list. | Match model, purpose and technical parameters to the catalogue definition, not the label “robot”. Document each positive/negative decision. For certain listed motors/welders and other products the CCC conformity mode changes on 1 January 2027; do not mistake this for a new general robot obligation. |
| CR — voluntary robot certification | Purchaser, tender or MIIT enterprise-listing objectives may call for robot/robot-cell CR certification. | Check the relevant CR-1 or CR-2 scheme scope. CR is distinct from CCC and cannot replace a mandatory standard or a required CCC approval. Participation in a voluntary MIIT enterprise listing has its own conditions. |
| Electrical safety and EMC — design/test assessment | Drive/control cabinet, protective circuits, cable routing, interference, nearby industrial equipment. | Build a test plan against relevant current GB/GB/T requirements, including electrical safety and EMC where appropriate; a recommended GB/T standard is not automatically a separate government-issued certificate. |
| China RoHS — substance information; catalogue test separately | Mains- or DC-powered robot and controller potentially fall under the Measures’ voltage-based electrical/electronic definition. | Screen information labels and hazardous-substance disclosure even if the robot is outside the RoHS conformity-assessment catalogue. The expanded 2026 catalogue focuses on named products including household cleaning robots; do not classify an industrial arm as a cleaning robot. New listed categories generally start the additional assessment from 1 August 2027. |
| Radio transmitting equipment — conditional type approval | Robot, pendant or gateway transmits Wi-Fi, Bluetooth, cellular or another radio signal. | Identify the exact transmitter, power, band, integration arrangement and applicable exemptions. Seek MIIT radio type approval (SRRC) when the category is covered and not exempt; a wired-only controller does not create this radio trigger. |
| Chinese product identification / warnings — general product law | Unit or packaging offered in China, with foreseeable moving-arm or tooling risks. | Check Chinese product name, manufacturer name/address, conformity evidence and safety warnings as applicable; align nameplates, instructions and the safety file. CCC/CR marks only where legitimately authorized. |
| Explosion-proof electrical equipment — conditional CCC | Robot motors, sensors, control boxes or electrical accessories designed for use in an explosive atmosphere. | Check whether a supplied item matches an explosion-proof category in the current CCC scope, in addition to industrial robot safety; an ordinary robot is not automatically an explosion-proof product. |
Catalogue check (October 2026): the CNCA consolidated list updated in August 2026 contains 17 main groups and 106 product types, reflecting additions after the 2023 catalogue. Use its current implementation rules together with the detailed category definitions. Do not presume every internal motor or power supply needs a separate CCC certificate merely because it is inside a robot; establish the independently classified product, supply/import arrangement and certification unit.
Transition for separately classified CCC products: SAMR Announcement 2025 No. 57 requires third-party CCC certificates from 1 January 2027 for 16 listed categories, including specified small motors and DC, TIG and MIG/MAG welding machines. Where a currently produced covered item has a valid self-declaration, the certificate conversion must be completed by 31 December 2026. The notice allows continued sale without conversion of stock already manufactured under a valid self-declaration and no longer in production. None of these rules automatically makes the complete industrial robot a CCC catalogue product.
China RoHS scope boundary: MIIT Order No. 32 defines electrical/electronic equipment by its function and rated voltage (not over 1,000 V AC or 1,500 V DC); equipment for electricity generation, transmission and distribution is excluded. Check the robot and controller against that definition separately from the narrower 2026 conformity-assessment catalogue.
Who is responsible for the robot, cell and changes?
Two safety scopes must not be collapsed into one certificate. The robot builder controls the arm and its defined interface; the system integrator controls the specific cell as installed, including safeguarding and the application process. Contracts should identify the party preparing each release record.
This allocation is a practical evidence hand-off, not a rule transferring statutory duties by contract. Verify which manufacturer, importer, seller and integrator has each applicable legal obligation.
| Configuration | Evidence owner to identify | Unresolved question before acceptance |
|---|---|---|
| Arm with controller | Robot manufacturer: defined functions, limitations, safety data, component classification. | Which attachments and safety functions are outside the delivered boundary? |
| Fenced welding cell | Integrator: cell layout, access protection, end effector, welding-source interfaces, restart and acceptance tests. | Are the welding source or other units independently within CCC scope? |
| Collaborative workstation | Integrator and user: actual speed/force/contact risks, workspace and permitted human tasks. | Is human proximity safe in this application, not merely “cobot”-branded? |
If a mobile robot/AGV is supplied instead, check its distinct mobility and site hazards rather than treating GB 11291.1 as a universal robot standard. For a changed gripper, welding source, safety PLC, radio module, software safety function or perimeter layout, reopen the affected classification and validation files.
Industrial-robot evidence package for China route decisions
A practical release dossier should connect the particular China model to every applicable claim, rather than collect certificates without matching model numbers:
- SKU and configuration register: arm, controller, pendant, end effector, cabinet, sold-separately components and installed software versions.
- Robot and cell risk assessment: intended tasks, foreseeable misuse, reach/speed limits, stop categories, access points and residual hazards.
- GB 11291.1 / GB 11291.2 design-to-clause mapping, test reports, protective-device validation and installation/commissioning acceptance records, as relevant.
- CCC scope worksheet for each potentially covered electrical or welding component, with official definition, certificate/declaration status and current implementation rule.
- Electrical/EMC, radio transmitter datasheets, exact model approval evidence or documented exemption decision where relevant.
- China RoHS materials data and the applicable hazard-substance information label; separate check against the dated 2026 catalogue and exemption list.
- Chinese-facing nameplate, warnings, manuals, manufacturer details, traceability/inspection records and approved claims/marks.
Chinese industrial-robot labels and release sequence
Use this order to prevent a shipment from arriving before the classification and site-safety work is complete:
- Freeze the bill of supply. Sign off robot versus cell scope and the imported/sold SKU list.
- Screen mandatory triggers. Review GB safety scope, current CCC category definitions, radio equipment and RoHS duties.
- Close evidence gaps. Assign arm/cell risk assessments, component approvals, measurements and Chinese labels to named parties.
- Validate the actual installation. Reassess grippers, fencing, functional safety, welding/laser hazards and integration changes on site.
- Authorize release and watch changes. Keep model-to-evidence mapping; repeat affected checks after hardware, firmware, radio or cell-layout revisions.
For electrical/electronic products within the 2016 China RoHS Measures, assess both hazardous-substance disclosure and environmental-friendly-use-period marking; this is separate from the narrower catalogue conformity assessment. If radio type approval applies, check the approval-code marking and import requirements for the exact transmitter, not just the robot nameplate.
Commercial invoices, HS classifications and import documents may require their own checks. They do not by themselves establish CCC exemption or compliance with GB robot-safety standards. Likewise, a CR mark or CE marking is not permission to skip a Chinese mandatory obligation.
Three industrial-robot and cell compliance traps
- “Every robot needs CCC.” Incorrect generalization: the scope is a defined CCC catalogue, not the word industrial robot.
- “No CCC means no mandatory safety requirement.” Incorrect: current mandatory GB 11291 safety standards are a distinct obligation.
- “The cobot certificate covers the welding cell.” Incorrect without integration-specific evidence for tooling, operator access and process risks.
Where robot scope ends: CNC machines and standalone electronics
For adjacent product decisions, use the China CNC machine compliance route for machine-tool-specific scope and the China electronic-product compliance route for stand-alone electronics. This article owns the industrial robot and integrated cell decision, not their separate product routes.

Industrial robot compliance: specific questions
Does an industrial robot arm automatically need a CCC mark in China?
No general robot-arm category appears in the consulted CCC catalogue. Classify every supplied controller, power unit, motor or welding unit against the precise catalogue scope; if in scope, the applicable CCC procedure must be fulfilled before covered market activities.
Are GB 11291.1 and GB 11291.2 interchangeable?
No. Part 1 concerns the industrial robot itself; Part 2 concerns robot systems and integration. A bare arm and an installed welding cell have different evidence owners. Both are shown as mandatory and current in the national standards register.
Can a CR-certified collaborative robot be placed directly beside workers?
Not on the certificate alone. The integrator must evaluate the actual tool, payload, motion, human access and protective functions for the installed application. CR certification is voluntary, not a blanket cell-safety clearance.
Does the 2026 China RoHS catalogue include every industrial robot?
No. The expanded catalogue specifies named product types, including household cleaning robots, not every machine called a robot. The broader electrical/electronic information-label duties require a separate applicability check; new catalogue categories are generally subject to the additional assessment from 1 August 2027.
When do Wi-Fi or Bluetooth options change the China route?
When the supplied configuration contains radio transmitting equipment. Determine transmitter and exemption status under MIIT rules; a radio-equipped pendant/gateway can add a type-approval question that a wired-only variant lacks.
What changes if the robot is installed in an explosive atmosphere?
Check the classified hazardous area and whether any independently supplied explosion-proof electrical item (motor, sensor, control apparatus or accessory) falls within a CCC explosion-proof category. Ordinary GB 11291 robot-safety analysis does not decide explosion-protection or CCC scope.
