Product Compliance And Certification For Cnc Machine In China

Scope and evidence must be confirmed before any paid tests or filings.

Classify the CNC machine before choosing a certificate

A CNC label describes a control method, not one Chinese approval category. A machining centre, a wire-EDM machine and a laser-processing cell can follow different safety-standard routes. For a machine to be manufactured, sold or imported for use in mainland China, first document its process, complete configuration, intended user and whether the shipment is new or used.

The critical distinction is mandatory Chinese product/safety requirements versus mandatory CCC certification versus optional certification. They are not interchangeable. An EU CE mark or an ISO certificate does not establish a Chinese market-entry approval.

Three CNC configurations that change China’s safety route

Record the actual functions rather than relying on the invoice description:

  • Metal removal by cutting: CNC lathe, mill, drilling machine, grinder or machining centre; assess the scope of mandatory GB 15760-2025, effective 1 August 2026 (the 2004 edition and seven related standards were replaced).
  • Non-traditional process: EDM, certain laser processes or other special machining technologies; examine mandatory GB 46037-2025, effective 1 August 2026, against the standard’s actual scope. Do not silently assume GB 15760 covers every CNC-labelled machine.
  • Integrated cell: CNC machine with robot loading, laser source, stand-alone electrical cabinet, radio remote control or other modules; assess hazards of the final assembly and separately screen any items that are themselves in a regulated catalogue.

China regulatory route matrix for a CNC installation

Use the rows as independent screening questions; one positive result does not cancel the others. “Check” means classification is still required, not that an approval is automatically mandatory.

Layer / trigger Legal status and boundary Next evidence or decision
Metal-cutting machine GB 15760-2025 is a current mandatory GB safety standard for metal-cutting machines within its scope; a safety standard is not itself a CCC certificate. Model and process mapping; guarding, interlocks and functional test record.
Special machining technology GB 46037-2025 is a current mandatory GB standard for non-traditional machines within its scope; confirm the process and exclusions. Technical process sheet; laser/EDM hazards and protections.
Whole machine / separately traded component Screen the current CCC catalogue and detailed product definitions. A typical metal-cutting CNC machine is not named as a standalone CCC category in the published list; covered components may have separate obligations. Catalogue code, product function, independent sale/import status and supplier CCC evidence where applicable.
Electrical control and power GB/T 5226.1-2019 is a current recommended national electrical-safety standard, useful as technical evidence; “GB/T” does not by itself create blanket CCC coverage. Wiring diagrams; protective bonding, stop/restart and power-test results.
Electrical/electronic substance disclosure The 2016 China RoHS rules may apply if the product fits their EEE definition; the 2026 conformity catalogue is a narrower, separate test. Bill of materials, rated voltage and 2026 catalogue classification.
Wireless transmitting function Radio transmitting equipment may need MIIT type approval under the applicable catalogue, subject to exceptions such as eligible micro-power short-range devices. Radio model, frequency, power and module approval/host integration assessment.
Imported used or refurbished CNC Under the imported-used-electromechanical rules, permitted used goods undergo port inspection and destination inspection; listed higher-risk goods additionally require pre-shipment inspection. Check import eligibility before dispatch. Import eligibility, condition/history, HS classification, current pre-shipment list and inspection records.

Machine-specific safety evidence: test what can injure an operator

The following is an engineering evidence plan, not a claim that every listed test is a separate statutory certificate. Match the final protocol to the applicable complete GB text and machine configuration.

CNC failure mode Evidence to request before acceptance
Door opened while spindle or axes move Guard drawings; safety function description; interlock validation and controlled stopping demonstration.
Tool, chuck or workpiece ejection Operating envelope, maximum speed, workholding specification and enclosure/containment validation.
Unexpected restart after power loss Circuit diagram; restart prevention, emergency-stop and recovery-mode test records.
Coolant, chips, grinding dust or fire Extraction/containment plan, coolant handling, warning instructions and residual-risk assessment.
Electrical fault or maintenance access Isolation and protective bonding test, cabinet layout, lockout/service procedures and Chinese-language warnings.
Laser/EDM or automated loading option Process-specific hazard analysis, protective measures and boundary test for robot/CNC interface.

CCC: do not certify the wrong object

The SAMR/CNCA 2023 CCC catalogue describes specific product groups (for example certain low-voltage switchgear, small-power motors and specified electrical tools), not a universal category called “CNC machinery”. Verify exact definitions and whether a part is separately placed on the market. A CCC-marked motor does not certify the finished CNC machine; equally, lack of whole-machine CCC does not dispense with mandatory machine-safety standards.

Time-sensitive transition: under SAMR Announcement No. 57 of 2025, 16 listed product types, including small-power motors and specified tools, switch from the CCC self-declaration model to third-party CCC certificates. Applications began 1 July 2026; the new certificate-and-mark prerequisite applies from 1 January 2027. Recheck whether any separately regulated item in this specific equipment package is affected; do not apply the transition indiscriminately to all CNC machines.

Transition qualification: companies with valid self-declarations for affected catalogue products are expected to complete certificate conversion by 31 December 2026. An affected product already dispatched from the factory while its declaration was valid and no longer in production does not need conversion merely to continue being sold. This exception is product-specific, not an exemption for newly manufactured components or for the CNC machine as a whole.

For a complete metal-cutting machine, a CQC Mark programme for metal-cutting machine tools (category 116001) exists as voluntary certification. Its availability does not turn it into mandatory CCC or replace compliance with applicable mandatory GB standards.

China RoHS: distinguish disclosure from catalogue conformity

The 2016 Measures define electrical/electronic products, broadly with voltage ceilings of 1,000 V AC or 1,500 V DC and stated exclusions. Determine whether the machine, CNC controller, industrial PC or separately supplied modules fit this definition. If covered, assess hazardous-substance information and environmental-use-period identification under applicable rules; do not assume a CE/RoHS label is sufficient.

The MIIT 2026 catalogue took effect on 28 May 2026 and specifies 33 product types for staged substance-limit conformity assessment. Industrial CNC machine tools are not expressly listed as a category in the published catalogue description. Nonetheless, independently marketed electronics may be listed. The new compulsory GB 26572-2025 takes effect on 1 August 2027; its future date is not a reason to ignore requirements currently in force.

Do not confuse the catalogue publication date with every compliance deadline. The 2026 catalogue replaced the 2018 first-batch catalogue on 28 May 2026. Previously covered categories continue without a new grace period; newly added types and newly added portions of existing categories have a transition until 1 August 2027. For an in-scope catalogue product, the relevant stage entails substance limits and conformity assessment via the national voluntary certification or self-declaration scheme, with results uploaded to the official China RoHS platform. Verify the exact product definition, start date and applicable exemptions in the catalogue and its exception list.

Retain material declarations for cables, circuit boards, drives, HMI and control units, and a reasoned scope conclusion. “Not in the 2026 catalogue” does not automatically mean “outside all China RoHS marking/disclosure requirements”.

Chinese marking, instructions and commissioning file

Under Article 27 of China’s Product Quality Law, product or packaging identification must be truthful and generally include a conformity inspection indication, the product name and manufacturer name/address in Chinese, plus specifications and Chinese safety warnings where required by the product’s characteristics. Check any permitted exceptions against the actual article; do not assume an English-only nameplate is sufficient.

Prepare model/serial traceability, operating and maintenance limits, guarded-zone diagrams, lockout instructions, Chinese warnings, a hazard-specific instruction set and the as-built electrical drawings. Only affix a CCC mark to an item that has completed the applicable CCC route; do not place a generic CCC mark on an out-of-scope machine.

Four release gates before shipment or Chinese commissioning

  1. Scope freeze: sign off model, machining method, voltage, subsystems, radio functions, new/used status and whether components are separately supplied.
  2. Legal route decision: record which mandatory GB scope applies; complete CCC, RoHS, radio and used-equipment screens with dated catalogue references.
  3. Evidence sign-off: connect each safety risk to drawings, test reports, technical standards and corrective actions; resolve failed interlock, restart or enclosure tests before release.
  4. Chinese handover: verify identification, warnings, instructions, maintenance information, import documents if applicable and the approved final configuration.

Keep China’s CNC decision distinct from neighbouring topics

For a robot whose primary object is the robot rather than machining, use the industrial-robot China route map. For a CNC machine destined for the United States, use the CNC-machine USA route map. Those pages have different product and jurisdictional decision trees; their certificates or standards do not transfer automatically to China.

This route map cannot determine whether a particular serial-numbered machine has satisfied Chinese law without a process description, electrical specification, component list, applicable standards and documentary evidence.

CNC machine compliance in China: specific questions

Does every CNC milling centre need a CCC certificate?

No blanket whole-machine CCC requirement follows from the words “CNC milling centre”. Check the catalogue definitions for the configured machine and any independently regulated supplied parts; still assess applicable GB 15760-2025.

Is GB 15760-2004 still the correct base for a new Chinese CNC project?

Not as the current edition: GB 15760-2025 became effective on 1 August 2026 and replaced the 2004 edition and seven additional standards. Check the applicable scope and any case-specific transitional issues.

What if the CNC equipment cuts with a laser or electrical discharge rather than a tool?

Screen GB 46037-2025 and process-specific hazards before applying a metal-cutting-machine template. Whether another GB also applies depends on the actual combined functions.

Does a CE-marked European CNC lathe automatically satisfy Chinese requirements?

No. EU CE evidence may help engineering assessment but does not replace China-specific GB, applicable catalogue screening, Chinese identification or import requirements.

Does a refurbished CNC machine need pre-shipment inspection for China?

Possibly, not invariably. The used electromechanical import rules distinguish permitted used goods and a higher-risk subset requiring pre-shipment inspection. Confirm machine age/condition, HS classification and the current customs list before dispatch. For customs screening, “used” may also cover equipment never operated but beyond its quality-guarantee period, visibly deteriorated in long storage, assembled from new and used parts, or refurbished; it is not determined solely by running hours.
