Product Compliance And Certification For Childrens Clothing In China

Scope and evidence must be confirmed before any paid tests or filings.

For children’s clothing placed on the Chinese market, the first decision is not “which certificate to buy?” It is how the age, skin contact, textile construction and attachments of each SKU determine the applicable safety standards, product standard, Chinese labeling and evidence. These are national rules; the country of manufacture does not remove the China-market assessment.

Decide whether this is ordinary children’s apparel

GB 31701-2015 covers infant and children’s textile products sold in China, alongside GB 18401-2010. It defines infant use as 36 months or younger and children’s use as over 36 months through 14 years. Its stated exclusions include plush toys, backpacks and professional sportswear: a costume or multi-function product must be classified by its real design and intended use, not its marketing name. The below routes assume ordinary textile garments. If a size chart and stated age imply different bands, resolve the intended age explicitly instead of classifying from height alone; the age indication controls the age-band choice in the CNTAC guidance.

SKU decision matrix: age × contact × construction

Garment / triggerMinimum safety routeExtra decision before approval
Baby bodysuit, 0–36 monthsGB 18401 + GB 31701, Class AConfirm infant designation; test final trims and place any permanent label so it does not touch infant skin.
Skin-contact T-shirt, over 36 months–14 yearsGB 18401 + GB 31701, at least Class BAssess dyes, printed areas, accessories and knitted-garment product standard if applicable.
Jacket with no or limited skin contact, over 36 months–14 yearsGB 18401 + GB 31701, at least Class CVerify actual contact pattern and lining; a woven children’s garment may reference GB/T 31900.
Hoodie or jacket with cordsThe applicable A/B/C class plus GB 31701 construction rulesAge under 7 versus 7–14, cord location/length and fastening configuration matter; do not approve from a fabric report.
Light-up costume or detachable play itemTextile rules for apparel; assess other functions separatelyA toy or electronics classification, including possible CCC scope, needs a separate product-specific review.

Regulatory crosswalk: mandatory safety is not the same as certification

LayerStatus and purposeRequired decision / evidence
GB 18401-2010Mandatory general textile safety codeMap formaldehyde, pH, prohibited azo colorants, odor and relevant colour-fastness tests to class and materials.
GB 31701-2015Mandatory infant/child textile overlayCheck textile and filler requirements, wet rubbing, relevant chemical/flame tests, attachments, sharp parts, cords, needle hazards and infant label placement.
Product-quality standardGB/T product standards are recommendatory in status; claimed or selected specifications still matter.Choose by woven/knitted type and garment: GB/T 33271 (woven infants), GB/T 39508 (knitted infants/children), or the applicable woven-children standard.
Chinese product informationProduct Quality Law Art. 27 and GB 31701 labeling obligations; GB/T 5296.4 and GB/T 29862 are recommended standards, not blanket mandatory laws.Check truthful Chinese product name, producer name/address, appropriate specifications/composition, safety class and claims.
CCC mark/certificateOrdinary textile clothing is not a listed CCC product category in the CNCA catalogue reviewed.Do not demand or display CCC for a plain garment; verify any independently regulated toy, battery or electronic function against the current scope.
Sale/import controlsProduct Quality Law quality and label duties also reach sellers; imported products remain subject to applicable China-market standards.Identify maker, Chinese-market seller/importer, batch and evidence owner; check customs/product-specific restrictions separately.

Build a risk-based test plan for the finished style

A fabric supplier’s certificate alone cannot resolve a finished garment with cords, prints, dyes, buttons or fill. Use the actual standard text and a competent laboratory to set the methods, sampling and acceptance criteria; do not apply invented universal limits to every component.

  • Textile chemistry: fiber and lining composition; GB 18401 baseline plus GB 31701 wet-rubbing, heavy-metal, phthalate and combustion provisions where applicable.
  • Construction: drawings/photos of neck and waist cords by age band, closures, zipper stops, beads, buttons, pointed edges and infant attachment-strength evidence.
  • Fill and finishing: fiber fill, down/feather microbiological requirements where relevant, print coatings and the location of permanent infant labels.
  • Finished lots: link test reports to colorways, material bills, trim suppliers, production lots and any material or design change.

In SAMR’s 2025 national spot-check sample, 42 of 359 children’s/infant garment batches failed; cited issues included cords, pH, accessory pull strength and fiber content. This is a targeted sample, not a market-wide failure rate.

Prepare the Chinese label from the actual classification

For infant textile products, GB 31701 instructions identify the standard and “婴幼儿用品”; for children’s textile products they identify GB 31701 and one applicable safety class (A, B or C). Do not use Class B on a garment intended for an infant. Separately verify Chinese producer identification and product information under Article 27, and truthful fiber/care statements under the chosen product and labeling standards.

Illustrative fields for internal review only—not a ready-to-print label: Chinese product name; actual producer name and address; size; fiber composition; care information; selected product standard; “GB 31701 婴幼儿用品” for infants or “GB 31701 B类/C类” for a correctly classified older-child garment. Confirm any extra fields against the SKU and current standard before printing. Infant products must satisfy Class A in substance even when the infant-specific instruction uses the wording “GB 31701 婴幼儿用品”. Article 27 separately calls for evidence that product quality inspection was passed (产品质量检验合格证明); check how that evidence is presented on the product or packaging and retain supporting records.

Evidence pack and accountable release owners

Before placing a manufacturing order or listing the product, assemble a SKU-level pack that can be reviewed by the brand, manufacturer, importer and seller:

  • Intended age/height, size chart and skin-contact decision, with a record of why Class A, B or C was selected.
  • Fabric/lining/fill/print/accessory bill of materials, dyes, coatings and component suppliers.
  • Technical drawings and measured cord lengths, attachment details, sharp-edge and needle-control checks.
  • Test scope, sample identity, laboratory reports and any failures, retests and corrective action.
  • Selected product standard and edition; marketing claims and the proof for those claims.
  • Approved Chinese hangtag, permanent label, care and e-commerce listing images.
  • Production batch traceability, change-control owner and seller/importer review sign-off.
  • Product-quality inspection pass evidence (产品质量检验合格证明) and the matching product/packaging presentation required under Article 27; identify who approved it for this SKU and lot.

Release gates and standards already scheduled to change

An ordinary garment typically follows a conformity-evidence route, not an apparel-specific CCC approval route. Release only after the age/class decision, relevant testing, finished-product construction checks and Chinese label agree; unresolved failures or classification questions block release.

As of 12 October 2026, GB/T 31900-2015 is still the current woven-children standard; GB/T 31900-2024 is published for implementation on 1 December 2026. GB/T 29862-2013 remains the current fiber-labeling reference; GB/T 29862-2026 is published for implementation on 1 August 2027. These are GB/T recommended standards: check their applicability, any claimed standard and release timing rather than treating publication as immediate mandatory replacement.

  • Freeze the SKU, intended age, garment function and China sales channel.
  • Select mandatory GB classes and relevant product-standard edition; screen CCC only for added functions.
  • Test representative finished articles, clear discrepancies and approve Chinese label proofs.
  • Archive batch-specific records; re-assess when age claim, fabric/color, trim, cord geometry or electronics change.

Where this garment page stops

Electronic features need their own product classification, which is addressed in the China electronics route; a toy-like accessory is not automatically ordinary clothing. Conversely, requirements for the same garment sold in the UK belong to the separate UK children’s clothing route, not to China’s GB class system.

If a detachable play module is in fact a toy within the CCC catalogue, CNCA’s 2026 toy certification rules (CNCA-C22-02:2026) must be used for CCC assessment from 1 November 2026; through 31 October 2026, certification bodies could use either the old or new rules. That transition does not make plain apparel, or every light-up module, automatically subject to CCC. Decide toy/electronic scope from the actual function, specifications and current catalogue before commissioning certification.

Product-specific questions

Does an EU CE label or an OEKO-TEX report replace GB 31701?

No general substitution follows from these marks. Check the Chinese mandatory requirements and whether existing test methods/samples genuinely cover the SKU; do not treat a private label as a China-market exemption.

Can a two-year-old’s loose jacket use Class C?

No. Clothing intended for children aged 36 months or younger must meet Class A even where little fabric touches the skin.

Is a hood cord allowed on an eight-year-old’s jacket?

A yes/no answer needs the cord position, ends, length, garment and age category. GB 31701 differentiates construction rules by age and location; get a measured design review before approval.

Do children’s T-shirts require a CCC certificate?

Ordinary textile T-shirts are not a product category in the reviewed CCC catalogue. If a product includes a toy, powered light or separate device, reassess that function rather than assuming the whole item is exempt or automatically certified.

Is a supplier’s passing fabric test sufficient?

No. Finished-product accessories, cords, fill, labels, materials and production changes may introduce additional failure modes. Match evidence to the final SKU and lot.

Which standard applies to a woven children’s jacket released in December 2026?

Check the claimed product standard, the operative edition at the relevant date and the actual design. GB/T 31900-2024 has a 1 December 2026 implementation date, but it is a recommended product standard and does not replace mandatory GB 18401/31701.
