Israel Medical Device Registration Amar Consultant

Scope and evidence must be confirmed before any paid tests or filings.

An Israel medical device registration AMAR consultant should first resolve the regulatory route, not start by uploading certificates. The useful advisory outcome is a defensible classification, a provisional pathway, an evidence-gap map, a responsible-party decision and a list of issues requiring Ministry of Health confirmation.

Israel’s Medical Equipment Law 2012 establishes the medical-device registration framework, including a Second Schedule exception. The Ministry of Health’s Medical Device Division (AMAR) publishes distinct registration procedures. Existing overseas authorization is relevant evidence, not an Israeli marketing authorization.

Decide whether AMAR is the right regime

Start with the manufacturer’s exact intended purpose, instructions for use, labels, device mechanism and all models proposed for Israel. These facts can determine whether the item is a medical device, an IVD, another regulated product or potentially within a statutory exception; do not assume that a commercial product name determines classification.

Build a scope sheet per model. Record software version, accessories, sterile/implantable status, intended users, indications, warnings, foreign risk class and named regulatory certificates. An identical-looking model with different intended use or software may require a different analysis.

  • Check whether the product is a device or IVD under the Israeli framework; if ambiguous, identify the formal classification question for AMAR.
  • Verify whether a claimed Second Schedule exclusion actually matches the product and intended use; do not presume a blanket exemption.
  • Separate registration of a device from import permissions and any special equipment licensing; one approval does not automatically replace another.

Shortlist the registration route before filing

Use this as a screening matrix, not a determination of eligibility. AMAR’s notices describe a declaration path introduced in September 2023 and a fast path launched on 2 June 2024; eligibility still depends on current procedure-specific conditions.

Initial profilePotential pathDecision that must be verified
Class I device or low-risk IVDDeclaration-based registration may be available.Verify recognized-country registration and marketing, precise risk status, holder declarations and current instructions.
Class II device or medium-risk IVDFast registration may be available.Verify the fast-procedure eligibility criteria and admissible foreign approvals; risk category alone is insufficient.
Higher risk, non-qualifying or unclear caseAssess the regular register procedure or seek regulator clarification.Check classification, evidence depth and whether special circumstances require a different route.
Existing Israeli certificateAssess renewal or variation rather than assuming a new file.Match certificate holder, models, conditions, expiry and the actual nature of any product change.

Fast 1 versus Fast 2: the disqualifiers a consultant must test

Device and foreign authorizationProvisional branchCritical eligibility fact to verify
Class II device with relevant FDA clearance (510(k) or De Novo)Fast 1Actual marketing in the United States during the preceding 4 months; confirm the accepted FDA authorization type.
EU Class IIa device; or EU-classified IVD Self Test (IVDD) / Class B (IVDR)Fast 1Approval from a recognized country and actual marketing there during the preceding 4 months.
EU Class IIb device; or EU-classified IVD List B (IVDD) / Class C (IVDR)Fast 2Authorizations from two independent recognized regulatory authorities and actual marketing in a recognized country during the preceding 6 months. The procedure has a specific US-marketing exception when one authorization is from FDA.

For Fast 2, “independent” means the second recognized authority did not base its own registration on the first country’s authorization. Ask the manufacturer for the basis of each decision; two certificates derived from the same approval are not enough. A four- or six-month marketing period means actual commercial marketing during the required period, not merely a certificate issued that many months ago. Collect dated market-history evidence and check the current AMAR sales-information form.

These are screening examples from AMAR procedure REG-2024/06, section 5, not an exhaustive eligibility opinion. The original notice is from 2024 and the published PDF shows a later amendment; verify the newest procedure and evidence of genuine foreign marketing before selecting a branch. For Class III devices and higher-risk IVDs, the procedure permits certain fast-track changes to existing registrations—not ordinary first-time fast registration.

Reuse foreign evidence without overstating it

Create a one-to-one map from each Israeli registration claim to a dated, controlled document. The reuse question is not “Do we have a CE/FDA logo?” but “Does a current authorization cover the same manufacturer, intended purpose and models we intend to place on the Israeli market?”

Existing assetReuse opportunityIsrael-specific gap or control
CE certificate, EU declaration or FDA authorizationPotential support for the product’s authorized status and scope.Validate issuing body, current validity, transitions, indications and exact models; do not treat as AMAR registration.
Quality-system and technical documentationReference existing manufacturing, risk, performance and safety evidence where relevant.Map versions and applicability; determine missing records under the chosen Israeli procedure before commissioning tests.
Labels, IFU, catalogue and device listReuse controlled intended-use statements and model identifiers.Reconcile names, versions, language and packaging claims with the proposed Israeli registration scope.
Foreign sales history and local partner recordsSupport market-history or applicant-related statements where requested.Check current forms, authorized registration holder, importer identity and attestations; obtain missing facts at source.

Resolve registration-holder and product-scope dependencies

Before committing to an importer or consultant, identify the proposed Israeli registration holder and distinguish it from the foreign manufacturer, importer, distributor and adviser. Confirm the holder’s eligibility and authorization against the current law and AMAR procedure; a consulting contract alone is not proof of legal capacity to hold a registration.

Agree in writing who controls the dossier, receives authority correspondence, can approve changes, keeps approvals and supplies vigilance information. If a commercial relationship ends, assess the transition or change procedure before assuming the registration can simply be transferred.

Sequence the advisory work: five decision gates

  1. Gate 1 — Classify: approve the intended-use and risk-class memo, including unresolved borderlines and possible statutory exceptions.
  2. Gate 2 — Route: compare declaration, fast and regular procedures to the exact product and foreign-approval facts. Mark the route provisional until eligibility is confirmed.
  3. Gate 3 — Reuse: trace each evidence requirement to a controlled source file, owner and expiry; classify gaps as missing, inconsistent or regulator-dependent.
  4. Gate 4 — Decide: address registration-holder appointment, product grouping, translation/label scope, import interfaces and any special licences before filing spend.
  5. Gate 5 — Release: issue a written go/hold decision with route rationale, missing evidence, questions to the authority and an execution handover.

Do not purchase new laboratory testing solely because a generic checklist mentions it. First establish whether the selected procedure and device characteristics create a real evidence gap; conversely, never assume overseas approval eliminates Israeli-specific requirements.

Keep change scenarios and execution separate

  • A CE certificate extended during the EU MDR/IVDR transition warrants a validity and change-control review; do not rely on an old Israeli extension notice as current authorization.
  • A model addition, intended-use expansion, software update, or manufacturer/holder change may alter the approved scope or trigger a change application.
  • A kit, system or device family should be grouped only after comparing risk classes and the grouping rules in AMAR’s registration procedure.

Do not confuse two different extensions: AMAR’s 2024 notice addressed a limited Israeli registration renewal extension ending on 30 June 2025 for qualifying timely applications. Separately, its 28 July 2024 notice allows specified EU legacy regulatory certificates only with evidence that the MDR/IVDR transition conditions are met. Neither notice alone establishes a valid Israeli registration or an automatic extension in 2026.

A separate Ministry of Health explanation dated 26 March 2026 discusses temporary emergency-law extensions of periodic medical-device import permits in the Maslul system. This is an import-permit question, not proof that an AMAR registration certificate was extended. For an existing product, verify the specific registration record, import permit, original expiry dates, later decisions and any applicable temporary law separately before shipment.

A consultant’s strategy deliverable is a route memorandum, document-to-claim gap matrix, responsibility map and sequencing recommendation. It is not an AMAR certificate, a guarantee of acceptance or a substitute for an authority decision.

Once the strategy is approved, detailed electronic submission, declarations, authority correspondence and renewals belong to the separate execution workflow. For filing work see the Israel AMAR registration service; for broader cross-product Israeli obligations see product compliance and market access in Israel.

Questions manufacturers and importers actually face

Can an EU Class I device use the Israeli declaration route automatically?

No. Verify that the device meets the specific Israeli declaration criteria, including its low-risk status and relevant recognized-country registration and marketing. An EU class label alone does not establish eligibility.

Does FDA clearance replace AMAR registration?

No. Treat FDA documentation as potential supporting evidence, then confirm the corresponding Israeli route, manufacturer, model and intended-use scope. Do not market based only on the foreign document.

What if the software indication differs between the US and Israel?

Flag the intended-purpose mismatch before route selection. Reconcile claims, software versions, labels and supporting approvals; classification and evidence reuse cannot be assumed identical.

Can two risk classes be grouped in one Israeli registration family?

Do not presume so. The published registration procedure describes a product family grouping with the same risk class; test the proposed model list against those conditions.

What if the Israeli importer changes after registration?

Check who is actually named as registration holder and whether the proposed change affects register details or import permissions. Review the applicable change procedure before shipping or appointing a replacement.
