Product Compliance And Market Access Services In Israel

Scope and evidence must be confirmed before any paid tests or filings.

Israel has no single approval that covers every consumer or industrial product. Start with the product's intended use and customs classification; then identify every applicable sector regulator, mandatory Israeli standard and customs-release condition. A foreign certificate is evidence to assess—not an automatic Israeli market authorization.

Which regulatory route owns the product?

This is a triage matrix, not a legal classification. Hybrid products can require more than one investigation. The customs tariff item and the actual intended use must be verified for each model and shipment.

These routes are starting points, not an exhaustive list: vehicles, agricultural products, chemicals and other regulated goods can lead to different authorities shown by the Free Import Order and sector rules.

Three checks before choosing a standards track

Customs gate

Obtain an accurate tariff classification and check the Free Import Order for the tariff line, authority and release condition. A broker can assist; a marketing category is not a tariff ruling.

Standards gate

If an official mandatory standard applies, inspect its exact version, mandatory clauses, import group, and current eligibility for Israeli/international, European-regulation or foreign-standards pathways. Israel began phased European-alignment changes in 2025, with further changes in 2026; eligibility is product-specific.

An official mandatory standard does not automatically mean a laboratory approval for every shipment. Under the ordinary Israeli/international standards route, eligible goods in import groups 2 and 3 may use a declaration, whereas group 1 and specified importer or inspection circumstances generally require approval. Check any separately available European-regulation or other statutory alternative route on its own terms; import-group status alone does not settle eligibility for that alternative. Do not infer a filing route from a foreign certificate.

A separate U.S.-federal-regulation route was enacted through Israel's Standards Law Amendment No. 21 in July 2026. Do not treat FCC/UL documentation or U.S. sales as automatic authorization: verify the specified U.S./Israeli manufacturing-origin condition, excluded product categories, adopted federal requirements, commencement dates and necessary records before choosing that route.

Sector gate

Check whether a specialist permit or notification is independently required. Clearance rules, permission to market and evidence needed after release are not interchangeable.

Decision-ready product dossier

Collect the following before paying for tests or booking freight. Mark each item as verified, unresolved or not applicable; do not fill gaps by assumption.

  • Exact model and variants, product description, intended user/use, photographs and specifications.
  • Proposed customs tariff classification with the basis and the Israeli importer’s identification.
  • Electrical characteristics, radio technologies/frequency bands, ingredients or medical claims, as relevant.
  • Existing CE/CB/FCC/other reports, certificates, underlying test standards, issue dates and scope (if any).
  • Draft Hebrew-facing label/instructions where applicable, manufacturer and importer details and product traceability.
  • Official search results showing tariff conditions, mandatory standards, applicable sector procedure, and named owner for each unresolved requirement.

A sequence that avoids clearance dead ends

  1. Freeze the exact product description and commercial purpose; separate commercial imports from samples, R&D or personal imports.
  2. Confirm the tariff heading and search the Free Import Order before arranging shipment.
  3. Run the mandatory-standards lookup and specialist-regulator checks in parallel; record each route separately.
  4. Identify the Israeli importer, permitted applicant or responsible representative for the applicable route; gather evidence and file any required approvals/notifications.
  5. Only then finalize shipment and release instructions with the customs broker; maintain the compliance file and reassess changed models, claims or regulations.

Overlapping regimes and the right hand-off

A smart health monitor may raise medical-device, wireless and electrical-standards questions at once. A food-contact device may need a standards review even though it is not food. A cosmetic sold alongside a wireless applicator is not automatically one regulatory product. Prepare a separate answer for each potentially relevant authority rather than asking one laboratory for a universal certificate.

EU marketing history, CE marking, CB reports or other foreign evidence may support an eligible route, but cannot substitute for checking Israeli eligibility, documents and conditions for that route. The standards database specifically identifies European and foreign-standard alignments. Do not apply the cosmetics 'European route' to all consumer goods: it is a separate Ministry of Health procedure with its own conditions.

Use this Israel hub to choose the first specialist authority, then follow the corresponding official procedure linked below. For cross-market planning, compare the EU compliance market route and the global market-access framework; neither substitutes for an Israel-specific check.

When to reopen the decision

Stop and repeat the relevant gate when any of these facts changes:

  • HS classification or a new shipment category → repeat Free Import Order checks.
  • Standard version, import-group assignment or reform eligibility → repeat mandatory-standards lookup.
  • Radio module, frequency, therapeutic claim, ingredients or intended use → repeat sector classification.
  • Importer, representative, manufacturer, model or label → check whether the current dossier, notification or approval still covers it.

Practical output: a product-by-product route sheet naming the tariff heading, mandatory standards, sector authority, possible filing path, responsible party, evidence gaps and shipment hold points. No clearance or marketing outcome can be confirmed until those facts are resolved.

Frequently asked questions

Does CE marking automatically allow a product to be sold in Israel?

No. Check the precise Israeli standard and reform route, its conditions and any separate sector authorization. CE evidence may be useful but is not a universal permit.

If my customs tariff number is unclear, can I rely on the product name?

No. Resolve the classification with a competent customs professional or the relevant customs authority first; the Free Import Order ties requirements to the tariff classification.

Can a Wi-Fi-enabled medical device use only a general standards declaration?

Do not assume so. Evaluate both the AMAR medical-device pathway and Ministry of Communications conditions, plus any applicable mandatory standard.

Does the 2025–2026 European alignment apply to every EU-made product?

No. The official database identifies which standards and European regulations are covered, with dates and special conditions. EU origin or CE marking alone does not decide eligibility.

Can a cosmetic or food sample follow the same route as commercial retail goods?

Not necessarily. Purpose, quantity and product classification can change the applicable procedure; consult the sector service for samples and do not presume a general exemption.

Does a refrigerator with CE marking need a separate Israeli energy check?

Potentially yes. For electrical appliances covered by the Energy Sources Law, check the Ministry of Energy and Infrastructure energy-approval process, including the model, European conformity evidence and any required energy label. This is distinct from mandatory-standards and customs checks.
