Srrc Type Approval Services In China

Scope and evidence must be confirmed before any paid tests or filings.

China's radio-transmitting equipment type approval is generally called SRRC approval; the decision is made under the Ministry of Industry and Information Technology (MIIT). This page addresses execution: who submits, what is included in the file, how test samples and review questions are handled, and how to maintain the granted approval—not a general map of every Chinese product rule.

Treat the application as an approval for an identified applicant, equipment model and authorized radio parameters. Before spending on samples or translation, lock a version-controlled radio configuration and establish whether the specific product requires type approval.

Gate the SRRC route: micro-power, embedded modules and samples

Article 6 of MIIT Order No. 57 makes type approval relevant to radio transmitters produced or imported for sale/use in China, except qualifying micro-power short-range equipment, subject to the official catalogue. A marketing label such as 'Bluetooth', an FCC report or an approved module does not by itself decide the finished product's filing route. Use this intake decision table, not a blanket exemption claim:

Initial positionVerification neededExecution decision
Finished radio transmitterMatch frequency, power, intended use and equipment category to current Chinese radio rules and the approval catalogue.Proceed to applicant and model definition only after scope is documented.
Claimed micro-power short-range exemptionCompare actual operation with the applicable official micro-power catalogue and technical limits, including required identification/instructions.Retain the dated, parameter-based exemption analysis; do not file merely because an RF chip is present.
Host incorporating an approved radio moduleRecord module ID, host antenna, RF layout, software, modes and permitted installation configuration.Confirm whether the host configuration falls under a documented module rule; do not assume automatic inheritance.
Unapproved samples crossing the borderSeparate temporary entry for type-approval testing from commercial imports.Check the distinct temporary-entry approval route before dispatching samples when it applies.

The 2014 MIIT module notice distinguishes a “complete” non-standalone transmitter module from a “restricted” one. Where its conditions are met, a host containing an approved complete module follows the prescribed module-code identification route; a host using a restricted module normally needs its own type approval, with additional module-certificate and integration-circuit evidence. Confirm the classification, antenna and host design against the notice; a generic “approved module” claim is insufficient.

For the 2014 module decision, obtain the module approval certificate, technical manual, antenna specification and host integration diagram. A “complete” non-standalone module must meet the notice’s defined conditions, including modulation/buffering, RF shielding, integrated antenna and specified power supply; do not infer this from the CMIIT number alone. A restricted module may bear a code with “(M)”, but its approval does not cover the finished host: the independently usable host needs its own type approval, and the file must include the approved restricted-module certificate and detailed integration circuit. For a host containing only qualifying complete modules, check the required identification of each module CMIIT code on the device label or in its instructions. A consolidated series application is available only within the product/module conditions of MIIT Announcement [2019] No. 39, not for an arbitrary product family.

Allocate applicant, factory and agent responsibilities

The applicant remains accountable for the truth and completeness of the submission. Order No. 57 expressly permits an overseas applicant to supply organizational proof; it does not establish a blanket rule that every foreign manufacturer must replace itself with a Chinese certificate holder. A service provider may coordinate, but it is not the approving authority.

The MIIT service checklist additionally says an applicant must be an independent legal person. For a foreign company, reconcile that operational condition with the overseas organizational-proof rule, and confirm account/operator acceptance before identifying a distributor or consultant as applicant.

PartyOperational duty / official basisFile-control check
Applicant / certificate holderApprove model scope; sign application and undertaking; provide stamped organizational proof and capability/quality evidence; answer declarations.Confirm exact legal name, signatory and account permissions.
Actual producer / contract factoryProvide manufacturing and quality evidence; identify outsourced production relationship and production sites where relevant.Reconcile applicant, OEM and factory names across records.
Authorized filing operatorProvide applicant-stamped authorization and matching operator identity; upload and track corrections when delegated.Keep signed mandate and platform audit trail; operator ≠ certificate holder.
Testing body / MIITOfficial process assigns testing under the prescribed route; MIIT assesses and decides.A consultant cannot promise a pass or bypass an assigned test.

Assemble a traceable SRRC application dossier

The official service page and Article 8 of Order No. 57 identify the core dossier. Prepare all filing material in Chinese, align part numbers and version identifiers, and use the current portal templates rather than archived agent checklists. Organize a controlled submission folder:

  • Signed application and undertaking — Application form and undertaking signed by the legal representative or authorized person; applicant seal/signature as applicable.
  • Corporate and agency proof — Business licence or, for overseas applicants, organizational proof; operator authorization and identity when a representative files.
  • Production and quality capability — Production equipment/lines, technical staff, quality arrangements and test capability; OEM contract and contractor evidence where relevant. A quality-system certificate is not an unconditional prerequisite.
  • Product engineering pack — Chinese instructions, technical manual, transmitter/receiver schematics or block diagrams, key RF components, color photos (outside, PCB, label) and CMIIT-ID display approach.
  • Test-ready configuration — Exact model/variants, frequencies, bandwidths, modulation, power, antenna, hardware and firmware versions; required samples and test-mode instructions reconciled to the dossier.

Submit, support testing and close authority queries

Track each stage with a named owner and dated evidence. Official filing is through the MIIT radio type-approval government service interface (or an applicable in-person route), not a private consultant's intake page:

  1. Freeze the target model — Approve the China RF configuration and the scope memo; assign applicant and OEM; identify any separate market approvals.
  2. Create or validate portal access — Use the MIIT service entry point, current application/undertaking forms and the applicant’s delegated operator permissions.
  3. Upload the Chinese dossier — Cross-check legal names, model numbers, RF tables, schematics, photos, label proposal and authorization before submission.
  4. Respond to formal review — Preserve the acceptance or one-time supplementation notice; correct every item as a controlled version, not loose emails.
  5. Deliver and activate samples — Following acceptance, follow the acceptance centre’s sample notice and designated testing arrangements; supply matching devices, software and instructions.
  6. Resolve the decision — Track testing/report confirmation, MIIT decision, electronic or paper certificate, any annex actually issued and CMIIT code; verify searchable record.

A practical handover pack contains the filed-version register, submission receipt, review correspondence, sample identifiers, final certificate and any annex actually issued and the marking layout reconciled to the issued code.

Separate SRRC decision time from lab and sample clocks

Order No. 57 Article 9 provides a 15-working-day decision period after formal acceptance; Article 10 excludes authority-organized technical testing and sample transport/adjustment from that period. MIIT's 2023 process notice requires incomplete files to be identified at once or within 5 working days, and says applicants should provide samples within 15 working days following the post-acceptance notice (including shipping). These are distinct milestones, not a guaranteed end-to-end lead time.

The public-facing MIIT service entry still displays a 30-working-day review figure associated with older material. For current planning, distinguish that legacy portal wording from the later, specific Order No. 57; confirm the applicable case clock with the acceptance centre. Authority-organized technical testing is not charged to the applicant under Article 10. Separately negotiated consulting, translation, pre-compliance and shipping costs are commercial expenses, not a government 'SRRC fee'.

For project tracking, Notice [2023] 310 also directs the assigned testing body to complete sample debugging within 10 working days after receipt and testing/reporting within 10 working days after debugging, with specified reporting/escalation duties. These are procedural targets for those stages, not a guaranteed applicant delivery date or an addition to the 15-day decision clock.

Repair SRRC filing failures: applicant, RF configuration and sample

Most delays are not solved by uploading a second generic certificate. Tie each problem to the correction point:

Failure modePractical causeSafe repair
Foreign applicant recorded as an agent onlyCompany names, seal, organizational proof or authorization do not identify the true applicant.Correct holder/operator distinction and reissue affected signed pages before resubmission.
RF description conflicts with sampleFrequency, maximum power, antenna, firmware, module or variant table differs between forms, diagrams and actual device.Stop sample shipment; issue one controlled RF configuration and revised material.
Sample cannot be testedNo stable test mode, inaccessible commands, missing accessories or sample delivery beyond the prescribed window.Arrange test-mode access and sample logistics after the official sample notice; obtain laboratory instructions.
Wrong route inferred from historyAn old 20/30-day guide, overseas test report or an existing module ID is treated as the final Chinese authorization.Return to current MIIT rule, scope analysis and the certificate/annex for the exact model.

If an official test sample fails, Notice [2023] 310 instructs the testing body to issue a failure report and not repeat that test. Obtain the failed parameters, control the engineering correction and confirm the next permissible application/test route with the acceptance centre; do not promise an automatic retest under the same assignment.

Maintain the CMIIT code, SRRC approval and change records

Approval is not a one-off PDF delivery. Build a short compliance register for each model:

  • Check issued scope — Retain the certificate and any issued annex; compare applicant, model, approved RF parameters and validity dates against released production.
  • Apply the approval code — Mark or electronically display the CMIIT type-approval code; if size prevents this, use the independent package or instructions as Article 15 permits. Do not treat an unapproved self-generated code as permission to sell.
  • Prevent silent changes — Screen antenna, RF component, firmware, OEM, applicant and model changes for formal change approval; 2019 MIIT guidance sets specific change cases but does not make every change automatically test-free.
  • Renew on time — If continuity is needed, apply for extension at least 30 days before expiry; the statutory certificate validity normally falls between two and five years, subject to stated exceptions.
  • Coordinate market release — Relevant sellers must consider the distinct radio-equipment sales filing under Article 23; keep import and distribution checks separate from SRRC approval.

The 2019 MIIT change notice identifies specific change categories. Some can be processed without a newly commissioned official type-approval test, but cases involving factory quality systems, components or rule-driven product changes can still require a self-test or third-party report. Establish the exact change category and evidence before committing to the change route.

The certificate itself states the approved principal RF parameters under Article 9; request any supplementary annex only where issued.

Handover the SRRC file; separate CCC and network approval

This page owns the SRRC application file and approval operations. Broader China product-route selection belongs in China market-access planning. Where the product is in the applicable CCC catalogue, see China CCC certification execution; SRRC is not a CCC or telecom-network-access substitute.

For a meaningful service brief, send the proposed Chinese-market model list, applicant and factory identities, radio datasheet (bands/power/modes/antenna), firmware and module details, existing Chinese approval codes if any, and target shipment purpose/date. The deliverable should explicitly identify: in-scope models, the named applicant, missing dossier evidence, sample/testing readiness, submission status and maintenance triggers—without guaranteeing a regulatory decision.

SRRC filing questions

Can a non-Chinese manufacturer apply as the applicant?

Order No. 57 expressly recognizes organizational proof for an overseas applicant. Confirm the applicant’s eligibility, signatory and portal/agent arrangements for the actual file; a local service agent is not automatically the certificate holder.

Is ISO 9001 always mandatory before filing?

No blanket ISO 9001 certificate requirement appears in Article 8. The applicant must provide adequate production, technical and quality-assurance evidence, subject to specific simplification rules and the current MIIT checklist.

Can an approved Wi-Fi or Bluetooth module eliminate a new host filing?

Not automatically. Assess module class, host device, antenna, RF configuration and relevant MIIT module/series rules. Document the conclusion before deciding whether the host needs an application or a permitted alternative.

Can test samples be imported before SRRC approval?

For samples temporarily entering China specifically to seek type approval, Article 19 directs the application to the national radio authority; separate R&D or scientific-experiment temporary-entry purposes follow the specified provincial route. The import permission and customs clearance remain distinct from commercial type approval.

What happens if firmware or an antenna changes after approval?

Screen whether the change affects approved RF parameters or the information covered by change rules. File for a change or new approval if required; do not presume a firmware label change is immaterial.

Why can 15 working days take longer in reality?

The Order No. 57 decision clock starts after acceptance and excludes technical testing/transport. Supplementation, sample readiness and testing can extend the total project; an older portal display of 30 working days should be verified rather than used as a delivery promise.
