China CCC Certification Services

Scope and evidence must be confirmed before any paid tests or filings.

China CCC certification is an execution project, not a single filing. The safe starting point is to establish whether the exact product and configuration fall within the current compulsory-certification catalogue, identify the applicable product-specific implementation rule, and only then lock the certification route. China’s general CCC provisions allow different certification modes or combinations of modes, including type testing, factory quality-assurance and consistency inspection, sampling and post-certification follow-up; the product rule determines what actually applies.

Our service scope on this page is the operational path from intake to market readiness: dossier control, certification-body and laboratory handoffs, sample/test coordination, factory-readiness coordination where required, certificate/marking release, and post-approval change control. It is deliberately not a generic consultant-selection page or a pure cost page.

How the end-to-end CCC project is executed

  1. 1. Applicability and route lock

We map the product, intended use, electrical/radio/automotive or other functions, models and key variants against the current CCC catalogue and the relevant implementation rule. The output is a route note stating whether the product is in scope, which rule controls, which certification mode appears applicable, and what remains uncertain. A catalogue match by product name alone is not treated as sufficient.

  2. 2. Certification unit and applicant setup

We define the proposed certification unit/model family and the applicant/manufacturer/factory roles using the applicable rule. Under the general CCC provisions, producers, sellers or importers of catalogue products may act as certification applicants, but the designated certification body’s scope and the product rule still have to match the project.

  3. 3. Application dossier freeze

Before submission, we create a controlled data set: model list, ratings/specifications, drawings or product descriptions, critical components/materials information where relevant, manufacturing-site data, manuals/labels and the quality-system evidence requested for the route. The exact document set is product-specific; we do not invent a universal checklist where the rule differs.

  4. 4. Testing and sample handoff

Where the applicable mode requires type testing or sampling, we coordinate the handoff to the required testing route and track sample identity against the filed configuration. Failures, component substitutions or sample changes are logged before any resubmission so the tested product does not silently diverge from the application.

  5. 5. Factory-readiness and inspection handoff

Where factory inspection forms part of the applicable mode, readiness work focuses on the two core official concerns: the production enterprise’s quality-assurance capability and consistency between production and the certified/type-tested configuration. Corrective actions are closed with evidence before the inspection outcome is treated as complete.

  6. 6. Certification decision, certificate and mark release

We reconcile the final test/inspection evidence, open findings and application data before certification decision. CCC certificates are generally issued electronically under the current certificate-management framework. Marking instructions are checked against the applicable mark rules and any product-specific pilot requirements before release to production.

  7. 7. Market-readiness and change control

The project closes only when the certificate status, covered models, production site, approved critical configuration and marking artwork are aligned with what will actually be manufactured and shipped. After launch, changes to key components, materials, suppliers, model families, factory location or applicable standards are screened before implementation because they may trigger certificate change, supplementary evaluation/testing or another approval action under the relevant rule.

Document and evidence flow

A useful CCC file is not a folder of unrelated PDFs. It should show one traceable configuration from application through testing, inspection and launch.

  • Master product record: model/variant matrix, ratings, product description and intended use.
  • Critical configuration record: components, materials or assemblies identified by the applicable rule or certification body as relevant to conformity.
  • Sample identity record: serial/sample references, configuration, shipment date and any deviation approved before testing.
  • Testing issue log: failed items, engineering response, retest scope and the exact configuration finally supported by test evidence.
  • Factory evidence pack: quality responsibilities, incoming/production/final controls, inspection/test records and consistency controls to the extent required by the applicable mode.
  • Release pack: certificate data, covered models/site, marking artwork/instructions, unresolved conditions (if any) and post-certification actions.

Bottlenecks and handoff controls

Failure mode Why it causes delay or risk Control before the next handoff
Wrong catalogue or rule assumptionThe project can be routed to the wrong certification mode or miss another China approval.Record the classification rationale and controlling implementation rule before filing.
Model family changes after submissionTesting and certificate scope may no longer match production.Freeze the model/configuration matrix and process changes through a written delta review.
Samples differ from production BOMA passed test may not support the mass-produced product.Reconcile sample identity, critical parts and final BOM before certification decision.
Factory evidence prepared too lateInspection can expose missing records or weak product-consistency controls.Run a readiness review while testing is progressing, where inspection is part of the route.
Marking treated as a graphic-only taskCurrent requirements can include product-specific traceability or usage conditions.Approve final artwork only against the current certificate/mark rules and product notices.
Regulatory transition ignoredA valid historical route can become insufficient for new production or new certificates.Maintain a dated rule/standard watch and screen every open project before launch.

Current transition checks that can change the route

As of the CNCA implementation-rule index updated in 2026, the CCC catalogue is not static; the index notes 17 major categories and 106 product types and points to the current catalogue plus later expansion notices. Scope must therefore be checked against the latest catalogue and product rule, not an old category list.

A 2025 SAMR notice moves 16 specified product types from self-declaration to third-party CCC certification. Designated bodies began accepting applications from 1 July 2026; the affected products are required to hold a CCC certificate and bear the CCC mark from 1 January 2027. Projects in those categories need a conversion plan rather than assuming the historical self-declaration route remains sufficient. The notice also states that products already released from the factory while the self-declaration was valid and no longer in production do not need conversion and may continue to be sold.

For the traceability-mark pilot covering power banks, electric bicycles and safety accessories, and gas appliances and safety accessories, newly certified products have had additional CCC mark/QR requirements since 1 March 2026, with broader transition milestones set for 1 March 2027. Mark release must therefore be product-specific. Pilot products already marked under the then-current requirements and released from the factory, sold, imported or used in other business activities before 1 March 2027 do not require a mark change.

Market-readiness exit criteria

  • The exact sellable/importable model set matches the certificate or valid self-declaration route applicable to that product.
  • The manufacturing site and applicant/manufacturer data used in production match the approved records.
  • The shipped product configuration matches the configuration supported by required testing and consistency controls.
  • All certification-body findings and required corrective actions have a documented disposition.
  • CCC marking and any applicable traceability requirement have been approved for the actual product/packaging use case.
  • Open changes, standard transitions and surveillance actions have named owners and due dates; no unresolved change is hidden inside production.

Where this service stops and neighbouring pages take over

If the main question is strategic classification, gap analysis or how to choose a route before execution, use our China CCC certification consultant page. If the project is already classified and the difficult issue is samples, test standards, failures or retesting, use China CCC certification testing services. If CCC is only one part of a wider China launch involving several regulatory regimes, start from product compliance and market access services in China. This page remains the owner of the end-to-end execution workflow and the handoffs between those specialist tasks.

Official sources used for route control

Official requirements can change by product and transition date. The following sources are used as route-control references; the current product-specific implementation rule remains decisive.

FAQ

Is every product sold in China required to obtain a CCC certificate?

No. CCC applies to products within the current compulsory-certification catalogue, and some catalogue products can follow a self-declaration route rather than third-party certificate issuance. The correct answer depends on the exact product definition, current catalogue notices and the applicable implementation rule.

Can we start testing before the final model and BOM are frozen?

You can sometimes start preparatory work, but treating an unstable configuration as the certification sample creates a high risk of retesting or certificate-scope mismatch. We normally freeze the certification unit and critical configuration before sample handoff, then route later engineering changes through change control.

Does a passed laboratory test mean we can ship?

Not by itself. Depending on the product-specific certification mode, the project may still require factory inspection, certification-body evaluation, certificate issuance or self-declaration filing, and compliant use of the CCC mark. Market release is a separate gate from completion of testing.

What happens if we change a critical component or move production to another factory?

Do not assume the existing approval automatically follows the change. The applicable product rule and certification body determine whether the change can be recorded, requires supplementary evaluation/testing, certificate change or a new certification action. Screen the change before mass production or shipment.

How should a company handle the 2026–2027 CCC transitions?

First identify whether the product is in an affected category, then compare the current approval route and certificate/mark status against the transition notice and effective dates. For the 16 product types moving from self-declaration to third-party certification, conversion work should be managed before the 1 January 2027 mandatory-certificate date; marking pilots have their own product-specific milestones. However, the notice exempts products already released from the factory during a valid self-declaration period and no longer in production from conversion, and they may continue to be sold.
