South Korea Mfds Medical Device Registration Service
A South Korea MFDS medical device registration service is an execution project: identify the Korean applicant, lock the product scope, compile the technical evidence, file through the correct route, answer review questions and keep the authorization aligned with the marketed device. This page concerns general medical devices, not a complete Korean market-access strategy or a dedicated IVD submission.
Before commissioning a filing, obtain the manufacturer's intended-use statement, full model list, Korean importer or license-holder details, applicable classification rationale and current test evidence. A CE certificate or US authorization may inform the file but does not itself establish a Korean notification, certification or approval.
Determine the exact submission route before filing
MFDS distinguishes device classes I–IV by risk; the filing mechanism also depends on the device category, novelty and required assessment. These are planning defaults, not permission to choose a route from class alone. Verify the current item classification and competent channel against the Korean rules effective on the filing date.
| Risk / situation | Indicative filing path | What must be checked first |
|---|---|---|
| Class I, ordinary device | Product notification | Confirm the notified item and whether an exceptional review regime applies. |
| Class II, established/equivalent device | Typically certification through NIDS, subject to exceptions | Document equivalence for intended use, mechanism, materials and relevant specifications. |
| Class II, novel or specially regulated device | MFDS approval may be required | Test novelty, clinical evidence and device-specific rules; do not assume certification. |
| Class III–IV | MFDS approval with technical review | Establish the safety/performance dossier and relevant clinical-evidence pathway. |
IVDs and certain digital medical products have their own regulatory provisions. An apparent 'low-risk' device can still require a different route; resolve that before generating a submission number.
Assign the Korean applicant and evidence owners
For imported products, MFDS describes an import-business licence and a product-level notification, certification or approval. The relevant Korean importer/applicant and the foreign manufacturer must agree who legally files and maintains each authorization; the business and product processes may be handled in parallel in applicable cases. A consultant preparing documents is not automatically the licence holder.
| Party | Practical responsibility | Evidence or hand-off |
|---|---|---|
| Foreign manufacturer | Own product design, intended use, test evidence and change notifications. | Signed product specifications, evidence index and manufacturing-site information. |
| Korean importer / authorized applicant | Confirm business-licence position, submit or authorize the application and receive authority communications. | Applicant details, authority to act, local labels and filing access. |
| Filing coordinator | Map requirements, assemble Korean-language content, track queries and reconcile the final decision. | Version-controlled dossier, submission receipt and response ledger. |
Build a dossier that matches the proposed Korean authorization
Construct a document-to-claim index, not just a folder of certificates. Depending on class, device type and pathway, supporting records may include:
- Product identity: item classification, models/variants, manufacturer/site and clear intended-use claims.
- Technical description: operating principle, design or structure, constituent materials and accessories where relevant.
- Instructions and labelling: use conditions, contraindications or precautions, Korean text and consistency with the proposed scope.
- Verification: applicable test specifications, methods, results and rationale for standards used.
- Clinical and equivalence evidence: comparator analysis or clinical material where required by the review route.
- Quality evidence: applicable Korean GMP conformity records and a reconciliation of site/manufacturer details.
The MFDS technical-document framework specifically references intended use, mechanism, structure, materials, instructions and testing. The exact attachment list must be checked in the current application form; do not treat every example above as mandatory for every Class I product.
Execute the application in six controlled stages
- Freeze product identity and claim boundaries; record the Korean item classification and justify the route.
- Confirm the applicant, import/manufacturing business licence position, authority to sign and relevant account access.
- Gap-check test, clinical, equivalence and GMP evidence; request missing material before creating final Korean text.
- Prepare the route-specific application and attachments, cross-check model identifiers, translations and revision numbers.
- Submit through the relevant electronic civil-petition channel or other officially available method; retain the acknowledgement and fee record.
- Log supplementation requests, respond with traceable updated exhibits and verify the issued document against the models and indications intended for sale.
Separate review time, testing or GMP preparation, importer set-up and applicant response time in the project plan. Historic MFDS charts are not a reliable universal service-level commitment; obtain the current route-specific administrative information.
Typical deficiency patterns and corrective actions
| Observed problem | Filing risk | Controlled response |
|---|---|---|
| Intended use differs across form, IFU and testing | Route or technical review may no longer match the device. | Issue one approved claim matrix and correct each exhibit. |
| Equivalence asserted without a comparison | Clinical-evidence expectations can change. | Compare intended use, mechanism, materials and performance; obtain route confirmation. |
| Importer or manufacturer identity inconsistent | Applicant eligibility or GMP linkage may be unclear. | Reconcile legal names, addresses, sites and licence records. |
| New model or software function added mid-review | Existing evidence and authorization scope may be inadequate. | Assess a controlled amendment or separate filing before marketing. |
Maintain the authorization after the decision
The issued notification, certificate or approval is not a blanket clearance for future variants. Maintain the applicant's authorization file and a process to screen subsequent events:
- Compare shipped models, intended use, labels and manufacturing sites with the approved or notified particulars.
- Screen material changes for notification, variation approval or a fresh review under the current rules.
- Track applicable GMP conformity, quality complaints, vigilance/recall and traceability obligations.
- Retain submissions, authority correspondence, decision documents and evidence of completed corrections.
Official sources to check before submission
Official guidance is explanatory; use the current Korean legal text and the live application instructions when facts conflict.
- MFDS medical device approval pathways and business licences
- Current Korean notification/certification/approval regulation (effective 28 April 2026)
- MFDS GMP compilation (published February 2026)
- MFDS electronic application procedural information
Korean originals govern where an English translation is dated or non-binding; technical route and requirements should be rechecked at filing.
Questions on MFDS filing execution
Can the overseas manufacturer file without deciding on a Korean importer?
Do not begin on that assumption. For imported devices, the import-business licence and product authorization must be aligned with an eligible Korean applicant. Confirm the holder and filing powers before preparing the application.
Is every Class II device a NIDS certification?
No. Novel Class II products and specified exceptional categories can require MFDS approval. Verify equivalence and the current item-specific provisions instead of relying on risk class alone.
Does existing CE or FDA evidence remove the Korean technical review?
No automatic exemption follows from an overseas clearance. It may help substantiate safety or performance, but Korean dossier, classification, translation and GMP applicability still need individual checking.
When should we commission new tests or clinical evidence?
After the classification, intended use, equivalence position and dossier-gap review are set. Whether clinical data are mandatory depends on the applicable review path and material differences affecting safety or efficacy.
What happens when MFDS asks for additional documents?
The authorized applicant should answer via the relevant channel with a response index, revised exhibits and a traceable explanation of each correction. An unresolved inconsistency may delay or undermine the decision.
