Product Compliance And Certification For Power Bank In Japan

Scope and evidence must be confirmed before any paid tests or filings.

A power bank for Japan is not cleared by one universal certificate. Start with the actual cell, whether the product is primarily an external battery, each mains-powered component, and any wireless function. Then determine who places the precise model on the Japanese market. The PSE label is a consequence of fulfilling legal obligations, not a certificate purchased from the government.

This route map covers consumer USB power banks. It does not automatically classify AC-output portable power stations, battery-powered appliances, or medical/industrial battery systems. Freeze the product specification before ordering testing or printing a label.

Classify the battery and the marketed configuration

Determine the cell chemistry, individual cell energy in Wh, cell external volume in litres and the resulting volumetric energy density per cell (Wh/L). METI lists lithium-ion storage batteries at 400 Wh/L or higher within the legally regulated battery category, subject to stated end-use exclusions. A label saying 10,000 mAh or a pack rating in Wh does not establish cell-level Wh/L.

METI treats portable lithium-ion batteries used primarily as external supplies for other electronics as lithium-ion storage batteries even when charging or voltage-boost circuitry shares the enclosure. A battery permanently integrated into a different device needs a separate product/function analysis; do not apply an automatic power-bank conclusion.

Define what the Japanese buyer receives: USB-C-only bank, bank plus separate AC adapter, bank with integrated AC mains plug, wireless charging feature, Bluetooth/Wi-Fi module, or AC-output unit. Each may change the regulatory stack.

Japan power-bank regulatory decision matrix

Exact configuration / trigger Regulatory route Decision evidence before release
Consumer lithium-ion bank, qualifying cellsElectrical Appliances and Materials Safety Act (DENAN): non-specified lithium-ion storage battery; circular PSE after duties are fulfilled.Cell energy and external volume; primary function; manufacturer/importer identity; technical-standard file; inspections and artwork.
Cell density below 400 Wh/L or excluded end useDo not assume the lithium-ion battery category applies. Assess facts and other potentially regulated electrical goods separately.Cell datasheet and reproducible Wh/L calculation; documented end use; written classification rationale.
Separate AC wall charger included in the retail boxAssess charger independently under DENAN; a qualifying AC/DC supply is generally a specified item requiring diamond PSE and registered-body conformity assessment.Adapter input/output ratings, Japanese plug configuration, scope decision, applicable certificate/mark and responsible notifier.
Integrated mains charging circuit or AC-output stationNot automatically the same as a USB-only bank. Seek a product-specific classification for mains circuitry or an AC-output portable power station.Circuit diagram, port/output list, mains ratings, marketed principal purpose and authority/lab response.
Inductive / Qi-style charging or wireless communicationCheck Radio Act applicability separately: power-transfer field, frequency and power may require high-frequency-device analysis; Bluetooth/Wi-Fi can involve specified radio equipment. No automatic universal Giteki rule for every Qi unit.Coil frequency/power and emissions data; RF module IDs, antenna details, certification scope if applicable.
Air cargo / passenger-travel claimsTransport and airline rules are independent of PSE market placement; dangerous-goods documentation and operator acceptance require separate checks.UN 38.3 test summary, nominal Wh, chemistry, package design, shipping mode and current carrier restrictions.
Finished mobile battery after sale / return or disposalSince 1 April 2026, check the separate resource-efficiency collection and recycling framework for businesses manufacturing or selling self-imported power banks; applicability does not simply follow the 400 Wh/L DENAN threshold.Product definition and seller/importer role; collection locations and information to consumers; recycler arrangements and reporting owner.

Who is responsible when the power bank is sold in Japan?

Sales channel Likely accountable party and next question
Japan-based manufacturer or importing businessThe notified manufacturer/importer must complete relevant DENAN duties; the retailer still checks compliant markings. Identify the entity per regulated item.
Overseas seller directly supplying consumers in JapanSince 25 December 2025, qualifying direct sellers of covered products may be “specified import business operators”; they must designate a domestic administrator and perform applicable notification, conformity, inspection and marking duties. Check the precise transaction model.
Marketplace listing fulfilled by a domestic resellerDo not presume the foreign brand is the notifying importer: obtain the import and contractual chain and identify the business legally performing regulated activities.

Product-specific evidence dossier to request

Ask the supplier for the following nine model-specific items before accepting a generic “PSE passed” statement:

  1. Cell model, chemistry, nominal voltage, rated Wh, physical dimensions and cell-level Wh/L calculation, with source datasheets.
  2. Complete SKU bill of materials, PCB/BMS design, protection circuits, cell configuration, USB PD ratings and a list of optional AC/RF functions.
  3. Written Japanese electrical-appliance classification for bank and every bundled adapter, including reasons for any claimed exclusion.
  4. Reports demonstrating the selected Japanese technical-standard interpretation for the complete marketed power-bank design, matched to model and revisions.
  5. Routine inspection procedure, completed inspection records and documented retention/traceability; do not confuse a type-test report with inspections of finished units.
  6. Separate applicable charger conformity-assessment evidence (if specified), RF compliance rationale/results (if relevant), and accessory certificates.
  7. Photographs and approved artwork for each physical product marking, notifying business name, ratings, warnings and Japanese buyer-facing instructions.
  8. Seller/importer or specified foreign importer identity, domestic administrator agreement if applicable, plus dangerous-goods test summary and shipping instructions.
  9. For in-scope manufacturers and businesses selling their own imports, a used-power-bank collection/recycling plan, consumer-facing return information, recycler responsibilities and publication/records owner under the regime effective 1 April 2026.

PSE markings, technical standards and separate approvals

For an in-scope ordinary lithium-ion power bank, DENAN lists the battery under non-specified electrical appliances: circular PSE is the relevant form, rather than a mandatory third-party diamond-PSE approval for the battery itself. The notifying operator must verify conformity to Japanese technical requirements, perform required inspections, retain inspection records and apply the prescribed mark. METI’s regional guidance specifies retention of inspection records for three years after inspection.

Standards are not interchangeable with legal permission. JET identifies two interpretations available for mobile batteries: J62368-1 together with J55032, or J62133-2; confirm the current applicable edition and fit to your design with a competent laboratory. An IEC report or foreign approval is useful evidence, not automatic satisfaction of Japanese DENAN rules. A boxed mains adapter may have a different, specified-product PSE route.

Check actual Japanese PSE marking fields against the approved design: circular/diamond symbol as applicable, notified business name, rated voltage and rated capacity on the physical unit, plus any other markings required by the applicable technical-standard interpretation. Do not paste a supplier's PSE logo onto a new private-label SKU without verifying the responsible entity and conformity. If a radio route applies, its marking/approval is a separate question.

Recycling and take-back duties from April 2026: a separate market-access workstream

Since 1 April 2026, Japan’s Act on the Promotion of Effective Utilization of Resources framework also designates small portable power supplies using lithium rechargeable batteries (mobile batteries / power banks) for producer-led collection and recycling. This is separate from the Electrical Appliances and Materials Safety Act (DENAN). An assumption that a cell is below the 400 Wh/L PSE threshold does not decide whether the finished mobile battery falls within the recycling rules.

The implementing ministerial ordinance addresses businesses manufacturing power banks or selling power banks that they themselves import. For an in-scope business, examine arrangements to collect used products, provide consumers with collection information, arrange recycling directly or through contractors, and publish implementation information. The ordinance also covers cooperation with municipalities and annual publication of collection and recycling results. Do not infer that merely displaying a PSE logo, joining a marketplace, or holding a UN 38.3 report meets these separate duties.

  1. Confirm that the actual product is a small portable power supply incorporating a lithium rechargeable battery; document borderline designs separately.
  2. Identify the manufacturer or importing-and-selling business subject to the resource-recycling provisions; do not automatically treat an ordinary reseller or foreign D2C seller as having the same role without examining the transaction.
  3. Request the Japanese collection/recycling partner or internal scheme, customer-facing take-back information, municipality-handling arrangements and records of annual reporting/publication.
  4. Escalate the waste-handling, collection network and cross-border execution model for local legal review; PSE documentation alone is insufficient.

Six release gates for a Japanese SKU

  1. 1 — Lock the Japan SKU: list model, cells, dimensions, port ratings, bundled accessories, intended users, channels and variant names.
  2. 2 — Classify each electrical item and wireless feature; escalate borderline density, integrated AC and charging-coil cases to an authority or qualified Japanese assessor.
  3. 3 — Assign the proper legal operator for each item, including the domestic administrator where the overseas direct-sales rules apply.
  4. 4 — Establish the Japanese technical-standard route, testing gaps, individual-item conformity assessment where required and finished-product inspection controls.
  5. 5 — Approve physical PSE and other applicable marks, Japanese-facing information and transport packaging against the precise approved configuration.
  6. 6 — Release only after an evidence owner signs the SKU register; monitor incidents, complaints, battery-lot changes and regulatory updates.

Before final release, assign an owner for any applicable 2026 take-back scheme, document a collection route and consumer information, and allocate responsibility for annual publication of collection and recycling results; PSE compliance does not discharge these duties.

What changes require a new assessment?

Change trigger What must be reopened
Cell maker, format, chemistry or capacity changesRedo cell-level density check and evaluate whether prior safety evidence, protective circuitry tests and transport files still cover the SKU.
BMS firmware, protection threshold or fast-charge rating changesAssess overcharge, short-circuit, thermal and charging test coverage and inspection criteria.
Add/remove wall adapter, AC plug, Qi coil or BluetoothRedo classification and any separate DENAN/Radio Act, label and package dependencies.
Switch importer, seller entity, domestic administrator or private labelRecheck notified-operator obligations, designation, label business name and records ownership.

A circular PSE marking answers only the applicable electrical-product obligations. It does not by itself establish air-shipment acceptance, RF approval, zero fire risk, or compliance of a bundled AC adapter. For AC-output portable power stations, METI has separately discussed safety requirements; do not rely on a USB-bank classification for them.

Official and technical starting points (verify current version for the exact SKU):

Power-bank compliance: practical questions

Does a 10,000 mAh power bank automatically need circular PSE?

No conclusion follows from mAh alone. Confirm it is an external lithium-ion battery and calculate Wh/L for each cell; METI uses the 400 Wh/L cell-density threshold, with specified exclusions. If covered, satisfy DENAN requirements before marking and selling.

Can I use the factory’s existing PSE artwork under my own Japanese brand?

Only after verifying the exact covered design and the business legally entitled to mark it. Private-label, notifier and cell changes can invalidate assumptions; request the Japanese classification, inspection records and approved mark artwork.

Does a USB power bank packed with a wall charger need one PSE mark or two?

Evaluate the bank and adapter separately. The bank may fall under circular PSE, while a qualifying AC/DC adapter normally follows the specified-appliance diamond-PSE route. One item’s evidence does not approve the other.

Does wireless Qi charging always require Japan’s Giteki certification?

No blanket answer. Determine whether the feature is a high-frequency utilization device, radio equipment or another category based on frequency, power and design. Bluetooth/Wi-Fi adds an independent RF classification question.

Can an overseas D2C seller rely entirely on the Chinese factory or an online marketplace?

Not automatically. Direct sales of covered goods to Japanese consumers can make the foreign seller a specified import business operator under rules effective 25 December 2025, with a domestic administrator and DENAN obligations. Confirm the importer/sales chain before launch.

Does a power bank below the PSE 400 Wh/L cell-density threshold avoid Japanese recycling duties?

Not necessarily. DENAN battery scope and the mobile-battery collection/recycling scheme introduced on 1 April 2026 have different legal tests. Confirm the finished-product definition and whether you manufacture it or sell units you import yourself.
