Product Compliance And Certification For Food Container In China
A food container is not cleared for China by a single generic “food-grade certificate”. The decision depends on each food-contact layer, its authorised ingredients, foreseeable use and whether the item is manufactured in China or imported. Use the map below for an empty lunchbox, storage tub, jar or packaging container; a container already filled with food also raises separate rules for the food and its label.
The product-specific decision is to identify all contact surfaces and applicable regimes before ordering tests, printing packaging or promising a launch date.
Define the container and its actual food-contact conditions
Create one record per model and material variant. Note the body, lid, seal, coating, internal print, glue and any reusable liner; identify which faces touch food directly or can transfer substances indirectly. Obtain the resin/metal/paper identity, substances and suppliers, not merely “BPA-free” marketing.
Specify food types (dry, aqueous, acidic, fatty), longest contact, hot-fill or refrigeration, heating or microwave use, repeat-use cycles and intended users (including infants, if applicable). Identify a mainland producer, seller and importer where relevant. Unknown inputs mean classification is pending, not that the item is exempt.
If the food container has powered heating or connected electronics, use the separate electronic-product compliance map for those non-food-contact layers; this page remains responsible for the food-contact route.
China food-container regulatory stack: decision matrix
| Trigger / example | Applicable layer to check | Release question / evidence |
|---|---|---|
| Every food-contact container | Food Safety Law; GB 4806.1-2016 general requirements; appropriate material-specific GB 4806 standards; permitted substances under GB 9685-2016 (including the 2025 Amendment No. 1) and NHC authorisations. | Are all contact layers and additives covered for the proposed food/time/temperature? |
| Plastic tub, cap or liner | GB 4806.7-2023 plus resin/additive restrictions; GB 31604 methods as applicable. | Which polymer grade, colourant and recycled-content claim is being used? |
| Paper carton, metal can, glass or wood vessel | Map each component to its corresponding GB 4806.8 / .9 / .5 / .12 standards, and any other relevant material rule. | Is there a barrier, coating or decorated food-contact surface? |
| Ceramic crock or enamelled food container | GB 4806.4-2016 for ceramic or GB 4806.3-2016 for enamel, in addition to the general and applicable decoration/contact rules. | What is the fired/glazed substrate, internal decoration and the actual contact condition? |
| Non-silicone rubber seal (e.g., EPDM) | GB 4806.11-2023 for applicable food-contact rubber; do not apply the GB 4806.16-2025 silicone standard solely because the part is described as a “rubber gasket”. | Is the elastomer specifically silicone rubber or another formulation, and which migration restrictions apply? |
| Laminate, ink, adhesive, coating, silicone seal | Check GB 4806.13-2023, .14-2023, .15-2024, .10-2025 and .16-2025 respectively, as applicable; not every standard applies to every SKU. | Can constituents of non-direct layers migrate through a barrier or set-off? |
| Domestic food-contact container production (even outside licensed categories) | GB 31603-2015 addresses hygiene in manufacturing food-contact materials and articles; it is a food-safety standard, not a factory licence or CCC certificate. | Can the factory show raw-material, processing, contamination-control and hygiene records independently of its production-licence classification? |
| China-based manufacturing in a licensed category | Industrial-product production licence (not CCC): verify the precise product catalogue and 2026 implementing rules; SAMR supervises. | Does this factory/product category require a production licence before production? |
| Imported empty container or powered lunchbox | Chinese food-contact compliance still applies; check current customs process. If electrically powered, assess the separately defined CCC catalogue. | Who is importer of record, and is any electrical function in a listed CCC category? |
As of October 2026, the official industrial-production licensing catalogue expressly includes food-use plastic packaging, containers and utensils and food-use paper packaging and containers manufactured in China. Check the precise product subtype and responsible production site against the applicable implementation rules effective 1 April 2026; do not infer that every glass or metal container needs the same licence. This factory-side industrial licence is separate from the product-based CCC scheme and is not an automatic import licence.
Four constructions that change the compliance route
| Representative construction | Added compliance question | Specific evidence to obtain |
|---|---|---|
| PP lunchbox with silicone gasket | A plastic body does not clear the separate elastomer seal; distinguish silicone rubber from other rubber. | PP formulation and colourants; seal specification; migration data for each food-contact component; GB 4806.16-2025 applicability. |
| Printed, laminated paper takeaway box | Food-side plastic laminate, adhesive and ink can create distinct restrictions even without direct ink contact. | Layer drawing, ink location, adhesive composition/authorisations and barrier/set-off assessment; GB 4806.8, .13, .14, .15 screening. |
| Metal jar with internal lacquer | Base metal and internal coating need separate checks; a bare-metal test alone is incomplete. | Alloy details, inner-coating recipe and intended heat/food profile; GB 4806.9 and .10-2025 screening. |
| Glass storage jar with decorated lid | Glass body, lid polymer and gasket are separate contact materials; a decorative surface may also matter. | Glass specification, lid and seal BOM, coating/print location and assembled-use migration rationale. |
For a paper takeaway box, distinguish an applied food-contact coating from an attached plastic-film laminate. Since the 2026 update, GB 4806.10-2025 also covers applicable coatings on paper; check its actual scope alongside GB 4806.8-2022 and, where applicable, the composite, ink and adhesive standards. A paper-only test report cannot settle a coated or multilayer construction.
Evidence file to request before commissioning tests
Build a traceable SKU dossier, not a folder of unrelated certificates. Request:
- Frozen construction drawing: Food-touching and indirectly exposed faces, volumes, contact area and material changes.
- Material and substance trace: Resin/alloy/fibre grades, additive and pigment identities, supplier declarations and relevant NHC approvals or restrictions.
- Use specification: Food groups, maximum time/temperature, hot-fill, microwave and repeat-use assumptions; any excluded uses.
- Test plan and representative samples: GB 31604.1-2023 migration design, food simulants/conditions, relevant overall/specific migration and sensory or material tests; laboratory scope.
- Product conformity statement: Standards relied on, restricted substances/limits and, for finished articles where required, overall migration compliance; link each statement to a report.
- Manufacturer/seller/import file: Identity and contact data, batch traceability, factory records, production-licence applicability and import documentation where relevant.
- Chinese-facing label and instruction proof: Product/material identification, applicable standard, warnings and substantiated usage limits; proof matching actual SKU.
Records for raw-material controls, producer inspections and seller incoming checks covered by Articles 10–12 of SAMR Order No. 62 must be retained for at least the product shelf life; where that life is under two years or unspecified, the minimum is two years (Article 13). Build this retention rule into the SKU evidence file; it is not a universal expiry date for test reports.
Migration testing must match the claimed use
GB 31604.1-2023 sets general principles for migration testing, but it does not mean that every container requires the same fixed test package. Select tests from the identified layers, permitted-substance restrictions and realistic worst-case use. For reusable containers, document the relevant repeated-contact approach; test lid, gasket and coatings rather than only the largest body surface.
A favourable EU or US report may inform a gap assessment but does not, by itself, demonstrate conformity with China GB standards and China-specific substance authorisations. Before relying on an existing report, reconcile test conditions, detection limits, sample identity, formulation and dates.
GB 4806.10-2025 (food-contact coatings) and GB 4806.16-2025 (food-contact silicone rubber) took effect on 2 September 2026. For a container assessed for the Chinese market in October 2026, they are operative standards, not merely published proposals; review existing coating and silicone reports against the current editions. GB 4806.1-2016 remains the general standard cited here; a draft revision is not enforceable. The substance check must include Amendment No. 1 (2025) to GB 9685-2016 and later applicable NHC authorisations, rather than treating the original 2016 list as frozen.
Product information, certification claims and market release
Under SAMR Order No. 62 and GB 4806.1, product information must be accurate. Check product name, material, manufacturer contact details, production date and shelf life when applicable, executed standards and warnings. The general standard also addresses the compliance statement and the “food contact” indication or symbol, with exceptions for self-evident food-contact items. Information placement and accompanying documents depend on the applicable rules.
A “microwave-safe”, “freezer-safe”, “dishwasher-safe” or infant-use claim needs a product-specific substantiation and matching restriction on time, temperature and food type; never derive it merely from the polymer name. Do not use “China certified”, CCC, CQC, FDA or EU logos as interchangeable signals. CCC is a separate catalogue-based mandatory scheme, not an automatic condition for a passive food box; voluntary third-party marks cannot replace mandatory product compliance.
Chemical-migration compliance does not establish that a metal jar is safe for microwave heating. Do not advertise microwave use without separate product-and-appliance-specific safety evidence; otherwise prohibit it clearly in the instructions.
The Food Safety Law and SAMR rules impose producer/seller controls and inspection; manufacturing-licence applicability depends on the licensed product category, not on all food-contact goods indiscriminately. Imported items still require China compliance; the 2016 customs inspection work specification was repealed in 2024, so do not use it as today’s filing instructions.
Launch gates and change-control triggers
- Freeze the SKU: Approve a unique formulation and drawing for body, lid, gasket, coating, printing and supplier.
- Classify each layer: Mark direct/indirect contact, relevant GB standards and authorised substances; escalate any unapproved component.
- Check route-specific gate: For domestic production verify the precise licensed category and current implementing rule; for imports verify customs/partner requirements; for powered features check CCC scope separately.
- Test and document: Select defensible samples and conditions, assess results against each applicable limit, assemble conformity evidence and traceability.
- Approve final label: Reconcile all declared uses and Chinese-facing product information with verified reports and limits.
- Control changes: Recheck when resin/colourant, seal, adhesive, coating, plant, supplier, food type, temperature, duration or standard edition changes; hold affected SKU until assessed.

Food-container questions buyers actually ask
Does an imported PP lunchbox need CCC?
Not simply because it is a food container. First verify food-contact GB requirements and customs handling; CCC depends on whether the actual product independently falls within the current mandatory CCC catalogue (for example, because of a covered electrical function).
Can we use one report for a box and its silicone lid seal?
Not without showing it covers the actual assembled construction and every relevant contact material. A separate seal can trigger silicone-rubber requirements; verify GB 4806.16-2025 and contact conditions.
If the container is made of food-grade stainless steel, is testing finished?
No. Identify the alloy and any food-side coating, lid liner, ink or gasket. The metal-specific regime alone does not clear a coated or mixed-material container.
Will an EU food-contact declaration clear sales in China?
No automatic equivalence. Compare the component formulations, Chinese GB material and additive requirements and migration conditions; commission gap testing if the existing evidence cannot substantiate the China route.
Can a factory use one “microwave-safe” claim for every colour and size?
Only after assessing whether variants share relevant materials, thickness/contact geometry and validated heating conditions. A new pigment, coating or gasket may require a new evaluation; restrict the claim where evidence is narrower.
