FSSAI Registration Services In Haryana India

Scope and evidence must be confirmed before any paid tests or filings.

FSSAI registration in Haryana is a location-specific application under India’s national food-safety regime—not a separate Haryana licence. Begin with the place where food is actually prepared, stored, sold or distributed. The state, district, activity and premises determine how to complete the official FoSCoS filing.

The 2026 FSSAI reforms changed turnover bands and made licences and registrations perpetually valid subject to continuing compliance. Old ₹12-lakh guides and old renewal instructions may therefore misroute a new application. This guide distinguishes the Haryana operating facts from the national rules.

Start with the actual Haryana premises

Use the operating location, not merely a Delhi head-office address, accountant’s address or consultant’s address. FoSCoS asks for the state in which the premise is located and the Kind(s) of Business (KoB). A premise normally has one registration or licence containing the applicable KoBs; different premises may need separate coverage.

Before opening an application, confirm these four facts from your own records. For a Haryana kitchen with a Delhi corporate office, check the kitchen as a Haryana premise; if the operator trades in more than one state, separately assess the head-office Central-licence rule and each operating premise.

  • Actual unit and district in Haryana, with PIN code
  • Food activities at that unit: cooking, packing, selling, storing or transporting
  • Applicant/operator identity and all other operating premises
  • Annual turnover, production or storage capacity and any specialised activity

Decide the route under the 2026 rules

For applications lodged on or after 1 April 2026, the FSSAI order describes registration up to ₹1.5 crore turnover, a State licence above ₹1.5 crore through ₹50 crore, and a Central licence above ₹50 crore. This is a turnover starting point, not an automatic answer for every KoB: some activities and locations have specific Central-licence criteria.

Classify the actual activity and capacity in the current FoSCoS eligibility screens before paying. Legacy portal tables can still display ₹12 lakh; where they conflict, use the later official 2026 order and seek an authority clarification rather than guessing.

The April 2026 FoSCoS KoB table lists importers, operators classified under its e-commerce KoB, proprietary-food manufacturers and food/health-supplement or nutraceutical manufacturers as Central-licence cases regardless of turnover. For example, a Haryana supplement manufacturer at ₹40 lakh turnover should investigate Central licensing rather than assume registration; a shop merely reselling packaged supplements may have a different KoB. Match the real activity to the current official category before filing.

Haryana routing matrix
Haryana scenario Initial route What must be checked
Food shop operating only in Haryana, turnover ₹80 lakh Registration turnover band after 1 April 2026 Confirm KoB and any special eligibility condition; turnover alone is not the whole test.
Haryana processor with turnover ₹12 crore State-licence turnover band Check manufacturing capacity, product type and possible Central criteria in FoSCoS.
Haryana importer or an e-commerce food operator Check Central-licence KoB criteria Do not classify solely by local shop turnover; verify activity and registered-office structure.
Street-food vendor registered under the 2014 Street Vendors Act Check deemed-registration treatment 2026 FSSAI FAQs remove duplicate registration for qualifying vendors; hygiene duties continue.

2026 rules take precedence over older undated website tables.

Identify the correct authority and helpdesk

Haryana is served by the state Food and Drugs Administration for state-level food-safety administration. FSSAI publishes a Haryana Commissioner entry and a Haryana helpdesk (0172-2590001; jcfood.fda-hry@gov.in). The named officer and contact details may change; verify them in the live official directory.

The FoSCoS “Know Your Officer” function and the selected premise/KoB are the safer route to the competent registering or licensing officer. A Central licence follows FSSAI’s central channel; do not assume that every Haryana case is decided at a single Panchkula office. Haryana’s Food, Civil Supplies and Consumer Affairs Department is not a substitute for the food-safety licensing channel.

Build evidence for the Haryana operation

The evidence pack is not identical for a tea kiosk, a manufacturing unit and a warehouse. Use the current FoSCoS document list for the exact KoB and application category. The 2021 FSSAI KoB-wise document order is a reference, but a live portal request and later official instructions must be checked.

The following matrix is a preparation aid, not a universal list of legally compulsory attachments. Gather records before entering data, but upload only what the applicable FoSCoS route requests and preserve originals if inspected.

Haryana evidence preparation matrix
Type of Haryana site Prepare and cross-check Frequent mismatch to avoid
Restaurant or home kitchen Premises address/PIN, operator ID, menu or food-service KoB, turnover Using delivery-platform or billing address instead of cooking site
Food manufacturing or packing unit Facility details, production capacity, products and KoB-specific supporting documents Choosing “retail” when manufacturing/packing is carried out
Warehouse or multiple branches Separate premise list, storage activity and capacity; other-state head office if relevant Treating one shop certificate as covering all warehouses
Mobile/street vendor Vending activity, supporting vendor status under the 2014 Act where claimed Assuming deemed registration excuses hygiene compliance

File and respond through FoSCoS

Select Haryana, the correct district and premises in FoSCoS; select all relevant KoBs; confirm the registration/licence route; complete the application and attach the current required evidence; pay the fee shown by the official portal; retain the reference and track queries or inspection requests.

Do not assume an application has been approved because payment succeeded. If the authority asks for a correction, reconcile the address, operator name, business activity and product or capacity details with the documents before resubmitting. No Haryana-specific guaranteed approval time is asserted here.

  1. Confirm the real Haryana operating address and KoB.
  2. Check the 2026 thresholds, special criteria and the portal’s live document list.
  3. Submit and save the application reference; answer official queries through FoSCoS.
  4. Verify the issued certificate, endorsed activities and ongoing change obligations.

Maintain the approval and manage changes

The March 2026 FSSAI FAQs say licences and registrations have perpetual validity unless suspended, cancelled or surrendered; routine renewal is no longer required. Fees may still be paid for a selected number of years. Existing businesses moving between categories under revised turnover thresholds are covered by a migration mechanism without a migration fee; check live FoSCoS status.

Perpetual does not mean inspection-free. Hygiene and safety duties continue, including applicable Schedule 4 obligations and activity-specific testing or conditions. Review the recorded KoBs and premises when operations, capacity, turnover band or location changes, and use the official modification process where required.

Check the boundary of paid assistance

Government charges depend on the applicable category and activity; use the current official fee display, not a private “Haryana FSSAI fee” table. A consultant’s preparation fee is separate from government charges. Neither a local representative nor a Food Safety Mitra can guarantee authority approval.

If you want a wider guide to national filing execution, use the India-wide service page. For a Gurugram premises, the city-specific guide addresses its operating-location details; neither page creates a separate Haryana law. A paid assistant should disclose the work covered and leave the applicant able to access its own FoSCoS account.

Haryana-specific questions

Does my Gurugram shop need a separate city-specific FSSAI licence?
There is no separate Gurugram FSSAI regime. Use its actual Haryana premises in FoSCoS; a different branch generally needs its own premises assessment.
Is ₹80 lakh turnover still too high for registration?
Not by the turnover bands effective 1 April 2026: registration extends to ₹1.5 crore. But confirm the KoB and any special Central or sector conditions before selecting it.
Can a Delhi-registered company use its Delhi licence for a Haryana kitchen?
A Delhi office address does not by itself cover a separate Haryana food premise. Assess the kitchen’s own filing and the head-office rule if operating in more than one state.
Must a Haryana street vendor registered under the 2014 Act apply again?
The 2026 FSSAI FAQs provide deemed registration for qualifying vendors already registered under the Street Vendors Act; verify the underlying status. Schedule 4 hygiene obligations remain.
Do I renew a licence granted before the 2026 reform?
FSSAI’s 2026 guidance provides perpetual validity and migration arrangements. Verify the certificate and migration status in FoSCoS, keep applicable fees and compliance current, and make modifications when required.
