FSSAI Registration Services In Kerala India
A food operator in Kerala applies under India's national FSSAI framework, not a separate Kerala licensing law. The useful local decision is which physical premises, district and food activities belong in the FoSCoS application and which authority handles that route.
The FSSAI reforms implemented in 2026 changed turnover bands and introduced perpetual validity. Do not rely on older guides still quoting ₹12 lakh, ₹20 crore or compulsory periodic renewals.
Kerala FSSAI routes: check KoB exceptions before turnover
For new applications from 1 April 2026 the general turnover bands are registration up to ₹1.5 crore; State licence above ₹1.5 crore and up to ₹50 crore; Central licence above ₹50 crore. These are not an override of activity-specific Central categories or other exceptions: use the current FSSAI kind-of-business (KoB) matrix.
| Kerala operating situation | Likely route / exception | Check before filing |
|---|---|---|
| A small tea or snacks outlet in Thiruvananthapuram; turnover ₹80 lakh | Registration under the ordinary small food-service KoB | Check all on-site cooking/sale activities and whether the operator qualifies under the street-vendor rule. |
| A restaurant in Ernakulam; turnover ₹3 crore | State licence in the ordinary restaurant KoB | Confirm the actual restaurant premises, business identity and annual turnover. |
| A fish-processing plant near Kozhikode; turnover ₹60 crore | Central licence under the fish-processing KoB | Check product category, premises, processing operations and food-safety evidence. |
| A food importer based in Kannur, even with low turnover | Central licence: importer is an activity-specific category | Do not substitute small-turnover registration; identify the importer and import-related documents. |
| A Kerala operator falling within FoSCoS e-commerce KoB | Central licence regardless of turnover in that KoB | Verify whether the actual role meets the e-commerce KoB; merely taking online orders does not by itself settle the classification. |
| A Palakkad grain/pulse milling unit | Special KoB treatment: State licence may apply regardless of turnover | Check the specific milling entry in the 2026 matrix rather than applying general turnover logic. |
| A street-food vendor in Malappuram registered under the Street Vendors Act 2014 | Deemed FSSAI registration may apply | Verify qualifying vendor registration; hygiene obligations still apply. |
These are routing examples, not automatic approvals. A business with several KoBs, or a specially regulated product, must verify every applicable activity in FoSCoS before selecting a category.
Match the Kerala district to the actual operating premises
FoSCoS asks for premises address, Kerala as the State, district, sub-district and PIN code. A consultant’s or correspondence address should not replace the address where food is handled. Treat separate kitchens, shops, factories and warehouses as distinct premises for a premises-wise assessment; do not assume a head-office approval covers them.
Kerala’s Commissionerate of Food Safety maintains a directory of Assistant Commissioner offices across 14 districts and regional Deputy Commissioner offices. It is a local contact and escalation resource; it does not create a separate Kerala fee schedule or displace the Central authority when a Central licence is required.
| Where the premises are | Practical local reference |
|---|---|
| Thiruvananthapuram | Commissionerate headquarters at Thycaud; district Assistant Commissioner office listed in the Kerala directory. |
| Ernakulam / Kochi | Ernakulam district Assistant Commissioner; regional Deputy Commissioner contact also listed. |
| Kozhikode / Calicut | Kozhikode district Assistant Commissioner; regional Deputy Commissioner contact also listed. |
One premise is not the same as one activity. FoSCoS guidance permits one FSSAI registration/licence at a premises with multiple endorsed kinds of business (KoBs). Other operating sites normally need separate premises-wise applications; the official guidance notes an exception for transporters. If the same operator works in more than one Indian State, also check the Head Office/Registered Office Central-licence requirement, in addition to the relevant site filings.
For districts not shown in the examples, check Kerala’s current district nodal-officer list. Confirm contacts before approaching an office; district contact details do not themselves establish jurisdiction over a Central licence.
Build the evidence pack by Kerala premises and KoB
Before applying, make a premises-by-premises record. The exact mandatory uploads are the live FoSCoS checklist for the selected KoB, not every item in a generic consultant list.
| Record / checkpoint | Why it matters here |
|---|---|
| Premises and applicant | Full Kerala address, PIN, proof of possession where requested; correct legal operator, contact details, photograph and identity evidence for registration as applicable. |
| Activity and turnover | Describe cooking, retail, processing, storage, delivery or import distinctly; maintain support for the stated turnover and selected product categories. |
| Processing or repacking | Where applicable, prepare unit layout, equipment and capacity, food categories, relevant water test and food-safety management information. |
| Companies / special KoBs | Where applicable, prepare authorised signatory and Form IX nomination, importer documentation or third-party manufacturing/repacking papers. |
| Multiple Kerala outlets | List each actual outlet and its KoBs, and confirm premises-wise filings; if operations extend to other States, check the separate Head Office/Registered Office Central KoB. |
A photo ID, lease and water test are not universally mandatory for every operator: the required documents depend on the application type and KoB. Any municipal or other sectoral permission must be checked separately; FSSAI approval is not a blanket local permit.
Filing path: from Kerala address to decision
- Map each real food-business premises and classify every food activity; record the responsible applicant.
- Use the official FoSCoS New License / Registration eligibility flow and the updated 1 April 2026 KoB matrix; check special Central or State exceptions.
- Complete the prescribed application (Form A for registration or Form B for licensing as applicable), using the real premises fields and documents requested for the chosen KoB.
- Review the application preview, government charges and declarations; submit through FoSCoS and retain its acknowledgement/reference number.
- Track the application and any authority query or inspection through the official system. Do not promise an approval date or treat a submitted application as a granted licence.
- On issuance, verify the certificate, licensed activities and premises; maintain hygiene and other ongoing duties, and assess modifications when operations change.
Kerala’s Akshaya centres list FSSAI registration/licensing assistance. This is an optional help channel, not a separate approval route. Ask for the official FoSCoS government charge and any facilitation/service charge as separate amounts; retain the FoSCoS reference and payment acknowledgement.
Existing Kerala certificates: perpetual validity, fees and changes
FSSAI’s 27 March 2026 official FAQs state that licences and registrations have perpetual validity unless suspended, cancelled or surrendered: periodic renewal is no longer required. They also say certificates issued on or after 1 April 2026 are perpetual. Older FoSCoS screens and third-party renewal articles may still show the pre-reform one-to-five-year model.
For a pre-reform Kerala certificate, check its current FoSCoS record and migration/transition instructions rather than either paying an old renewal demand blindly or assuming all historical entries were automatically updated. The FAQs describe threshold migration by system processing based on self-declarations, without an authority approval or a migration modification fee; the number remains unchanged.
Perpetual validity is not a waiver of fees, hygiene, product requirements, applicable returns or changes to certificate details. The FAQs permit payment for a chosen number of years at any time. Ordinary modifications continue under the existing procedure; street-vendor deemed registration applies only to qualifying vendors registered under the 2014 Street Vendors Act.
Kerala filing errors: wrong district, site or KoB
| Risk in a Kerala application | Safer response |
|---|---|
| Using a ₹12-lakh or ₹20-crore threshold from an old guide | Use the 1 April 2026 FSSAI matrix, then check activity-specific exceptions. |
| Selecting a State licence merely because the site is in Kerala | Check the Central-only KoBs such as import and applicable e-commerce operations. |
| Registering one office while production occurs at another address | Audit each actual premise and its district/PIN before submission. |
| Treating perpetual validity as no continuing compliance | Review hygiene, food safety obligations, fee position and any required modification. |

Kerala FSSAI: decisions that often cause mistakes
Can a Kochi home kitchen use registration if turnover is ₹20 lakh?
Potentially, under the general 2026 registration band, but confirm the correct food-service KoB, actual home-kitchen premises, and any separate local permissions before filing.
Where do I lodge an application for a Kozhikode site?
Start in FoSCoS with the Kozhikode premises, district and PIN. The Kerala Commissionerate directory helps identify local contacts; the selected KoB determines State versus Central handling.
My Kerala licence shows an expiry date in 2026. Must I renew it?
Do not rely on the printed expiry date alone or an old renewal article. Review the current FoSCoS status and the 27 March 2026 official perpetual-validity and migration FAQs; resolve any inconsistent record with the authority.
Does a street vendor’s municipal ID eliminate food-safety duties?
No. Deemed FSSAI registration requires qualifying registration under the 2014 Street Vendors Act, and applicable Schedule 4 hygiene duties remain. A generic municipal receipt is not proof of this condition.
Can an importer in Kerala choose basic registration because sales are small?
No, not when the importer KoB applies. The 2026 FSSAI matrix lists importer as a Central-licence activity regardless of turnover; verify the precise business role and required supporting documents.
