Kerala Food And Safety Registration

Scope and evidence must be confirmed before any paid tests or filings.

“Kerala food and safety registration” usually means determining which FSSAI registration or licence a food business operating in Kerala needs. The Food Safety and Standards Act, 2006 is a national framework; Kerala has its own food-safety administration, not a separate competing FSSAI registration law.

The first decision is classification, not form-filling. As of 1 April 2026 the turnover bands and validity rules changed significantly. Check the actual activity and premises in the current FoSCoS eligibility rules before committing to a category.

Which FSSAI route applies to a Kerala food business?

Situation / triggerProvisional routeCheck before submission
Ordinary eligible food activity, annual turnover up to ₹1.5 croreFSSAI registrationConfirm kind of business (KoB); turnover alone is not decisive for every activity.
Ordinary eligible activity, above ₹1.5 crore up to ₹50 croreState licenceUse the applicable state-licensing eligibility entry for the Kerala premises.
Ordinary eligible activity, above ₹50 croreCentral licenceCheck the exact KoB and central jurisdiction.
Catering for group events (KoB: Caterer), turnover up to ₹50 croreState licence, even below ₹1.5 croreDo not confuse a group-event caterer with a home-based canteen, dabba-walla or takeaway category; check the exact KoB and any central trigger.
Food import, e-commerce operator or merchant-exporterCentral licence even below turnover bandsDistinguish a marketplace operator from a Kerala shop merely selling through one.
Business active in two or more Indian states/UTsCentral licence for declared head/registered office; evaluate each Kerala premises separatelyA head-office central licence does not automatically replace the correct registration or licence for an individual location.
Grain, cereal or pulse milling unitState licence even at low turnoverSpecific 2026 KoB entry overrides a simple turnover-only reading.
Street vendor covered by the Street Vendors Act 2014 registrationDeemed FSSAI registration may applyVerify the qualifying street-vendor registration; Schedule 4 hygiene duties remain.

These are screening routes, not automatic approvals. The FSSAI 2026 KoB schedule governs category-specific exceptions, including some central activities and head-office situations.

Four Kerala examples that expose a wrong filing route

Kerala scenarioMost important questionSafe next action
Home kitchen / catering service in KochiIs this a group-event Caterer (state licence up to ₹50 crore), or a home-based canteen/meal-distribution activity that may follow turnover bands?Identify the actual food-service KoB and premises before filing. A home address does not determine the category; a Caterer is not automatically eligible for registration.
Kozhikode grocer listing products on a delivery appIs the operator an ordinary retailer or itself an e-commerce food business operator?Check the commercial role and portal category before assuming a central licence.
Small rice-milling operation in PalakkadDoes the general manufacturing turnover shortcut incorrectly suggest registration?Check the specific grain-milling entry: it indicates state licensing.
Mobile snack cart in ThiruvananthapuramIs there qualifying registration under the 2014 street-vending law?Verify evidence of that status, otherwise check the regular hawker route.

Documents to assemble before selecting “Apply”

Evidence checklist by decision point: the registration checklist and licensing checklist are not interchangeable.

  • Applicant and actual location: For registration, the official base list is an applicant photo, government photo ID and business-activity address proof where the address differs from the ID.
  • Legal entity and activity: Record operator name, Kerala district, premises, food activities, products, turnover and any other sites or head-office functions.
  • State licence / processing: Where the chosen KoB requires it, prepare Form B, processing layout, equipment/capacity, responsible-person details, food categories and applicable water-analysis or business-constitution records.
  • Risk and evidence boundary: For dairy, meat, fish, packaged drinking water or infant food, registration does not displace relevant hygiene, testing and product-specific obligations. Use the live FoSCoS document list.

From a Kerala premises to the correct authority

  1. Identify the operating premises in Kerala by district and PIN; do not substitute an agent’s address.
  2. Open FoSCoS – new licence/registration, choose premises location and every relevant KoB, then review eligibility.
  3. Check registration versus State/Central licence and the 2026 eligibility matrix; collect the document set displayed for your category.
  4. Submit via FoSCoS, keep the application reference and verify the issued certificate/status in the official system. Filing alone is not proof of approval.
  5. For state-level operational questions, use the Kerala Commissionerate filing page and its district nodal contacts. A central-category issue belongs with the competent central authority.

What the 2026 reforms change after registration

  • Turnover: new applications from 1 April 2026 use the ₹1.5 crore / ₹50 crore bands, subject to KoB-specific provisions.
  • Validity: licences/registrations issued on or after 1 April 2026 have perpetual validity unless suspended, cancelled or surrendered; “perpetual” does not mean hygiene compliance or fees disappear.
  • Existing certificates: FSSAI says migration under revised thresholds is based on self-declarations, without a migration modification fee or number change. Check your live FoSCoS record rather than filing a duplicate.
  • Fees: the official eligibility matrix lists ₹100 for ordinary registration per annum and ₹0 for the specified hawker KoB; other fees depend on activity/category. Do not confuse a government charge with an adviser’s fee.
  • Changes and hygiene: premises/activity changes may still require modification; Schedule 4 duties and applicable testing remain. Avoid promises of a fixed approval date.
  • June 2026 licence conditions: Licensed food manufacturers must maintain separate daily records of production and raw-material use; that particular condition excludes non-manufacturing operators. A distinct FIFO/FEFO stock-rotation rule excludes retailers. Check which duties apply to your KoB.

Older portal text may be stale: some legacy FoSCoS screens still display the pre-2026 ₹12 lakh threshold or 1–5-year renewal instructions. For a current decision, compare the dated 2026 FSSAI FAQ and revised KoB matrix with the live application outcome; request clarification from the competent authority if they conflict.

Your pre-application decision record

Before contacting an adviser or starting an application, capture (1) the Kerala premises/district, (2) all KoBs and products, (3) annual turnover, (4) whether you import, run a marketplace, mill grain or work in other states, and (5) any existing FSSAI number or street-vending authorisation. Without these facts, the correct route cannot responsibly be concluded.

Kerala FSSAI registration: specific questions

Does a Kerala home bakery under ₹1.5 crore automatically need only registration?

Not automatically. It falls within the ordinary turnover band, but the actual manufacturing/food-service KoB and any special eligibility conditions must still be checked in FoSCoS.

Our Palakkad rice mill has low turnover. Can it use basic registration?

Do not infer that from turnover. FSSAI’s updated general-manufacturing matrix puts grain, cereal and pulse milling units on the State-licence route irrespective of that turnover shortcut.

Does selling through a delivery platform make my Kozhikode shop a central e-commerce licensee?

Not by itself. Determine whether your own business is the e-commerce operator or a retailer using a third-party platform, then select the matching KoB.

Must a street-food vendor in Kerala file again after registering under the 2014 Act?

A qualifying vendor registered under the Street Vendors Act, 2014 is deemed registered under the FSS Act by the 2026 reform. Confirm the qualifying status; food-hygiene rules still apply.

Do Kerala FSSAI registrations still expire every one to five years?

The March 2026 FSSAI FAQs state perpetual validity for certificates issued on or after 1 April 2026. Fees and ongoing compliance are separate issues; review older certificates and migration in FoSCoS.

My Kochi event caterer turns over only ₹40 lakh. Is ordinary FSSAI registration sufficient?

Do not assume so. In the April 2026 FSSAI KoB matrix, Caterer is a State-licence activity at turnover up to ₹50 crore. Verify that the service really fits the group-event Caterer definition, not the distinct home-based canteen/dabba-walla category; check any other activity or central trigger.
