FSSAI Registration Services In Gurgaon India

Scope and evidence must be confirmed before any paid tests or filings.

What “FSSAI registration in Gurgaon” means in 2026

Gurgaon (Gurugram in Haryana government usage) does not have a separate FSSAI law. A food business operating from a Gurgaon premise enters the same national Food Safety and Standards regime as other Indian food businesses and files through FoSCoS. The local task is to identify the real premise in Haryana, select the correct kind of business (KoB), and let the current eligibility rules determine whether the premise needs Registration, a State License, or a Central License.

For new applications from 1 April 2026, FSSAI revised the general turnover bands to Registration up to ₹1.5 crore, State License above ₹1.5 crore and up to ₹50 crore, and Central License above ₹50 crore. These bands are not the only test. The current FoSCoS eligibility list contains activity-specific rules: for example, importers, e-commerce food businesses and trader/merchant-exporters are placed under Central License irrespective of turnover, while some food-service categories have their own routing. Classify the business by its actual activity first, not by turnover alone.

For the country-wide filing framework, see our FSSAI registration services in India guide. This Gurgaon page focuses on the local operational starting point and does not create a fictional city-specific FSSAI regime.

Gurgaon route matrix: decide the filing path before collecting documents

The quickest way to avoid a wrong filing is to resolve the premise, KoB and eligibility route in that order. The table below is a working map, not a substitute for the live FoSCoS eligibility tool.

Gurgaon operating fact2026 FSSAI routeSafe next action
Restaurant, retailer or food-vending agency with annual turnover up to ₹1.5 croreRegistration; current eligibility schedule shows ₹100 per annumConfirm the exact KoB and premise in FoSCoS before filing.
Same categories above ₹1.5 crore and up to ₹50 croreState License; current schedule shows ₹5,000 per annumPrepare the KoB-specific license documents and file for the Haryana premise.
Same categories above ₹50 croreCentral License; current schedule shows ₹7,500 per annumUse the Central License route in FoSCoS.
Importer, e-commerce food business, or trader/merchant-exporterCentral License regardless of turnoverDo not downgrade the route merely because turnover is below ₹50 crore.
CatererThe current 2026 eligibility schedule places caterers up to ₹50 crore under State License and above ₹50 crore under Central LicenseDo not assume that the general Registration turnover band automatically applies to this KoB.
Two separate outlets, kitchens or other food premisesSeparate FSSAI license/registration for each location, subject to each premise's eligibilityMap every physical operating location before submitting the first application.

One premise should not hold parallel FSSAI licenses merely because several food activities take place there. FoSCoS states that a premise has one License or Registration and may endorse multiple KoBs on it. Conversely, a second operating location normally needs its own License or Registration. If the same business operates across more than one State, additional head-office rules can apply; that broader issue belongs to the national FSSAI filing guide.

What a Gurgaon applicant should fix before opening FoSCoS

A large part of filing risk is created before the form is opened. Build a short “premise file” first. For a Gurgaon business, the following checks are more useful than a generic document dump.

Preparation pointWhat to verifyWhy it matters
Premise identityExact operating address, PIN code, and the district/state selection offered by FoSCoS. Keep Gurgaon/Gurugram naming consistent with the supporting document actually used.FSSAI licensing is premise-based; the application must point to the real operating location.
KoB mapList every activity at that premise: restaurant, retail, storage, manufacturing, repacking, distribution, catering, e-commerce, import/export, and any other applicable KoB.The KoB can change the correct category even when turnover looks simple.
Turnover and special criteriaUse the current 1 April 2026 eligibility schedule, not an older 12-lakh/20-crore article or saved checklist.FSSAI changed the turnover thresholds in 2026 and expressly superseded the earlier turnover criteria.
Basic Registration packFoSCoS currently lists a photo, government-issued photo ID, and proof of the business-activity address where it differs from the ID address. This is the official minimum document list for a Registration Certificate; avoid adding invented “mandatory” documents.
License packUse the live KoB-specific document list. Proof of possession may include a qualifying sale deed, rent/lease agreement, recent authorised utility bill, property-tax receipt, valid premises insurance/fire certificate, or another government-issued premises document, subject to FSSAI's conditions.State/Central License documents vary by activity; manufacturers and other specialised KoBs can require additional evidence.
Local permissionsCheck separately whether the premises/activity requires a Gurugram municipal trade/business licence or another local permission.A municipal licence is a different compliance layer; it does not replace FSSAI and should not be described as an FSSAI prerequisite unless the live KoB document list requires a local NOC for the case.

Gurgaon and Haryana: the local layer without inventing local FSSAI law

The 2026 FSSAI reforms did not change the jurisdiction of Licensing or Registering Authorities. For a Gurgaon premise routed to Registration or a State License, the State food-safety machinery in Haryana remains relevant; Central-License cases use the central route. FSSAI's current State helpdesk listing gives Haryana a licensing/registration helpdesk at 0172-2590001 and jcfood.fda-hry@gov.in. FoSCoS also provides “Know Your Officer” and application-tracking functions, which are safer for identifying the officer attached to a live application than relying on an old consultant directory.

There is also a genuinely local, but separate, municipal layer. The official Municipal Corporation of Gurugram website lists “Trade License” among its municipal services. This does not mean every food business automatically needs the same municipal licence; it means the operator should check the municipal requirement independently instead of assuming that an FSSAI certificate covers local trade permissions.

For broader Haryana-specific operational context, see our FSSAI registration services in Haryana guide.

Practical filing workflow for a Gurgaon food business

  1. Freeze the premise map. Identify every Gurgaon/Gurugram location from which food is manufactured, prepared, stored, sold, distributed or otherwise handled.
  2. Classify each premise by KoB. Use the current FoSCoS eligibility list and record all activities carried out at the same location.
  3. Select Registration, State License or Central License. Apply the 2026 turnover bands only after checking the activity-specific criteria.
  4. Build the evidence pack. Registration has a short official list; State/Central License documents are KoB-specific. Make the entity name, authorised signatory and premise evidence internally consistent.
  5. File through FoSCoS and preserve the application reference. Use the portal to submit, pay the applicable government fee, track status and respond to any query. Make licensing payments only through the official FoSCoS channel.
  6. Check the separate local layer. Determine whether the Gurugram municipal trade-licence service, fire/building permissions or other activity-specific local approvals are relevant to the premises; do not bundle them into “FSSAI registration” without a legal basis.

Two 2026 changes that make older Gurgaon checklists unsafe

First, the old ₹12 lakh / ₹20 crore turnover shorthand is outdated for new applications from 1 April 2026. The current general bands are ₹1.5 crore and ₹50 crore, with activity-specific exceptions in the eligibility schedule. Several commercial Gurgaon pages still display the previous thresholds, so the dated FSSAI order and the current FoSCoS eligibility document should control the filing decision.

Second, FSSAI Licenses and Registrations now have perpetual validity. FSSAI's March 2026 FAQ says they remain valid unless suspended, cancelled or surrendered and regular renewal is no longer required. This does not erase ongoing compliance or fees: the same FAQ describes annual fees and allows an FBO to select and pay fees for any number of years at once. Do not follow older pages that still describe a 1–5 year validity cycle as the current rule.

After approval: changes that should trigger a compliance check

Business changeCompliance question to askOperational response
Opening another Gurgaon outlet, kitchen, warehouse or production siteIs this a new physical premise? If yes, assess and obtain a separate License/Registration for that location.
Adding a new food activity at the same premiseCan the new KoB be endorsed on the existing premise-based approval?Use the FoSCoS modification route rather than creating a second parallel license for the same premise.
Turnover or business model changesDoes the premise now fall into a different 2026 eligibility category or a special KoB rule?Re-run the live eligibility check and use the applicable migration/modification process.
Rent/lease/NOC or other premise evidence changesHas information supporting possession of the premises changed?FSSAI's premises-proof advisory instructs FBOs to upload updated agreements/NOC through a Non-Form C modification where applicable.
Manufacturing operationAre post-approval records and stock rotation controls current? The June 2026 amendment requires manufacturing food businesses to maintain daily production and raw-material-utilisation records; it also applies FIFO/FEFO storage requirements, with the stated retailer exception.

What professional filing support should and should not do

Useful support should verify the premise map, KoB classification, current eligibility route, document consistency, portal filing and responses to authority queries. It should also identify where a separate local permission needs its own check. It should not promise a Gurgaon-specific shortcut, invent a local FSSAI office requirement, guarantee approval, or quote old thresholds as if they were current law.

A defensible filing starts with four facts: what food activity is carried out, at which premise, under which entity, and under which current eligibility criterion. If any of those facts is still uncertain, classification should remain provisional until the missing information is verified.

FAQ: FSSAI registration in Gurgaon

Does Gurgaon have a separate FSSAI registration law?

No. FSSAI licensing and registration is a national regime. Gurgaon-specific value comes from correctly identifying the Haryana premise, the competent route and any separate local permissions, not from inventing a city-specific FSSAI rule.

Can a Gurgaon restaurant with turnover below ₹1.5 crore use Registration in 2026?

The current FoSCoS eligibility schedule shows Registration for restaurants with annual turnover up to ₹1.5 crore. The final classification should still be checked against the actual KoB and any other applicable criterion before filing.

I run a restaurant and retail counter at the same Gurgaon address. Do I need two FSSAI licenses?

Not merely because there are two activities. FoSCoS treats FSSAI approval as premise-based and allows multiple KoBs to be endorsed on one License or Registration for the same premise. A separate physical location is different and normally needs its own approval.

Should I use “Gurgaon” or “Gurugram” in the application?

Use the state/district and address options presented by FoSCoS and keep the premise address consistent with the supporting documents. The search wording “Gurgaon” does not create a separate legal jurisdiction from Gurugram in Haryana.

Do I still renew an FSSAI certificate every 1–5 years?

For the 2026 framework, FSSAI states that Licenses and Registrations have perpetual validity unless suspended, cancelled or surrendered, so the previous recurring renewal cycle is not the current rule. Ongoing fees and other compliance obligations remain and should be managed through FoSCoS.

Does an FSSAI certificate replace a Gurugram municipal trade licence?

No. They are separate regulatory layers. The official Municipal Corporation of Gurugram website lists a Trade License service, but whether a municipal permission applies depends on the premises and activity. Check it independently rather than assuming that one approval replaces the other.
