FSSAI Registration Services In India

Scope and evidence must be confirmed before any paid tests or filings.

FSSAI registration is an application for a food business operator (FBO), not a certificate a consultant can issue. This guide covers the filing decision, evidence pack, FoSCoS submission, authority questions and continuing duties. For a new application in October 2026, use the rules effective 1 April 2026; older ₹12-lakh and fixed-renewal guides are outdated.

Choose the correct FoSCoS filing route

Before preparing Form A or Form B, record turnover, every kind of food business (KoB), products, operating premises and whether an existing FSSAI credential exists. The 13 March 2026 FSSAI order supplies the following turnover bands for new filings from 1 April 2026:

RouteTurnover / qualifying caseFiling decision
RegistrationUp to ₹1.5 croreCheck KoB eligibility in FoSCoS and prepare Form A if the registration route applies.
State licenceAbove ₹1.5 crore and up to ₹50 crorePrepare the licence route and Form B; verify the competent authority.
Central licenceAbove ₹50 crorePrepare the central-licence route and Form B; verify activity-specific conditions.
Deemed registrationStreet vendor already registered under the Street Vendors Act, 2014Check proof of qualifying street-vendor registration before assuming a second FSSAI registration is needed.

Turnover is not the only data entry: FoSCoS also classifies activities and premises. Check special KoBs, imports and operating locations in the live eligibility tool rather than promising a category from turnover alone. Existing registrations/licences may migrate using FBO self-declarations; the March 2026 FSSAI FAQ states that threshold migration has no fee and does not change the number.

Prepare the dossier before opening the form

This is a preparation checklist, not a claim that every item is mandatory for every KoB. Use the exact FoSCoS document list shown after selecting the route.

  • Applicant identity: legal operator name, reachable mobile/email, clear operator photograph and accepted photo-ID for registration.
  • Premises: actual operating address, state, district and evidence of premises/control if requested; do not substitute a correspondence address.
  • Activity: all KoBs, foods handled, preparation/manufacturing/storage/sales operations and turnover declaration consistent with the chosen route.
  • Authority to file: entity and signatory/representative details when relevant; the FBO reviews and authorises the declarations even if a service provider enters them.
  • Conditional uploads: use portal-requested ownership, constitution, safety, product or other records for the actual activity; do not submit a universal licence checklist as if it were a Form A requirement.

Who supplies and verifies each item

ParticipantResponsibility
Food business operatorSupplies truthful business facts and evidence, controls contact access, approves submission and remains responsible for food-safety compliance.
Filing representativeMaps KoBs, checks consistency, prepares fields and uploads, records payment and application reference, drafts factual query responses.
FSSAI / competent authorityDetermines eligibility, raises official queries or inspections where applicable, and issues or refuses the credential. A filing service cannot guarantee approval.

Submit and track the application

A defensible filing leaves a traceable record at every stage:

  1. Inventory the premises and activities; assess the new-filing route and whether an existing credential or deemed registration makes a fresh application unnecessary.
  2. Open the official FoSCoS new licence/registration route, select location and KoBs, and confirm the portal-generated eligibility outcome.
  3. Complete Form A for registration or Form B for a licence; attach the route-specific evidence and check names, addresses and activities against originals.
  4. Review the declaration with the FBO, pay the fee displayed by the official portal and submit. Preserve the receipt and application reference number (ARN).
  5. Track the ARN in FoSCoS; handle queries or inspections as required, then verify the issued certificate details before using the credential.

Resolve queries without restarting blindly

Typical preventable delays are dossier mismatches, not simply slow processing. Apply this issue-to-action matrix before resubmission:

Detected problemSafe correction
Wrong turnover band or omitted KoBRecheck the 2026 threshold, the portal eligibility result and all activities; correct the application through the available official route.
Identity or premises mismatchCompare spelling, legal operator, address and uploaded proof line by line before responding to the authority.
Blurry or missing fileReplace with a readable, current file of the type requested for the selected route; keep evidence of the upload.
Authority query left unansweredRead the actual query and portal response window, answer each point with supporting records and retain the acknowledgement.

Obligations after issuance and the 2026 transition

FSSAI’s March 2026 FAQ describes licences and registrations as having perpetual validity unless suspended, cancelled or surrendered; routine renewal is no longer required under that reform. Perpetual validity does not remove applicable fees, hygiene, safety, testing or inspection duties. The FAQ permits paying fees for a chosen number of years at any time.

The official FoSCoS fee page lists a ₹100 registration charge per year. Check the live payment screen and any applicable concession before paying; distinguish government charges from any consultant fee. Never promise approval or a fixed processing time.

Use FoSCoS modification or other appropriate reporting routes for changes to business particulars, KoBs or premises. For an existing licence eligible for a different category after the 2026 turnover reform, verify the portal migration status before applying afresh; FSSAI says such migration is system-driven on self-declaration and has no migration fee.

What a filing service should actually deliver

A meaningful registration service is an execution and evidence-control service, not an “instant certificate” offer. Define deliverables in writing:

  • Pre-filing route note: selected KoBs, premises, category, assumptions and unresolved eligibility flags.
  • Dossier index: file name, source, owner, version and the FoSCoS field it supports.
  • Submission handover: applicant-approved form, official fee receipt, ARN, query log and verified issued document or clearly recorded pending status.

National process and location-specific follow-up

FSSAI rules are national; this page does not claim separate city registration laws. For local operational context, see Gurgaon filing operations, Chennai filing operations, Mumbai filing operations.

Frequently asked questions

My turnover is ₹90 lakh: is registration automatic?

No. ₹90 lakh falls in the new registration turnover band, but the chosen KoBs, premises and portal eligibility must still be verified. Preserve the FoSCoS outcome before filing Form A.

Do I need to renew a registration issued after 1 April 2026?

FSSAI’s 27 March 2026 FAQ says registrations have perpetual validity unless suspended, cancelled or surrendered. Other compliance obligations and applicable fee payments remain; do not rely on older five-year renewal descriptions.

Can my agent apply using their own details?

A representative can prepare and support filing, but the application must identify the actual FBO and its operations. The operator must approve declarations and retain control of its official contact and records.

I already hold a State licence but now fall under registration. Should I file a new Form A?

Not automatically. FSSAI states that threshold migration is processed through FoSCoS on FBO self-declaration without a migration fee or number change. Check your existing record and migration option first.

I operate a food cart with a street-vendor certificate. Do I need another FSSAI registration?

If properly registered under the Street Vendors Act, 2014, the 2026 amendment provides deemed FSSAI registration. Verify that the document and business fit this rule; applicable Schedule 4 hygiene requirements still apply.
