FSSAI Registration Services In Delhi India

Scope and evidence must be confirmed before any paid tests or filings.

A food operator with a kitchen, shop, warehouse or production unit in Delhi applies under India’s national Food Safety and Standards Act, not a separate “Delhi FSSAI licence”. The local task is to identify the correct Delhi premises and district, select its actual Kind of Business (KoB), establish whether Delhi or the central authority processes the category, and file in FoSCoS. A consultant may assist; the public authority alone determines the outcome.

Start with the Delhi premises—not the consultant’s address

Select “Delhi” in FoSCoS only for an operating establishment physically in the National Capital Territory. Record the actual unit address, correct district and PIN, proof of possession or use, and the activities carried out there. A Gurugram/Gurgaon premises is in Haryana even when its owner or customers are in Delhi: it requires its own assessment. One FoSCoS licence/registration normally relates to one premise, with the permitted KoBs endorsed there; multiple establishments and multi-state head offices require a separate structure check.

For Delhi state-route matters, the Department of Food Safety, Government of NCT of Delhi, is the local department; FSSAI administers the national system and central licensing categories. The Delhi department publishes official services and a public contact at 8th Floor, Mayur Bhawan, Connaught Place, New Delhi 110001 (helpline 1800-11-3921). This address is a government contact, not the applicant’s filing address or a requirement to visit in person. District officer assignments may change: use the Delhi department’s current orders and the FoSCoS “Know Your Officer” facility rather than a static private directory.

Which route fits a Delhi operation under the 2026 rules?

For new applications from 1 April 2026, the general annual-turnover bands are registration up to ₹1.5 crore, state licence above ₹1.5 crore to ₹50 crore, and central licence above ₹50 crore. They are a starting filter, not a universal answer: KoB-specific entries in the FSSAI eligibility schedule can override the intuitive turnover route.

Delhi fact patternInitial route to verifyCrucial exception / next check
Local grocery retail outlet, turnover up to ₹1.5 croreRegistration candidateCheck the retailer KoB and the exact Delhi premises; do not use the old ₹12 lakh threshold.
Delhi restaurant, turnover above ₹1.5 crore but not above ₹50 croreState licence candidateChoose Restaurant KoB and confirm other activities at the same unit.
Importer of food based in Delhi, even with low turnoverCentral licenceImporter KoB is central regardless of the ordinary turnover bands; import clearance is separate.
Food e-commerce operator whose business meets the E-Commerce KoB definitionCentral licenceCheck whether the business actually operates the e-commerce KoB rather than being only a merchant selling via a platform.
Delhi caterer, including below ₹1.5 croreState-licence route in the published Caterer KoB scheduleDo not automatically apply for basic registration by turnover alone; verify precise operating model. In the revised KoB schedule, event/institution caterers are distinct from home-based canteens or dabba-walla meal delivery, which have a different turnover-based route; verify the actual model.

Delhi application evidence: a premises-first audit

Prepare the file by operating premises and KoB; a document mentioned in a broad checklist is not necessarily mandatory for every business. Confirm the current mandatory fields presented by FoSCoS before submission.

Audit itemWhat to reconcile before filing
Physical identityUnit number, street, locality, Delhi district and PIN must align with the actual location and supporting records.
Applicant and authorityLegal entity, applicant/authorised signatory, government ID and company nomination (Form IX when applicable).
Activity and revenueDescribe preparation, manufacture, packing, storage, delivery, retail or imports; retain the turnover basis and the chosen KoB.
Premises controlLease, ownership, utility record or other possession evidence if applicable or requested by the portal.
Processing / manufacturingWhere applicable: layout, equipment/capacity, product categories and relevant water analysis, technical or food-safety records.
Delhi-specific declarationThe FSSAI State Licence document list names a declaration form for Delhi and Himachal Pradesh. Verify whether the current Delhi licence workflow requests it; do not assume it applies to every registration.

FoSCoS filing from a Delhi premises and district-level follow-up

  1. Open the official FoSCoS portal; select the application path for a new licence or registration (or the separate railway/airport route if actually applicable).
  2. Choose Delhi as the location of the business premise, then select the real KoB and check the current eligibility display.
  3. Complete the relevant Form A (registration) or Form B (licence), accurately reflecting address, products and activities; upload only the documents required for that route.
  4. Review the declaration, official fee and submission information before paying on the official system; retain the application acknowledgement and reference number.
  5. Track the application in FoSCoS; answer any query or inspection request with documented evidence. Do not treat an acknowledgement as approval.

If a Delhi state-route application stalls, the published Delhi Citizen Charter identifies district-level officers and complaint escalation. Check the case in FoSCoS first; do not treat an older published service timeframe as a guaranteed decision date after the 2026 reforms.

Four Delhi filing traps and safer responses

Warning signSafer response
The website or agent quotes ₹12 lakh / ₹20 crore as the current universal bandsUse the FSSAI order of 13 March 2026 and the updated KoB schedule; some older private pages and static official eligibility views still display previous figures. Verify the current route.
A Delhi correspondence address is used for a Gurugram kitchen or warehouseCorrect the operating-state and district selection; assess the Haryana premise separately.
A small importer, e-commerce operator or caterer is pushed into basic registrationRecheck the specific KoB rather than treating annual turnover as the sole test.
An agent promises a guaranteed certificate or insists on an unofficial “Delhi FSSAI fee”Use FoSCoS to confirm official charges and status; agree consultancy fees separately and never infer a guaranteed decision.

After approval: perpetual validity is not a compliance exemption

The FSSAI amendments and March 2026 FAQs describe perpetual validity unless a certificate is suspended, cancelled or surrendered; routine renewal is no longer the default under the amended framework. Applicable fee payments, modifications, safety/hygiene duties, inspections and risk-based checks still matter. Existing certificate holders should verify their status and any threshold migration in FoSCoS rather than assume their old record has automatically become a different category. The March FAQs say threshold migration is system-managed from self-declarations without modification fee or number change; follow the live portal instructions. The separate June 2026 second amendment also updates daily production and raw-material records as a condition for manufacturing licensees (not non-manufacturing businesses) and FIFO/FEFO food-storage requirements (with a retailer exception); confirm which duties match the actual KoB.

FSSAI registration is not proof that a Delhi site has every other permission it might need. Premises use, trade, municipal, fire or other clearances depend on the real site and activity and should be assessed separately, not invented as universal “Delhi FSSAI” conditions. The Delhi department offers local contacts and guidance, but it does not create a different food safety registration law.

What registration assistance can—and cannot—deliver

A registration service can map Delhi premises, test KoB eligibility against the 2026 schedule, reconcile documents, prepare responses to authority queries and show where to track the case. Ask for a written scope distinguishing government charges, professional fees, document gathering and post-filing assistance. Applicants may file directly; no private agent can issue an FSSAI certificate, bypass jurisdiction or promise a fixed approval date. For a national filing walkthrough, consult the India-wide FSSAI filing guide; for a unit over the border, see the Gurugram/Haryana premises guide.

Official sources for Delhi applicants

Official national rules and Delhi administrative sources control; older webpages can still show pre-April-2026 limits. This guide does not replace fact-specific eligibility determination.

Delhi-specific questions

Our cloud kitchen is in South Delhi but the company is registered in Gurugram. Which state do we select?
Select Delhi for the physical kitchen; assess the Gurugram site separately if food activities also occur there. Consider any multi-state head-office licensing requirement. A registered-office address cannot substitute for the kitchen address.
Can a Delhi café below ₹1.5 crore always take basic registration?
No. The general turnover band is only the first screen. Select the actual food-service KoB and check its specific eligibility; catering and some specialised activities follow different routes.
Does every Delhi application need the special Delhi declaration?
Not necessarily. The FoSCoS State Licence document list includes a Delhi/Himachal Pradesh declaration. Check whether it is requested for the specific Delhi licence route; that listing alone does not make it mandatory for every Form A registration.
Is a Delhi street-food vendor automatically exempt from FSSAI?
No blanket exemption exists. The 2026 amendment provides deemed FSSAI registration for street-food vendors already registered under the Street Vendors Act, 2014; verify that status and still meet applicable hygiene requirements.
Does perpetual validity remove monitoring and renewal fees entirely?
No. The 2026 rules remove routine renewal of licences/registrations while valid, but FSSAI specifies fee-payment options and continuing safety, modification and enforcement duties. Check the live record and current payment instructions.
