FSSAI Registration Services In Mumbai India

Scope and evidence must be confirmed before any paid tests or filings.

A Mumbai restaurant, home kitchen, food retailer, warehouse or importer uses India’s national FSSAI framework—not a separate Mumbai food-licensing law. The practical challenge is to match each real operating premises and kind of business (KoB) to the right FoSCoS application and competent authority. This guide focuses on that Mumbai starting point.

Which rules and authorities apply in Mumbai?

Section 31 of the Food Safety and Standards Act, 2006 and national licensing/registration regulations govern food businesses. Maharashtra Food and Drug Administration (FDA) handles state-side food registration and licensing; FSSAI’s Western Region handles applicable central licensing. Their offices being in Mumbai does not make every Mumbai food business a central-license applicant.

For location routing, FSSAI’s Western Region describes separate central-licensing zones for Greater Mumbai, Navi Mumbai and Thane. A trading address described commercially as “Mumbai” may actually be in a different jurisdiction. Confirm the district, municipal area and exact premises on FoSCoS, especially for warehouses, cloud kitchens and port-linked operations.

First classify the activity, then apply the 2026 turnover bands

For new applications from 1 April 2026, FSSAI’s revised turnover bands are shown below. They are a starting screen, not permission to ignore special KoB rules: FoSCoS lists activity-specific conditions such as food import and certain centrally administered premises. Check the live eligibility selector before choosing a category.

Turnover bandIndicative categoryDecision to verify in FoSCoS
Up to ₹1.5 croreRegistrationCheck the actual activity, site and any special central-jurisdiction condition.
Above ₹1.5 crore up to ₹50 croreState licenceConfirm the Maharashtra site and whether any separate central criterion applies.
Above ₹50 croreCentral licenceConfirm the selected KoB and Western Region jurisdiction.

An importer of food is shown by FoSCoS as a central-licence KoB regardless of turnover. A business active in multiple States/UTs may also need a central head-office/registered-office licence as well as the appropriate permissions for individual sites. Do not classify these cases by Mumbai sales turnover alone.

Mumbai premises-to-authority routing matrix

Use the exact address and activity rather than a brand name or postal shorthand. This operational matrix helps prepare a filing; the authority finally displayed by FoSCoS must be verified for the individual application.

Mumbai operating factWhat to establish before applyingSafe next step
Restaurant or cloud kitchen in Greater MumbaiKitchen address; operator; preparation and delivery activities; expected annual turnover.Choose Maharashtra and the real district/site; select food-service KoB and check the displayed authority.
Storage or distribution site in Navi Mumbai / ThaneActual municipal zone; whether it is storage, distribution, wholesale or more than one activity.Do not reuse a Greater Mumbai jurisdiction assumption; check the correct location and each KoB.
Importer with a Mumbai office and cargo through Mumbai airport or JNPAWho is the importer; which address is the business premise; whether there is a separate warehouse or processing site.Assess central importer licensing separately from import-clearance/port functions and other premises.

A food licence is tied to the identified food business and its authorised activities/premises. A headquarters, kitchen and warehouse should not be silently treated as one physical site. Map every location first; ask FoSCoS or the competent authority how the relevant activities must be represented.

Evidence pack: assemble it by Mumbai site and kind of business

Collect the following before filing. These are preparation checks, not a claim that every document is mandatory in every category; FoSCoS displays the applicable document list after KoB selection.

Evidence bundleFor the Mumbai premisesWhy it matters
Operator and signatoryLegal name, contact details, identity/authorisation and business constitution, as relevant. The applicant and responsible operator must match the filing.
PremisesFull physical address, district/municipal zone, proof of occupation and site details.A wrong location can route a file to the wrong office.
Activity and food scopeSeparate manufacturing/preparation, storage, retail, distribution, import and other KoBs; identify products. The route and document requirements depend on what happens at the site.
Technical/hygiene documentsFor applicable KoBs: layout and equipment/capacity details, water analysis, food safety management information or other documents specified in FoSCoS.Never submit a generic checklist in place of the current KoB-specific list.

For a cloud kitchen, distinguish the kitchen address from delivery-platform listings. For a warehouse near Navi Mumbai, verify the municipality rather than relying on “Mumbai” in the mailing address. For manufacturers, reconcile the proposed food categories with the declared process and site capability.

FoSCoS filing sequence and error controls

  1. Inventory every real Mumbai-region food premises and the operator responsible for it.
  2. In the official FoSCoS new-application flow, select the State, exact site and all relevant KoBs; use its current eligibility and document screens.
  3. Check whether Registration, State Licence or Central Licence is returned; resolve any conflict with the activity-specific criteria before paying.
  4. Upload the site-specific material and pay the government fee shown by FoSCoS; retain the application reference and payment record.
  5. Track the application and respond to portal queries or inspection requests; verify the final certificate, address, KoBs and authority before relying on it.

Use FoSCoS “Know Your Officer”/application tracking for the assigned officer and case status. Maharashtra FDA publishes state licensing resources and food-officer directories; FSSAI Western Region publishes central licensing jurisdiction and contacts. A consultant can help review the route and submission but cannot guarantee approval or waive inspection.

2026 validity, street vendors and later changes

FSSAI’s March 2026 FAQ describes licences and registrations as having perpetual validity unless suspended, cancelled or surrendered, and says renewal is not required. Fee payment remains a separate matter: the FAQ allows payment for a chosen number of years. Verify the current FoSCoS record and fee position, particularly for a certificate issued before the reforms.

The 2026 reform also provides deemed FSSAI registration for street-food vendors already registered under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014. It is not a blanket exemption for every Mumbai hawker: verify that qualifying registration and continue complying with applicable Schedule 4 hygiene requirements.

For existing businesses migrating because of the revised turnover thresholds, FSSAI says the migration has no modification fee, the number does not change and migration is system-based on self-declarations. Ordinary changes to an existing certificate still follow the modification process. Check changes of activity, operator, address, capacity and food scope in FoSCoS rather than assuming perpetual validity covers them automatically.

What practical registration support should deliver

A useful Mumbai FSSAI service should deliver a premises/KoB map, an evidenced category recommendation, a tailored document-gap list, filing and query-handling records, and a post-issuance check. Ask for separate identification of government charges and professional fees. Nobody can promise an approval date or regulatory outcome.

Mumbai FSSAI registration: practical questions

Can an Andheri cloud kitchen use one FSSAI record for several delivery brands?

Do not decide from brand count alone. Identify the single physical kitchen, actual operator, every food-service activity and any other premises; confirm the appropriate FoSCoS filing for that site.

Is my Vashi warehouse handled by the Greater Mumbai central-licensing zone?

Do not assume so. Navi Mumbai and Greater Mumbai appear separately in the FSSAI Western Region jurisdiction information. Check the precise municipal zone, KoB and officer in FoSCoS.

I import packaged foods via JNPA but sell little in Mumbai. Can I rely on the ₹1.5 crore registration band?

Not without further analysis: FoSCoS separately classifies food importing as a central-licence activity irrespective of turnover. Check the importer and any separate warehousing/distribution sites.

Does every Mumbai street-food cart need a second FSSAI registration after the 2026 reform?

No blanket answer: vendors already registered under the 2014 Street Vendors Act may benefit from deemed FSSAI registration. Verify the qualifying status; hygiene duties remain.

Our old Maharashtra licence shows an expiry date. Must we renew it?

The 2026 FSSAI FAQ describes perpetual validity and no renewal requirement, but an existing record should be checked in FoSCoS for migration, fee and status; do not ignore suspension or necessary modifications.
