Medical Device Approval Services In South Korea

Scope and evidence must be confirmed before any paid tests or filings.

A filing service for South Korean medical-device approval starts with a defined Korean applicant, the correct notification/certification/approval route, and a dossier that matches the exact device. It is not the same as transferring an EU CE certificate or a US FDA clearance.

Select the filing route before preparing forms

Under the MFDS framework, ordinary medical devices are risk-classified I–IV. The route is product-specific: a Class II device is not automatically handled in the same way as every other Class II device. Confirm the Korean product code, intended use and special-category rules before signing the filing plan.

Device situationInitial filing route to verifyDecision gate
Ordinary Class IGenerally product notification under the applicable systemConfirm device classification and whether an exception changes the filing.
Ordinary Class IIUsually NIDS certification; certain devices require MFDS approvalCheck novel features, clinical-evidence need and any MFDS-reserved category.
Ordinary Class III–IVMFDS product approval with technical review as applicableEstablish the evidentiary route and clinical-data needs before submitting.
IVD or digital medical productCheck the separate IVD or digital-product legal regime firstDo not assume the ordinary device form, classification or review rules apply.

Route screening is not a regulatory determination. Digital medical products have updated Korean rules published on 27 July 2026; use the applicable current text rather than relying only on an older English overview.

Determine the applicant and allocation of responsibility

The filing firm may prepare and coordinate the case, but it is not automatically the legally entitled applicant or authorization holder. For an overseas manufacturer, verify the Korean importer/license-holder arrangement and the relevant manufacturing/import business license.

ParticipantResponsibility that must be confirmed
Foreign manufacturerOwn the technical evidence, product configuration, site/QMS documents and technical answers; authorize use of the dossier.
Korean applicant / importer / license holderVerify licensing and eligibility, control the official submission and regulator correspondence, and maintain local responsibilities.
Filing service providerPrepare Korean applications and evidence index, manage deficiency responses and record approvals; document authority to act.

MFDS explains that the import/manufacturing business licensing and product licensing may be processed concurrently. Do not represent this as permission to market a product before all applicable approvals and obligations are satisfied.

Dossier handover: six evidence packages

Before drafting the application, create one version-controlled inventory for the exact model, variants and production sites:

  • Product identity: Korean category/code proposal, intended purpose, indications, models, accessories and product photos.
  • Technical description: operating principle, functional structure, materials, specifications and instructions for use.
  • Safety and performance evidence: test reports, standards applied, risk analysis and an explicit gap list for Korean requirements.
  • Clinical/analytical evidence where applicable: justification of equivalence or the need for further evidence; never presume that foreign clearance waives review.
  • Quality and business evidence: manufacturer and site identifiers, applicable Korean GMP pathway, and applicant/importer credentials.
  • Korean-language filing set: application fields, labels/instructions and translations matched against underlying source records.

The evidence package is a preparation checklist, not a claim that all six categories are mandatory in identical form for every Class I–IV product. Exact annexes depend on the route.

Submission workflow and decision gates

Treat the application as an auditable sequence with a named decision owner at each gate:

  1. Freeze intended use, models and legal-regime screening; obtain an applicant/holder decision in writing.
  2. Confirm classification and whether the filing is a notification, NIDS certification or MFDS approval; assess GMP and clinical review applicability.
  3. Create a cross-referenced Korean dossier, reconcile all model names and evidence dates, and resolve material gaps before filing.
  4. Have the legally eligible applicant submit through the applicable official procedure; archive the receipt and exact submitted version.
  5. Log regulator queries, designate a technical responder and submit controlled, traceable supplements; check the issued authorization against the proposed scope.

A portal receipt is not an approval. The submission route, QMS assessment and product decision may have different responsible bodies and dependencies.

Common causes of supplementary requests or delay

A good service agreement should identify who remedies each of these foreseeable failure modes:

  • Wrong product code or unchanged use claim after redesign → recheck classification and scope before resubmission.
  • Model names or sites do not match across forms, certificates and testing → reconcile the controlled product matrix.
  • Incomplete safety, performance or clinical rationale → perform a gap review rather than asserting that overseas approval is enough.
  • QMS/KGMP evidence not aligned to the actual site and applicant → verify assessment path and document ownership.
  • Unanswered authority requests or uncontrolled translation changes → keep a query log and approve each Korean-language revision.

Maintain the authorization after filing

Approval work continues after the decision. Assign an internal owner to compare every proposed modification against the authorized product and current Korean rules.

  • Track changes to intended use, performance claims, materials, software, models, manufacturing sites and labels before implementation.
  • Determine whether a change requires amendment, new submission, notification or another action; do not assume a minor internal change is minor for MFDS.
  • Maintain the applicable GMP/QMS obligations and local post-market monitoring, complaints, vigilance and recall escalation.
  • Preserve evidence of the authorized scope, submitted dossier, authority correspondence and the rationale for each post-approval decision.

What an execution-focused filing service should deliver

For a service described as 의료기기 허가 대행, ask for verifiable deliverables rather than a promise of approval:

  • A route memo naming the Korean device classification hypothesis, legal regime, applicant and unresolved assumptions.
  • A traceable dossier index and Korean application package, with a signed responsibility and translation review matrix.
  • Submission receipts, query/response log, evidence-version history and final decision documents.
  • A handover sheet covering authorization scope, live obligations and changes that trigger re-assessment.

For a broad product-regime comparison see medical-device compliance routes in South Korea; for the specialized IVD filing pathway see MFDS filing for an IVD device. This page addresses execution of an individual Korean device filing, not a general market-access map.

Frequently asked filing questions

Can a foreign manufacturer file directly without a Korean applicant?

Do not assume so. Identify the legally eligible local importer/license holder and its business-license position first; an external adviser is not a substitute for the responsible entity.

Is every Class II device processed by NIDS?

No. MFDS identifies Class II exceptions requiring its own approval. Check the product code, novelty and the need for clinical evidence before selecting NIDS certification.

Will CE marking or FDA clearance replace the Korean dossier?

No automatic substitution follows from those approvals. They can contribute existing evidence, but the Korean classification, technical review and GMP requirements must be checked independently.

What if the intended use or software changes while review is pending?

Freeze the original scope, assess whether the changed device remains within it and determine with the applicant how to update or restart the submission before using inconsistent evidence.

Does a successful electronic submission permit immediate sales?

No. Confirm the required product outcome, business licence, applicable GMP status, labeling and other pre-market conditions before putting the device on the Korean market.
