Japan Medical Device Approval Pmda Registration Service

Scope and evidence must be confirmed before any paid tests or filings.

A Japan PMDA medical device registration service should produce a controlled filing, not merely a translated technical file. The decisive first output is a written route confirmation identifying the Japanese product category, the locally responsible party, the receiving body and the evidence that is still missing. ‘PMDA registration’ is an umbrella search phrase: not every product undergoes PMDA approval review.

Lock the filing route and receiving authority

Start with intended use, claims, risk, JMDN general name and the existence and scope of any applicable certification standard. A Class II or III label alone does not prove certification eligibility. MHLW takes approval decisions; PMDA conducts the technical review in the approval route. The table is a routing screen, not a product-specific determination.

RouteCorrect filing path
Class I — notificationSubmit the marketing notification to PMDA through the appropriate Japanese filer; PMDA does not perform a product approval review.
Class II — certification possibleUse an MHLW-registered certification body only if the designated device and relevant certification standard fit the product.
Class III — certification possible in specified casesUse a registered certification body only for designated Class III devices covered by an applicable certification standard; otherwise follow approval.
Class II/III without applicable certification; Class IVUse the MHLW marketing-approval route, with PMDA conducting product review. Do not label this a mere PMDA notification.

Fix applicant, manufacturer and QMS responsibilities

The Japanese marketing authorization holder (MAH) or an eligible locally appointed party coordinates the regulated product procedure; a foreign manufacturer should not assume that its foreign company can submit a Japanese marketing notification on its own. Class I notifications require a licensed Japanese MAH before filing. Separately, overseas manufacturing establishments performing designated processes may need foreign-manufacturer registration; PMDA says the foreign manufacturer remains the applicant for that registration, while the Japanese operator acts as its agent. Keep establishment registration distinct from product notification, certification or approval. Japanese QMS obligations arise under MHLW Ordinance No. 169; an ISO 13485 certificate is useful evidence, not an automatic substitute for Japanese requirements.

Class I pre-filing gate: PMDA requires the notification filer to have the relevant Japanese marketing-business licence and the applicable domestic or foreign manufacturing-site registrations completed before submitting the Class I notification. Verify registration status, not merely site/operator codes. This timing is specific to the Class I notification route; do not assume identical filing-stage timing for every approval or certification.

PartyOperational responsibility
Japanese MAH / qualifying appointed partyCheck license and authority; own or coordinate the Japanese product filing, statements, regulatory communications and downstream controls according to the applicable model.
Foreign manufacturer / registered sitesSupply verified design, performance, manufacturing and quality evidence; cooperate with registration and QMS review where applicable; approve factual dossier content.
Filing coordinator / specialistMap evidence, draft and track documents, reconcile queries and preserve submission records; cannot replace the statutory applicant or make the regulator’s decision.

Build a traceable Japanese submission dossier

Treat the following as a project dossier-index checklist, not a universal statutory enclosure list. The official form, attachments and degree of supporting data depend on the chosen route, device and application category. For approval-route products, identify the required technical summary and supporting reports case by case; confirm evidentiary integrity and readiness for inspection. The Japanese responsible party must approve the final scope and consistency before submission.

  • Identity: Japanese product/general name, model and variant map, intended use, labels and instructions; reconcile every claim across documents.
  • Route proof: written JMDN/class analysis, certification-standard applicability decision and selected receiving body.
  • Party proof: MAH/license details, applicant and agent authority, relevant site addresses and foreign-manufacturer registration evidence/status.
  • Technical proof: device description, risk and performance justification, test protocols/reports and clinical evidence where the route requires it.
  • Quality proof: Japanese QMS applicability, site/process map, audit materials and any QMS conformity-survey application when needed.
  • Filing control: correct Japanese application/notification forms, submission version, translated sections where required, fees if applicable and receipt evidence.

Execute the filing in seven controlled steps

Confirm the receiving authority and the current official submission method before generating forms. PMDA's procedure page allows online submission for covered applications using the electronic gateway; registration to the gateway and an electronic certificate are described as prerequisites for online use. FD application software or the medical-device web application platform (DWAP) may be used for preparation as appropriate. A file upload alone must not be mistaken for a completed official submission.

For a PMDA online filing, obtain the formal Gateway acceptance receipt (受付票) after PMDA accepts the application. A draft, file upload or transmission screenshot alone does not establish acceptance.

  1. Freeze an identity sheet linking each model and claim to a Japan-specific intended use and JMDN candidate.
  2. Confirm class, certification-standard scope, route and receiver with the Japanese responsible party; refer unresolved device-status questions to the competent authority.
  3. Verify the Japanese MAH licence and agent authority; identify which domestic and overseas sites require registration, and confirm their status and the route-specific deadline for completion. An operator/site code is not itself a foreign-manufacturer registration.
  4. Build a cross-referenced evidence index, close gaps and obtain applicant approval of the Japanese filing text.
  5. Prepare the route-specific forms and QMS survey documentation, where relevant, using current official instructions.
  6. Submit to PMDA or the appropriate registered certification body via the permitted channel; save the actual acknowledgment, not just a draft or upload.
  7. Track inquiries, revisions, inspections and final disposition; deliver the controlled record and change-management obligations to the holder.

QMS timing exception: PMDA’s guidance for generic medical devices and improved devices that do not require clinical-trial data calls for the QMS conformity-survey application promptly after the marketing-approval application, no later than 10 days. Do not apply this specific timing rule to Class I notifications or third-party certifications, or assume every case requires a new survey; confirm the applicable category and current instructions. PMDA also describes simultaneous approval and QMS survey applications through supported FD/DWAP procedures; the ten-day instruction does not prohibit a permitted simultaneous filing.

Handle review queries and QMS deficiencies without losing version control

The work does not end at dispatch. For approval filings, control PMDA questions, supplementary evidence and possible data-integrity or QMS assessments. For certification, the registered certification body reviews within its authorized scope. For Class I, PMDA says the notification is not substantively reviewed; the filer remains responsible for lawful and accurate declarations. Do not treat a lack of questions as a safety endorsement.

Failure modePreventive control
Wrong receiverClass II/III treated as automatically certifiable; recheck product designation and certification-standard scope before filing.
Incomplete Japanese party/site chainLicense, agent authority or manufacturing registration does not match actual activities; reconcile corporate names, codes and sites.
Inconsistent dossierModel, intended use, labeling and test report versions diverge; freeze a traceability matrix and evidence owner.
Uncontrolled response / QMS recordQuestions answered with unverified annexes, or QMS application missing/mismatched; assign an owner and verify submission completion and timestamps.

Close the filing and manage subsequent changes

Record the correct outcome for the chosen route: evidence of notification filing, a certification decision, or MHLW approval following PMDA review. The named holder should retain the controlled current record, packaging/labeling and quality-system links. Later changes to intended use, design, manufacturing sites, instructions or other filed particulars require classification of the applicable change procedure before rollout. Maintain complaint and malfunction-reporting channels; PMDA has specific reporting procedures for medical-device companies. No universal service duration, fee or guaranteed decision can be inferred without identifying the device and route.

Class I change rule: Where the particulars of a Class I marketing notification change, PMDA normally requires a change notification within 30 days after the change; PMDA says it cannot be filed in advance. Some changes, such as a change of MAH licence number due to relocation across prefectures or a change in licence category, can require a fresh product notification instead. Check the specific event before acting; this is not a general 30-day deadline for approval/certification variations.

  • Retain formal acceptance/decision records and the exact marketed configuration, not just consultant copies.
  • Assess proposed changes against the existing filing and obtain the necessary amendment, notification, certification or approval before implementation where required.
  • Operate post-market complaint, safety-reporting, traceability and QMS processes under the responsible party; reporting triggers and deadlines require fact-specific checks.

Filing-service deliverables and scope boundaries

A filing execution engagement can organize the gap list, source document index, Japanese forms, applicant sign-off, submission receipt, query log, decision record and post-filing handover. It does not itself grant an authorization and should never be described as an agency endorsement. Separate upstream classification strategy and PMDA approval-only planning are covered by the linked specialist pages.

  • Route memo and dossier readiness register with accountable document owners.
  • Signed-off Japanese forms, translations as needed, filing pack and official receipt/decision evidence.
  • Authority-query register, response versions and inspection/QMS action tracker if applicable.
  • Handover index identifying change triggers and continuing obligations.

Frequently asked questions

Can a foreign manufacturer directly submit a Class I notification?

Do not plan on direct overseas filing. PMDA states that Class I marketing notification follows a Japanese MAH license, while foreign-manufacturer establishment registration is a separate procedure with its own applicant and Japanese agent.

Does every Class II device obtain third-party certification?

No. Certification depends on the device being designated and covered by an applicable certification standard. Otherwise the MHLW approval route with PMDA review is used.

Is uploading through the PMDA gateway sufficient proof of filing?

No. Use the permitted channel for the particular filing and obtain the Gateway acceptance receipt (受付票) issued upon PMDA acceptance. An upload log or a draft alone is not proof of acceptance.

Does ISO 13485 replace Japan QMS conformity assessment?

No automatic equivalence follows. The Japanese QMS ordinance and route-specific conformity-survey requirements must be assessed; accepted foreign audit evidence may be relevant under the applicable process.

Can the product be marketed while an approval application is under review?

An application is not an approval. For products requiring certification or approval, obtain the relevant decision before marketing; Class I follows its separate notification system and other applicable preconditions.

Can a Class I notified-product change be reported before it happens?

For changes to particulars in a Class I marketing notification, PMDA generally specifies a change notification within 30 days after the event and says it cannot be filed beforehand. A changed MAH licence number can instead call for a new notification. First identify the precise changed field and licence circumstances; do not apply this Class I rule to approval or certification variations.
