FSSAI Registration Services In Noida India

Scope and evidence must be confirmed before any paid tests or filings.

Noida is in Gautam Buddha Nagar district, Uttar Pradesh. FSSAI registration and licensing are governed by India-wide law, not a separate Noida food-licence code. The practical issue is assigning the real operating premises, the correct food-business activity (KoB), and the competent state or central route.

A Noida business can apply directly through the official FoSCoS portal; a private filing service is optional and cannot issue or guarantee a government approval.

Start with the Noida premises, not the billing address

Record the full unit/building number, sector or locality, PIN, and premises-occupation evidence; in the FoSCoS location selector use Uttar Pradesh and the district corresponding to the actual site (for Noida, Gautam Buddha Nagar). Check the resulting sub-district and officer assignment rather than guessing from a nearby city.

A Delhi registered office, Gurugram consultant, or NCR delivery catchment does not turn a Noida kitchen or warehouse into a Delhi or Haryana establishment. Verify the real locality, PIN and sub-district for each Noida, Greater Noida or neighbouring site; do not assume the same portal location or officer.

For the ordinary Uttar Pradesh state route, the state food-safety administration is Uttar Pradesh’s Food Safety and Drug Administration (FSDA), listed in FSSAI’s official state-commissioner directory. This does not identify a particular Noida officer: check the current FoSCoS assignment. A Central-licence route is assessed by FSSAI under the national rules, not by substituting a Delhi premises address.

Noida jurisdiction and premises decision matrix

Operating factCorrect starting pointWhat to verify before submission
Kitchen, bakery or warehouse physically in NoidaFoSCoS premises: Uttar Pradesh → Gautam Buddha Nagar; enter the actual unit/PIN.Run activity and eligibility check; use “Know Your Officer” on FoSCoS to confirm the assigned authority.
Company bills customers from Delhi but makes food in NoidaFile the Noida food-producing premises at its Uttar Pradesh address.Do not substitute a Delhi head-office address for the plant; assess Delhi premises separately if it performs a food activity.
One operator has sites in Noida and GurugramInventory the UP and Haryana premises separately and their KoBs.FoSCoS provides premises-wise approvals and a head-office Central-licence rule for multi-state businesses; confirm the actual configuration.
Activity inside a railway, airport or other central-government siteCheck the special premises route offered by FoSCoS, rather than defaulting to an ordinary Noida application.Identify who operates the site, the precise premises status and the authority shown by the portal.

No office address, Noida-only government fee, or guaranteed inspector is asserted here: competent officers and workflows must be checked in the live official portal.

Where the same operator runs food-business premises in both Uttar Pradesh and Haryana, the FoSCoS head-office Central licence is an additional head-office requirement and does not replace the separate eligibility assessment for each operational site. Do not treat one number as blanket cover for both outlets.

2026 FSSAI category screening for a Noida premises

For new applications made on or after 1 April 2026, FSSAI’s 27 March 2026 FAQs give the following turnover bands. This is a screening table—not a final licence determination: Schedule 1, KoB, premises and special activities can change the route.

Annual turnover bandInitial category indicated by FSSAIVerification before filing
Up to ₹1.5 croreRegistrationCheck activity-specific eligibility and whether an exception or special route applies.
Above ₹1.5 crore and up to ₹50 croreState licenceConfirm KoB and state licensing jurisdiction for the Noida premises.
Above ₹50 croreCentral licenceConfirm the applicable Central licensing route and activity/premises criteria.

Do not rely on older FSSAI pages still showing the pre-April-2026 ₹12 lakh threshold. The March 2026 FSSAI FAQ explicitly says the revised thresholds do not change licensing/registering-authority jurisdiction.

Noida evidence checklist by operating model

Prepare one pack per real operating site. These examples are intake prompts, not a universal mandatory-document list; the FoSCoS KoB-specific checklist controls.

Noida operating modelCollect before selecting KoBActivity-dependent check
Home kitchen, tiffin or small bakeryOperator identity/photo, premises address/occupation evidence where required, product list, annual turnover estimate.Whether food is cooked, packaged, sold directly or delivered through a platform; do not infer a State licence solely from use of an app.
Cloud kitchen running several virtual brandsSingle kitchen location, legal operator, menus and production activities, all relevant brands and sales channels.List the actual KoBs for one premises; brand count alone does not establish separate FSSAI certificates.
Manufacturer or repacker in a Noida industrial unitLayout and process areas, machinery/capacity, food categories and operator/technical-person records as applicable.Check applicable water-testing, FSMS, product and site-specific records in the current official list.
Distributor, storage facility or food traderStorage/dispatch address, ownership/tenancy evidence, supplier/customer chain and proposed products.Distinguish storage, wholesale, distribution, transport, import or own-brand activity; each can alter the route.

The official application interface asks for premises address, state, district, sub-district, PIN and annual turnover. Match the address to the proof of occupation before payment; a filing service should explain any discrepancy.

Five checks for a Noida FoSCoS submission and official handoff

  1. Map every operating location and its activity; distinguish food premises from mere billing or correspondence addresses.
  2. Use the official FoSCoS eligibility search, select Uttar Pradesh and the exact KoB, and check the 2026 turnover rule plus special categories.
  3. Assemble the live registration or licensing document checklist; confirm signatory, site address, products and any activity-specific evidence.
  4. Submit and pay only through the authorised FoSCoS channel; keep the application reference, payment receipt and uploaded-file inventory.
  5. Use “Track Application” and “Know Your Officer”; answer any portal queries, verify the issued number and retain hygiene/inspection records.

Noida licences after the 2026 reforms: migration, fees and continuing duties

FSSAI’s 2026 amendment and official FAQs provide perpetual validity unless suspended, cancelled or surrendered; routine renewal is not the same as recurring compliance. The FAQs also explain that the operator may pay fees for a chosen number of years, and that migration caused by revised thresholds has no modification fee.

For an existing Noida State licence now within the registration band, check FoSCoS migration rather than applying for a duplicate number: FSSAI says eligible migrations use self-declarations, retain the number, and can adjust previously paid licence fees.

A vendor registered under the Street Vendors Act, 2014 may fall under deemed FSSAI registration under the 2026 change; first verify qualifying vendor status. Schedule 4 hygiene and sanitation remain relevant.

Changes to the location, food products, KoB, legal entity or capacity can require review or modification. Continuing inspections, food safety controls and applicable returns must not be ignored because validity is perpetual.

The FSSAI notification dated 23 June 2026, published in the Gazette on 24 June, makes two different changes. Under Schedule 2, Annexure 3, condition 8, the specified daily production/raw-material-utilisation record requirement does not apply to non-manufacturing food businesses. Under Schedule 4, paragraph 5.2.5, the specified FIFO/FEFO stock-rotation requirement does not apply to retailers; it is not a blanket exemption for wholesalers or all non-manufacturers. A Noida distributor, manufacturer or mixed-activity operator must check its own applicable duties; other hygiene, traceability and reporting requirements remain.

What an FSSAI filing service must document for a Noida site

A competent Noida filing engagement should produce a premises/KoB map, eligibility rationale against live rules, a personalised evidence request, an application copy, payment reconciliation, query-response record and a clear list of ongoing duties.

Ask for separate line items for government charges and professional service charges. Confirm who controls the FoSCoS account and contact details. Do not accept promised approval, invented Noida fast-track fees, or a claim that the adviser is the regulator.

Noida-specific questions

Our company is registered in Delhi, but our kitchen is in Noida. Which state do we select?

Select Uttar Pradesh for the Noida operating kitchen and verify Gautam Buddha Nagar district. Assess a Delhi location separately only if it is also a food-business premises; do not use a correspondence address as the kitchen site.

Does a Noida cloud kitchen on Swiggy or Zomato automatically require a State licence?

Not solely because it uses a delivery platform. Check the KoB, business model, turnover and any special rule in current FoSCoS. The ₹1.5 crore band is a starting point, not permission to ignore KoB criteria.

Can our Noida and Gurugram outlets share one FSSAI number?

Do not assume so. The FoSCoS premises guidance generally uses separate premises approvals, with a head-office Central-licensing requirement for an operator present in more than one state. Map the actual outlets and head office first.

Must a Noida food-cart operator file a second FSSAI registration in 2026?

Not automatically. FSSAI provides deemed registration for street-food vendors already registered under the 2014 Street Vendors Act. Confirm the particular vendor is covered and continue applicable hygiene controls.

Is an FSSAI licence in Noida now valid forever with no fee or amendments?

Perpetual validity removes routine renewal, not ongoing fee, hygiene, inspection, update or other legal duties. FSSAI permits fee payment for selected years; changes to premises or activities should be checked for modification.

Does the June 2026 FIFO/FEFO change exempt our Noida food distributor?

Not automatically. The Gazette excludes non-manufacturing businesses from the specified daily production/raw-material records requirement, but the specified FIFO/FEFO exemption is for retailers. A distributor must assess the actual activities and remaining Schedule 4 requirements.
