Eu Construction Products Regulation Testing Services
EU Construction Products Regulation testing services begin with an evidence decision, not a laboratory booking. Identify the applicable technical specification, intended use, characteristics and assessment system before selecting samples or accepting a quotation.
Which regime and test route applies?
The CPR is in a product-family transition: Regulation (EU) 2024/3110 has applied mainly since 8 January 2026, while specified provisions and cited standards under Regulation (EU) No 305/2011 continue to operate. Article 95 of the new regulation controls that transition. Do not assume that every product already uses the new system, or that a standard printed with “EN” is automatically cited for CPR purposes. Confirm the version and Official Journal status for the product and intended use. EU product assessment does not by itself settle national building-installation rules.
Testing/evidence decision matrix
Before booking, confirm these four gates:
| Decision gate | Evidence to establish | Safe next step |
|---|---|---|
| Specification and intended use | Identify the product type, intended use, cited harmonised standard or eligible EAD/ETA route, and relevant publication or withdrawal dates. | Record the precise version and scope; do not order generic tests against a non-applicable standard. |
| Essential characteristics | Map required or declared characteristics and the assessment methods, classes and permitted non-test routes in the applicable specification. | Request a characteristic-by-characteristic test plan, not an undifferentiated “CPR certificate”. |
| Assessment/verification system | Determine the applicable old AVCP or new AVS obligations by product, characteristic and transition date. For the new framework check Delegated Regulation (EU) 2026/1310 and Annex IX. | Separate manufacturer tests, notified-body tasks, factory production control and, if applicable, environmental-data validation. |
| Evidence acceptance | Match the sample configuration, method/version, measured characteristics, report issuer and notified-body scope to the intended claim. | Obtain written confirmation of acceptance and identify gaps before dispatching samples. |
How to qualify the laboratory
A technically capable accredited laboratory is not automatically a notified body for the particular CPR task. Check the legal role, NANDO listing and exact notification scope when third-party CPR work is mandatory; independently verify competence for the method, product and configuration. Ask who samples, who witnesses tests, whether subcontracting is involved, and who signs the final report. A Technical Assessment Body (TAB) issuing an ETA is not interchangeable with a testing laboratory.
Sampling and the test brief
Representative sample checklist
- Supply product drawings, composition, variants, performance claims, manufacturing site and intended use. Identify the worst-case or representative configurations and the grounds for grouping variants.
- Agree sample quantity, dimensions, conditioning, installation/assembly details, traceability, seals and custody with the laboratory before dispatch.
- Record applicable test methods and editions, performance/class criteria, measurement uncertainty where relevant, deliverables and any notified-body witnessing requirement.
- Plan factory production control and further sample testing separately where the applicable assessment system requires them; a one-off pass is not universal proof of continuing performance.
Can an existing report be reused?
A prior test report is evidence, not an automatically transferable right to make a CPR declaration. Check product identity, technical specification and method edition, intended use, test date, ownership/permission, validity of the supporting basis and whether the responsible notified body accepts it. Under the new CPR, Article 59 allows certain replacements of type-testing (including conditions for shared results or assemblies), but only where the stated conditions and any required third-party verification are met. Do not apply those new-law pathways indiscriminately to products still operating under the old framework.
Failures, retesting and product changes
Change-control / retest map
| Change or failure | Decision before release |
|---|---|
| Test failure or an out-of-scope result | Identify the failed characteristic, sample discrepancy and cause; correct the product or claim, then agree the necessary repeat/extension of testing. A failed test is not cured by a different label. |
| Material, supplier, thickness or process change | Assess whether the change affects the tested product type, performance or factory production control; document equivalence or arrange additional assessment before relying on old reports. |
| New use, mounting or product variant | Compare intended use, substrate, fixings, dimensions and classification/application rules. Request the laboratory or notified body to confirm whether existing evidence extends to this configuration. |
| Standard, EAD or regulatory transition | Check OJ publication, withdrawal, transition provisions and changed methods or characteristics. Re-map report coverage before updating declarations. |
What to send before requesting a quote
Request for quotation: minimum dossier
- Product description and variants, intended use, manufacturing site and responsible economic operator.
- The cited specification or EAD/ETA route, edition, selected characteristics, requested classes and supporting documents.
- Proposed sample matrix, available old reports, test configurations and changes since those reports.
- Proposed manufacturer/notified-body responsibilities, final report format and explicit acceptance criteria.

Frequently asked questions
Does every construction product require a new laboratory test?
No. First determine whether and how a cited technical specification or eligible EAD/ETA route applies. Relevant assessment systems may allow calculations, tabulated values or legally defined alternatives, subject to conditions.
Is ISO/IEC 17025 accreditation enough for CPR System 3?
Not by itself. Where the applicable route requires a notified testing laboratory, verify its precise notification and product/characteristic scope in NANDO as well as the relevant technical competence.
Can a supplier’s fire-test report support my own product?
Not automatically. Confirm identical product and installation conditions, lawful use or permission, the applicable specification and any required notified-body assessment; changed components or assemblies can invalidate the proposed inference.
Who chooses and identifies the samples?
It depends on the applicable assessment system and technical specification. Agree representativeness, traceability and sampling responsibilities before testing; preserve the sample-to-report chain.
Does a pass under a 2011 CPR standard satisfy CPR 2024 requirements?
Not as a general rule. The two regimes coexist by product family under transitional provisions. Check which specification and obligations apply at the relevant date before relying on earlier evidence.
